Congress has not fielded Muslim candidates in 12 states: AIMIM chief

HYDERABAD : AIMIM chief Asaduddin Owaisi on Tuesday said that the Congress has not fielded even a single candidate from the Muslim community in more than a dozen states. Addressing a public meeting at Dabeerpura, the Hyderabad MP said: In Parliament, the participating form of democracy was formulated in which people across every religion and caste were supposed to take part. According to the 2011 Census, there are 17 crore Muslims (around 14 per cent), but the Muslim MPs are only 4.5 per cent. In Maharashtra, there are 38 Lok Sabha seats and around 1.10 crore Muslims (around 12-13 per cent), but neither Congress, Sharad Pawar (NCP-Sharadchandra Pawar), nor Uddhav Thackeray (UBT) gave tickets to a Muslim person. The Congress has also not given tickets to Muslims in Chhattisgarh, Meghalaya, Tripura, Sikkim, Nagaland, Meghalaya, Gujarat, Tamil Nadu, Madhya Pradesh, Rajasthan, Himachal Pradesh, Manipur, Mizoram, Goa, Uttarakhand, and Punjab. EC releases phase 1, 2 turnout data, Oppn seeks explanation for delay

NEW DELHI: After an 11-day delay since the first phase of voting for the 2024 Lok Sabha elections, the Election Commission of India (ECI) finally released the official overall turnout data for the completed phases on Tuesday. According to the ECI, the voter turnout in the first phase was recorded at 66.14 percent, while in the second phase, it slightly increased to 66.71 percent. This turnout was observed across 102 parliamentary constituencies (PCs) in the first phase and 88 PCs in the second phase. In comparison, the turnout in the first phase of the 2019 polls was 69.43 percent. The official data indicates that in the first phase, the voter turnout was 66.22 percent for males, 66.07 percent for females, and 31.32 percent for third-gender voters, resulting in an overall turnout of 66.14 percent. Voting for this phase took place on April 19. In the second phase, which occurred on April 26, the turnout was 66.99 percent for males, 66.42 percent for females, and 23.86 percent for third-gender voters, with an overall turnout of 66.71 percent. Bihar recorded the lowest voter turnout of 49.26 percent in the first phase, while Uttar Pradesh recorded the lowest turnout (55.19 percent) in the second phase. The EC highlighted that out of the 21 states and union territories that went to polls in the first phase, 11 recorded a higher turnout of women voters, including Arunachal Pradesh, Assam, Jammu and Kashmir, Lakshadweep, Manipur, Meghalaya, Nagaland, Puducherry, Tamil Nadu, Uttarakhand, and West Bengal. In the second phase, where 13 states and UTs went to polls, six registered a higher women voter turnout, including Assam, Bihar, Jammu and Kashmir, Uttarakhand, Kerala, and West Bengal. Explaining the delay in announcing the official data on voters turnout, ECI officials clarified that it could only be released after counting the postal ballots and adding them to the total EVM vote count. This includes postal ballots given to service voters, absentee voters, those above 85 years of age, persons with disabilities, those on essential services, and voters on election duty, a senior ECI official said. Congress general secretary in-charge of Communications, Jairam Ramesh, questioned the delay in a post on X, stating, For the first time, even 11 days after the first phase of the polls and four days after the second phase, the final voter turnout has not been published by the ECI. In the past, the ECI used to publish the final voter turnout immediately after voting or within 24 hours. CPI(M) leader Sitaram Yechury said, Finally, ECI has released the final voter turnout figures for the first 2 phases, which are substantially higher than the initial figures. The Confederation of Nagaland Chamber of Commerce and Industries (CNCCI) announced that the indefinite state-wide shutdown would continue but would be relaxed only for six hours from noon to 6 pm on Monday to allow the public to procure essential items. CNCCI president Khekugha Muru said the decision was taken in consideration of the fact that the shutdown was imposed in many districts without giving prior notice to the people. CNCCI urged the government to take steps to stop ''unabated'' extortion, and intimidation by underground groups. State Home Commissioner Vikeyie Kenya has directed the police to take stringent measures as ''such activities reflect adversely on the law enforcing agency as well as on the state government''. He instructed the district administrations and the police to report any violation of the ceasefire ground rules to the Ceasefire Monitoring Group for appropriate action and also continue arresting ''underground cadres'', found extorting, under the National Security Act. On the other hand, the DCCI on Saturday submitted a five-point charter of demands to the state government through the deputy commissioner of Dimapur. DCCI demanded that the state government immediately clarify whether taxation by NPGs was legal or illegal. It also wondered whether the business community should pay GST or the taxation of NPGs. The DCCI asked the government to declare ''summoning business community members to NPG offices, camps and monitoring cells'' as illegal and law enforcing agencies be empowered to act against such places. The DCCI also demanded that extortion, kidnapping, and waylaying of transport should be dealt with swiftly with full force and without impunity.

''Such activities reflect adversely on the law enforcing agency as well as on the state government,'' he said, directing the police to take stringent measures. He instructed the district administrations and the police to report any violation of the ceasefire ground rules to the Ceasefire Monitoring Group for appropriate action. Police should continue arresting ''underground cadres'' found extorting under the National Security Act (NSA), Kenya said. The Dimapur police commissioner was asked to increase patrolling in market areas, and also deploy IRBn personnel to instill confidence among the people, he said. The government also directed that a special cell be formed by the police commissioner to exclusively deal with incidents of extortion, he added. The Dimapur Chamber of Commerce and Industries (DCCI) said directions of such nature were issued by the state government in the past as well. ''However, considering the government's continued insincerity, it does not seem to hold any water,'' it said. NEW DELHI: The second phase of polling for Lok Sabha elections saw nearly 61 per cent voter turnout as people avoided venturing out of homes in the summer heat and voted largely in the morning and evening. Polling in the second phase covered 88 seats across 13 states and UTs amid complaints of EVM glitches and bogus voting in some states. The Election Commission of India (ECI) said polling remained largely peaceful though incidents of intimidation were reported from Manipur in the second phase too. The ECI data showed the highest voting percentage was recorded in Tripura which registered 79.25 per cent polling, followed by Manipur 77.32 per cent, while the turnout in Uttar Pradesh was at 54.85 per cent and Maharashtra at 56.63 per cent. Rajasthan registered 64.07 per cent, West Bengal 71.84 per cent, Assam 71.11 per cent, Bihar 55.08 per cent, Chhattisgarh 73.55 per cent, Jammu and Kashmir 71.91 per cent, Karnataka 68.26 per cent, Kerala 65.78 per cent, and Madhya Pradesh 57.76 per cent. Prime Minister Narendra Modi in the morning urged people to cast their votes in record numbers and said a high voter turnout strengthens democracy. The tentative figure at 8 pm of voter turnout was 63.50 per cent. It is likely to go upwards when reports from all polling stations are obtained, the EC said, adding voters reaching polling stations till the end of polling hour are allowed to cast their vote. Tripura East Lok Sabha constituency recorded a turnout of 79.46 per cent. Election officials said there were some complaints from a few booths but those were ''promptly addressed''. A jawan of the Madhya Pradesh Special Armed Force deployed on poll duty allegedly committed suicide by shooting himself with his service rifle at a government school where he was stationed in Gariaband district under the Mahasamund seat in Chhattisgarh, where a voter turnout of 73.62 per cent was recorded. A polling booth at Sivni village in Balod district (Kanker seat) was decorated like a wedding 'mandap', with a display of rituals of traditional weddings. Several brides and grooms, dressed in their wedding finery, cast their votes at several polling booths. The EC said people from 46 villages in Bastar and Kanker seats cast their votes in a polling booth set up in their own village for the first time in a Lok Sabha election. In neighbouring Madhya Pradesh, there was a turnout of 57.88 per cent. An estimated 71.11 per cent of the 77,26,668 voters exercised their franchise in the five parliamentary constituencies of Assam that went to polls in this phase. In restive Manipur, where polling is being held under high presence of security personnel, the turnout was a significantly high 77.32 per cent. There were reports of intimidation by suspected militants, altercation between Congress workers and NPF supporters and damage of EVM at a polling station in the Tangkhul Naga-dominated hill district. At KK Leishi Phanit polling station in Ukhrul, irate voters destroyed an EVM and other items after alleged disturbances by armed miscreants. The overall voting percentage in Karnataka was 68.30. A case was booked against BJP MP and Bangalore South Candidate Tejasvi Surya for allegedly posting a video on a social media platform and soliciting votes on the grounds of religion, the Election Commission said. Another BJP leader CT Ravi was booked for allegedly promoting hatred and enmity between citizens through his social media post. Various restaurants in Bangalore were offering free dosas, laddu, coffee and other food items at discounted rates to customers who cast their vote. A private hospital assisted 41 inpatients cast their vote with the help of city civic body Bruhat Bengaluru Mahanagara Palike (BBMP). Green corridors were created for the ambulances across constituencies to ensure easy, hassle-free voting. Some EVMs were destroyed at a polling station in Indiganatha village in Chamarajanagara district of Karnataka during a clash between two groups of people over whether to vote or not. Officials said an FIR is being filed the Election Commission will take a call after getting a detailed report. A voter turnout of 57.83 per cent was recorded in eight constituencies in Maharashtra, while in Rajasthan, the turnout was 64.07 per cent. Incidents of confrontation between the supporters of the Congress candidate and an independent candidate were reported at a couple of places during polling in Barmer-Jaisalmer Lok Sabha constituency of Rajasthan. Police said they were looking into the complaints besides some about fake voting from some places. The by-election for the Bagidora assembly constituency in Banswara district was also held simultaneously on Friday and 76.66 per cent voting took place. A voter turnout of 54.85 per cent was recorded in the eight parliamentary constituencies of Uttar Pradesh. Senior citizens dominated the early hours of voting in Noida in the Gautam Buddh Nagar constituency. Some residents' welfare associations made arrangements for electric vehicles to ferry voters to and from the polling booths. In Bihar, the turnout was 55.08 per cent, 71.84 per cent in in West Bengal and 71.91 per cent in Jammu and Kashmir. The Lok Sabha polls are the first major electoral battle in Jammu and Kashmir after the abrogation of Article 370 and the bifurcation of the erstwhile state into Union territories -- Jammu and Kashmir and Ladakh -- on August 5, 2019. The IMD has also predicted a fresh spell of rainfall accompanied by thunderstorms, lightning, and gusty winds is likely to occur over the Western Himalayan region from April 26-29 and the plains of Northwest India from April 26-28 and adjoining Central India from April 26-27. IMD further said that fairly widespread to widespread light to moderate rainfall/snowfall accompanied by isolated thunderstorms and lightning and gusty winds (40-50 kmph) is very likely over Arunachal Pradesh and scattered to fairly widespread rainfall over Assam, Meghalaya and Nagaland, Manipur, Mizoram and Tripura during April 26-30 2024. It added that isolated light to moderate rainfall accompanied by thunderstorms and lightning is very likely over Sikkim on April 28, 2024. VVPATs: From SC Verdict to Electoral Transparency The Supreme Court's decision on Friday rejecting pleas seeking complete cross-verification of votes cast using EVMs with a Voter Verifiable Paper Audit Trail (VVPAT) has brought the focus back on the paper trail machines. To enhance transparency and verifiability in the poll process, the Conduct of Election Rules, 1961 were amended in 2013 to introduce the use of VVPAT machines. They were first used in the by-election to the Noksen assembly seat in Nagaland. At least one ballot unit, one control unit and one VVPAT make up for an EVM. The tentative cost of an EVM comprised Rs 7,900 per ballot unit, Rs 9,800 per control unit and Rs 16,000 per VVPAT. Since 2019, VVPAT slips from five randomly selected polling stations per assembly constituency (or segment in the case of Lok Sabha seats) are matched with the EVM count for greater transparency. According to EC, so far there has hardly been a mismatch. As an elector votes for a candidate on the ballot unit, he or she can see a slip with the candidate's party symbol on a small window on the VVPAT unit for seven seconds. The slip then drops into a basket. As India follows the principle of secret ballot, the voter cannot carry the VVPAT slip home. The top court on Friday rejected pleas seeking complete cross-verification of votes cast using EVMs with a VVPAT. A bench of Justices Sanjiv Khanna and Dipankar Datta delivered two concurring verdicts and dismissed all the pleas in the matter, including those seeking to go back to ballot papers in elections. The court issued two directives. Pronouncing his verdict, Justice Khanna directed the Election Commission to seal and store units used to load symbols for 45 days in strong rooms after the symbols have been loaded to the EVMs. The EVMs used in voting -- called polled EVMs -- and VVPAT slips are kept in strong rooms for 45 days. Since anyone can file an election petition in a high court challenging an election within 45 days of results, the EVMs and slips are stored for 45 days in case a court calls for election records while entertaining the petition. The apex court also allowed engineers of the EVM manufacturers to verify the microcontroller of the machines after the declaration of the results at the request of candidates who stood second and third. Request for the verification of the microcontroller can be made within seven days of declaration of the results after payment of fees, the court said. ''If EVM is found tampered during verification, fees paid by the candidates will be refunded,'' it said. The VVPAT, the ballot unit and the control unit are manufactured by two PSUs -- Electronics Corporation of India Ltd and the Bharat Electronics Ltd.

IMPHAL: A bridge on the National Highway 2 in ethnic violence-hit Manipur's Kangpokpi district was partially damaged in an IED explosion early on Wednesday, disrupting traffic movement in the area, police said. The blast occurred on the bridge between Sapermeina and Koubru Leikha areas around 12. 45 am, an officer said. No casualties were reported so far in the improvised explosive device (IED) blast, he said. Three craters and cracks on both ends of the bridge were noticed, the officer said. Movement of heavy vehicles has been stopped on the bridge connecting Manipur's capital Imphal with Nagaland's Dimapur. Minutes after the explosion, police personnel rushed to the spot and cordoned off the bridge, he said, adding that an investigation into the IED blast has been initiated. Some two-wheelers, however, were seen plying on the bridge this morning. The IED explosion occurred hours after gunfights broke out between village volunteers of the two warring communities in Imphal West district. Over 200 people have been killed and thousands rendered homeless in ethnic violence in Manipur between Imphal Valley-based Meiteis and adjacent hills-based Kukis since May last year.

On the day of polling, a young supporter of the Pattali Makkal Katchi (PMK), in a village falling under Chidambaram constituency, was seen convincing his grandmother to press the Lotus symbol and her instant response, or rather a question, was, Why not Two Leaves or Mango? The youth explained that it is Lotus in place of Mango this time. Walls of nondescript villages in Chidambaram are mostly filled with symbols of political parties, among which the Lotus symbol painted in an unusual blue, yellow and red the colours of the PMK flag stands out. The last-minute decision of the PMK, the party that commands significant support among Vanniyars, a Most Backward Caste, to get into the NDA alliance, had baffled many. Though a quick look may draw a picture that the party founded by S Ramadoss could politically benefit from the alliance, there are many possible fallouts of PMKs choice. First, it would help the DMK alliance in the Vanniyar-populated constituencies in the northern Tamil Nadu to get an edge over its main political rival the AIADMK. Second, it paved the way for the BJP to gain entry into the Vanniyar dominant villages. Ironically, both are not expected to favour the PMK. Meanwhile, the BJP has clearly made inroads into other caste dominated belts, popularising its symbol, flag, and other identities. In the western region, many Gounders, predominantly youngsters, started seeing the BJP as their party after K Annamalai, a member of their community, was made the partys state president. Similarly, the BJP has endeared itself to the Mukkulathors and Nadars in the south by fielding candidates such as former chief minister O Panneerselvam, AMMK chief TTV Dhinakaran, and former governor Tamilisai Soundararajan in this election. A native of Cuddalore district, Durai Chandrasekaran, general secretary of Dravidar Kazhagam, said, Although BJP may not win a seat this time, its identity politics and assertive communal slogans have reached even remote villages. PMK thought it can gain by aligning with the BJP but its the saffron party that has profited the most through the alliance. PMKs latest chosen path has potential for self-harm and only that. Chandrasekaran added it was through the partys earlier association with the BJP that several Hindu outfits popped up in many villages in the state, especially in Villupuram district. PMKs alliance with the BJP will lead to the growth of the latter in the northern districts, he said. However, BJPs plan to win over the Dalits, mainly in the northern part of the state, has not taken off. Tada Periyasamy, a popular Dalit activist who was lured into the party and given the post of state SC wing president, left in a huff just before the election. Also, the growing popularity of the Viduthalai Chiruthaigal Katchi (VCK), under the leadership of Thol Thirumavalavan, has resisted the saffron party from penetrating into the Dalit settlements. Just as it did in the past elections, or maybe way more than the past, BJP did everything to get at least one additional vote from the Tamils. The camaraderie of MK Stalin and Congress leader Rahul Gandhi was on display during the latters recent visit to TN The partys attempt to position itself as the protector of the Tamil sentiment by invoking the Katchatheevu issue, endorsing the states culture with Prime Minister Nadrendra Modi appearing in Tamil costume of dhoti and speaking in Tamil were among their many moves. Additionally, Modi and other BJP leaders tried to present the ruling DMK as a threat to Tamil values. However, it is not their maiden effort. When the state unit of the party was under the leadership of La Ganesan, the present governor of Nagaland, several such attempts had been made 25 years ago. The late social scientist MSS Pandian even wrote a detailed article on it titled Tamil-Friendly Hindutva in the Economic and Political Weekly. But, when Annamalai said he was totally against NEET exemption, the party proved that it failed to understand the nature of Tamil identity politics. This is when every other political party in the state, including the PMK, had taken a firm stand against the NEET. The previous AIADMK government gave reservation for government school students in medical admissions after acknowledging that NEET was a major obstacle for them. Janaki Raja, a Tamil professor, said, The Tamil identity advocated by the Dravidian majors has several layers. It includes social justice, secularism, equality, education-for-all, and empowerment. It is connected to modernity. On the other hand, the BJPs Tamil identity is associated with Hindutva. These two Tamil ideologies are poles apart and the people of this land know it well. Icing on the cake are the campaign speeches of BJP leaders which went against what the regional parties stand for. While the DMK continuously emphasised federal, secular, and plural India, BJP leaders spoke of strong centralised India. These were always palpable from the speeches of DMK leader and Chief Minister MK Stalin and Prime Minister Narendra Modi in their campaign meetings. What caught much attention this time was AIAD MK general secretary and former chief minister Edappadi K Palaniswamis speech delivered a couple of days before the polling. The leader, who had remained tight lipped about his ex-alliance partner, came down heavily on the party. In a street-corner campaign in Tiruchy, minister Anbil Mahesh Poyyamozhi, pointing to three nearby shops, said, While one shop has a Muslim name, the other two have Hindu and Christian names. We all live here happily as brothers, all thanks to him, and pointed to a statue of CN Annadurai. In contrast, BJP national president JP Nadda, while campaigning for IJK leader TR Paarivendhar at Musiri in Perambalur constituency, exhorted the gathering to shout Jai Shri Ram. Also, this may be the first time in the state that the Jai Shri Ram slogan was raised during election campaigns.
