Sikkim's Sentinels: Eastern Army Commander Inspects Forward Defenses Eastern Army Commander Lt Gen R C Tiwari visited the border areas in Sikkim and reviewed the operational preparedness, an official release said. Tiwari, the General Officer Commanding in Chief (GOC-in-C) Eastern Army Command visited the border areas on May 1 and 2 accompanied by GOC Trishakti Corp Lt Gen VPS Kaushik and reviewed the operational preparedness and progress of infrastructure and capability development, it said. The Eastern Army Commander appreciated the officers and troops of the Trishakti Corps for maintaining the highest standard of operational preparedness and efforts towards the development of border areas and nation-building. Interacting with troops at forward locations, he complimented them for their dedication and high standard of professionalism under the most challenging conditions. He exhorted them to continue working with dedication, motivation and enthusiasm. Lt Gen Tiwari also called upon the Governor of Sikkim Lakshman Acharya at Gangtok on May 2 and apprised the governor on the overall security situation and initiatives being undertaken to improve connectivity in the state. He also briefed the governor on the various welfare projects being undertaken under Operation Sadbhavana. Lt Gen Tiwari apprised the governor that 67 projects worth more than Rs 5 crore were executed by Trishakti Corps during the last financial year and formation plans to implement projects worth more than Rs 15 crore in the current financial year. The Eastern Army Commander assured the governor about the Indian Army's commitment to the development of border areas and continued assistance to the civil administration and local people.

Record-breaking 79.77 per cent voter turnout in Sikkim Assembly elections The Sikkim Assembly elections recorded a voter turnout of 79.77 per cent while the polling figure for the lone Lok Sabha seat in the Himalayan state was 80.03, officials said on Saturday. Voting for the 32 Assembly segments and the lone Lok Sabha seat in the Himalayan state was held on Friday. The election officials had given a voter turnout figure of 67.95 per cent after 5 pm on Friday. The final voter turnout figure for the Sikkim Assembly election is 79.77 per cent which was an improvement by one per cent from 78.63 per cent in 2019 assembly polls, they said. The Himalayan state has 4.64 lakh voters. Yoksom-Tashiding assembly constituency registered the highest voter turnout at 85.37 per cent, while Gangtok (BL) assembly constituency witnessed the lowest turnout at 63.66 per cent. As many as 20 assembly constituencies recorded voter turnout at 80 per cent or more, while 10 other assembly constituencies saw polling between 70 and 79 per cent. The voter turnout for the lone Lok Sabha seat in Sikkim was 80.03 per cent which is a shade lower than 81.41 per cent in 2019, officials added. A total of 146 candidates, including Chief Minister Prem Singh Tamang, his predecessor Pawan Kumar Chamling, former India Football captain Bhaichung Bhutia, and Tamang's wife Krishna Kumari Rai are in the fray for 32 assembly constituencies. Tamang and Chamling are contesting from two assembly constituencies each. The counting of votes for the Sikkim Assembly elections will be taken up on June 2 and that for the Lok Sabha election on June 4.

Ministry of Home Affairs Extends AFSPA in Nagaland Districts and Police Stations

Gangtok: T he Ministry of Home Affairs has extended the Armed Forces (Special Powers) Act, 1958, in Nagaland, declaring certain areas as disturbed for a period of six months, effective from April 1, 2023. This extension encompasses eight districts and 21 police stations across the state. According to the notification released by the MHA, the AFSPA has been prolonged in Dimapur, Niuland, Chumoukedima, Mon, Kiphire, Noklak, Phek, and Peren districts of Nagaland. Additionally, it includes specific police stations in five districts, namely Zunheboto, Mokokchung, Kohima, Wokha, and Longleng. The designated police stations within these districts are Khuzama, Kohima North, Kohima South, Zubza, and Kezocha in Kohima district; Mangkolemba, Mokokchung-I, Longtho, Tuli, Longchem, and Anaki 'C' in Mokokchung district; Yanglok police station in Longleng district; Bhandari, Champang, and Ralan in Wokha district; and Ghatashi, Pughoboto, Satakha, Suruhuto, Zunheboto, and Aghunato in Zunheboto district. The notification further states that the declaration of these areas as disturbed under Section 3 of the Armed Forces (Special Powers) Act, 1958, is a preventive measure considering the prevailing law and order situation. This decision comes after a comprehensive review of the security scenario in Nagaland by the Central Government. Previously, the Central Government had designated eight districts and 21 police stations in five other districts of Nagaland as disturbed areas for a similar period, effective from October 1, 2023. Under the AFSPA, security forces are empowered to take certain actions, including arrest without a warrant and search premises without prior authorization, in order to maintain public order and combat insurgency effectively. Sikkim CM among 16 candidates to file nomination papers for assembly polls

Gangtok, Mar 26 (PTI) Chief Minister Prem Singh Singh Tamang was among the 16 candidates who filed their nomination papers on Tuesday for the assembly elections in Sikkim. Tamang and his MLA son Aditya Golay filed their papers for the Soreng-Chakung constituency as SKM candidates. Golay filed the papers as Tamang's substitute candidate, an official statement said. Golay is the incumbent MLA of Soreng-Chakung. The chief minister is also fighting the polls from the Rhenock seat. Citizen Action Party (CAP) candidates Pem Dorjee Sherpa and Kaushal Lohagan filed nomination papers from Daramdin and Salghari-Zoom seats, respectively. Among the others who filed nomination papers were SDF's Gnawo Chopel from the Kabi Lungchuk assembly seat and SKM nominee Sonam Lama for the Sangha constituency. Sikkim Republican Party's Kharga Bahadur Rai filed his nomination papers for the lone Lok Sabha constituency in the state. Two Independent candidates, Laten Tshering Sherpa and Shyamal Pal, also submitted their nomination papers. Sikkim will vote for its 32-member assembly and the lone Lok Sabha seat on April 19. GANGTOK: Sikkim Chief Minister Prem Singh Tamang will contest from two assembly constituencies in the upcoming polls even as his wife Krishna Kumari Rai will take on the opposition Sikkim Democratic Front (SDF) president Pawan Kumar Chamling in Namchi-Singhithang seat. The ruling Sikkim Krantikari Morcha (SKM) on Monday released its candidate list for all the 32 assembly seats and the lone Lok Sabha constituency in the Himalayan state. It re-nominated incumbent MP Indra Hang Subba for the Lok Sabha seat. The decision to field Tamang from the constituencies of Soreng-Chakung and Rhenock, and his wife against Chamling, a five-term CM, has been taken by the SKM parliamentary board, Assembly Speaker Arun Kumar Upreti told reporters here. Upreti has been fielded from Arithang assembly constituency. The SKM has given tickets to nine ministers and dropped two others. The ruling party has also dropped the chief minister's son Aditya Golay from Soreng-Chakung seat with Tamang himself deciding to contest from there. Sikkim BJP terms SKM govt as corrupt, rules out a post-poll alliance

GANGTOK: A day after breaking off alliance with the Sikkim Krantikari Morcha (SKM), the BJP on Sunday launched an all-out attack on the ruling party describing it as corrupt and asked the people to vote for the saffron party to usher in a double engine government to fast track development in the Himalayan state. Launching a vitriolic attack on the SKM, BJP Sikkim Spokesperson Passang Sherpa said that the ruling party was running a corrupt government and indulging in political violence and selling natural resources and assets of the state like hydel power projects at throw-away prices. We are glad that the uncomfortable alliance with the SKM is over for good and we feel free now having broken the shackles of keeping company with the SKM, Sherpa told reporters. He said the BJP, in the event of being elected to power in Sikkim, will get various acts of corruption and swindling of public money by the SKM leaders and government officials, to be thoroughly probed and stern action taken against the culprits. The Sikkim BJP spokesperson refused to dwell into reasons behind the collapse of the alliance with the SKM and ruled out a post-poll alliance with the latter too saying that his party has an unshakeable alliance with the people of Sikkim and trust the people to give his party an opportunity to serve them. On SKM leader and Chief Minister's Political Secretary Jacob Khaling Rai's assertion on Saturday that the doors of a post-poll alliance between the two parties were open, the Sikkim BJP spokesperson ruled out such a possibility. Counting date for Arunachal, Sikkim changed to June 2 Asked about the possibility of an alliance with the Sikkim Democratic Front (SDF) in the event of falling short of majority in the assembly elections, he said the party leadership will take whatever decision will become necessary in such an eventuality. Sherpa said that the BJP candidates for the simultaneous elections to 32 assembly and lone Lok Sabha seat will be decided within a day. The two parties had contested 2019 assembly polls separately with the SKM going on to win 17 seats to form the government, while the BJP drew a blank polling less than two per cent votes. No Chinese leader had ever asked of the Dalai Lama -- as Stalin did of the Pope -- How many divisions does he command? Yet this 65th anniversary of the Tibetan uprising of March 1959 must find China worried that the 88-year-old exile with an infectious giggle but without a country to rule or troops to command might be the wolf in a monks robe of its national nightmare. If so, what role will history assign to his enigmatic second eldest brother, Gyalo Thondup? When Jawaharlal Nehru sent the Dalai Lama to Dharamsala, journalists predicted that he would be forgotten on that shelf above the world. But Mao Zedong, with his acute insight into character and situations, had lamented when he heard that the Dalai Lama had escaped: In that case, we have lost the battle. The Great Helmsman knew that an idea conquers the world more effectively than any army can. While Dalai Lamas come and go, an institution embodying the spirit of Tibet lives for ever. Tibet and Tibetans have blossomed into an indestructible virtual nation during these 65 years of the Dalai Lamas exile. That is also Indias unique contribution to the cause. Presidents and Premiers meet the Dalai Lama only when they want to make a point against China, Prime Minister P.V. Narasimha Rao once told me. We alone have given him full liberty to do whatever he wants! When I asked Chinas consul-general in Kolkata if Beijing was serious about claiming Arunachal Pradesh, he retorted: But of course! The Sixth Dalai Lama was born there! The fervently loyal Han diplomat meant Tsangyang Gyatso, an unconventional 17th century pontiff who disdained monastic austerity, grew his hair long, wore regular Tibetan robes, drank alcohol and accepted female company. Born on March 1, 1683 in Tawang, he was probably kidnapped and murdered by Mongol rebels during a power struggle but his poems and songs remain popular even today among Tibetan-speaking communities in Nepal, India and throughout China. The present 14th Dalai Lama, whom Tibetans call Gyalwa Rinpoche, was born into a farming family on July 6, 1935, and chosen as the incarnation of Tibetan Buddhisms supreme head at the age of two. He was given a string of high-sounding names and hastily installed in Lhasas 13-storeyed Potala Palace with its more than 1,000 rooms soaring nearly 400 feet above the Marpo Ri, or Red Hill, when the Chinese invaded. A detailed account of the enthronement by Sir Basil Gould, British representative in Gangtok with jurisdiction in Bhutan and Tibet, confirmed that despite Manchu claims, the canny Tibetans allowed the Chinese no role in the ceremonies. When Chinese troops crushed the Tibetan uprising, the Dalai Lama escaped from the Potala Palace to start the 13-day trek across the Himalayas to India, from which there was no return. He was just 23. While the Dalai Lama remains one of Natures innocents, his life an open Book. Gyalo Thondups tantalising links with the United States, Communist China, Taiwan, India, and Bhutan and role in the 1959 Tibetan uprising baffles many. As I wrote in my 2002 book, Waiting for America: India and the US in the New Millennium: When British intelligence reported in 1958 that the Chinese would soon launch their final campaign of pacification in Tibet, Dwight D. Eisenhower asked Nehru to give the Dalai Lama asylum. Being a notorious hard bargainer, Nehru demanded help in developing nuclear weapons. A security assurance is not enough, he said. India required its own nuclear guarantee against China. In 1953, when Nehrus sister Vijayalakshmi Pandit was the UNGAs president, President Eisenhower had made a seminal speech to the General Assembly announcing his Atoms for Peace programme to share nuclear technology to develop atomic energy for civilian purposes. Nehru welcomed the plan and agreement was reached in 1958 for what eventually became the $118-million Tarapur nuclear reactor According to the intermediary, William Corson, a Hong Kong-based Marine Corps major who was an intelligence aide to Eisenhower, Kennedy and Lyndon B. Johnson, the course of the negotiations left no doubt that the American-trained scientists would be assigned the task of producing nuclear weapons. In 1974, less than sixteen years later, India exploded Pokharan-I, its first nuclear test Three years after the request about the Dalai Lama, a state department memo proposed that Washington should help India to develop the bomb in order to deny China the psychological edge of being Asias first nuclear power. Gyalo Thondup moved to Lhasa in 1939, and to Nanjing, Republican Chinas capital, three years later when he was 14, ostensibly to learn Chinese. He became a protg of Chiang Kai-shek, often dining with him at home and being educated by tutors selected by Chiang. In 1948, he married Zhu Dan, the daughter of a Kuomintang general. The first officially acknowledged Tibetan to visit Taiwan since 1949, Gyalo Thondup facilitated semi-official contacts between the exiled Dalai Lamas administration and the Chinese in both Beijing and Taiwan. He travelled to the United States in 1951, becoming a seemingly contrary link between Americas Central Intelligence Agency (which promised to make Tibet independent by organising guerrilla units to fight against the Peoples Liberation Army) and Deng Xiaoping, with whom he had negotiated on behalf of the Dalai Lama. It was a tortuous mix of roles with no one ever sure whether Indias RAW or the CIA was the real mastermind. Whispers of KMT funding and the part that an inconspicuous Tibetan restaurant in Calcuttas old Chinatown, which served Indias first and most delicious momos, played in recruiting fighters compounded the mystery. Even more curious was Bhutans allegation in 1974 that Gyalo Thondup had plotted to blow up Thimphus Tashichodzong, assassinate key members of the royal family and stage a coup. All that lies in the past. The Dalai Lama has handed over to an elected government and says that sovereign independence is no longer the goal. Change may now have to wait until some other power takes the initiative -- as the US did in 1903 to hive off Panama from Colombia, or India in 1971 splitting Bangladesh from Pakistan -- to create a more benign world order. But whatever happens, the 14th Dalai Lama, who was awarded the Nobel Peace Prize, has ensured that Tibet and Tibetans will always remain distinctly separate from China and the Chinese. That is his unforgettable legacy.
