The Delhi chief minister has been under judicial custody since April 1 in connection with the alleged liquor policy scam. Congress has not fielded Muslim candidates in 12 states: AIMIM chief

HYDERABAD : AIMIM chief Asaduddin Owaisi on Tuesday said that the Congress has not fielded even a single candidate from the Muslim community in more than a dozen states. Addressing a public meeting at Dabeerpura, the Hyderabad MP said: In Parliament, the participating form of democracy was formulated in which people across every religion and caste were supposed to take part. According to the 2011 Census, there are 17 crore Muslims (around 14 per cent), but the Muslim MPs are only 4.5 per cent. In Maharashtra, there are 38 Lok Sabha seats and around 1.10 crore Muslims (around 12-13 per cent), but neither Congress, Sharad Pawar (NCP-Sharadchandra Pawar), nor Uddhav Thackeray (UBT) gave tickets to a Muslim person. The Congress has also not given tickets to Muslims in Chhattisgarh, Meghalaya, Tripura, Sikkim, Nagaland, Meghalaya, Gujarat, Tamil Nadu, Madhya Pradesh, Rajasthan, Himachal Pradesh, Manipur, Mizoram, Goa, Uttarakhand, and Punjab. Consequently, hundreds of vehicles have been trapped in the tunnel, and traffic has notresumed through Atal Tunnel. The rescue operation to safely evacuate the vehicles trapped in the tunnel has been ongoing for 10 hours. With the coordinated efforts of Manali administration and police, the vehicles are being safely guided to Manali. On Monday when tourists were heading towards Lahaul, it was raining. Vehicles Stuck in Manali Snowfall Vehicles became trapped due to the rapid accumulation of snow in the south portal of the tunnel, facing Manali, while heading towards Lahaul. As a result, long lines of tourist vehicles quickly formed inside Atal Tunnel. About 800 tourists in 1,200 vehicles became stuck near Atal Tunnel. Noticing the increasing speed of snowfall, Manali police began turning tourists back. The south portal facing Manali received 7 inches of snow, while the north portal facing Lahaul received 5 inches. Fortunately, all vehicles and their passengers were safely guided back to Manali by midnight.BRO (Border Roads Organization) began clearing the snow on the road. He was elected to the Rajya Sabha for the first time in April 1984 and has been a member of the Upper House of Parliament for four terms. He was a Union minister during the UPA government under Manmohan Singh and was a deputy leader of the Congress in the Rajya Sabha till he retired in 2022. Babbar will take on BJP leader and Union Minister Rao Inderjit Singh from Gurgaon. Singh has been representing the Gurgaon seat for three consecutive terms. He represented the Mahendragarh Lok Sabha seat in 1998 and 2004 as a Congress MP and won from Gurgaon in 2009 on a Congress ticket. He then switched over to the BJP and won the seat in 2014 and 2019. Polling in the Mumbai North constituency will be held on May 20 and in Haryana's Gurgaon on May 25 in the sixth round. Voting in Himachal Pradesh will be held on June 1 in the last phase of elections.

Nepal man kidnaps teen from UP village, rapes her in Himachal for 3 months; held A man allegedly kidnapped a 15-year-old girl from a village here and took her to Himachal Pradesh where he raped her for almost three months, police said on Tuesday. The police rescued the teenager on Monday and arrested the 26-year-old accused after he returned to Ballia with the girl, they said. The accused, who hails from Nepal's Parsa district and worked in Himachal Pradesh, had befriended the girl on social media, the police said. The minor went missing on January 29 and on the basis of her mother's complaint, a case was registered against unknown persons under Section 363 (kidnapping) of the Indian Penal Code, they said. Superintendent of Police (SP) Dev Ranjan Verma said the police rescued the girl from the accused on Monday. In the statement given to the police , the girl said Pritam Yadav, the accused, befriended her on social media and had come to her village to meet her. Yadav later allegedly abducted the teenager and took her to Himachal Pradesh where he raped her for almost three months, the SP said citing the victim. Based on the minor's statement, Section 376 (2) (rape) of the Indian Penal Code and relevant sections of the Protection of Children from Sexual Offences (POCSO) Act have been added to the case, he said. The SP added that the police arrested the accused from Ratsar town here on Monday.

While addressing the election rallies, Prime Minister Narendra Modi has been rebutting the Congress charge and saying even if ''Babasaheb Ambedkar comes, the Constitution cannot be changed''. Congress general secretary Jairam Ramesh on Monday shared media reports on RSS-BJP leaders' remarks in the last few years on ''ending reservation'' and alleged that they have been trying to do away with the quota in education and jobs for the Scheduled Castes (SCs), Scheduled Tribes (STs) and Other Backward Classes (OBC). ''RSS-BJP have been opposing reservation for 100 years. For the last 10 years they have been continuously attacking reservation -- in 2015, RSS Sarsanghchalak Mohan Bhagwat had talked about reviewing reservation and its need and time limit. ''In 2017, RSS leader Manmohan Vaidya said reservation should be removed. In 2018, (former) BJP MP C P Thakur had opposed Dalit reservation,'' Ramesh said in a post in Hindi on X. In 2021, former Himachal Pradesh chief minister Jai Ram Thakur of the BJP had said the time had come to put an end to caste-based reservation, he said. ''You must be seeing that many BJP leaders are saying they want 'more than 400' seats so that they can amend Babasaheb Ambedkar's Constitution. These people have openly said so: Ananth Kumar Hegde, the BJP MP from Karnataka and a former Union minister; Arun Govil, the BJP's Lok Sabha candidate from Meerut; Lallu Singh, the BJP MP from Faizabad; Jyoti Mirdha, the BJP's Lok Sabha poll candidate from Nagaur,'' the Congress leader said on the microblogging platform. Ramesh said the people should note that this is the first time that the goal of a political party is not just to win an election but to emerge victorious in more than 400 seats. ''The BJP is a clear threat to our Constitution. It wants to amend the Constitution so that the decades-long conspiracy of the RSS to abolish reservation can succeed,'' he alleged. The Lok Sabha polls are being held in the country and the ruling Bharatiya Janata Party (BJP) has set a target of winning more than 400 seats. On the other hand, Prime Minister Modi accused the opposition party on Monday of planning to implement religion-based reservation in the country for the sake of vote-bank politics, while asserting that he will not let it happen. Modi alleged that this proposal of the Congress is for appeasing minorities as the SC, ST and OBC communities are now with the BJP. In another post, Ramesh said, ''Today in Patan, Gujarat, Rahul Gandhi brought out a copy of the Constitution of India and promised to uphold and protect it at all costs in full public view. In yet another post, Ramesh also cited a debate in Parliament to hit out at the BJP over Prime Minister Modi's ''mangal sutra'' remarks. ''During the discussions in Parliament on the Union Budget on August 5th 1991, then MP Atal Behari Vajpayee made the following suggestions on how India could resolve its economic crisis. The only time that snatching mangalsutras was ever on the table was when Mr Vajpayee advocated for it! he said. ''Mr Narasimha Rao and Dr Manmohan Singh heard him intently but thankfully studiously ignored his advice,'' Ramesh said. According to the excerpt shared by Ramesh, Vajpayee had said, ''There is about 10,000 tonnes of gold in our country, out of which 5,000 tonnes is hoarded and 5,000 tonnes have been brought into the country through smuggling. If we succeed to [...] get 2,000 tonnes of gold from the public - I am not talking of 5,000 tonnes of gold but only 2,000 tonnes of gold [...] it would be worth 36 billion American dollars. ''If we sell gold worth 25 billion dollars to clear our debts and invest the rest of gold in such a way that it would fetch us 10 per cent profit, then it would help us in overcoming the financial crisis,'' Vajpayee was quoted as saying. Meanwhile, addressing a press conference at the AICC headquarters here, Congress spokesperson Supriya Shrinate said the country has seen through the ''sinister plot'' of trying to amend the Constitution and doing away with reservation because that has been the core philosophy of the Rashtriya Swayamsevak Sangh (RSS). Even in the BJP, it is no coincidence that leaders such as Jyoti Mirdha and Anant Hegde are talking about amending the Constitution, Shrinate said. ''What does it mean? ''Prime Minister Modi should apologise to the people of this country on how he has been speaking lies on our manifesto, on reservation and the 'mangalsutra','' she said. The Congress social media head claimed that the truth is that after two phases of these polls, the country has decided to ''throw them out and send them home packing''. ''The people of the country have woken up and the truth is that they wanted to change the Constitution and that is why they want 400-plus seats. If you play FIR-FIR, then there will be FIRs on every wrong action of yours,'' Shrinate said, asserting that the Congress does not run fake news and claiming that it is the BJP which runs fake news. Shrinate claimed that Modi became prime minister ''only by lying to the countrymen and spreading false propaganda''. Now action will be taken against all of them, she warned. ''We will take all our proofs before the same Delhi Police, which is now investigating the AI speeches of the prime minister and Amit Shah. We will also take the manipulated tags of all such platforms to the Delhi Police. Then we will see if Amit Shah's police will wake up only for Amit Shah or will follow the law,'' Shrinate said. Congress leader Ponnam Prabhakar said, ''If such a video is there, then the BJP has made those to damage Rahul Gandhi's image. An investigation should be carried out.'' Notices have been issued to five members of the Telangana Pradesh Congress, including Revanth Reddy, who posted the video on X, sources said, adding that a team of the Delhi Police's Special Cell handed over a notice to the Chief Minister's Office on Monday. They have been asked to appear with their mobile phones, laptops, tablets or any other electronic device through which they have created, uploaded and tweeted the video on their X accounts, the sources said. Addressing a Congress rally at Sedam in Karnataka, Revanth Reddy said ''no one here is afraid'' of such notices and alleged that Modi is now using the Delhi Police to win elections. On Monday, the BJP also lodged a complaint with the Election Commission against the Congress, alleging that it circulated the ''deepfake and morphed'' video of Shah to derail the poll process and demanded strict action against the party. Fatal Car Accident in Shimla Claims Two Lives, Injures Two Others

Shimla: Two people died, and two others were seriously injured when their car plunged into a deep gorge in Shimla, the capital of Himachal Pradesh. The tragic incident occurred on Saturday night when the driver, Ankush (25), lost control of the vehicle, causing it to fall into the 150-meter-deep gorge. Ankush and his friend Abhishek (23) were declared dead on arrival at Theog Civil Hospital, while Dalip (25) and Lalit (24) are currently receiving treatment for their injuries. All four individuals involved in the accident were residents of Theog near Dharampur. This unfortunate incident comes just two months after a similar accident in Shimla, where a Swift car fell into a ditch in Balsan, resulting in the death of three people. Tibetan Girl Imprisoned for Freedom Advocacy Vows Continued Activism On October 21, 2015, a 15-year-old Tibetan girl along with her sister was picked up by Chinese authorities in the Tibetan county of Ngaba and put behind bars for three years for publicly displaying portraits of the Dalai Lama and demanding a ''free'' Tibet. In June last year, the girl, Namkyi, arrived in India weeks after entering Nepal following a 10-day arduous journey on foot with a ''firm'' resolve to aware people across the world about 'Chinese repression' in Tibet, according to her account. Namkyi, now 24, says she is currently studying at 'Sherab Gatsel Ling', an educational institution being run by the Tibetan government-in-exile in Himachal Pradesh's Dharamshala. ''What the Chinese government is showing to the entire world about Tibet is in total contrast to the real situation. The Tibetan people are living under increasing fear and repression,'' she told a small group of journalists. ''China has been trying to undermine Tibet's identity,'' she alleges. The Tibetan activists have been accusing China of denying religious freedom and trying to stamp out Tibet's cultural heritage and identity. Beijing has been rejecting the charges. ''I want to tell the world what is happening in Tibet. I want to be the voice of the Tibetan people to let the world know about their pain and anguish, about the Chinese repression,'' Namkyi said. The girl, born to a typical nomadic family in Charo village, also recalled her and her sister Tenzin Dolma's detention following their demonstration at a key locality in Ngaba, ''calling for 'Free Tibet' and seeking swift return of the Dalai Lama to Tibet''. ''Not more than 10 minutes into our march, four or five police officers came from behind and snatched the portraits (of the Dalai Lama) from our hands,'' she said about the October 21, 2015 protest. ''We did not let the portraits go from our hands and resisted the police action. Finally, the Police dragged us down the road and told us to be silent. But we shouted our slogans continuously,'' she said. ''They handcuffed our hands, put us into the police van, and took us away to the detention centre of Ngaba County. Then, they took us to another detention centre in Barkam city.'' Namkyi said she and her sister were subjected to severe torture. ''We were interrogated in a small room where a heater was switched on with excessive heat. Different interrogators asked various questions such as who incited us to hold the protest; where did we get the portraits of the Dalai Lama and whether we had any acquaintances from outside etc,'' she said. ''Despite mental and physical torture, we only responded that both of us freely decided to hold the protest, and no one incited us, and also that our family members knew nothing about it.'' Namkyi said the trial started nearly a year after the arrest. ''That day (when the trial began), we both saw each other for the first time since our arrest,'' she remembered, adding the court sent to prisons. ''After three months in prison, I worked in a labour camp where copper wires were produced, and my sister made cigarette boxes at first, and then we were shifted to a wrist-watch manufacturing camp,'' she said. ''Later, we learned that our family had sent food and clothes for us, but we never got anything from the prison authorities.'' ''On 21 October 2018, we were released from prison after completing the prison term,'' she added. Namkyi alleged that the Chinese authorities ''troubled'' her family members and relatives in view of the demonstration held by her and her sister. ''On May 13, 2023, I started my journey of escape with my aunt Tsering Kyi without telling anyone,'' she said adding they first crossed over to Nepal through a border point Namkyi said she came to Dharamshala on June 28 last year. In India for close to 10 months, she feared for the safety of her family members. ''I am worried that my family may be targeted,'' she said. Namkyi said her main aim now is to ''let the world know the real situation in Tibet.'' ''People are living in pathetic conditions in Tibet. I want to be their voice to the world. I want to visit various countries and spread and tell them what is going on in Tibet,'' she added. Namkyi said she had the opportunity to seek blessings of the Dalai Lama last year during which he underlined the need for working towards protecting the identity and cultural heritage of Tibet. After a failed anti-Chinese uprising in 1959, the 14th Dalai Lama fled Tibet and came to India where he set up the government-in-exile. The Chinese government officials and the Dalai Lama or his representatives have not met in formal negotiations since 2010. Beijing has been maintaining that it freed ''serfs and slaves'' from a brutal theocracy in Tibet and bringing the region on the path of prosperity and modernisation. China has in the past accused the Dalai Lama of indulging in ''separatist'' activities and trying to split Tibet and considers him as a divisive figure. However, the Tibetan spiritual leader has insisted that he is not seeking independence but ''genuine autonomy for all Tibetans living in the three traditional provinces of Tibet'' under the ''Middle-Way approach''. Relations between the two sides strained further due to protests against China in Tibetan areas in 2008.

Congress Top Leaders to Descend on TG for LS campaigning in May

Upgrade needed to bring back trust in Election Commission

The Election Commission (EC) is technologically challenged. And no, this is not about the Electronic Voting Machines (EVMs) that have been in the eye of the storm that blew itself all the way up to the Supreme Court. The system of level playing field and free and fair elections, intrinsic to how governments are elected in a democracy, requires an EC with updated rules and procedures, and capabilities to handle fast-paced changes in technology, especially communication networks. The 73-year-old rules impose a 48-hour silence in public campaigning. There are injunctions on the news media about opinion and exit polls. There is, however, a gaping hole when it comes to telecasts and webcasts. Television and internet are unregulated and free to deliver campaign content to voters homes, mobiles, laptops, tablets and desktops, even as voting is in progress in the extraordinarily extended multi-phase polling schedule. On April 19, when voting was in progress in all 39 constituencies of Tamil Nadu, all five constituencies in Uttarakhand and in 58 of the total 102 constituencies where polls were held, TV and internet were actively engaged in beaming live speeches by political leaders, including PM Narenda Modi. In the states where voting was in progress, political leaders, including supremos of regional parties, were canvassing votes, which was available on local TV channels and, of course, the internet. A 48-hour period of pre-poll silence has, therefore, become notional. The EC, on the contrary, has no notion of what it should do to prevent voters from being influenced even as they queue up to vote. Since it imposed restrictions on opinion and exit polls, it should not have been difficult for it to work out how to prevent noisy campaigning from being beamed into voters lives. The failure to prevent violation of its rules ought to be a priority for the EC, which every so often iterates its commitment to making sure there is a level playing field. The violation of the silence rule works to the disadvantage of smaller and regional parties in a Lok Sabha election, because national TV networks tend to focus on the ruling regime and offer up disproportionate slices of time to other national parties and leaders. Regional parties do not have the same advantage. Given that the BJP has included the One Nation, One Election promise in its election manifesto and maintains that it has engaged in a consultative process by forming a committee headed by former president Ram Nath Kovind, the in-built discrimination in favour of the biggest and loudest increases disproportionately. If the election system is artificially reconstructed, regional and national parties would be locked in campaigning for both state and national elections at the same time. In other words, parties like the AAP, TMC, the DMK, the CPI(M), RJD or even the BJD, the YSR Congress or the JD(S) would have to compete against parties like the BJP for time on national TV. Each regional and smaller party would get squeezed out or be relegated to competing against national parties even on local TV networks. Instead of being political equals, the smaller and regional parties would be reduced to second class citizen status. Since there is already a hierarchy in the categorisation of political parties by the EC, any additional disadvantage would skew the principle of fairness in favour of the ruling establishment at the Centre. An incensed Mamata Banerjee, TMCs boss and West Bengals CM, recently lashed out at the EC, branding it the BJP Commission. An independent EC capable of dealing with change, both structural and infrastructuralsuch as technologyis expected of an institution that has almost limitless resources and ample money to do its job without being attacked as biased by its stakeholders. She clearly believed the institution had been influenced to the extent that it had lost its independence. Mamatas attack was directed against the mobilisation of central security forces and the effective ouster of state police by the EC on the one hand and the removals and appointments of senior police and administrative personnel on the other. This sent out a signal that the institution did not trust the professionalism of public officials in West Bengal. This clash of opinions during elections in the state is not new. It was very evident during the assembly elections of 2021, when the DGP was removed. This time, too, a slew of officials have been removed, including the current DGP. The ECs lack of trust, or rather outright suspicion, that public servants working in states are biased is evident from the removal of six home secretaries from as many states, including UP, Bihar, Gujarat, Jharkhand, Himachal Pradesh and Uttarakhand. The lack of trust in the independence of the EC is equally problematic. While it has become routine for the EC to remove senior government servants before and during elections, there is very little political parties or voters can do to remove people heading the institution. The deep distrust on all sides has grown with every election. From EVMs, to voter-verifiable paper audit trail (VVPAT) verification by voters of votes cast, counting of VVPAT slips, to how the EC handles the deployment of security forces, state police and government officials, there is no part of the system that is not controversial. For elections to be seen to be free and fair, there is a lot that the EC needs to do to end speculation and distrust about its functioning. Figuring out how to prevent violation of the pre-poll silence period is probably the easiest challenge it currently faces to its credibility. The size of an extra large apple has been put between 221-280 grams and the number of apples in the carton would be 80 while the size of an apple in the pittu (smallest) category is between 90-110 grams and the number of apples in the carton would be 200. Earlier, the Arhtiyas and commission agents were accepting apples in boxes and the total weight was between 30 to 35 kg and growers suffered losses. The government had implemented the decision to sell apples by weight in the teeth of opposition by Arhtiyas and commission agents and even took punitive action against the defaulters.

DHARAMSHALA: When His Holiness the Dalai Lama came to India in 1960, he learned about around 51 young children struggling to survive among the large group of refugees who fled from Tibet. With the objective of accommodating these children, the idea of setting up the Tibetan Childrens Village (TCV) in Dharamshala, Himachal Pradesh, was born. The school was subsequently managed by HH Dalai Lamas sisters. TCV is the largest educational infrastructure in exile, focusing on preserving the ethos of Tibet while providing holistic education. Its a boarding school that currently caters to over 1,000 students aged 3 to 18, with classes up to the 12th standard in Dharamshala alone. If we include the other seven schools, there are over 5,500 students, stated Sonam Sichoe, the President of TCV, in an interview with this newspaper. Sonam arrived in India at the age of 10 in 1970 and studied at TCV. Over 52,000 children have studied at TCV since 1960, which now includes a total of 7 other schools spread across different parts of India, bringing the total to 8 schools. The education of one child incurs a monthly expenditure of around Rs 5,000 to Rs 8,000 ($80), but many sponsors have taken charge of these expenses. Nearly Rs 50 crore comes in as aid from across the world, with US AID being one of the largest contributors to this program. We now have eight schools in various locations in India. Our schools alumni also contribute, and we have exchange programs for Tibetan children studying in other countries. The Indian government organizes programs here, and our school is affiliated with CBSE, said Lobsang Tsomo, General Secretary (External Relations), in an interview with this newspaper. Tibetans wish to preserve their culture and ethos, and India is one country where they can do so through their education system and monasteries. The Chinese are trying to forcibly send Tibetan children in Tibet to Chinese boarding schools, with the intention of erasing their culture. According to the 'The State of the Climate in Asia 2023' report, prolonged heatwaves affected South and South-East Asia in early summer. In India, severe heatwaves in April and June resulted in about 110 fatalities due to heatstroke. In 2023, the mean temperature over Asia was 0.91 degree Celsius above the 1991-2020 reference period, the second highest on record. Many parts of the region experienced extreme heat events last year. Precipitation is a key climate parameter, essential for society in terms of providing water for drinking and domestic purposes, agriculture, industry and hydropower. Variations in precipitation also drive major climate events such as droughts and floods. In 2023, substantial precipitation deficits in the region were observed in the Turan Lowland (Turkmenistan, Uzbekistan, Kazakhstan); the Hindu Kush (Afghanistan, Pakistan); the Himalayas; around the Ganges and lower course of the Brahmaputra Rivers (India and Bangladesh); the Arakan Mountains (Myanmar); and the lower course of the Mekong River. AP met the maximum power demand during the day --at 12675mu --without any shortage. This record is better than of Bihar, Jharkhand, Uttarakhand and Himachal Pradesh, which are facing energy shortages, he said. The officials explained that in the 244.888mu of Power Demand, APGenco Thermal met 90.982mu, APGenco Hydel met 6.966mu, APGenco Solar met 2.321mu, Central Generating Stations met 39.466mu, IPPs(SEIL, HNPCL) met 34.453mu, Wind Power met 4.077mu and Solar met 20.116mu. The market purchases were 42.688mu and purchases from others 3.819mu. The total short term power purchase was 44.154mu.
