Jharkhand HC dismisses Hemant Soren's plea challenging his arrest

RANCHI: In yet another blow to former CM Hemant Soren, the Jharkhand HC on Friday dismissed his petition challenging his arrest by the ED in a money laundering case linked to a land scam. A two-bench judge comprising of Chief Justice S Chandrashekhar and Justice Navneet Kumar had kept its order reserved on February 28 after hearing the arguments of both sides. It was argued on behalf of Hemant Soren that the case in which he has been arrested was not a scheduled offence and there was no case of money laundering against him. Soren's name was not even mentioned in the documents related to the land of Bagdai and claimed that his name was dragged deliberately. ED on the other hand, argued that the then CM Hemant Soren had tried to destroy the evidence by misusing his power and position after the summons were issued against him. Notably, Hemant Soren has also moved the Supreme Court against the delay in giving the verdict after the Jharkhand High Court reserved its orders on February 28. It has been said in the petition that due to the decision not coming in the case, he is not able to participate in the Lok Sabha election campaign.

Shah deepfake probe: Political leaders skip police summons

NEW DELHI: Not even a single member of any political party on Thursday appeared before Intelligence Fusion and Strategic Operations (IFSO) unit of the Delhi Police special cell in connection with the sharing of Union Home Minister Amit Shahs fake video, officials said. We have asked some of the leaders from Jharkhand, Uttar Pradesh and one person from the Northeast. But no one turned-up for questioning on Thursday, a senior police officer said. The Delhi Police is likely to serve a second notice to the members of the Telangana Congress in connection with the uploading and sharing of the fake video of Shah. The four members of the Telangana Congress, who were supposed to appear before the office of the IFSO, did not come on Wednesday. We will again ask them to appear before the IO (investigating officer), as they did not come on Wednesday, an officer said. Kerala: Climate change reality gets heatwave check

THIRUVANANTHAPURAM: Valerian Isaac, a traditional fisherman from Anchuthengu in Thiruvananthapuram, is deeply concerned about the impact of climate change on his livelihood and the overall quality of life. He used to enjoy his summer with the sea cooling down when folks in the town sweltered in the heat. The situation however has changed dramatically. The sea has warmed up significantly. Consequently, the fish have migrated to cooler waters away from the coast. Previously, we relied on good winds and occasional rains to alleviate the heat. But this summer has proven to be the toughest yet, Isaac said. With the dwindling catch, only a handful of fishermen dare to venture out into the sea in his area. And they are not the only ones suffering. Adverse weather has also affected autorickshaw drivers, tour operators, vegetable vendors and those in the construction sector. As the government considers imposing further restrictions on operations between 11am and 3pm, the livelihoods of even more sectors hang in the balance. Isaac, like many others, had not heard of the term El Nino, a climate phenomenon responsible for warming the sea surface temperature in the Pacific Ocean and often cited as a primary cause of harsh summers. However, he, along with the rest of the populace, has become acquainted with the term heatwave in recent times. Its sudden appearance in the vocabulary coincided with its confirmation in Palakkad on April 26, the day of the general elections. Such weather was once considered unusual, mostly associated with the traditional hot regions of the country. The India Meteorological Department first issued a heatwave alert in Kerala in 2016, the warmest year on record for the state, primarily focused on Palakkad. This year, the focus has again been on Palakkad which experienced scorching temperatures throughout April, with Thrissur following suit. Subsequently, heatwave alerts were issued for Kollam, Kozhikode and Alappuzha, as temperatures in these districts deviated from the norm significantly. A majority of those belonging to the fishing community in Perumathura in Thiruvananthapuram are spending their time under the shade of coconut palms. The reason being the roofs of their homes are made of asbestos and tin sheets, which increase the heat Weather experts assert the situation is similar across south and east India. An Asia-wide heatwave map published by international weather agencies depicts most countries in the region coloured in red. The temperature rise is attributed to global warming induced by climate change. The impact of El Nino exacerbates the situation, said D Sivananda Pai, senior scientist and ADGM of India Meteorological Department. According to him, the dry weather in Kerala has increased the temperature. In Palakkad, the relative humidity is now in the 30-40% range in comparison to the normal 60-80%. Thats why the temperature remains high. The condition is worse for people living in more humid areas as high moisture content does not help reduce body temperature, he said. Like this year, 2016 too was an El Nino year. While it was the warmest year in recent history, the damage, technically, was limited to a heatwave alert in Palakkad. What makes the conditions worse than 2016 is the absence of summer rain, especially in the northern districts, and the land use and land cover changes because of urbanisation, said Rajeevan Erikkulam, a meteorologist with the Kerala State Disaster Management Authority. Weather experts pointed out the situation is likely to improve by the second week of May when summer rains are expected to be more regular. The El Nino effect is expected to be neutral during the time of monsoon, but the experts have a warning the next El Nino year could be much worse than 2024. What is heatwave? Qualitatively, heatwave is a condition of air temperature that becomes fatal to human body when exposed. Quantitatively, it is defined based on the temperature thresholds over a region in terms of actual temperature or its departure from normal. Criterion for declaring heatwave Heatwave is considered to be in effect if the maximum temperature of a station reaches at least 40Celsius or more in the plains, at least 30Celsius or more in hilly regions, and 37 Celsius or more in coastal regions. The departure from normal is 4.5 to 6.4Celsius. If the above criteria is met in at least two stations in a meteorological sub-division for at least two consecutive days, a heatwave is declared on the second day. Bihar Govt Cracks Down on Illegal Sand Mining, Issues Directives to Officials In a bid to check illegal sand mining in the state, the Bihar government on Thursday directed officers concerned in all districts to inspect sand ghats in their respective areas and send reports to the headquarters daily. The decision to this effect was taken at a high-level meeting attended by senior officials of the Mines and Geology department and other related departments. According to a statement issued by the Information and Public Relations Department, the district mining officers across the state have been ''directed to inspect sand ghats in their respective areas and send reports to the headquarters on a daily basis''. Directions have been issued to erect display boards at all auctioned sand ghats and also install National Informatics Centre (NIC) integrated weighing machine to check overloading and illegal transportation of sand,'' it said. Officials have been asked to ''keep a tab on the entire sand quarry activity and track trucks carrying sand from the quarry to depots and other designated destinations in the state, the statement said. Instructions have also been issued to erect display boards at sand ghats which have not been auctioned. Any sand mining activities on ghats which are not auctioned can be easily checked and strict action will be taken against violators,'' the statement said. The state has been witnessing incidents of violent attacks by the sand mafia on policemen and senior officers of the department. Such incidents are mainly reported from Patna, Bhojpur, Rohtas, Aurangabad, Saran and Vaishali districts. The sand ghats along the Sone river in Rohtas, Bhojpur and Aurangabad districts of Bihar and adjacent Garhwa and Palamu of Jharkhand are known for good quality.

At least 17 places in these states recorded temperatures above the 44-degree Celsius mark. The mercury settled at 46.2 degrees Celsius at Nandyal in Andhra Pradesh, 45.3 degrees at Palwancha in Telangana, 44.3 degrees at Karur Paramathi in Tamil Nadu, 45 degrees at Bolangir in Odisha, and 44.3 degrees at Kalaikunda in West Bengal. As Kerala continued to reel under punishing heat, Chief Minister Pinarayi Vijayan directed the closure of educational institutions in the state until May 6. The IMD said the ongoing heat wave spell in east and south peninsular India will continue till May 3 and abate thereafter. The Met office on Wednesday said above normal maximum temperatures are likely over most parts of the country in May and a significantly high number of heat wave days expected over the northern plains, central region, and adjoining areas of peninsular India. April saw record-smashing maximum temperatures in east, northeast, and southern peninsular India prompting health warnings from government agencies and some states to suspend in-person classes in schools. A number of stations recorded their highest ever April day temperature. Five active Western Disturbances led to rain, thunderstorm, and hail storms over north and central India at regular intervals in April, preventing heat waves. IMD data shows that heat waves in April this year were far worse than in 2023, the warmest year on record so far. This trend is likely to continue in May, with around eight to 11 heat wave days predicted over south Rajasthan, west Madhya Pradesh, Vidarbha, Marathwada, and Gujarat regions. The remaining parts of Rajasthan, east Madhya Pradesh, Punjab, Haryana, Chandigarh, Delhi, Uttar Pradesh, and some parts of Chhattisgarh, interior Odisha, Gangetic West Bengal, Jharkhand, Bihar, north interior Karnataka, and Telangana may record five to seven heat wave days in the month. Normally, the northern plains, central India, and adjoining areas of peninsular India experience around three days of heat waves in May. India saw two spells of heat waves in April from April 5 to 7 and April 15 to 30. The IMD attributes the prolonged heat wave spell over east, northeast, and south peninsular India in April to the absence of thunderstorms and an anticyclone at lower levels over the west central Bay of Bengal and the adjoining eastern coasts of India. This caused the sea breeze to cut off over Odisha and West Bengal on most days. The weather office said south peninsular India recorded an average maximum temperature of 31 degrees Celsius in April, which was the second-highest since 1901. The mean temperature (28.12 degrees Celsius) in April in east and northeast India was the highest since 1901, it said. The IMD said above normal maximum temperatures have become frequent over south peninsular India since 1980s. The region recorded 12.6 mm of rainfall in April, which was the fifth lowest since 1901 and the second lowest since 2001. According to IMD data, the number of heat wave days this April was the highest in 15 years in Gangetic West Bengal and nine years in Odisha. Odisha also experienced the longest heat wave spell (16 days) in April since 2016. Amid the prevailing but weakening El Nino conditions, the IMD had earlier warned of extreme heat during the April-June period, coinciding with the seven-phase Lok Sabha elections. Hundreds of thousands of voters had to cope with the searing heat when they stepped out to exercise their franchise in the second phase of the Lok Sabha elections on April 26. Polling for 94 constituencies across 12 states will take place on May 7. The weather office had earlier expected four to eight heat wave days in different parts of the country in April against a normal of one to three days. Ten to 20 heat wave days are expected against a normal of four to eight in the entire April-June period.

The National Green Tribunal (NGT) was hearing a matter where it had taken suo motu cognisance of a PTI report regarding the blaze that occurred in a material yard of unit 3 of the power plant on April 19. The installation is a 660X3 MW coal-based power plant of the NTPC, the country's largest power generation company. In an order passed on Wednesday, a bench of NGT Chairperson Justice Prakash Shrivastava and expert member A Senthil Vel said the matter raised a ''substantial issue'' regarding compliance with environmental norms. The bench impleaded as parties or respondents authorities, including the plants administrative head, member secretaries of the Central Pollution Control Board (CPCB) and the Jharkhand State Pollution Control Board (JSPCB) and the deputy commissioner or district magistrate of Chatra. It noted that counsel for the central and state pollution board had appeared before the tribunal. ''Let notice be issued to Respondents No. 3 and (DC or DM) and 4 (plants administrative head) and response be filed by the respondents, the tribunal said. The matter has been posted before the eastern bench of the tribunal in Kolkata on July 5.

''We will again ask them to appear before the IO (investigating officer), as they did not come on Wednesday,'' an officer, privy to the investigation said. The summonses were issued to Telangana Chief Minister A Revanth Reddy and four Telangana Pradesh Congress Committee (TPCC) members -- Shiva Kumar Ambala, Asma Tasleem, Satish Manne and Naveen Pettem -- under sections 91 and 160 of the Code of Criminal Procedure (CrPC). According to the police sources, if a person is served notice under section 160/91 of the CrPC, the person can either make a physical appearance before the IO or send a legal representative. On Wednesday, Reddy's lawyer appeared before the IO and asserted that the Congress leader had nothing to do with creating or posting the doctored video of Shah's speech. According to police, about 22 people from various political parties in the states of Jharkhand, Uttar Pradesh, Rajasthan and Madhya Pradesh have been served notices in connection with the case and they have been asked to appear before the police on Thursday, Friday and Saturday. The Special Cell of the Delhi Police had on Sunday registered an FIR after the Indian Cyber Crime Coordination Centre (I4C), which is under the ministry of home affairs (MHA), filed a complaint about the doctored video of Shah where his statements indicating a commitment to abolish quota for Muslims on religious ground in Telangana were changed to make it seem that he was advocating scrapping of all reservations.

East, South continue to reel under heatwave; max temperature in Telangana to hit 45C, says IMD As vast swathes of east and south India continued to bake under the scorching sun on Thursday, with the mercury in two Telangana districts hitting the 44C mark; a top scientist with the India Meteorological Department (IMD) held out no hope of an immediate respite for the state, adding that the maximum temperature can reach up to 45C over the next few days. Speaking to ANI on Thursday, IMD scientist Dr A. Sravani said, The maximum temperatures in Telangana have been on an upward curve over the last few days, It has now shot up to 44C. Over the next two to three days, the heatwave that has been building up steadily will intensify further. While across the state, the maximum temperatures have been upwards of 40C over the last few days, some parts even hit 44C. Some of the state observatories have even recorded maximum temperatures in the region of 45C or more in certain areas. The eastern part of the state has recorded temperatures in excess of 43C, while two districts have seen the mercury breach the 44C-mark. The Nizamabad district saw the mercury hit 44.1C while Ramagundam in the Peddapalli district recorded 44.4C, the climate scientist added. The prevailing condition will continue over the next four days. We will issue an orange alert (heatwave warning) tomorrow. After May 5, the maximum temperature in the state could show a marginal decrease with showers, too, predicted, Sravani added. According to a post on the official X handle of the IMD, Rentachintala in Andhra Pradesh recorded the highest maximum temperature on Thursday, at 46.2C, followed by Tirupathi and Rayalaseema at 45.6C; Khammam and Telangana at 45C; Talcher in Odisha at 45C; Purulia and Gangetic West Bengal at 44.1C; Karur Paramathi in Tamil Nadu at 44C); Malda and sub-Himalayan West Bengal at 41.8C; and Forbesganj in Bihar at 41.4C. The IMD also issued a red alert for severe heatwave in Andhra Pradesh, Bihar, West Bengal and Odisha, saying the condition was likely to persist over the next two to three days. The Met also issued an 'Orange' alert for Telangana, Karnataka, and Andhra Pradesh over the next 4-5 days. Further, according to the IMD, the heatwave will persist in most areas of the eastern and southern states in May, including Odisha, West Bengal, Bihar, Jharkhand, Uttar Pradesh, Chhattisgarh, Andhra Pradesh, Telangana, Maharashtra, and Karnataka. While the political temperature south of the Vindhyas has peaked amid the ongoing Lok Sabha elections, in several cities of Telangana, not just the people but political leaders, as well, have had to bow to the unforgiving sun. Amid the intense heatwave, leaders across political parties have been wary not to take carry out campaign-related activities during the day and have been going door-to-door and taking out rallies and roadshows before 10 am or after 5 pm. The district administration has also been running awareness campaigns among voters in the morning or evening. From party offices, shops to religious places, all establishments stay closed in the afternoon hours, with priests, aides and devotees at temples, as well as party workers choosing to stay indoors. Dr Priyanka Ala, the district magistrate of Bhadradri Kothagudem, said, Already, the temperatures in districts are in excess of 45C and we are expecting it to inch further upward to 46 or 47C on May 13, the polling day. Considering the unforgiving weather, we have decided to make special arrangements at the polling stations. One of them is AMF, which stands for Assured Minimum Facilities. We also provide adequate drinking water facilities along with toilets. We have also made special seating arrangements under the shade. Each polling station will have a minimum of two to four tents. Medical kits, including ORS, will also be arranged. Ahead of polling on May 13, the political parties as well as the district administration are making elaborate arrangements to bring the maximum number of votes to the polling stations. The parties have not only arranged auto-rickshaws to ferry voters to their designated polling booths but also cold beverages, drinking water, and tents to enable them to get their fingers inked on May 13. NEW DELHI: The Indian Meteorological Department has issued a forecast indicating that India is likely to experience an above-normal number of heatwave days in May, with both maximum and minimum temperatures expected to rise. The trend of warmer weather has already been observed, with April recording 40% more heatwave days than the historical average. Normally heat waves prevail over northern plains, central India and adjoining areas of peninsular India for about 3 days in different meteorological stations in May.However, this month, different parts of the country will have an additional 2-8 days of heatwave. The number of heatwave days is likely to be above normal by about 5-8 days over central India i.e. south Rajasthan, west Madhya Pradesh, Vidarbha, Marathwada and Gujarat region.Additionally, the Northwest, Eastern, and Southern regions, including Punjab, Haryana, Chandigarh, Delhi, Uttar Pradesh, Odisha, Gangetic West Bengal, Jharkhand, Bihar, northern interior Karnataka, Telangana, and isolated pockets of northern Tamil Nadu and Andhra Pradesh, may experience 2-4 days of above-normal temperatures. Furthermore, most parts of the country are expected to see above-normal maximum temperatures, except for certain regions in the northeast, northwest, central India, and parts of the northeast peninsula. Similarly, above-normal minimum temperatures are anticipated across the nation, except for specific areas in northwest India, the Indo-Gangetic plains, central India, and much of northeast India. Despite rainfall averaged over the country in May 2024 is most likely to be normal (91-109% of the long-period average). Earlier in April, the Southern Peninsula was one of the driest regions since 1901. This region experienced only 12.6 mm rainfall in April which is the fifth lowest since 1901. In addition, the Peninsular region was the second hottest month since 1901, the average mean temperature is 31.39Celsius which is more than the normal mean temperature of 30.16Celsius. Furthermore, April reportedly 118 days of heatwave days against average of 71 days. Most heatwave days were reported from Odisha (18 days) highest in the pastnine years, West Bengal (16 days) which was the highest in past 15 years, Jharkhand, Andhra Pradesh, Interior Karnataka (10 days), Southern Karnataka (8 days), Tamil Nadu and Sikkim (7days). Moreover, Odisha got the longest spell of heatwave in April 2024 during 15-30 April(16 days), after April 2016 when it prevailed during 9- 30 April 2016(21 days). A Larger number of heatwave days than average is due to scanty rainfall and the persistence of anti-cyclones over Bay of Bengal and adjoining eastern coasts of India. However, no heat waves were reported over north & central India during April 2024 due to back-to-back five Western Disturbances.

ASANOL: Reopening factories closed for years, addressing drinking water scarcity in rural pockets and reining in the illegal mining menace in abandoned collieries are the primary issues for the people of Asansol Lok Sabha constituency in West Bengal. The region cradles the mining and industrial belt of the state, with Raniganj, Pandaveswar and Jamuria assembly segments housing coal mines and Kulti serving as the home to some of the bigger factories. Asansol, which borders Jharkhand, has a significant percentage of the Hindi-speaking population, mostly migrant workers from Bihar and UP employed in the mines and factories. While the TMC has repeated Bollywood superstar Shatrughan Sinha aka 'Bihari Babu' as its candidate for this seat, the BJP settled for its veteran leader Surendrajeet Singh Ahluwalia who was born and raised in the city. The CPI(M) has fielded Jahanara Khan, a debutant in Lok Sabha polls, in the seat that is also home to a fair number of tribals. Sinha won the 2022 by-elections here by over 3 lakh votes after BJP MP Babul Supriyo vacated the seat, which he secured in 2014 and 2019, and switched over to the TMC. Sinha expressed confidence about retaining the seat by a greater margin this time. I will win more support from people in the constituency this election, he told PTI. Left nominee Khan, a two-time MLA from Jamuria, alleged that neither Sinha nor Supriyo had done much to alleviate the problems of the locals. The poorer tribals and minorities in the rural areas are suffering from tremendous drinking water scarcity, but little has been done so far to solve that crisis, she said. Alleging that illegal mining from the abandoned collieries in the region is rampant, she said the menace must be stopped to prevent land subsidence and mudslides which claim lives almost every year. Acknowledging the rural water crisis, TMC's Pandaveswar MLA Narendranath Chakraborty said water level depletes in the summer months in the mine region which, he maintained, was a atural occurrence. We are working towards providing water connection to homes, and reservoirs are being built in every block, he said, adding that water gets supplied through tankers in many places as a stop-gap measure. Sambhu Majhi, a resident of Kulti, said that he wanted factories, which have been closed for years over issues ranging from militant trade unionism to lack of timely modernisation, reopened. If the factories are back in operation, our children will not have to migrate in search of livelihood, he said. Several well-known factories like those of Sen-Raleigh and Asansol Glass have downed their shutters over the years. According to Ajay Ghosh of Dishergarh, illegal sand mining from Damodar is also on the rise and needs to be stopped. The BJP took a while to officially name Ahluwalia, fondly called 'Sardarji' by many, for the Asansol seat after Bhojpuri singer Pawan Singh stepped aside from the contest. Jharkhand Congress chief summoned over Shah video

RANCHI: The Delhi Police Special Branch has issued a notice to Jharkhand Congress chief Rajesh Thakur asking him to appear before an investigating officer at 10.30 am on Thursday in a case involving alleged uploading and sharing of fake videos of Union Home Minister Amit Shah. On April 27, a video related to Shah went viral in which he purportedly said that if the BJP government was formed, the reservation benefits for SC, ST and OBCs will be abolished. Many Congress leaders, including Rajesh Thakur, shared the video on X. The Delhi Police notice was issued after an FIR was registered following two complaints, one by the BJP and another from the Home Ministry. More than 18 people, including political leaders, from seven states have been summoned by the Delhi Police. Three persons have been arrested for circulating the fake video, two in Gujarat and one in Assam. An FIR has also been registered at the Argora police station in Ranchi by central BJP Janata Yuva Morcha leader Sanjay Kumar Mahato against Shailendra Hazra and Rupesh Rajak accusing them of making the fake video.

HYDERABAD : Madhapur police on Wednesday imposed a Preventive Detention Act on a firearms offender, who was allegedly involved in nine cases, and was accused of disturbing public order. He has been sent to the Central prison in Cherlapally for a period of one year. The accused Nagaraju Raghu Varma (25), a recovery agent in an automobile company, posed as a police officer with fake police ID cards to cheat innocent people and extort money from them, the police said. He extorted over Rs 15 lakh from his victims, the police said. According to Madhapur inspector G Mallesh, He was arrested in all the nine cases and was sent to prison in 2021 on PD Act. However, he continued to engage in unlawful activities, which is why we are imposing the PD Act on him for the second time. Nagaraju reportedly targeted a few individuals, approached them posing as a cop and threatened to arrest the victims if they did not pay him a specific amount. He illegally purchased three pistols from Jharkhand and used these to threaten people, the inspector said. As Nagaraju was released on bail from his previous case on Tuesday, the police imposed the PD Act to send him back to the prison.

The Delhi police had issued summons against Mr Reddy and four members of the Telangana Pradesh Congress Committee, namely Shiva Kumar Ambala, Asma Tasleem, Satish Manne and Naveen Pettem, under Sections 91 and 160 of the Code of Criminal Procedure (CrPC) for allegedly posting the deepfake video of Mr Shah on X. Delhi Police on Wednesday showed dissatisfaction over Telangana Chief Minister Revanth Reddy's reply in connection to Amit Shah's fake video case. Earlier in the day, a reply was filed by CM Telangana through his counsel. While speaking to ANI, Advocate Soumya Gupta said that she had received a notice under CrPC 91 in which it was asked from which source the video was. According to Delhi Police sources, the investigation is not satisfied with the reply given by CM Telangana. Meanwhile, Assam Police on Monday arrested Reetom Singh, the first person to be arrested in connection with the 'doctored' video case. It is alleged that the video clip was shared by several Congress leaders. Earlier, the BJP's Telangana unit filed a complaint against CM and the Congress' state chief Revanth Reddy at the Cyber Crime police station, accusing the party of fabricating and morphing the speech of Amit Shah. The complaint stated that the Telangana Congress Pradesh Congress Party, on its official X handle, posted a 'morphed' and 'fabricated' video of Amit Shah. During his address at a public meeting in Congress-ruled Telangana, Shah said, If the BJP forms the government here, we will withdraw the unconstitutional reservations to Muslims here. We will ensure that the SCs, STs and OBCs get quotas as guaranteed under the Constitution. (ANI)

A prolonged and intense spell of heat wave scorched swathes of east, northeast, and southern peninsular India in April, prompting health warnings from government agencies and some states to suspend in-person classes in schools. Five active Western Disturbances led to rain, thunderstorm, and hailstorms over north and central India at regular intervals in April, preventing heat waves, the India Meteorological Department's director general told a press conference. IMD data shows that the heat waves in April this year were far worse than in 2023, the warmest year on record so far. This trend is likely to continue in May, with around eight to 11 heat wave days predicted over south Rajasthan, west Madhya Pradesh, Vidarbha, Marathwada, and Gujarat regions, Mohapatra said. The remaining parts of Rajasthan, east Madhya Pradesh, Punjab, Haryana, Chandigarh, Delhi, Uttar Pradesh, and some parts of Chhattisgarh, interior Odisha, Gangetic West Bengal, Jharkhand, Bihar, north interior Karnataka, and Telangana may record five-seven heat wave days in the month, he said. Normally, the northern plains, central India, and adjoining areas of peninsular India experience around three days of heat waves in May. Above normal maximum temperatures are likely over most parts of the country in May, except for most parts of northeast India, some parts of northwest and central India, and adjoining areas of northeast peninsular India where normal to below-normal maximum temperatures are likely, the IMD said. Above normal minimum temperatures are likely over most parts of the country except the northeast and some areas of northwest India, Indo-Gangetic plains, and the central region. Normal rainfall (91-109 per cent of the long-period average) is predicted in the country in May. Normal to above normal rainfall is likely over most parts of northwest India, and some parts of central, peninsular and northeast India. Below normal precipitation is likely in the remaining parts of the country, the IMD said. India saw two spells of heat waves in April from April 5 to 7 and April 15 to 30. Mohapatra attributed the prolonged heat wave spell over east, northeast, and south peninsular India in April to the absence of thunderstorms and a persisting anticyclone at lower levels over the west central Bay of Bengal and the adjoining eastern coasts of India. This caused the sea breeze to cut off over Odisha and West Bengal on most days, he said. The IMD said south peninsular India recorded an average maximum temperature of 31 degrees Celsius in April, which was the second-highest since 1901. The mean temperature (28.12 degrees Celsius) in April in east and northeast India was the highest since 1901, the weather office said. The IMD chief said above normal maximum temperatures have become frequent over south peninsular India since 1980s. The region recorded 12.6 mm of rainfall in April, which was the fifth lowest since 1901 and the second lowest since 2001. Mohapatra said the number of heat wave days this April was the highest in 15 years in Gangetic West Bengal and nine years in Odisha. Odisha also experienced the longest heat wave spell (16 days) in April since 2016. Amid the prevailing but weakening El Nino conditions, the IMD had earlier warned of extreme heat during the April-June period, coinciding with the seven-phase Lok Sabha elections. Hundreds of thousands of voters had to cope with the searing heat when they stepped out to exercise their franchise in the second phase of the Lok Sabha elections on April 26. Polling for 94 constituencies across 12 states will take place on May 7. The weather office had earlier expected four to eight heat wave days in different parts of the country in April against a normal of one to three days. Ten to 20 heat wave days are expected against a normal of four to eight in the entire April-June period. Following a decrease in turnout in the first phase of polling, the Election Commission (EC) set up a task force to review the impact of the heat wave. The task force includes officials of the poll panel, the IMD, the National Disaster Management Authority (NDMA), and the Union Health and Family Welfare Ministry. Given the Central government's contemplation of the 'one nation, one-poll' concept, the IMD chief had earlier told PTI that authorities must consider weather conditions and the climate in their planning. Ansari is far from alone. Many millions of migrant workers across India face a similar dilemma as voting takes place in the world's biggest election, with nearly 1 billion people eligible to vote until June 1. Results are due by June 4, with Prime Minister Narendra Modi predicted to win a rare third term. For those like Ansari, a road building labourer from Jharkhand state earning 600 rupees ($7) a day in the satellite city of Noida, the costs of voting are high - from leave without pay, threats of wage theft and job loss to lofty travel expenses, including the expected gifts for family members. If I could get free (train) tickets and paid leave, I would go. But since that is not happening, I will stay and hope for the best, said Ansari, 37. We are here out of compulsion. It is just for work ... because we could not find anything back home, he said, gesturing to about 30 of his fellow migrant labourers, who mostly hail from the impoverished eastern states of Jharkhand and neighbouring Bihar. All the men echoed Ansari, saying they would not go back to cast their votes this month as it would mean losing at least 4,000 rupees ($48) in two days' lost wages and travel costs. In Noida, they can earn as much as 24,000 rupees in a month. The Thomson Reuters Foundation spoke to another two dozen migrant workers in and around New Delhi, with only four saying they would go back to their home town to vote. Of those four, three said their towns were relatively close so it would only cost them a day's wage and a few hours' of travel time. While the number of internal migrants in India has not been updated in official figures for more than 10 years, experts say they could make up as much as 40% of the electorate. According to the latest available figures, albeit from 2011, India's then population of 1.21 billion people included 456 million internal migrants. Their number has likely increased by another 150 million, said S. Irudaya Rajan, chairman of the International Institute of Migration and Development think tank. Migrants are still invisible in our country's policies and programmes, Rajan said. He observed that neither the ruling Bharatiya Janata Party (BJP) nor its rivals had debated or discussed the COVID-19 migrants' crisis in their campaigns or rallies. An estimated 100 million migrants were among the worst hit by a strict lockdown in early 2020, which led to an exodus from cities. Many workers walked home, their adversity unfolding live on television and making global headlines. It can't be a memory lapse. This happened only four years ago, said Rajan. This just indicates that nobody is bothered about them. RURAL DISTRESS Rajan described most migrant workers as short-term, seasonal, distressed, illiterate and informal, making it difficult for them to organise and fight for their rights. He warned that without their say in elections, it could exacerbate their exploitation, and limit their bargaining power as they are left out of key decision making. The problem is that migrants are not treated as a vote bank despite their great contributions to the economy ... This needs to be fixed, he said, urging the creation of a ministry for migrant affairs. Internal migration is bound to intensify in the world's most populous nation as economic slowdown hits rural India, home to 60% of its 1.4 billion people, according to migration and economic experts. Many, especially those under 35, flock to the cities to take whatever jobs they can - becoming labourers, drivers or helpers in shops and homes - to tap into the country's spectacular economic growth and the prosperity of its urban areas. Benoy Peter, the executive director of the Centre for Migration and Inclusive Development in the coastal state of Kerala, warned that people engaged in farm-based jobs could face rising pressure from climate change, which hurts harvests and fuels debt, forcing them to migrate. He said that if there were enough well-paying jobs at home, most would not opt o be treated as second-class citizens in the urban centres of India. People can live with dignity, exercise their agency if they have decent-paying jobs at their native places. But that is going to be a remote dream, he said. In the last general election in 2019, more than 300 million people did not vote - migrant workers likely made up a huge proportion of those, according to government data. In the first and largest phase of this year's general election, voter turnout dipped by nearly four percentage points compared to 2019, according to data. M. Venkaiah Naidu from the BJP cautioned in an op-ed days after that voter apathy could automatically allow others to dictate the course of their lives. REMOTE VOTING? All the migrant workers said it was neither feasible to drop everything and go home to vote, nor possible to change their voting constituency to their place of work since most of them hop from place to place doing temporary jobs. India's election panel has been working on alternative voting mechanisms, including proxy voting, early voting at special centres and online voting. It has also considered remote polling stations that would mean migrant workers would not have to travel back to their home district to vote. But these methods have not been implemented due to administrative, legal and technological challenges, including ensuring secrecy of voting. The Election Commission of India did not respond to repeated requests for comment on voting solutions for migrant workers. Most, barring two migrant workers, said they would not vote online or via smartphone apps even if given the choice, citing chances of manipulation. I cannot trust (technology). My thumb needs to push that button, said Binita Ahirwar, a labourer at a Delhi-based cardboard box factory, referring to buttons on electronic voting machines (EVMs) used in India. Ahirwar, 32, said she was not going to go to her home state of Madhya Pradesh to vote over job loss fears. But not everyone is choosing to sit it out. For Kaju Nath, a building labourer in Noida, voting is a responsibility, and to fulfil it he said he had informed his boss in advance about taking a week off to travel some 1,100 kms (684 miles) to Bihar. I will lose about 10,000 rupees ... but at least I will vote for a better future. There are no industries, no factories, no jobs in my state, and I need to vote to change that, he said as he clapped cement dust off his hands. Need for Enlightened Leadership to Address Regional Disparities in Tax Pool Distribution: Subbarao Former RBI Governor Duvvuri Subbarao has opined that only enlightened leadership at Centre and state levels can resolve the complex north-south divide in deciding on the distribution of the tax pool among states, saying it is beyond the remit of the Finance Commission. Subbarao, who held various positions including the finance secretary of Andhra Pradesh and Union finance secretary, and wrote extensively on issues in fiscal federalism in his new book titled 'Just A Mercenary?: Notes from My Life and Career' further said that horizontal sharing of the divisible pool of taxes has always been a contentious issue but will be even more so in this round. ''This (north-south divide in deciding on the distribution of the tax pool among states) is a complex political challenge beyond the remit of the Finance Commission. ''Resolving it will demand enlightened leadership at central and state levels that can look beyond politics and build a consensus around an optimal way forward,'' he told PTI. He pointed out that for every rupee they contribute to the centre's taxes, richer states like Tamil Nadu and Maharashtra get back less than a rupee while poorer states like Bihar and Jharkhand receive more than a rupee. ''Such cross subsidization of poorer states by richer ones is inevitable in a large and diverse country like ours and has, in fact, been an accepted principle,'' Subbarao said. The 16th Finance Commission (16th FC) has been set up and the debate of economically and socially better-off southern and western states 'subsidising' the northern and eastern states has begun again ''As you say, there is already an emerging north-south divide on the economy front. The question is, are we hitting the limits of such cross subsidization?,'' he asked. According to Subbarao, many headline numbers suggest that the southern states are doing better in terms of infrastructure, private investment, social indicators and rule of law which has put them on a virtuous cycle of growth and prosperity and widened the north-south gap. ''Given their urge to move up faster, how much more of cross subsidization will the southern states countenance? And for how much longer?,'' he wondered. While noting that the looming delimitation that is due in 2026 based on updated population data, Subbarao said over the last few decades, population growth rates in the southern states have declined more sharply than in the north. ''If as a consequence, the southern states lose their relative share of parliament seats, they will face the double whammy of reduced political clout combined with an open-ended commitment to cross subsidization,'' he said. Subbarao was finance secretary (2007-08) before taking over as the governor of the RBI for five years on September 5, 2008, a few days before the breakout of the Lehman Brothers crisis. Lehman Brothers crashed into bankruptcy on September 16, making it the biggest corporate failure in history. Asked to comment on criticism that he did not buy up dollars when there were huge inflows during 2010-11, and instead allowed the rupee to appreciate, Subbarao said that was a deliberate decision informed by several considerations. ''Holding reserves is not costless, especially as our reserves are built from borrowed resources,'' Subbarao said, adding, RBI intervention in the market shifts the burden of adjustment from one segment of the economy to another. He further explained that the stated policy of the Reserve Bank is to intervene in the market only to prevent volatility in the exchange rate. ''Juxtapose my alleged inaction against that policy. ''As I saw it, there was no volatility in the exchange rate during 2010-11 to justify intervention. I felt obliged to walk the talk,'' he said. Subbarao noted that if the Reserve Bank were to step in every time the exchange rate moved, they would happily outsource their external management to the Reserve Bank. ''That would be a costly moral hazard,'' he said. Subbarao was at the helm of RBI during the taper tantrums in 2012-13 when the rupee crashed by 20 per cent peak to trough. Referring to Prime Minister Narendra Modi's speech at the 90th anniversary celebrations of the RBI, Subbarao said, to make the rupee more internationally acceptable, the central bank should become less interventionist, besides fulfilling other conditions. Responding to a question on freebies, Subbarao said in a poor country where millions struggle to make a decent livelihood, transfer payments to the most vulnerable segments are necessary, indeed even mandatory. ''But that has to be within limits especially as these freebies are financed by borrowing,'' he pointed out. The counsels expressed the inability of their clients to comply with the Delhi Police summons in connection with the ongoing probe into the 'doctored' video. Delhi Police had issued a summons to the Telangana CM and others as part of the ongoing inquiry into the circulation of an alleged fake video in which the Union Home Minister is purportedly heard saying that the BJP stands against reservations. Summoning the Telangana CM and the others earlier in connection with the 'fake' video case, the police said it is to be seen who joins the investigation in person and who sends their responses via email on May 1. Based on their submissions or responses, the probe will be taken forward, the officers informed. Earlier, the Intelligence Fusion and Strategic Operations (IFSO) unit of Delhi Police issued summons to 16 individuals across 7 to 8 states in connection with the case. The summons were issued under Sections 91 and 160 of the Criminal Procedure Code (CrPC), asking the persons concerned to join the investigation and provide relevant documents and electronic devices as evidence. According to police sources, those summoned include six members of the ruling Congress in Telangana, including Chief Minister Revanth Reddy. They, along with other persons from several states, were asked to appear for questioning on May 1 at the IFSO unit in Delhi's Dwarka. CrPC Section 160 allows police to summon a person for investigation, while Section 91 allows police to seek specific documents or gadgets to be presented as evidence. Assam Police on Monday had arrested Reetom Singh, the first person to be arrested in connection with the 'doctored' video case, sources said. It is alleged that the video clip was shared by several Congress leaders. Earlier, the BJP's Telangana unit filed a complaint against CM and the Congress' state chief Revanth Reddy at the Cyber Crime police station, accusing the party of fabricating and morphing the speech of Amit Shah. The complaint stated that the Telangana Congress Pradesh Congress Party, on its official X handle, posted a 'morphed' and 'fabricated' video of Amit Shah. During his address at a public meeting in Congress-ruled Telangana, Shah said, If the BJP forms the government here, we will withdraw the unconstitutional reservations to Muslims here. We will ensure that the SCs, STs and OBCs get quotas as guaranteed under the Constitution. As Balasore is a coastal district and due to disturbances in nature, these types of problems are arising, she added informing about the cause of such a high temperature in the coastal district of Balasore. She also said that a red alert has been issued for the district of interior Odisha for the next three days starting from Tuesday. These unprecedented temperatures are largely due to the prevailing north-westerly/westerly dry air combined with high solar insolation. This weather pattern is causing temperatures across Odisha to rise, said Mohanty. IMD Director further said that day temperature is very likely to rise slightly by 3 degrees Celsius to 6 degrees Celsius over some districts of Odisha during the next 4 to 5 days. Mohanty advised people to take precautions, especially during peak hours from 11am to 4 pm. He underscored that though former Prime Minister Manmohan Singh was an economist, he could not improve India's ranking in the world economy despite being in power for 10 years (2004-14). ''The country's economy remained on the 11th spot during Singh's ten-year tenure. It was PM Modi who turned our country into the fifth largest economy. Just give him a third term and he will take our economy to the third spot,'' said Shah. He alleged that instead of functioning as a constructive opposition, the Congress always opposed pro-people projects in Gujarat, be it BRTS (Bus Rapid Transit System), metro rail or Sabarmati Riverfront. Scorching Heat Wave Grips India, Kalaikunda Swelters at 47.6 Degrees Celsius Facing the brunt of an extended heat wave, Kalaikunda in West Bengal recorded a maximum temperature of 47.2 degrees Celsius, the highest ever in April anywhere in the country which reeled under searing heat and stifling humidity on Tuesday. The maximum of 47.2 degrees Celsius at Kalaikunda was 10.4 degrees above the normal for the season, an India Meteorological Department (IMD) official said, adding that it marked the prevalence of severe heat wave conditions over the Gangetic West Bengal region. Popular hill stations such as Ugadhmandalam (Ooty) in Tamil Nadu and Matheran in Maharashtra also did not escape the brunt of the scorching summer with the mercury touching 29.4 degrees Celsius and 37 degrees Celsius, respectively. According to the department, 29.4 degrees Celsius was the highest ever maximum temperature recorded at Ooty in April, surpassing the 28.5 degrees Celsius recorded on April 29, 1986. At Matheran, the only automobile-free hill station in the country, the mercury climbed to 37 degrees Celsius, the fourth highest maximum temperature recorded there ever. The hill station, located about 90 km from Mumbai, had recorded the highest ever maximum temperature of 38.5 degrees Celsius on February 6, 1979, followed by 37.4 degrees Celsius on April 2, 1975 and 37.2 degrees Celsius on April 7, 1978. Speaking of records, Churu in Rajasthan had clocked 49.9 degrees Celsius on May 26, 1998 and 49 degrees Celsius on June 5, 2003. Sikar, also in Rajasthan, had recorded a maximum of 49.7 degrees Celsius on June 12, 1993 and 49 degrees Celsius on May 26, 1994. Ajmer had recorded a maximum temperature of 47.4 degrees Celsius on May 19, 1997. The automatic weather station at Baharagora in East Singhbhum district of Jharkhand recorded 47.1 degrees. However, long-term weather data was not available for the town to calculate the departure from normal temperatures for the season. Baripada in Odisha sizzled at 46.4 degrees Celsius, 8.9 degrees above the normal, followed by Balasore at 46 degrees Celsius (+10.1 degrees), Panagarh in West Bengal at 45.6 degrees Celsius (+10 degrees), Jamshedpur in Jharkhand at 45.5 degrees Celsius (+5.8 degrees) and Nandyal in Andhra Pradesh at 45 degrees Celsius (+4.2 degrees). Several cities and towns in Odisha, West Bengal, Andhra Pradesh and Telangana recorded temperatures in excess of 44 degrees Celsius. Intensely hot conditions are expected in east India until May 1 and the south peninsular region over the next five days, the IMD said. The threshold for a heat wave is met when the maximum temperature of a weather station reaches at least 40 degrees Celsius in the plains, 37 degrees in the coastal areas, and 30 degrees in the hilly regions, and the departure from normal is at least 4.5 notches. A severe heat wave is declared if the departure from normal exceeds 6.4 notches. The ongoing heat wave spell is the second this month. Heatwave conditions have been prevailing in Odisha since April 15 and in Gangetic West Bengal since April 17, according to the department. Amid the prevailing but weakening El Nino conditions, the IMD had earlier warned of extreme heat during the April-June period, coinciding with the seven-phase Lok Sabha elections. Lakhs of voters had to cope with the searing heat when they stepped out to exercise their franchise in the second phase of the Lok Sabha elections on April 26. Voting to elect representatives from 94 constituencies in 12 states will take place on May 7. The weather office has said four to eight heat wave days are expected in different parts of the country in April against a normal of one to three days. Ten to 20 heatwave days are expected against a normal of four to eight in the entire April-June period. The areas and regions predicted to witness a higher number of heat wave days are Madhya Pradesh, Gujarat, Odisha, Andhra Pradesh, Madhya Maharashtra, Vidarbha, Marathwada, Bihar and Jharkhand. Some places may record more than 20 heatwave days. The intense heat could strain power grids and result in water shortages in parts of India. Global weather agencies, including the IMD, are also expecting La Nina conditions to develop later in the year. El Nino conditions -- periodic warming of surface waters in the central Pacific Ocean -- are associated with weaker monsoon winds and drier conditions in India. La Nina conditions -- the antithesis of El Nino -- lead to plentiful rainfall during the monsoon season. In a mid-April update, the IMD said India would experience above-normal cumulative rainfall in the 2024 monsoon season with La Nina conditions, expected to set in by August-September, being the dominant factor. The monsoon is critical for India's agricultural landscape, with 52 per cent of the net cultivated area dependent on it. It is also crucial for replenishing reservoirs critical for drinking water apart from power generation across the country.

60-yr-old gets life sentence for raping minor in Jharkhand A court in Jahrkhand's West Singhbhum district on Tuesday sentenced a 60-year-old man to life imprisonment for raping a minor girl about four years ago. The girl, who was 13 then and known to the convict, has become pregnant as a result of the rape and is now an unwed mother. The court of sessions judge-I awarded life sentence to Selai Birua and imposed a fine of Rs 10,000. A case in this regard was lodged under various sections of the Indian Penal Code and POCSO Act based on a complaint the victim's mother filed at Manjhari police station. The police arrested the accused and forwarded him to judicial custody. Birua had taken the girl to a nearby forest on the pretext of collecting firewood and raped her there under threat. The victim did not say anything to her family members for quite some time. She narrated it to her mother only she suffered abdominal pain. It was then diagnosed that she was pregnant. West Singhbhum Superintendent of Police Ashutosh Shekhar said the victim now has a two-and-a-half-year-old daughter.
