Liberia Establishes Long-Overdue War Crimes Court President Joseph Boakai on Thursday signed an executive order to create a long-awaited war crimes court to deliver justice to the victims of Liberia's two civil wars, characterised by widespread mass killings, torture and sexual violence. Human rights groups have described how girls were subjected to gang rapes, while children were recruited to fight, often after witnessing the killing of their parents. The back-to-back civil wars killed an estimated 250,000 people between 1989 and 2003. The legislation was passed by both the parliament and the senate, and signed off by a majority of lawmakers, including some who would face prosecution. The conviction that brings us here today is that, for peace and harmony to have a chance to prevail, justice and healing must perfect the groundwork, Boakai said in a statement. Victims and activists for justice have been calling for a court to try those accused of war crimes for decades. A post-war truth and reconciliation commission in 2009 identified a list of people to be prosecuted for war crimes, but the government didn't take action. Justice was a key issue in the presidential election last year, helping Boakai defeat soccer great and then President George Weah. Liberia began as a settlement for freed slaves from the United States in 1822, but declared itself an independent nation 25 years later. The resolution calls for international donors to fund the court. A number of legal steps still need that need to happen for an independent and effective court to be set up. Beth Van Schaack, the US envoy for global criminal justice, said the US would fund the court, if it was set up appropriately, and other donors had also expressed an interest in supporting it once a framework and other details were clear. For many citizens of Liberia, they see this as essential to a larger project establishing the rule of law in Liberia, so that there's faith in institutions,'' she said. Human Rights Watch and other civil society groups published a joint report a year ago calling on the Biden administration to push Liberian officials to set up the long-awaited court and fund its operations. Liberia's post-war truth and reconciliation committee listed eight people as leaders of warring factions, including two who currently serve in the senate. Both signed off on the resolution, including ex-warlord and Sen. Prince Johnson, who said he supported it because his constituents needed justice. Johnson was also named first on the committee's list of most notorious perpetrators and is accused of killing, extortion, massacre, torture and rape among other charges. Among the other leaders named by the committee in 2009 was Charles Taylor, a former president. Taylor is in jail in the United Kingdom, serving a 50-year sentence for war crimes including murder, rape and using child soldiers. He was the first former head of state convicted by an international war crimes court since World War II. While no one has been tried in Liberia, a handful of others have also been convicted of war crimes overseas. Mohammed Jabbateh, a rebel commander who witnesses said sliced a baby out of a pregnant woman's stomach, killed civilians and ordered his soldiers to rape young girls, was sentenced to 30 years in the US. Kunti Kamara was sentenced to life in prison for crimes against humanity, including systematic torture in France.

Hyderabad: Civil Supplies and Irrigation Minister N Uttam Kumar Reddy has warned that the democracy in India could be in peril if Narendra Modi secures a third term as Prime Minister. Uttam Kumar Reddy made these remarks on Thursday while addressing a series of meetings in Mothe, Nadigudem, Munagala and Kodad in Surpyapet district in support of Congress candidate K Raghuveera Reddy from the Nalgonda Lok Sabha constituency. Referring to Modi's speech during his recent visit to Sangareddy, Uttam Kumar Reddy said that Modi failed to specify clearly that the BJP would not change the Constitution if voted to power. Stating that the BJP and RSS have often indicated that they are against the reservation system, he said there was always a danger that if the BJP came to power again, it would scrap the reservation system. He said Modi cited two or three instances wherein he took the Constitution in an elephant procession and another instance of him bowing down before the Constitution. The Constitution drafted by Dr B R Ambedkar is not just a book, but it is the spirit of democracy, which Modi assaulted several times by bringing several controversial laws in the last ten years. They included three contentious farm laws, which he withdrew following massive agitation from farmers. The BJP government may not change the cover page of the Constitution, but step-by-step they want to replace the provisions to implement the RSS agenda of scrapping the reservation, he alleged. Uttam Kumar Reddy slammed Modi for misleading the people by accusing the Congress of snatching away the reservation from SC, ST and BCs and giving it away to Muslims. He challenged Modi to prove a single instance in history where a reservation quota belonging to one community was removed and given to another community, including Muslims. He said Modi, Union Home Minister Amit Shah and other BJP leaders are targeting the four per cent Muslim reservation in Telangana and Andhra Pradesh. He said in 2004-05, the four per cent quota was given separately without touching the quota for other communities: SCs 15 per cent, ST 6 per cent and BCs 25 per cent. BJP is trying to make a 20-year-old decision an election issue despite the fact that a Constitutional Bench of the Supreme Court would take the final decision on a 4 per cent Muslim quota, he said. He alleged that Modi was afraid of Congress leader Rahul Gandhi's promise to conduct the caste census across the country and give every community its due share in resources and opportunities. Instead of cheating the Dalits, Adivasis and OBCs by promising to distribute only 4 per cent of the quota after snatching it from Muslims, he challenged Modi to announce reservations for all communities in proportionate to their population as stipulated in Article 16 of the Constitution. He claimed neither PM Modi nor any BJP leader dared to make this announcement. He said the BJP aimed to win 400 seats in Lok Sabha so they could change the Constitution and scrap reservation. Congress stands for social justice and increased reservation for SC, ST and OBCs in proportionate to their population, and after coming to power, it will lift the 50 per cent ceiling on quota, he said.

Kalpana, a homemaker with MTech and MBA qualifications, completed her school education from Baripada in Odisha's Mayurbhanj district, and obtained her engineering and MBA degrees in Bhubaneswar. Her political journey began at the 51st foundation day celebration of the JMM here on March 4, when she claimed that a conspiracy had been orchestrated by her opponents ever since the Hemant Soren-led coalition government came to power in 2019. Imran Khan's party expresses displeasure over Pakistan Chief Justice's conduct on meddling by intelligence agencies in judicial affairs The Pakistan Tehreek-e-Insaf (PTI) has expressed displeasure over the conduct of Chief Justice of Pakistan (CJP) Qazi Faez Isa during the Supreme Court proceedings on the issue of meddling by intelligence agencies in judicial affairs, Pakistan-based Dawn reported. PTI central information secretary Raoof Hasan said that the entire judiciary was on one side while the CJP was on the other. While addressing a press conference, Raoof Hasan reiterated demand of the party led by the incarcerated former Prime Minister of the country that a full court hear the matter on a daily basis. However, the CJP should disassociate himself from the bench. Raoof Hasan said meddling in the judicial affairs was a very serious issue but a spectacle was staged in the apex court the other day. He said six judges of the high court wrote a letter to the CJP to raise the meddling issue at the Supreme Judicial Council. However, he referred it to the executive and Pakistan PM Shehbaz Sharif was asked to form a commission to investigate it. PTI central information secretary said that Shehbaz Sharif and operatives of intelligence agencies were among those implicated in the matter. He stressed that giving responsibility to an implicated person to form the commission and appoint its head to look into the matter was in itself a crime. Hasan believed the practice could not be stopped if punitive actions were not taken against those meddling in judicial affairs. He said the CJP has said that there was no meddling in the judiciary. However, even the common man knew of this, Dawn reported. He said that the letter written by judges and the high court's responses were nothing less than an indictment and the chief justice should have proceeded with the matter according to the constitution. He accused the Chief Justice of Pakistan of adopting a different approach as all judges were on the same page but he was fighting against the entire judiciary. Hasan further said judges should take tangible and practical measures to erect a firewall against meddling in judicial affairs. However, nobody could judge as to which side the incumbent CJP was standing on despite the Peshawar and Lahore high courts' suggestions on the matter. Raoof Hasan also slammed the Punjab government for using force against the protesting farmers who were being forced to sell wheat at a price less than the production cost, according to Dawn report. He recalled that the PTI-led government had taken several initiatives to make Pakistan a welfare state. However, a 'conspiracy' was made to topple his government, Dawn reported. Speaking at the same press conference, PTI core committee member Advocate Abuzar Salman Niazi said that no one would compromise on judicial independence if the judicial process was sabotaged and it would directly affect an individual's right to access justice. Niazi said judicial overview kept a check on the executive to ensure it does not breach the constitution. He criticised several petitions filed by the PTI, including those related to May 9 had not been fixed for hearing till date, Dawn reported. Apart from this, he said there were reports about a move to fix CJP's tenure for which a constitutional amendment was needed. Abuzar Salman Niazi further said that PTI's petition regarding reserved seats was being delayed so that the ruling coalition that had the majority in parliament to amend the constitution. I had tweeted this some time ago to highlight the fact that we are so obsessed with western endorsements that we look for such certificates to validate our point of view or practice. This is true even now. We went hammer and tongs to get a certificate from the World Bank about ease-of-doing-business and spruced up the processes in Delhi and Mumbai (at least in the beginning) to climb up the ladder. We did climb but the ground reality didnt change despite our road shows in Davos and other parts of the world. Now the same western world has questioned democracy in the largest democracy of the world. There have been reactions. The opposition that was at some time responsible for the erosion of democratic norms is now taking the moral high ground on the basis of these reports.
