Rahul's Strategic Chess Move: Amethi to Rae Bareli Shift in Lok Sabha Election Rahul Gandhi describes himself as the best chess player among Indian politicians, and his latest gambit appears to be his decision to contest from Rae Bareli instead of his home ground Amethi. Gandhi obviously hopes that the move will checkmate opponents but the BJP sees it as a cowardly retreat from the battleground. ''He is an experienced player of politics and chess. The party leadership takes its decisions after much discussion, and as part of a larger strategy. This single decision has befuddled the BJP, its supporters, and its sycophants,'' Congress general secretary Jairam Ramesh said in a post on the much-anticipated decision. ''The BJP's self-proclaimed Chanakya, who used to talk about 'paramparagat seat' is now not sure how to respond,'' he said. The chess reference by Ramesh comes days after the Congress put out a video of Gandhi talking about his interest in the board game and its similarities with politics. In the video, when Gandhi is asked who is the best chess player among Indian politicians, he said, ''Me''. Gandhi filed his papers from Uttar Pradesh's Rae Bareli constituency in the afternoon, barely an hour before nominations closed for the Lok Sabha seat on Friday. He was accompanied by Congress leaders Mallikarjun Kharge, Sonia Gandhi and Priyanka Gandhi Vadra as he filed his papers around 2 pm. Gandhi had made his poll debut from Amethi in 2004 and saw relative smooth sailing in the first 10 years with the UPA being in power, while the last 10 years have been challenging. He won the 2014 polls against the BJP's Smriti Irani by over a lakh votes but she had run a spirited campaign and made inroads into the Congress citadel of Amethi. She finally breached the fortress in 2019, beating the Gandhi family scion by over 55,000 votes. However, Gandhi's 'Plan B' seemed to have worked as he contested the polls from two constituencies and won from Kerala's Wayanad, ensuring that his stint in Parliament continued. Some of the earlier electoral gambles of Gandhi such as pitching the 2019 polls campaign of the Congress on the Rafale issue have not paid off but Gandhi has always stuck to his convictions and maintained his attack on Prime Minister Narendra Modi, including on the Adani issue. He has been at the receiving end of criticism from various quarters and often been dubbed a ''reluctant politician'' or ''part-time politician'', but he has remained unfazed by such criticism. At a press briefing in Ghaziabad a couple of weeks ago, Gandhi had taken a swipe at the media for dubbing him a ''non-serious'' politician. He had cited his involvement with the MGNREGA scheme, the Land Acquisition Bill, the Bhatta Parsaul movement, Niyamgiri Hills matter, and had said for the media all this was ''non-serious while talking about Amitabh Bachchan, Aishwarya Rai and Virat Kohli was serious''. In 2004, Gandhi announced his entry into Indian politics, contesting his first election from Amethi, the same seat that was represented by his mother Sonia Gandhi (1999-2004) and his late father Rajiv Gandhi between 1981-91. Rahul Gandhi won by an overwhelming margin of almost three lakh votes. He again won in 2009 but his margin was reduced in 2014 and was defeated by Irani in 2019. He had been criticised for not spending enough time in the constituency, allowing the BJP to make inroads into the Congress fortress. Gandhi was appointed vice president of the Congress in 2013 and took over the reins of the party on December 16, 2017. He stepped down as its president in May 2019 after the drubbing in the Lok Sabha polls. Since then, he has taken out to yatras -- a cross country Kanyakumari to Kashmir march on foot and a hybrid Manipur to Mumbai yatra, initiatives which were hailed by Congress leaders for galvanising cadres and enthusing supporters. Gandhi had recently said it is now his life mission to ensure justice for the SCs, STs, OBCs and the deprived people. He has pitched the Congress campaign for the 2024 Lok Sabha on five Nyays -- Yuva Nyay, Nari Nyay, Kisan Nyay, Shramik Nyay and Hissedari Nyay. Born on June 19, 1970 to Rajiv and Sonia Gandhi, he is the elder of the two siblings and spent his formative years in New Delhi, studying at St. Columba's School and then went on to study at the Doon School in Dehradun. His father Rajiv Gandhi then entered politics and became prime minister after the assassination of Rahul's grandmother and then prime minister Indira Gandhi. Due to constant security threats, Rahul and his sister Priyanka were home-schooled. A year after attending St. Stephen's College, University of Delhi, for his undergraduate studies, he moved to the US to attend Harvard University. Following the assassination of his father and the security concerns that surfaced, Rahul Gandhi shifted to Rollins College in Florida. He graduated with a bachelor's degree in 1994. Thereafter, he went on to pursue and complete his M.Phil. in Development Studies from the University of Cambridge (Trinity College) in 1995. Upon graduation, Rahul started his professional journey at the Monitor Group, a management consulting firm in London. He later returned to India and eventually joined politics. Gandhi is a certified scuba diver and is known for his fitness. He also holds a black belt in Aikido, a Japanese martial art.

Manipur: A Year of Strife and Division Manipuris can point to the day their homeland became a state divided and society was pulled apart, separating families and neighbours who had lived together for generations and upending thousands of lives. It was exactly a year ago. May 3, 2023. The date is imprinted on the collective memory of an entire people who mark the day two Manipurs came into being, divided as it were by a virtual line of control. That was the day a 'Tribal Solidarity March' organised in the hill districts to protest against the Meitei community's demand for Scheduled Tribe (ST) status led to ethnic clashes between the Meitei and the Kuki communities. The conflict, which has impacted everyday life in myriad ways, has claimed more than 200 lives and displaced many thousands. The three main ethnic groups in the northeast state have historically clustered in different parts of the state's geography - the Meiteis in the valley, the Kukis in the southern hills and the Nagas in the northern hills. But there has never been an absolute, hostile segregation of the communities. Until last May. Now, the Meiteis population is concentrated in Imphal Valley and the Kukis have shifted to the hills. Nothing illustrates the state's deep ethnic fault lines better than the bordering areas dividing the plain and hill districts. Concertina coils, armoured vehicles, armed security personnel, sandbag bunkers... The checkpoints, be it at the border between Bishnupur and Kuki dominated Churachandpur, or Meitei controlled Imphal West and Kuki area Kangpokpi, almost resemble boundaries between hostile nations. The conflict has segregated not just civil society but also police personnel and government officials. ''The state has gone back at least by two decades,'' said an official, echoing what many of his colleagues say. Police personnel and those from forces belonging to either the Meitei or the Kuki communities are also confined to their respective areas and cannot commute to the other side. Keeping vigil at these checkpoints are not just the forces but a battery of ''village volunteers'' mostly in their 20s and early 30s who claim to have taken up arms to ensure their families remain safe. ''There are forces but we do not trust that their presence is enough. If it was enough we would not have seen this situation in the first place. We had to take the issue in our hands to ensure our loved ones don't become part of the government statistics of casualties,'' a village volunteer on night vigil told PTI on condition of anonymity. The volunteer left his graduate studies midway last May and sought basic training of using weapons. Questioned about the gun he was carrying, he responded, ''It is a licensed weapon. We refused to surrender it before elections.'' While the travel from hills to the Valley and vice-versa is restricted for people from the other community, non Kuki and non Meitei people are able to travel provided they pass certain checks. For every such check, the outsiders, essentially government officials and press reporters, have to rely on an aide who is either a Naga or a Muslim. This PTI reporter travelled to Churachandpur and was stopped at four checkpoints. At each, volunteers asked who I was going to meet. Details, copy of the ID and local address were taken down meticulously. Nagas and Muslims commuting between the two areas are mandated by the volunteers to make a donation, irrespective of the amount. The continuing tensions have a ripple effect, affecting people in ways big and small. With facilities in Imphal out of reach, people from Churachandpur have been travelling to Aizawl - a journey of over 12 hours - for a variety of reasons, including medical needs that cannot be met in the Churachandpur district hospital. The process to catch a flight is similar as the Imphal airport remains out of bound for the Kukis. Groceries for relief camps in Churachandpur are also transported to Churachandpur through the same route. Students are another casualty. College students that stayed back in Churachandpur rather than seek a transfer to universities outside the state, an option provided by the University Grants Commission (UGC), have to deposit their answer sheets in sealed envelopes at the District Commissioner's Office; their fingers crossed their papers will be marked and not get lost. The DC office in tandem with Assam Rifles sends these envelopes to colleges in the Valley in helicopters. ''All the teachers in the university are Meitei now and they are not marking our answer sheets submitted online giving vague responses. Our batchmates are not sharing notes and we have no way to carry forward our education in the state. The only feasible way out is to go out of the state but I do not want to abandon my family,'' a law student told PTI on condition of anonymity. Meiteis, who account for about 53 per cent of Manipurs population, displaced from the hills and now living in relief camps have their own issues. Their houses no longer exist. ''It takes decades to build a life, a house, livelihood...everything is gone. We just keep getting to know from our previous neighbours who are Nagas that our house is no longer there,'' said Sim Khang, a Meitei who used to run a transport business in Churachandpur. While over 4,200 weapons looted from the armouries in the violence-hit state continue to be untraceable, seeing young men with weapons is a common site in the fringe areas. The state went to polls in two phases for the two Lok Sabha seats--April 19 and 26. Congress nominee from Inner Manipur and JNU professor Bimol Akoijam equated the violence in Manipur to ''Rwanda-like ethnic conflict'', saying separating Kukis and Meiteis geographically in violence-hit Manipur in the name of safety is against the ''very idea'' of India. ''The kind of situation we are seeingwe dont believe that this can happen in a settled democracy like India,'' he told PTI. The BJP nominee from the seat and state Law Minister Basanta Kumar Singh, said his party does not endorse the segregation and stands for a ''United Manipur''. ''We as a party and government stand for a united Manipur there should be no separatism of any kind,'' Singh told PTI in response to a question about the demands of the Kuki-zo community for a separate administration. The sitting MP from the area, which voted on April 19, is BJPs Rajkumar Ranjan Singh, also a minister of state in the Union government. According to officials, more than 50,000 people are still living in camps following the unrest. As politicians chart their agenda, they wait for some semblance of calm and quiet to return to their lives along with thousands of others.

AIZWAL: Assam Rifles and Mizoram police have seized heroin and foreign cigarettes worth over Rs 4.34 crore in two separate operations, a statement issued by the paramilitary force said. Acting on a tip-off, the joint team of Assam Rifles and Mizoram police carried out a joint operation at the Falkland area in Aizawl on Tuesday during which 598 gm of heroin was seized, the statement said. Two persons, including a Manipur resident, have been arrested for possessing the heroin worth Rs 4.18 core, it said. In another operation carried out Wednesday, Assam Rifles seized 22,000 packets of foreign cigarettes worth Rs 16 lakh smuggled from Myanmar at Lungpuk village in south Mizoram's Siaha district. Meanwhile, Mizoram police in collaboration with volunteers of Young Mizo Association (YMA) seized eight fully loaded trucks of dried areca nuts smuggled from Myanmar during a joint operation at Seling in Saitual district on Wednesday, police said. Ten people have been arrested in connection with the seizure, they said.

High security in India's Manipur on anniversary of ethnic clashes Security forces were on heightened alert in India's troubled northeastern state of Manipur on Friday, the first anniversary of the start of clashes between the majority Meitei community and tribal Kukis that have killed at least 220 people. The remote state bordering Myanmar has been hit by violence since May 3 last year after a court ordered the state government to consider extending special economic benefits and quotas in government jobs and education enjoyed by the Kukis to the majority Meiteis as well. Although much of the violence was put down within days, sporadic clashes, gun battles and bomb attacks have continued in the state of 3.2 million people. The region has become divided into a valley controlled by Meiteis and the Kuki-dominated hills, separated by a stretch of no-man's land monitored by federal paramilitary forces, with some 60,000 displaced people living in relief camps. Elaborate preventive measures are in place, a top state police officer said, without giving details about security measures in a state where thousands of extra troops and federal police have been sent in the last year. The Kuki Inpi Manipur, the apex body of the Kukis, said it will observe May 3 as Kuki-Zo Awakening Day, or a day for introspection and self-realisation. The Kuki-dominated hill districts will hold mass prayers in the morning at churches followed by meetings to commemorate those who lost their lives during the past year. The Indigenous Tribal Leaders Forum (ITLF), another body representing Kuki interests, has called for a shutdown through the day in the Kuki-dominated district of Churachandpur to honour the sacrifices and struggles of our warriors. In the Meitei-controlled valley, the Coordinating Committee on Manipur Integrity (COCOMI), a civil society organisation, will launch a booklet highlighting key issues of the conflict. It has been one year of this long crisis. We will be condemning the kind of injustice that has been meted out to the indigenous people (Meiteis) of Manipur, COCOMI spokesperson Kh. Athouba said. The violence in Manipur has been sporadic and security officials have described the quiet periods as apparent peace. Both communities don't trust each other because they have not had any formal talks yet about the root cause, or the way forward, said a senior police officer, who did not want to be named as he was not authorised to speak to the media. Many residents say there is widespread disappointment over the inability of Prime Minister Narendra Modi's government to end what critics have called a mixture of anarchy and civil war in the state, governed by Modi's Bharatiya Janata Party. Indian Diaspora Body Criticizes USCIRF Report for Omission and Distortion of Facts Observing that the USCIRF's recent annual report that criticised India for alleged violations of religious freedom is based on omission and commission of facts utilising partial data, an Indian diaspora think-tank has urged the US State Department to reject it. In its annual report on Wednesday, the US Commission on International Religious Freedom (USCIRF) recommended that India be designated as a ''Country of Particular Concern (CPC)'', alleging that the status of religious freedom in the country has worsened. India on Thursday blasted the Congressional-appointed body's report for attempting to interfere in its electoral exercise and continuing to indulge in propaganda against the country, masquerading as part of an annual report. ''The US Commission on International Religious Freedom is known as a biased organisation with a political agenda. They continue to publish their propaganda on India masquerading as part of an annual report,'' Ministry of External Affairs spokesperson Randhir Jaiswal said in New Delhi. In a statement on Thursday, the Foundation for India and Indian Diaspora Studies (FIIDS) characterised the USCIRF report as biased, presenting partial data and flawed conclusions. Khanderao Kand, Chief of Policy and Strategy at FIIDS, stated that the USCIRF report is based on ''omission and commission of facts, utilising partial data, hiding the full context, generalising isolated incidents, and questioning the implementation of the law of the land.'' This report used partial and isolated incidents to wrongly brand the largest democracy in the world with a population of 1.4 billion, missing the opportunity to indicate positive recent trends against the background of a complex and violent past history, he said. Khanderao added that the USCIRF is wrong to recommend the largest democracy and largely peaceful civilisation as a country of particular concern. Moreover, it is highly questionable recommendation asking to evaluate India under FATF (Financial Action Task Force), especially when India itself has been a target of terrorism, he said. In a detailed analysis of the report, FIIDS said that USCIRF's position on India contrasts with its analysis of 2023, indicating significant year-over-year improvement. FIIDS' analysis concluded that the Manipur riots were inter-tribal, resulting from historical rivalry exploited by drug mafias and Myanmar infiltrators, impacting all religions. However, the USCIRF only singled out Christians. Moreover, we contrasted this with the position of the Archbishop of Bombay,'' said FIIDSs analyst Mohan Sonti. The report wrongly held India responsible for implementing the Foreign Contribution Regulation Act (FCRA), preventing illegal and improper use of foreign funding. Why can't NGOs follow reporting and usage laws? he asked. The USCIRF report failed to mention India's constitutional guarantee to freedom of religion, with prohibitions on coercive, fraudulent and forced conversion, he said. ''Instead, it complained about the enforcement of laws trying to protect gullible, underprivileged people,'' he added. As there were no major Hindu-Muslim riots in India in 2023, instead of mentioning it as a year free of such riots, the report presented isolated incidents to generalise and brand without acknowledging India's large Muslim population, FIIDS said. FIIDS' raises doubts and questions regarding any influence or agenda against the third-largest economy and a strong ally of the US. Considering the consequential nature of US-India relations in 2021, FIIDS recommends that the US Department of State should carefully evaluate and reject USCIRF recommendations, the organisation said in a statement.

DCW chief Swati Maliwal takes aim at LG Saxena for terminating contractual staff; LG office responds Former Delhi Commission for Women (DCW) chief Swati Maliwal on Thursday slammed Delhi Lt Governor VK Saxena over the termination of contractual employees of the commission, questioning how it will function if most of its staff are dismissed. The LG office hit back at Maliwal, alleging she was resorting to ''mudslinging'' to ''cover up her own wrongdoing''. ''A certain individual, belonging to a particular political party, has indulged into an unfortunate and despicable mudslinging against the Lt Governor of Delhi. The same has been done only and exclusively to cover up her own wrongdoings - omissions and commissions in a recruitment scam that she spearheaded,'' LG office said in a statement. Addressing a press conference, Maliwal alleged, ''The LG in his 'Tughlaqi farman' (arbitrary order) has asked for removing all the contractual staff (of DCW). There are 90 staff in DCW out of which only eight are permanent and the rest 82 are contractual workers employed for low wages at three months contracts.'' The AAP's Rajya Sabha MP said if all the contractual staff are removed then ''how will eight employees run the women helpline, crisis intervention centre, rape crisis cell, Mahila Panchayat? Where will the hundreds of women and girls who come to seek help here go?'' The Women and Child Development (WCD) Department of the Delhi government terminated the services of 52 ''illegally'' appointed contractual staff of DCW, officials said on Thursday. The termination has been carried out on the basis of a report submitted by a committee way back in June, 2017. The WCD Department sent a proposal on the basis of the recommendations of the committee to Saxena, who approved it, following which the department issued the termination order, the officials said. Maliwal, who served as the DCW chief for nine years, said that as per her information the present team at the commission was ''exercising legal option'' although the order has not been implemented so far. She added that the issue of contractual staff was never raised during her tenure as DCW chairperson. ''Is this their politics that rapists will roam free and the commission for women will be shut down. What will LG gain from such a narrow and negative view?'' Maliwal questioned. The LG office statement charged that a ''deliberate and premeditated exercise'' was carried out by her and her party to ''falsely attribute the issue at hand to LG''. ''The LG has issued no orders. The position thereof has been more than clearly brought on record by the WCD Department in an official press release,'' it said. Maliwal, however, claimed that the DCW was the first women's body to raise its voice over issues like the Manipur incident and complaints of female wrestlers against BJP MP Brij Bhushan Sharan Singh. ''If they are angry with me they can send all the agencies after me and put me in jail,'' the Rajya Sabha MP said. She said the DCW should be preserved and provided with funds and staff to work to help the women. ''The DCW has done wonderful work in the last few years and all this was not done alone by Swati Maliwal. It was done by a team that includes acid attack, rape and domestic violence survivors, who are emerging out of their personal pains to help women,'' she said. Maliwal also posted videos on her official X handle of a few affected DCW staffers, including an acid attack survivor Mohini, who said ''Whether my treatment is delayed or not, but I need a profession to earn money so that I can be independent''. Another acid attack survivor Shabnam says in the video that she was attacked in 2011 and her treatment was on in Kashmir. She later came to Delhi for surgery and was provided a job at Mahila Panchayat of the DCW where she was working for the last six years. Mailwal claimed that during her tenure, the DCW dealt with 1.7 lakh cases while its helpline, 181, attended 40 lakh calls. The crisis intervention centre provided counselling to over 60,000 sexual assault survivors, the Mahila Panchayat conducted 50,000 awareness programmes and solved two lakh cases, and the rape crisis cell helped sexual assault survivors in two lakh court cases, she said.

MUMBAI: The dominance of Maharashtra continued unabated with its share in assets under management touching a tad less than 41% in March, mutual fund body Amfi data showed on Wednesday. The next top four states contribution is a little over half of this western state, which rose from Rs 22.41 lakh crore in February this year to Rs 22.52 lakh crore in March. With Maharashtra controlling nearly 40.93% of the industry, the top 5 states corner 68% of the market that has 44 fund houses with a combined AUM of Rs 55.01 lakh crore as of March, as per an analysis of the state-wise spilt of mutual fund investments. The next four are New Delhi at 8.41%, Karnataka at 6.92%, Gujarat at 6.89% and Bengal at 5.20%. During the past fiscal the MF industry grew 37%, taking the assets under management to Rs 55.01 lakh crore, driven by the massive inflows into open-ended equity schemes, which clipped past 10% in March to Rs 22,633 crore from Rs 20,534 crore in March 2023. Despite the industry notching up 37% more in FY24, as many as five of the 37 states and Union Territories saw a sequential decline in AUM in March as against just two in February. Andhra, Goa, Kerala, the Lakshadweep and Sikkim saw sequential declines in the reporting month with the Lakshadweep seeing the highest contraction of 57.90%, followed by Sikkim at 3.22% and Kerala at 0.59%. Interestingly, the top 5 states in terms of sequential growth are Daman & Diu, Manipur, Dadra & Nagar Haveli, Meghalaya, and Tripura. The Union Territory of Daman & Diu saw the highest sequential growth at 3.60% followed by Manipur at 3.09% and Dadra & Nagar Haveli at 2.62%. Equity-oriented schemes continued to get the maximum share from all the states for third consecutive month contributing the most towards AUM at 51.96%.

BENGALURU: More number of women than men voted in the second phase of Lok Sabha elections in the state that was held for 14 constituencies on April 26. Though it is a marginal jump, psephologists and election officials say that the trend of increase in women voters has continued, showing that they are deciding for themselves and their family. As per the latest statistics shared by the Election Commission of India, the male voting percentage was 69.48, while that of females 69.65. A total of 1,00,16,921 males voted as against 1,00,20,796 females, a difference of 3,875 voters. Also, more women voted in all the four constituencies of Bangalore - North, Central, South and Rural -- and Dakshina Kannada. During the 2019 polls, the male percentage was marginally higher than females. It was 69.55% for males and 67.65% for females. In 2014, the male to female voting percentage was 68.59 and 65.79, respectively. Well-known political analyst Sandeep Shastry said the trend of inreasing women voters is an extension of their empowerment. He explained that women vote in a different way compared to men. Studies have shown that they are now not influenced by men, they have greater awareness and they are deciding for the welfare of themselves and their families. The empowerment of the girl child, improved education and increased awareness have led to a rise in women voter turnout. He also pointed out that in the last elections, the women turnout was more in seven states. As per ECI data, in Phase-1 and Phase-2 of Lok Sabha polls, the states and union territories where larger number of women turned up to vote are: Assam, Jammu and Kashmir, Lakshwadeep, Manipur, Meghalaya, Puduherry, Nagaland, Tamil Nadu, Uttarakhand, West Bengal, Bihar, Kerala and Karnataka. A senior election official said, During our interaction with people on increasing voter awareness, we learnt that women were more keen to know details and vote as compared to men. Though the enrolment of men was more than women for Phase-2, the turnout of females was more. In Phase-3, the women voters are more than males. We will wait and see if the women turnout will he higher than men here too. Phase-3: Home voting Under Phase-3 of polling for Lok Sabha elections, a total of 32,458 people voted from home, which was 95.16% of the total list of 34,110 voters. This is less than the voter turnout for Phase-2 under the Vote From Home (VFH) option, where 46,810 (96.30%) voted, of the total 48,609 voters registered. As per data from the office of the Chief Electoral Officer, Karnataka, under Phase-3, 21,892 (94.31%) voters in the age group of 85 and above cast their votes at their home out of 23,213 voters approved under the option. Similarly, 10,566 (96.96%) people with disabilities (PwD) cast their votes at their home out of 10,897 voters approved.

Continuing his criticism of Prajwal and the BJP, Mevani asserted that despite their constant invocation of the slogan Bharat Mata Ki Jai, Modi and the BJP have backed Prajwal, who, according to him, has raped, molested and insulted the mothers, daughters and sisters of India. He said that the Congress government will not protect any criminal, irrespective of his religious faith. The BJP must stop raising Neha issues to gain political mileage, as the accused has already been arrested and the investigation is on, he said. Mevani emphasised that with the Modi government lacking substantive discussion on development and instead focusing solely on communal and emotional issues, the people of Indian have decided to defeat the BJP. He claimed that the INDIA bloc is going to form the government at the centre and exuded confidence in Congress winning at least 20 seats in Karnataka.
