This reservation was given by H D Deve Gowda when he was chief minister based on a survey conducted in 1974. And today, Deve Gowda's party JD(S) is BJP's ally. The Congress government has not implemented it. This reservation has been there for the last three decades,'' she said. On the rape and other allegations against JD(S) leader Prajwal Revanna, Shrinate claimed Modi sought votes for him in Mysuru despite being aware about the issue. ''Modi sought votes for Revanna, who is no less than a monster. Was he not aware of his misdeeds? Modi knew everything because local BJP leaders had already warned the top BJP leadership about Revanna,'' she alleged. Instead of speaking about Muslims, the PM should speak about the other three 'M's, namely mahila (women), mehengai (price rise) and Manipur violence, the Congress leader said. ''My leader (Rahul Gandhi) went to Manipur twice and tried to bring peace. But Modiji did not get time yet to visit Manipur, where violence is still taking place,'' she said. People are silent but they are voting against the BJP since they know it will change the Constitution and end reservations after getting 400 Lok Sabha seats, Shrinate claimed. Modi is trying to divert attention by speaking about Muslims, Pakistan and Muslim League during rallies, but the Congress will ensure the polls are fought on issues concerning people, such as unemployment, inflation, corruption, wealth inequality and partnership based on the population. Accusing Modi of spending Rs 6,500 crore for building his own image, Shrinate said the poor had become poorer while the wealthy have flourished in the last 10 years. It does not suit BJP to talk about Hindu dharma or cows because the party has taken money from beef exporters through the electoral bonds scheme, she alleged.

Hailstorm Pummels Manipur, Causing Extensive Damage Heavy rains accompanied by a hailstorm lashed several parts of Manipur on Sunday, damaging houses and vehicles, officials said. Several houses were damaged in different parts of the state, including Canchipur and Tera in Imphal West, with hails leaving holes on tin roofs. Strong winds also blew away hutments in different areas, they said. In many areas the hails formed a thick white blanket. Windshields of four-wheelers parked in the open developed cracks due to the hailstorm. Trees were also uprooted in many areas by the winds. An official said the damage was being assessed. The Met Department issued an orange alert of heavy to very heavy rains in several Northeastern states, including Manipur, till Tuesday. Chief Minister N Biren Singh said his government would repair the houses that were damaged. ''Request all those whose houses were damaged in today's heavy hailstorm to submit photographs to their respective deputy commissioner for immediate repair,'' he posted on Facebook.

In Unrest-Impacted Manipur, Youth Join Village Protection Forces to Ensure Safety Every day in shifts, morning and night, a group of armed youngsters patrol roads around Manipur's Koutruk village. Their objective: Keep residents safe from the warring factions of Meitei and Kuki, two communities that have been in conflict since last year. These youngsters, mostly in their late 20s and early 30s, identify themselves as volunteers and say they have taken up the responsibility to keep their own safe as security forces ''could not do enough to protect us''. Kotruk in the Imphal Valley is one of the many villages in the state that is ''protected'' by such groups which identify themselves as ''Village Volunteers'', ''Village Volunteer Force'', ''Village Defence Force'' and ''Village Protection Force''. These groups, officials say, are not associated with any security agency or the armed forces. Trained in basic combat tactics, the village forces have vowed to keep their areas safe from the ethnic violence that has left many dead, injured and displaced. Their presence in villages in the valley and Churachandpur in the hills cannot be missed. They are in uniform and can be spotted manning bunkers made of sandbags or patrolling with weapons, including sticks, batons and rifles -- some country-made, and some stolen or smuggled. Patrolling duties are assigned through a roster system. Each shift is between six and seven hours with small groups of five to six sent out to keep a watch on highways, village roads and narrow pathways that pass through hills and dense forests. ''Clearly our (security) forces could not do enough to protect us. Now, we know that they cannot be trusted with the task of ensuring our safety. So, we had to do it ourself and we decided to take up the task according to our calibre and capacity...we were forced to take matters into our own hands,'' a village volunteer told PTI on the condition of anonymity. Though patrolling is effective, drones allowed teams to keep a vigil on a wider area, he said. ''Earlier, we were operating drones to keep a vigil but now jammers have been installed by the central forces and, so, we cannot assess the situation that way,'' the volunteer said. This PTI reporter visited a camp of these volunteers, most of whom earned their living from farming. There are also those who have left their jobs or studies for the security of their villages. They showed this reporter the bullet holes on walls of houses and the measures in place to thwart threats. As some volunteers prepared for the morning patrol, others, including women from displaced families that now reside in relief camps, attend to daily tasks, including cooking meals. Recalling an incident of violence, another volunteer said, ''We were having dinner when bullets started raining from above (hills)... we could hear it but we thought we are safe inside. But a bullet pierced through our wall...luckily my father escaped it.'' ''The next morning, we decided to send women, the elderly and children to the relief camps in the valley and decided to set up our bunkers,'' he said. On their training, another village volunteer said, ''It varied from 20 days to up to two months, including training in basic NCC skills. Some training in country-made weapons too''. He refused to comment on who trained them. Local officials maintain caution, allowing their activities as long as they ''remain peaceful''. ''We do recognise their presence...we do not object unless they come with weapons in front of security forces or government officials because then we are bound to ask for a (firearm) licence and take action under the Arms Act. As long as they are guarding peacefully, we do not interfere,'' an official said requesting anonymity. Areas in the hills and the valley have been marked following the ethnic violence -- some local describe it as ''new borders''. And, keeping a vigil on these borders are these volunteers, who screen passing vehicles and occasionally frisk people to prevent ''unwanted intrusions''. Be it at the border between Bishnupur and Churachandpur, or Imphal West and Kangpokpi, the situation remains precarious, with checkpoints resembling those at boundaries between hostile nations. These volunteers, numbering more than 50,000 in Meitei-dominated regions and more in Kuki areas, operate under commanders. Kukis and Meities cannot travel between the hills and the valley. Others such as Nagas and Muslims can move between the regions provided they pass certain checks. They are given an escort from the border checkpoints. This PTI reporter, who travelled to Churachandpur earlier this month, was stopped at four of these checkpoints. She was asked many questions, including where she was going, whom she was meeting and whether the person she was meeting was a government official or a civil society group leader. ''We stop every vehicle and ask for their ID. We maintain a register of who is visiting and for what purpose. We keep a vigil to ensure that no Meiti gets to enter the hills. Meitie volunteers do the same,'' a volunteer at the Bishnupur checkpoint said. The region remains on the edge with even a small incident such as sporadic clashes between volunteer groups capable of tipping it over. More so as security agencies are yet to recover all the firearms looted during the violence last year that left 200 dead and displaced 60,000 people.

TMC, BJP cautiously navigate Jhargram's complex identity dynamics The tumultuous days of Maoist violence may now be a thing of the past for residents of Jhargram constituency in western West Bengal but the tribal-dominated seat sits on a powder keg of identity politics which has a direct bearing on the elections. A long-standing demand for Scheduled Tribe status by the minority Kurmis, a traditional tiller community listed as OBCs in West Bengal, Jharkhand and Odisha, had led to sporadic violence in the recent past and has vertically divided the inhabitants of region with the majority Adivasis, enlisted STs, firmly opposing it. Both the Trinamool Congress and the BJP have chosen to tread cautiously over this ''extremely sensitive'' issue which, some voices from the ground feel, has the ''potential to explode at the slightest provocation''. While the ruling party in the state has declared in its poll manifesto that it would ''actively work with the Centre'' to award the desired status to the Kurmi-Mahato community, the saffron party has officially remained silent. The BJP is defending this ST-reserved seat it snatched from the TMC five years ago but the latter bounced back in the 2021 state elections, winning all seven assembly segments of Jhargram and reducing the saffron camp to naught. ''Unless a quick constitutional remedy to the impasse is found, Jhargram could turn into another Manipur,'' warned Ashok Mahato, a local Kurmi leader. ''Parties across the board make promises ahead of polls but have hardly taken effective steps to make progress in the matter. The BJP made the same promise in 2019 but barely moved an inch. The state claims it has sent the Cultural Research Institute (CRI) report to the Centre with necessary recommendations but there is no feedback yet from the other side. People are getting impatient,'' he said. The Kurmi leader, who had previously unsuccessfully contested the state polls as an Independent candidate, said he has filed for registration for a separate party of Kurmis named Jungal Mahal Swaraj Morcha. In 2004, the Jharkhand government had recommended listing Kurmis as STs rather than OBCs. Following the Centre's Tribal Research Institute opposition to the proposal, the Union government turned down the state's plea in 2015. ''Kurmis have every right to make their demand but we oppose it,'' said Samai Hansda, leader of the Bharat Jakat Majhi Pargana Mahal, a social organisation of the Santhal community in Jhargram. ''Mahatos are primarily Kshatriyas and are already entitled to various social opportunities. It's the tribals who need constitutional protection due to their backwardness. As long as the Kurmis agitate in a democratic manner, we have no issues. But if push comes to shove, we won't stay silent,'' Hansda added. Over the past year or so, Jhargram and its neighbouring areas have witnessed multiple instances of long periods of road and railway track blockades by agitating Kurmis who were joined by their counterparts from adjoining Jharkhand. ''This matter must be resolved by making all stakeholders, including the state and central governments, sit across the table for discussions. I will do everything in my limited powers to facilitate that process, should I win the elections,'' said BJP candidate Pranat Tudu. Tudu was named as candidate after the party's sitting MP Kunar Hembram resigned from the BJP on March 9, barely days before the polls were announced, citing ''personal reasons''. TMC's nominee, Kalipada alias Kherwal Soren, a noted Santhali playwright and author recognised with Sahitya Academy and Padma Shri awards, said his party has already taken a principled stand on the issue which it clarified in its poll manifesto. ''We stand by the Mahato demands and have sent our CRI recommendation. The ball is now in Centre's court,'' he said. ''In my sustained interactions with the Adivasis during my campaign, I found no adverse repercussions on the ground over this,'' he claimed. A hotbed of ultra-Left Maoist activities during 2008-2011, Jhargram and its adjacent Bankura, Purulia and Paschim Medinipur districts witnessed wanton blood spill where victims included militants, security personnel and ordinary people. Following the encounter killing of Maoist commander Kishenji in November 2011, the Naxals lost grip over the region resulting in steady subsiding of turbulence. Despite acknowledging the benefits of peace returning to the region, Tudu was reluctant to give credit to the Mamata Banerjee administration for it. ''Everyone knows that the Maoist problem was the TMC's own creation. The rebels helped the party to come to power,'' he alleged. The sharp differences over ST status demand aside, both Kurmis and the tribals broadly agree on the other pertinent issues of Jhargram over which the elections are likely to be fought. ''People of Jhargram are looking forward to better facilities in sectors such as education, health, employment and environment protection,'' Mahato said, stressing on the need to build a dedicated elephant corridor to address increasing instances of man-animal conflict in the region. Hansda said, ''Adivasis are sensitive about their indigenous religion and associated social practices. We want no interference from governments in our traditional and personal lives and expect both the Centre and the state to honour our rights to water, forest and land.'' ''If the BJP implements Uniform Civil Code, like they say they would, the tribals would be the hardest hit,'' the TMC nominee chipped in. ''We have long fought for our rights to self control and never bowed before the British. Any attempts to impose social codes from above will meet stiff resistance from the Adivasis,'' Soren said. A radiologist by profession, BJP candidate Tudu highlighted ''crippled health infrastructure'' of the region, calling it an issue of ''paramount importance''. ''The Jhargram Medical College, the only facility which is supposed to provide tertiary healthcare to patients, does not even have an MRI machine nor performs echocardiogram on patients,'' he alleged. The 15 lakh-odd voters of the seat would exercise their franchise on May 25 during the sixth phase of polls.

Lucknow: Th e Meteorological Department has announced that relief from the scorching heat is on its way with the prediction of rainfall in many states, including UP and Bihar. The forecast indicates that the heat wave conditions in Eastern India will persist until May 5. However, there is good news for North-East India, with heavy to very heavy rain expected on May 5 and 6, along with a possibility of storms. Eastern UP may also experience rainfall between May 6 and 9. In the last 24 hours, heatwave conditions were observed in Gangetic West Bengal, Coastal Andhra Pradesh, and Tamil Nadu. The highest temperature recorded was 46.2 degrees Celsius in the Nandyal area of Rayalaseema. Conversely, heavy rain was reported in Arunachal Pradesh, Mizoram, and Tripura. The Meteorological Department has forecasted light to moderate rain in Arunachal Pradesh, Assam, Meghalaya, Sikkim, Nagaland, Manipur, Mizoram, and Tripura over the next five days. ''The deeply perverse nature of these crimes and the absolute impunity enjoyed by Prajwal Revanna with the blessings of the prime minister and home minister deserves the strongest condemnation,'' he stated in the letter. It also stated that how in his two decades in public life, he has never come across a senior public representative who has constantly chosen silence in the face of ''untold violence against women''. The forecast of normal monsoon rains this year comes as a relief at a time when agricultural output is declining, and food inflation remains high, exacerbated by dwindling water levels in reservoirs. Slow growth in agriculture is mainly attributed to declining farm output, with food grain production expected to decline by six percent in 2023-24. The deficient monsoons last year and warmer, drier weather due to El Nino have left considerable impact on water levels in reservoirs across the country. Currently, reservoir storage stands at 31 per cent of the total live storage capacity, significantly lower than the 10-year average. With the summer approaching its peak, the situation in southern India, where reservoir levels are critically low, has worsened, increasing the threat of drought. Apart from affecting standing crops and agricultural productivity, dwindling water levels could impact other sectors as well. The prediction of normal monsoons this year brings hope for boosting the production of kharif crops such as rice, soybean, sugarcane, and pulses, cooling down food inflationary pressures, and replenishing water resources. However, the arrival, distribution, intensity, and departure of the monsoon remain crucial factors that will impact agricultural production and productivity. Skymet expects good rainfall in southern, western, and northwestern parts of the country, with Maharashtra and Madhya Pradesh expected to receive adequate rainfall. However, eastern states like Bihar, Jharkhand, Odisha, and West Bengal may face the risk of deficit rainfall during peak monsoon months, impacting kharif crops heavily dependent on early rainfall. May 3 Manipur Violence | It's been exactly a year since ethnic violence broke out in Manipur, claiming over 200 lives, and displacing thousands. The year-long conflict has precipitated a crisis of confidence, with increasing mistrust between the Kuki and Meitei communities, and also towards police and security forces. The central government claims the situation has improved through their intervention, but violence still rages on. The Prime Minister is yet to visit the state, while Home Minister Amit Shah's trip also seems to have had little long-term effect. NDTV's Akhil Kumar and Debanish Achom discuss.

Spoke to public prosecutor to seek stringent punishment...: Siddaramaiah on Neha Hiremath's murder case Karnataka Chief Minister Siddaramaiah said that the state government has spoken to the Public Prosecutor to seek stringent punishment for the accused in the Neha Hiremath's murder case. He stated that Amit Shah has referred to Neha Hiremath's murder as a case of love jihad to play politics. Whatever he is saying is because of politics. We caught the accused immediately, we also spoke to the public prosecutor to seek stringent punishment for him. He is calling the incident as love jihad because he wants to play politics...what has he done in Manipur, he said. During a rally in Hubballi city, Amit Shah criticised the Congress and questioned their handling of the Neha Hiremath murder case. He accused them of neglecting security for girls on educational campuses and added that if they are not capable, they should leave the seat of power. Neha (21) was stabbed to death allegedly by her former classmate, Fayaz Khodunaik, on April 18 at the campus of KLE Technological University in Hubballi Dharwad, where she was a first-year MCA student. Her father, Niranjan Hiremath, is the Congress Councillor of Hubballi-Dharwad Municipal Corporation. The police arrested Fayaz within hours of the incident and produced him before a magistrate, who sent him to 14-day judicial custody. The CID took Fayaz's custody and was later brought to Hubballi from Dharwad. While a police investigation suggests Neha and Fayaz were in a relationship, her family members have said that he was pestering her and that she had rejected his marriage proposal. The case also sparked protests across the country. BJP has attacked the Siddaramaiah government over the incident and has demanded a CBI probe. Earlier, Karnataka CM Siddaramaiah said that the government strongly condemns the murder of Neha Hiremath and that the CID investigation has been expedited to punish the accused. When I was CM earlier, I had handed over cases to the CBI. What moral right do they have to ask? Let them not indulge in politics with the case, he said. Earlier, Congress General Secretary and Karnataka-in-charge Randeep Singh Surjewala also visited Neha Hiremath's family and assured them of justice. (ANI)
