Campaigning for third and final phase of polling in 4 Assam LS seats ends

GUWAHATI: Campaigning for the third and final phase of Lok Sabha polls covering four seats in Assam concluded on Sunday. Despite heavy rains dampening the last day, both ruling and opposition parties engaged in a vigorous campaign marked by bike rallies, roadshows, public rallies, and door-to-door appeals by candidates. The constituencies in the final phase are Dhubri, Barpeta, Kokrajhar (ST), and Guwahati. Voting is scheduled to take place on May 7. Prime Minister Narendra Modi, Union Home Minister Amit Shah, Congress president Mallikarun Kharge and AICC leader Priyanka Gandhi actively participated in rallies and roadshows across the state. Assam Chief Minister Himanta Biswa Sarma and Union Minister Sarbananda Sonowal also spearheaded the campaign, emphasising the importance of the PM's return for a third successive term. Opposition parties, led by Congress leader Gaurav Gogoi, Raijor Dal's Akhil Gogoi, and Assam Jatiya Parishad's Lurinjyoti Gogoi, focused on various issues such as citizenship, connectivity, infrastructure, unemployment, and price rise. The BJP campaign was focussed on highlighting the various development schemes of both the central and state governments and the achievements made by the saffron party during its ten years and eight years rule at the Centre and state, respectively. The opposition parties focused on the citizenship issue, doubtful voters, connectivity issues, poor infrastructure development, unemployment, price rise, benefits of schemes not reaching, lack of industrial development, among others. Barpeta has the highest number of candidates at 14, while Guwahati has the lowest with eight. In Guwahati, a direct contest is on the cards between BJP's Bijuli Kalita Medhi and Congress candidate Mira Borthakur Goswami, both debutants in Lok Sabha polls. In Barpeta, a triangular contest is expected between NDA partner Asom Gana Parishad (AGP) candidate Phanibhushan Choudhury, CPI(M)'s Manoranjan Talukdar, and Congress's Deep Bayan. In Dhubri, 13 candidates are in the fray with AIUDF strongman Badruddin Ajmal, seeking a fourth term, locked in a triangular contest with Congress MLA Rakibul Hussain and NDA partner AGP's Zaved Islam. In Kokrajhar (ST), a triangular contest is projected between NDA partner United People's Party Liberal (UPPL) Jayanta Basumtary, Congress Garjen Mushahary, and Bodoland People's Front's (BPF) Kampa Borgoyary. In the first phase polls held on April 19, 78.25 per cent of the electorate exercised their franchise to decide the fate of 35 candidates for Kaziranga, Jorhat, Dibrugarh, Sonitpur and Lakhimpur constituencies. In the second phase held on April 26, 81.17 per cent of the electorate cast their votes to decide the fate of 61 candidates for Karimganj, Silchar(SC), Diphu (ST), Nagaon and Darrang-Udalguri. In the outgoing Lok Sabha, BJP held nine seats, Congress three, AIUDF and an independent one each from the state.

Dhubri's Challenges: Floods, Erosion, and Early Marriage Threaten Progress as Ajmal Seeks Reelection Floods, erosion, poverty and child marriage dominate the poll narrative in Assam's Dhubri Lok Sabha constituency, where AIUDF chief Badruddin Ajmal is locked in a triangular contest to retain the seat for the fourth consecutive term. The minority-dominated seat, which shares around 142-km-long border with Bangladesh, a major part of which is riverine, bears the brunt of annual floods in Brahmaputra and erosion caused by the river, and is gripped with illiteracy, poverty, child marriage, high maternal and infant mortality rates and high crime rates, issues all candidates seek to resolve. The seat has always been represented by a Muslim and was a Congress bastion till Ajmal breached the fort in 2009 and held it since then. However, this time, Ajmal may be troubled by anti-incumbency and face a tough competition from Congress nominee and former minister Rakibul Hussain, in support of whom Priyanka Gandhi Vadra has held an election rally, and NDA nominee Zabed Islam of the Asom Gana Parishad, with both contenders alleging that the AIUDF supremo has failed to deliver on all fronts. A total of 13 candidates are in the fray in the constituency, which will go to polls in the third phase on May 7. The Lok Sabha seat comprises 11 assembly segments and has a total electorate of 26,43,403, of whom 13,53,952 are men and 12,89,451 women. Muslims comprise 79.67 per cent of the population of the constituency, which comprises Dhubri and South Salmara districts and a part of Goalpara. Islam, a former MLA and a local, claimed that both Hussain and Ajmal are ''outsiders'' who are not concerned about the problems faced by the people of the constituency. While Hussain hails from Nagaon district, Ajmal is from Hojai, both in central Assam. ''Ajmal claims only he can solve the problems of the minorities. People have given him three terms but he failed miserably with Dhubri remaining one of the most backward areas in the state,'' Hussain alleged. The AIUDF leader, however, countered the allegations saying that it was during his term as the MP that connectivity improved, Dhubri Medical College and Hospital was established and work for Dhubri-Phulbari Bridge started. He claimed that minorities suffered tremendously during the updation of the National Register of Citizens (NRC) and it was due to his efforts that many members of the Muslim community found their names in the final list. ''Most of the D-voters (where D stands for doubtful) are from the minority community, with many being from Dhubri, and we are trying our best to ensure that these issues are resolved at the earliest,'' he added. The AGP candidate, who labeled Ajmal and Hussain as ''outsiders who do not understand the needs of the people'', asserted, ''I, on the other hand, live among the people and am aware of what they want. I am confident that people will vote for the NDA this time.'' ''People have witnessed the development work undertaken by the NDA governments at the Centre and the state. They want the same in Dhubri... people want that the problem of floods and erosion, which have rendered many people homeless in the constituency, be resolved,'' Islam said. Hussain, on the other hand, labelled AIUDF as ''B-team'' of the BJP and claimed that Ajmal will not raise his voice against the ruling party. ''He is only interested in becoming an MP again but we will not let that happen this time,'' the Congress candidate asserted. Islam asserted that the constituency is rich historically and culturally and must not be labelled as only a minority-inhabited seat. Sikh Guru Tegh Bahadur had visited Dhubri, with a gurdwara commemorating the event, while eminent actor-filmmaker Pramathesh Barua, Goalpariya singer Pratima Pandey Barua and her younger sister Parbati Barua, the only woman mahout in the country, were also from the royal family of Gauripur in the district. ''We have a rich heritage which must be reserved for posterity... the constituency must not be labelled only for minorities,'' Islam said. He said the constituency is backward and the highest number of cases related to child marriage was reported in Dhubri district during a crackdown by the state government against the social menace last year. Minority women are in favour of the government's move to stop child marriage as they are the worst affected, he asserted, adding they have received several benefits from the NDA government at the state and Centre which will improve their lives considerably. Ajmal, however, claimed that the crackdown on child marriage was the BJP's attempt to ''provoke'' Muslims and polarise voters in its favour. AGP remains steadfast in opposing CAA, to proceed with Supreme Court challenge Asom Gana Parishad (AGP), which is a part of the ruling NDA, asserted that it still opposes the CAA and will continue to pursue the case it has filed against the contentious law in the Supreme Court. In an interview with PTI here, veteran AGP leader and candidate for Barpeta Lok Sabha seat, Phani Bhusan Choudhury said the party still opposes the Act and will continue to raise its voice in every platform. ''The AGP is clear in its stand... it opposes the CAA. We are, in fact, fighting a case in the Supreme Court against the law,'' he said, when asked about the party's position after the rules of Act were notified days before the Lok Sabha elections were announced. Asked if it was not a ''double standard'' for the AGP to remain in the NDA and also oppose CAA, Choudhury claimed the regional party has never diluted its stand on the issue. ''BJP is a national party and AGP a regional outfit. Their aims and objectives are different from ours. It will not happen that we will support the CAA because we are with the BJP. That's why our party decided to approach the Supreme Court against the CAA and fight a case, which is still on,'' he added. Opposition candidates from Congress and CPI (M) in Barpeta are raising the CAA issue, accusing the AGP nominee of ''betraying'' the public sentiment. AGP had broken its ties with BJP over the Citizenship (Amendment) Bill in January 2019, but returned to the NDA fold within two months and fought the Lok Sabha polls in Assam in alliance with the saffron party that year. During the passage of the Bill in December 2019, AGP's lone MP in the Rajya Sabha, Birendra Prasad Baishya, opposed it during the discussion, but voted in favour of it. In between hectic campaigning in rural areas of Abhayapuri in Barpeta Lok Sabha constituency, Choudhury slammed the opposition for contesting the elections ''just for time pass as they don't have any issue to talk about''. ''Whether CPI (M) or Congress, they are in the fray just to blame the government. The present dispensation is doing all-round development but the opposition is not talking about it,'' he added. The AGP candidate claimed that during his one-and-half-month-long election campaigning in every nook and corner of the constituency, ''not a single person has complained about price rise''. ''It (price rise) is a natural phenomenon, a pan-India issue and can't be looked at separately in Assam. Not a single voter has questioned us as of now (over the issue). They (opposition) have to say something before people. All the issues they are raising against us are all baseless,'' he added. Choudhury said that all the 10 assembly segments in Barpeta Lok Sabha seat are prone to floods and erosion and this is one of the major issues in the constituency. He said that if he wins the elections, he will discuss the problem with the people and go through it accordingly. ''We want to solve it,'' he added. Claiming that he is ''much ahead of other candidates'', Choudhury said the ruling alliance is fighting this election on the development plank. Choudhury, who is the longest serving MLA of Assam for eight consecutive terms since 1985, asserted that Hindu voters becoming a majority in Barpeta Lok Sabha seat after delimitation will favour him in ''sailing through the race comfortably''. ''The population pattern in Barpeta has changed a lot. Earlier, minority votes were more in Barpeta. After delimitation, Hindu percentage has increased. The present voter composition is conducive for the AGP-BJP alliance's victory,'' he said. There are nearly 19.8 lakh voters in Barpeta. Of them over 12 lakh are Hindus and around seven lakh are Muslims. Choudhury, however, added that when he first entered the contest in Barpeta, he estimated his winning margin will be over two lakh votes but during campaigning, he realised that minority voters were with the NDA and will vote for him. He claimed that Muslim voters, especially the Bengali-speaking ones, have understood that the Himanta Biswa Sarma government has worked for both Hindus and Muslims, and there was no discrimination. ''A major portion of the Muslims are now supporting us. That is why, we hope that our margin will be more than five lakh votes,'' he asserted. Choudhury also opined that all the opposition parties contesting separately in Barpeta will lead to division of anti-NDA votes, which will make his journey smoother. From the opposition, the CPI (M) has nominated senior leader and lone MLA in assembly, Manoranjan Talukdar, from Barpeta. The Congress has nominated its state Seva Dal chief Deep Bayan, while the TMC has named Abul Kalam Azad for the seat. Congress, CPI (M) and TMC are members of the United Opposition Forum Assam (UOFA), formed in the state with 16 parties in line with the INDIA bloc. Barpeta is currently represented by Congress MP Abdul Khaleque, who had resigned from the party last month after he was denied a ticket. However, he later withdrew the resignation following a meeting with party president Mallikarjun Kharge in New Delhi. During the raid, the Israeli army levelled a two-storey house with a bulldozer in an operation that lasted more than 12 hours. According to Palestinian Health Ministry records, nearly 500 Palestinians have been killed by Israeli forces or Jewish settlers in the West Bank or East Jerusalem since Oct. 7. Many have been armed fighters but stone-throwing youths and uninvolved civilians have also been killed. Palestinians want the West Bank and Gaza, which Israel captured in the 1967 Middle East war, as the core of an independent state with East Jerusalem as its capital. U.S.-backed talks to reach an agreement between Israel and the Palestinians have been stalled for the past decade but the Gaza war has raised pressure for a revival of efforts to reach a two-state solution. Assam: Alert issued in Dima Hasao after forecast for heavy rains over 10 days

Haflong: An alert was issued in Assam's Dima Hasao district on Saturday, asking people not to venture out except for emergencies after the Met Department forecasted heavy rainfall in the area over the next 10 days, officials said. Movement of heavy commercial vehicles along the Jatinga-Harangajao stretch of NH-27 will be stopped from 8 pm on Saturday, with the traffic being diverted through alternative routes, they said. In its forecast, the Met Department said heavy rainfall will lash the district from Sunday till May 15. This is an appeal to all the public in general not to venture out during rain other than for emergency or medical purposes.
