Kerala HC for app to alert public about missing Bengaluru native
KOCHI: In a significant decision to help locate Suraj Lama, a Bengaluru native who went missing in Kochi soon after being deported from Kuwait last month, the Kerala High Court has asked the state government to develop a mobile app that can issue a unified alert containing his details to various social media platforms. The court issued the directive while considering a habeas corpus petition filed by Santon Lama, Surajs son. It noted that the app should be created in coordination with the Kerala Police Cyberdome and Meta, the parent company of Facebook, WhatsApp and Instagram. During the hearing on November 21, the court directed the states counsel to develop an application capable of circulating a unified WhatsApp message across social media platforms, ensuring it reaches users across cyberspace, especially within Kerala, said a source with the Kerala State Legal Services Authority (KeLSA), which is providing legal assistance to Santon. As per the plan, the app will send a unified alert mentioning details of Suraj, the time of his disappearance and other information to all social media platforms. The app will not be for public use. Meanwhile, Santons counsel said the state government had informed the court that missing person posters, including Surajs photograph, had been displayed at major pilgrim centres, including Sabarimala. The government also said they had arranged for public announcements about Suraj during the morning and evening sessions at Sabarimala, the counsel said. Aluva DySP T R Rajesh, who is heading the special investigation team (SIT) formed to trace Lama, said they had covered almost entire Ernakulam and Thrissur. We are once again carrying out searches focused on medical colleges, shelter homes and locations that that may have been missed earlier. We are also checking unidentified bodies, he said. Rajesh said the SIT has proposed additional measures, including issuing alerts during phone calls. When contacted, Santon told TNIE that he was thankful to all involved in the search of his father.

The Public Works Department office stands there with its long corridor of arches and an occasional splash of green from the bushes that border the pavement. If you paused for a moment to take it all in, what would you notice? The rhythm of those arches? A dragonfly prancing between the shrubs? A bus rumbling past and cutting the frame of your view? On a Sunday morning, a group decides to freeze that moment. They sit on portable stools or simply settle on the opposite pavement. Sketchbooks open. Pencils and brushes move quickly. The city slowly turns into lines, curves and blocks of colour on paper. This is the routine of Urban Sketchers Chennai (USK Chennai). With no entry fees or prerequisites, the group focuses on one mission: to come together and enjoy different pockets of the city. It is a simple effort that has made art accessible to many who once thought that galleries and studios were not for them. USK Chennai began in 2020, when filmmaker Mohan Krishnan discovered the global Urban Sketchers network, started in Seattle in 2011. Growth was quiet in the early days, especially with the pandemic pausing gatherings. Among those seeking community was Namita Prasanna, a visual communication graduate with around two decades in design. She had heard of groups like Pencil Jam in Bengaluru and yearned for something similar here. When she found the Chennai chapter, she joined, and the meets slowly became regular. By August 2023, after months of meeting around the city, we finally received recognition as an official chapter, she says. Now, every alternate Sunday, around 45 to 50 people gather at a new location. One building often has 50 different perspectives. Drawn with curiosity Choosing a spot isnt just about architectural heritage. It is also about small things like the vendor at the corner, or the sight of schoolchildren rushing by. Their sketch meets read like a visual diary. At Broadway Junction, buses and bicycles weave through the frame; outside Sir Mutha Concert Hall, music floats through windows; at the Sunshine House in Adyar, members sketched local singers and a small pop-up of art for sale. Even a busy fish market or a roadside temple becomes a subject worth pausing for. We choose locations that are a mix of heritage and everyday life. A tea shop can be as interesting as a grand building. You start seeing beauty in small things, Namita says. Some of the places they sketched no longer look the same. Adyar Gate Hotel has vanished. Besant Nagar Beach has changed. The SBI building on Mount Road is under restoration. As urban sketchers, our job is to create a reportage of how the landscape is changing. What is here today may not be there tomorrow, she says. The only rule is to sketch on location. You bring your own perspective. Some draw the whole building, some only a corner, some add the autos, the vendors or a patch of leafy shade. It is a judgement-free space where each person sees differently, and that is the beauty, Namita adds. Their meets end with a throwdown. Sketchbooks are placed on the ground, side by side, forming a colourful mosaic of styles. They take pictures. People walk around admiring each others work, not measuring talent but celebrating effort. Art shouldnt feel exclusive. Anybody can pick up a pencil and paper and join us. We have engineers, filmmakers, government employees, fourth-graders and even people in their eighties. It has made art feel approachable and joyful, Namita says. Fear fades in company Sketching in full public view can feel intimidating. That first moment when someone looks over your shoulder or asks what you are doing can make your hands shake. But it doesnt last long. In a group, there is comfort. People laugh, share techniques. Slowly, you stop worrying about who is watching. Those two-and-a-half hours become meditation, Namita says. They have sketched in places loaded with stereotypes. Busy market streets. Narrow lanes where people rarely see artists sitting with sketchbooks. We dont go by stereotypes. We have sketched in every nook of the city and never felt unsafe. People are always curious, sometimes even offering us chairs. They want to see their city through our eyes, she says. The citys art scene is spilling out onto the streets, pavements, and bus stops. And USK Chennai has emerged as one of the most inviting doors into that world. Just a few weeks ago, USK chapters from across India met in Goa for a national sketch carnival. The Chennai team returned with new friendships, techniques and people eager to join them. UP man found dead in pond after escaping custody; family alleges police negligence
LUCKNOW: A man in his twenties was found dead in a pond on Monday after he allegedly escaped from police custody in Bhadohi district. The man had been arrested for kidnapping a minor girl from another community. While a purported suicide note was found a few metres from the pond accusing the girl and her family of driving him to take the extreme step, the deceaseds family refused to accept it as a case of death by suicide and alleged police negligence. According to police sources, the Station House Officer (SHO) of the police station concerned, under whose jurisdiction the incident took place, was placed under suspension and a probe was ordered into the matter. Bhadohi Assistant Superintendent of Police (ASP) Shubham Agrawal said the inquiry was being conducted by him and that the victims father, a home guard constable, had been asked to file a complaint regarding the incident. As per sources, a case was lodged against the victim 20 days ago for allegedly kidnapping a girl with the intention of luring her into premarital marriage. Police recovered the girl in Bhadohi on Thursday. She was produced before the court, her statement was recorded, and she was subsequently sent to a protection home. District police sources said the victim was held two days ago. As it was the weekend, he was kept in custody and was scheduled to be produced in court on Monday. However, in the early hours of Saturday, the youth was taken to the washroom on the station premises by the constable on duty, when he allegedly pushed the constable and fled. Police searched extensively but failed to trace him. Later on Saturday, around 10 pm, a team from another police station, while patrolling, found some items, a wallet, a belt and a note, near a pond situated on temple premises. Suspecting the items belonged to the missing man, they informed the concerned police station and a search was launched. Police recovered the youths body from the pond at around 7 am on Sunday, said ASP Agrawal. Police said no injury marks were found on the body and the cause of death was suspected to be drowning. In the suicide note, according to ASP Agrawal, the victim held the girl and her family responsible for pushing him to commit suicide. The purported note claimed that the girl had lied about being kidnapped and had gone with him of her own accord. However, the youths brother alleged that he did not die by suicide and that the handwriting in the note was not his. He further alleged that the girls family had threatened to destroy his brother and that the police had yet to take any action in the case.

Meta allegedly suspended internal research into the mental health effects of its products after it showed that people who stopped using Facebook experienced less depression, anxiety and loneliness. This comes from unredacted court filings in a lawsuit filed by multiple US school districts against major social media companies, as reported by Reuters . The suit alleges that these companies had knowledge of the health risks posed by these platforms but intentionally hid this from users. Meta started the research project, dubbed Project Mercury, in 2020. The company's scientists worked with survey firm Nielsen to investigate what effect, if any, deactivating Facebook had on its users. The suit alleges that when this research showed mental health benefits to quitting Facebook, Meta shut down the project, chose not to publish the results and decreed the findings tainted by existing media narrative surrounding the company. According to Reuters , the filings also showed internal research staffers clearly expressing that the findings had merit, writing the Nielsen study does show causal impact on social comparison. Another compared the findings to the tobacco industry doing research and knowing cigs were bad and then keeping that info to themselves. The allegations call to mind the now well-known decisions by Shell and Exxon to bury internal research connecting fossil fuels with catastrophic climate change as far back as the 1980s. In a statement obtained by Reuters , a Meta spokesperson said, the full record will show that for over a decade, we have listened to parents, researched issues that matter most, and made real changes to protect teens. The statement touted the company's Instagram Teen Accounts and said, We strongly disagree with these allegations, which rely on cherry-picked quotes and misinformed opinions. Meta is arguing to strike the documents underlying these allegations, which are not yet public, claiming the nature of what plaintiffs want to unseal is overly broad. These lawsuits, filed by hundreds of school districts, are being consolidated and handled in the Northern District of California , with a hearing regarding this particular filing set for January 26. This isn't even the first time the company has been accused of burying research that yielded inconvenient results. In 2023 Meta also faced a massive lawsuit from 41 states as well as the District of Columbia over allegations that its platforms harm and addict young users. A judge in that case ruled that Meta's lawyers tried blocking internal research showing its social media platforms were harmful to teen mental health. There is growing concern surrounding the effects of social media on mental health, particularly for children. Entry is by approval only, he says. On screening the guests, he says, We look for respectful behaviour, social compatibility, and genuine interest in our experiences. A lot of our community grows through word of mouth, but even referrals go through approval. The result is a room where conversation becomes the centrepiece. Our themes focus on freedom, connection, and storytelling, Razik says. To him, the appeal of these gatherings reflects the emotional needs of this generation. People crave authenticity In a world full of digital noise, intimate offline moments feel rare and meaningful. Riyaz, a digital marketer, attended one of their gatherings and found it freeing. Its a fun, open-minded group where you can be yourself, he says. Beyond the experience, he says the event expanded his social circle in ways he did not expect. Although each space takes a different form and tone, both point to the same shift: young adults are seeking social lives that feel intentional, not incidental.While Razik hopes to create a culture where people feel free to connect without judgement, Ganesh dreams of growing his initiative to other cities but keeping the essence selectively curated. Social media is an overwhelming part of our lives these days, but the Pew Research Center provided an in-depth look at just how much we rely on these platforms. In a 2025 report that looks at social media usage with American adults, the data-driven think tank revealed some nitty-gritty details like year-to-year changes, age gaps and most importantly, frequency of use. At the number one spot, YouTube holds a dominant position, with 84 percent of the 5,022 adults surveyed saying they use Alphabet's video-sharing platform. Meta earns silver and bronze medals since 71 percent of adults said they use Facebook, while 50 percent responded positively when it comes to Instagram use. However, not all of Meta's social media outlets are doing well. Threads may have hit 400 million monthly active users this summer, but only eight percent of adults surveyed said they use it. Rounding out the bottom of the list, only 21 percent of adults surveyed said they use X, while four percent of adults said they're on Bluesky and three percent are on Truth Social. Besides popularity, the Pew Research Center also explored the frequency with which American adults use their preferred social media platforms. In a separate survey with 5,123 adults, the report uncovered that 52 percent of adults go on Facebook daily, with 37 percent of them logging on several times a day. Nearly as frequently, 48 percent of adults use YouTube daily, including 33 percent of that demographic watching videos on the platform several times a day. When looking at frequency through the lens of age gaps, the starkest difference is found with 47 percent of adults between 18 and 29 using TikTok at least once a day, while only five percent of those aged 65 or older use the ByteDance-owned app every day. When looking at annual trends, YouTube and Facebook have largely maintained stable usage and even some growth since 2021. Even though it may feel like Facebook has begun to stagnate, the report shows that it has a loyal user base that's still growing at a consistent rate. Supreme Court to Monday hear plea challenging climate activist Sonam Wangchuk's detention
NEW DELHI: The Supreme Court is scheduled to hear on Monday a plea filed by Sonam Wangchuk's wife which termed the climate activist's detention under the stringent National Security Act as illegal and an arbitrary exercise violating his fundamental rights. The top court had on October 29 sought response of the Centre and the Ladakh administration on the amended plea of Wangchuk's wife Gitanjali J Angmo. As per the apex court's cause list of November 24, the plea is slated to come up for hearing before a bench of Justices Aravind Kumar and N V Anjaria. Wangchuk was detained under the National Security Act (NSA) on September 26, two days after violent protests demanding statehood and Sixth Schedule status for Ladakh left four people dead and 90 injured in the Union Territory. The government had accused him of inciting the violence. The amended plea has said, The detention order is founded upon stale FIRs, vague imputations, and speculative assertions, lacks any live or proximate connection to the purported grounds of detention and is thus devoid of any legal or factual justification. Such arbitrary exercise of preventive powers amounts to a gross abuse of authority, striking at the core of constitutional liberties and due process, rendering the detention order liable to be vitiated by this court, it said. Detention order against Sonam Wangchuk arbitrary, based on irrelevant FIRs: Gitanjali Angmo tells SC The plea said it is wholly preposterous that after over three decades of being recognized at the state, national, and international levels for his contributions to grassroots education, innovation, and environmental conservation in Ladakh and across India, Wangchuk would suddenly be targeted. Merely two months before the elections and the final rounds of dialogue between ABL (Apex Body of Leh), KDA (Kargil Democratic Alliance), and the Ministry of Home Affairs, he was served with notices for land lease cancellation, FCRA cancellation, initiation of a CBI investigation, and summons from the Income Tax Department, it said. The plea claimed these coordinated actions, taken in close temporal proximity, make it prima facie evident that the order of detention is not based on genuine concerns of public order or security but is instead a calculated attempt to silence a respected citizen exercising his democratic and constitutional right to dissent. The plea said the unfortunate events of violence in Leh on September 24 cannot be attributed to the actions or statements of Wangchuk in any manner. It said Wangchuk himself condemned the violence through his social media handles and categorically stated that violence would lead to the failure of Ladakh's apasya and peaceful pursuit of five years and stated that it is the saddest day of his life. It further stated that complete grounds of detention were only supplied to Wangchuk after a flagrant delay of 28 days, which is in clear violation of the statutory timeline prescribed under section 8 of the NSA. The plea said under section 8 of the NSA the detaining authority shall as soon as may be, but ordinarily not later than five days and, in exceptional circumstances and for reasons to be recorded in writing, not later than ten days, communicate to the detenu the complete grounds of detention. The NSA empowers the Centre and states to detain individuals to prevent them from acting in a manner prejudicial to the defence of India. The maximum detention period is 12 months, though it can be revoked earlier.

Over 10,000 Anekal residents plan protest against bad roads on November 29
BENGALURU: Over 10,000 residents of Muthanallur, Hebbagodi and Singenaagrahara in Anekal taluk will stage a protest on November 29 at ASB College Ground against bad roads in their localities. Addressing reporters under the banner of Anekal Taluk Citizens Welfare Committee, they demanded that Heelalige, Singena Agrahara, Anantha Nagar and Sampige Nagar roads be asphalted at the earliest. They alleged that these roads have not been repaired for almost two decades and theirpleas have fallen on deaf ears. People living in over 20 apartments have been deprived of basic amenities such as roads, drainage and water supply,theysaid. When the issue of roads was raised with the local panchayat, tahsildar and the MLA, patchwork was done. This patchwork will last only for a few weeks because of the increasing traffic, the residents said, demanding that all roads be asphalted. The 3-km stretchfrom Huskur Road to Anantha Nagar and Heelalige is in a badshape. The underground drainage line inAnantha Nagar has been damaged and sewage flows onto the main road. Chandapura, Bommasandra and Hebbagodi panchayats collect property tax amounting to Rs 25 crore. But they are not providing proper amenities to the residents,Shiva Reddy from Anekal said. Some residents alleged that Anekal MLA B Shivanna has not taken any steps to address the civic issues raised by them.

X began testing this feature out last month, but more recently , users have been posting screenshots of the new feature being rolled out. X is following in the footsteps of other social media platforms, as already seen with Facebook's Page transparency and Instagram's own About this account. As detailed by Nikita Bier , X's head of product, the upcoming About this account feature is meant to verify the authenticity of content posted on X. You can currently see your own info by clicking on the Joined button underneath your X bio, but you may not be able to see others' info yet since the feature is still being rolled out. BENGALURU: The South division police investigating the Rs 7.11 crore broad daylight heist have reportedly made a breakthrough by recovering more than Rs 5 crore in cash of the Rs 7.11 crore robbed. The police recovered the money from Chennai and also Andhra Pradesh. A police constable attached to the citys East division, who is said to be the mastermind, and a former employee of the Cash Management Services (CMS) from Kerala have reportedly been arrested. Both close friends, they had been hatching the plot for the last six months after the latter quit CMS. The police are said to have also arrested three others for providing logistical support. Haryana man, three others arrested for killing sister over inter-caste marriage
CHANDIGARH: Police in Haryana on Thursday arrested a man and three of his associates for allegedly murdering his 23-year-old sister over inter-caste marraige, and for reportedly planning to kill her husband next. The arrests were made after an encounter on the Ladhot-Bohar road in Rohtak. The victim, 23-year-old woman Sapna, was allegedly shot dead by her brother and his friends at her in-laws house at Kahni village in Rohtak on Wednesday night. Her brother-in-law, Sahil, sustained bullet injuries during the attack and is undergoing treatment at the PGIMS at Rohtak. Sapna had married Suraj, an auto driver, about three and a half years ago against their families wishes. The couple, who have a daughter, knew each other since school. The couple had initially moved away from their native Kahani village but had returned recently. On Wednesday night around 9.40 pm, Sapna's brother Sanju, accompanied by three friends, allegedly stormed into Sapnas house and opened fire.Sapna died on the spot, while Surajs brother Sahil sustained injuries. Suraj was not at home at the time of the attack. Haryana DGP, OP Singh, said that around midnight, the police received information that the accused was preparing to target Suraj next and could be intercepted on Ladot-Bohar Road. Acting swiftly on the input, a naka was established on LadotBohar Road and the accused were subsequently cornered by the police team. On being surrounded, the accused started firing. Then in self defense, the police retaliated. During the exchange of firing between police and criminals, all four accused sustained bullet injuries. They were immediately shifted to PGIMS Rohtak for treatment, he said. The accused have been identified as Sanju, Rahul -- both from Kahni village in Rohtak -- and Ankit alias Baba and Gaurav of Rukhi village in Sonepat district. Four pistols, ten live cartridges, two magazines and a motorcycle were recovered from their possession. The tragic incident took place after a period of relative calm in the agrarian state which remains bound to age-old traditions that still deny many adults the freedom to choose their partners. On June 19 last year, 20-year-old Komal, belonging to Gujjar Community was allegedly shot dead by her teenage brother in Jind who was angry over her getting married to a SC youth of Kaithal. On June 3, 2024, a 27-year-old Saravjeet Kaur of Nejadela Kalan village in Sirsa district was killed by her brother and father who were annoyed with her love affair with Karan from a nearby village. The couple was from the same caste. The parents did not agree with her love and strangled her and made a fake story of heart attack. On June 24 last year , Tejbir of Badala village and Meena of Sultanpur village was shot dead in Hansi town by two unidentified men in a suspected case of honour killing. On June 24, 2021, Vinay and his wife Kiran Dahiya of Gopalpura village in Sonipat, were shot by the girl's family as it was against their decision to marry in the same gotra. The couple had married in August 2020 and had been living in hiding in a Delhi village due to severe threat from the girl's family for a year. Even their plea before the Punjab and Haryana High Court for security could not save their life. On January 2, 2021, Neeraj was murdered allegedly by his brother-in-law and his accomplice in Panipat. He had married Komal in November 2020 who lived near his house. However, the girl's family did not agree to the alliance because the boy was from a different caste.
BENGALURU: South division police investigating the Rs 7.11-crore daylight heist are yet to get vital leads about the robbers, and are questioning more than 30 suspects, including the Cash Management Services (CMS) staff. However, two suspects identified as Hemanth and Sunil from Kalyan Nagar, near Banaswadi, were taken into custody near Chittoor in Andhra Pradesh, but there was no confirmation from police about their detention. The Toyota Innova in which the accused had escaped was found abandoned in Andhra Pradesh. Three vehicles -- the Innova, a Maruti Suzuki Zen and Maruti Suzuki WagonR -- were used by the accused to escape with the cash. Investigators found the Innova used in the crime had a fake number plate of a Maruti Swift, whose owner resides on Indiranagar 100 Feet Road in Bengaluru. The gang used an Uttar Pradesh registration number on the same Innova while leaving the city via Hoskote-Malur Road. Checks are being conducted at all city borders, including Hoskote, Chikkaballapur and Kolar, and CCTVs at tollgates and in the vicinity are also being checked. The gang hoodwinked police by splitting into teams and travelling in three cars. They were successful in making police track only the Innova, while actually escaping with the cash in the Zen and WagonR. Police are also not ruling out the possibility of the accused hiding in the city, and are also checking if the accused had visited Angala Parameswari temple in Tamil Nadu and Tirumala Tirupati temple. Bengaluru City Police Commissioner Seemant Kumar Singh was in Siddapura police station, where the case was registered, till late Wednesday night. The driver of the cash-in-transit-vehicle (GJ-01-HT-9173) and another CMS staffer were again taken to the scene of crime on Thursday. One team visited Bengaluru Central Prison in Parappana Agrahara, following clues that the accused conducted the operation from inside the jail premises. Around 18 teams have been formed to probe the case. Central Crime Branch (CCB) officials have also been also roped in for the investigation, which is being supervised by four Joint Commissioners of Police. More than 50 senior police officers in the rank of ACP and police inspectors are checking CCTV footage and other technical details on suspicion that the gang has fled to a neighbouring state. Police question Swift owner The accused had used registration number KA-03-NC-8052 for the Innova in which they initially escaped with the money from the city. During investigations, police found that the registration number belongs to a white Maruti Swift, and the owner is Gangadhar, a senior citizen who lives on Indiranagar 100 Feet Road. A traffic police officer visited Gangadhars residence soon after the daylight heist, and found the Swift with the same registration number parked inside the house compound. Police explained to him that his vehicles registration number was used by the gang that had robbed Rs 7.11 crore and escaped. Police checked the car details with the owner to rule out the possibility of any foul play. His statements were also recorded. Gangadhar (78) told the media that he doesnt know why his cars number plate was used, and police should investigate. Police must find out how the accused got my car number. A traffic police officer came to my residence on Wednesday afternoon, saying my car number had been misused. Later, I got to know through the media. The car is a 2018 model, I am the single owner and have driven around 45,000km. I rarely use my car, and had taken it to the showroom to change the old number plate to High Security Registration Plate. I am a heart patient and my blood pressure has shot up ever since I found out about the car number being used for the robbery. I did not sleep the entire night,he said. Police on the job: Home Minister G Parameshwara Meanwhile, Home Minister G Parameshwara told the media that police have taken all information, and are checking if the accused are from Karnataka or any other state. The registration number of a Maruti Swift was used for the Innova, and the owner has been contacted. After the robbery, the accused changed vehicles to transport the cash. Exact information about the vehicles in which the cash was taken is not yet known. The accused will be arrested soon, the minister said.

NEW DELHI: Despite India making great strides in the reduction of poverty, about 206 million children in the country lack access to one of the six basic services like education, health, housing, nutrition, clean water and sanitation, which impacts the quality of life and opportunities, said the latest UNICEF report released Thursday. UNICEF's report State of the Worlds Children 2025: Ending Child Poverty - Our Shared Imperative said that out of the 206 million Indian children, less than a third or 62 million, lack access to two or more basic services and still need support to escape two or more deprivations. Highlighting that India is the most populous country in the world and home to the largest young population, Cynthia McCaffrey, UNICEF India Representative, said that one in five of the worlds children, or approximately 460 million children under 18 years of age, live here. More than half of Indias 460 million children have access to basic services, she said. She said India has made strides in reducing poverty a powerful indicator of progress toward achieving SDG 1.2 ahead of the 2030 endline while investment in child wellbeing has plateaued in most parts of the world. The target under UN-mandated Sustainable Development Goals (SDG) 1.2 is to reduce at least by half the proportion of men, women and children of all ages living in poverty in all its dimensions according to national definitions by 2030. She said poverty in India has declined significantly, with 248 million people escaping multidimensional poverty in just a decade. Praising Indias flagship programmes like the Poshan Abhiyaan, Samagra Shiksha, PM-KISAN, Mid-Day Meal Scheme, Beti Bachao Beti Padhao, Swachh Bharat, etc, she said these schemes have increased investment in children, and evidence has shown that India is reaping the dividends. Indias bold investments in its children to achieve the Viksit Bharat@2047 vision and reaching the milestone India@100 will help accelerate reaching children living in the last mile, she said. She further suggested that India needs to strengthen its tested flagship programmes that produce tangible results to reach all children across pockets of deprivation and vulnerabilities equitably. Also, the government needs to expand and sustain investments in child health, learning, and protection through innovative public-private partnerships. Institutionalise budgets relating to childrens wellbeing across states with participation of children to strengthen and strengthen evidence-based policy based on strong child-focused data, she suggested. The UNICEF report said that more than one in five children in low- and middle-income countries, about 400 million globally, are deprived of at least two areas critical for their health, development, and well-being Globally, millions of children still lack access to basic services such as education, clean water, safe sanitation, housing, health, and nutrition, which deepens inequality, slows growth, and weakens the social fabric, leaving a lifelong impact even across generations. It highlighted that the youngest children, those with disabilities and those living in crises are particularly vulnerable. Improving childrens wellbeing isnt just about resources, it's about the collective will and leadership to prioritise children in every decision we make, McCaffrey said. Every child gaining access to healthcare, learning, nutrition, social safety, and protection with quality takes us a step closer to reaching them all with equality and opportunity, she added. The report called on governments and partners to make ending child poverty a national priority by embedding child rights in policies and budgets; expand inclusive social protection programs to safeguard vulnerable families; ensure equitable access to quality education, healthcare, nutrition, sanitation, and housing; promote decent work and economic security for caregivers, essential for childrens wellbeing and empower children to participate in decisions affecting their futures.

Belgium's supreme court to hear Mehul Choksi's appeal against extradition on Dec 9
NEW DELHI: The case of fugitive diamond trader Mehul Choksi challenging his extradition will come up for hearing before Belgium's supreme court -- the Court of Cassation -- on December 9, officials said on Thursday. Choksi has challenged before Belgium's top court an October 17 ruling of the Antwerp Court of Appeal that upheld India's request for his extradition while terming it enforceable. In response to queries by the PTI , Advocaat-generaal Henri Vanderlinden said the Court of Cassation will hear the case on December 9. The Court of Cassation only checks the decision of the court of appeal on legal aspects such as whether the court of appeal correctly applied the legal dispositions, and whether they follow the right procedure, he told PTI . So, new facts or evidence cannot be placed, he said. The proceedings are, in essence, a written one. As a rule, all cases are heard. If the court refuses to admit the appeal, it will be on legal grounds, for example, the person who filed the complaint did not have the legal competence to do so, Vanderlinden explained. He said the parties must convey their complaints in writing on the moment they appeal to the court. They cannot add any other complaints after that moment. During the hearing, they can develop those complaints, but nothing else, he said, giving details about the procedure in the Court of Cassation. On October 17, a four-member indictment chamber at the Court of Appeals in Antwerp did not find any infirmity in the orders issued by the pre-trial chamber of the district court on November 29, 2024, terming the arrest warrants issued by a Mumbai special court in May 2018 and June 2021 as enforceable, allowing Choksi's extradition. The Court of Appeals had ruled that Choksi, the main accused in a Rs-13,000 crore PNB scam, faces o risk of being denied a fair trial or subjected to ill-treatment if he is extradited to India. Of the total scam amount, Choksi alone has siphoned off Rs 6,400 crore, the Central Bureau of Investigation (CBI) has alleged in its chargesheet. Choksi, who escaped to Antigua and Barbuda in January 2018, days before the scam was detected, was spotted in Belgium, where he had purportedly sought treatment. India sent an extradition request to Belgium on August 27, 2024, based on arrest warrants issued by the special court in Mumbai. The public prosecutor at the Court of First Instance in Antwerp, Division Turnhout, initiated an action on November 25, 2024, seeking the enforcement of arrest warrants issued by the Mumbai court. The pre-trial chamber of the Antwerp District Court, Turnhout Division, in its order dated November 29, 2024, held that the arrest warrants against Choksi issued by the Mumbai court were enforceable, except for the order related to causing the disappearance of evidence of the crime. When Choksi appealed against this verdict in the Antwerp Court of Appeals, it rejected his claims that he personally faces a real, present and serious risk of being subjected to flagrant denial of justice, torture or inhuman and degrading treatment in India. India has given a number of assurances to Belgium about Choksi's safety, the charges that he would face during trial in India, prison arrangements, human rights and medical needs. The Court of Appeals had ruled that 66-year-old Choksi faces o risk of being denied a fair trial or subjected to ill-treatment if he is extradited to India. Dismissing the appeal filed by Choksi against the district court, the Court of Appeals held that the businessman failed to provide concretely plausible evidence of a genuine risk of torture or denial of justice. The order was a strong validation of India's case seeking his extradition, with Choksi having the option of appealing against the decision in Belgium's Supreme Court, the officials said. The Court of Appeals has held that the documents Choksi submitted do not substantiate his claims that he is the subject of a political trial.
