NEW DELHI: The Supreme Court on Friday sought responses of the Centre and the Election Commission on a PIL seeking recognition of voting rights for nearly 4.5 lakh undertrial prisoners lodged in jails across India. A bench comprising Chief Justice B R Gavai and Justice K Vinod Chandran took note of the submissions of lawyer Prashant Bhushan that the present blanket ban imposed under Section 62(5) of the Representation of the People Act, 1951, violates constitutional guarantees and international democratic norms. The petition filed by Sunita Sharma, a resident of Patiala in Punjab, made the Centre through the Ministry of Law and Justice and the Election Commission as respondents. It seeks judicial intervention to ensure that prisoners, who have not been convicted of electoral offences or corruption, are not arbitrarily deprived of their democratic right to vote.

NEW DELHI: Next to the United States, India has the highest number of educational institutions figuring in the Times Higher Education (THE) World University Rankings 2026. A total of 128 institutes from India have made it to the rankings, with the Indian Institute of Science (IISc) Bangalore rated the best in the country and categorised in the 201-250 rank band. For the tenth consecutive year, the University of Oxford was rated the best in the world, the rankings state. A total of 2,191 institutions across 115 countries were assessed for this 22nd edition of these rankings. In a statement, THE said, India now has the second highest number of ranked universities, behind only the US. The US has 171 institutions, making it the No. 1 country in the rankings, while Japan stands third with 115 institutions figuring here. The Indian institution which figures next to IISc Bangalore is Chennais Saveetha Institute of Medical and Technical Sciences, which was classified in the 351-400 band. Two universities are in the 401-500 band Delhis Jamia Millia Islamia University and Himachal Pradeshs Shoolini University of Biotechnology and Management Sciences. The institutes falling in the 501-600 rank band are Banaras Hindu University, IIT Indore, Bhubaneswars KIIT University, Lovely Professional University, Kottayams Mahatma Gandhi University, and Dehraduns UPES. The rankings also listed these universities in the 601-800 rank band IIT Patna, IIIT Hyderabad, Amity University, Noida, Bharathiar University, Coimbatore, Central University of Punjab, Aligarh Muslim University, Graphic Era University in Dehradun, Chitkara University in Chandigarh, NIT Rourkela, Punjab University, University of Delhi and VIT University. Punjab CM Mann, Kejriwal Jointly Launch Scheme To Construct 3,100 Stadiums
Punjab Chief Minister Bhagwant Mann: Punjab Chief Minister Bhagwant Mann and AAP National Convener Arvind Kejriwal, on Thursday, jointly launched a scheme to construct more than 3,100 ultramodern stadiums with an outlay of Rs 1,194 crore. Addressing a large gathering near here, Kejriwal said that the project has been launched for channelising the unbounded energy of the youth of the state in a positive manner. For the health of the body and the fitness of the mind, the work to establish more than 3,100 new playgrounds across Punjab is being started today. Kejriwal said that these playgrounds will contribute significantly by further augmenting the campaigns Yudh Nasheyan Virudh and Rangla Punjab. He added that these stadiums will play an important role in helping the youth stay away from the curse of drugs and in realising their dreams of winning medals in national and international sporting events. He said that for emerging sportspersons, these playgrounds will serve as guiding beacons, adding that Rs 1,184 crore will be spent on these playgrounds. Kejriwal said that in the first phase, villages with larger populations have been selected. These playgrounds will be built over areas ranging from half an acre to four acres. He added that each playground will be developed according to the specific needs of different sports and facilities will be provided for volleyball, football, cricket, and another popular traditional sport for children and players. For the elderly, various physical and recreational activities will also be arranged so that sports become an integral part of everyone's life. Kejriwal said that the playgrounds will not only host sports but will also become symbols of community unity in the villages. In his address, the Chief Minister said that earlier the basic infrastructure in sports fields was inadequate but now modern playgrounds will be made. He added that Punjab has made a major contribution in the field of sports and whenever the country's flag is hoisted in international events, it is a matter of pride for everyone. Mann said it is a matter of immense pride and satisfaction that four national teams are captained by Punjabis, including Harmanpreet Kaur, Shubman Gill and Harmanpreet Singh. As Punjab govt eyes auction of vacant lands, power sector unions set to launch protest
CHANDIGARH: The cash-strapped Punjab government is seeking to auction off vacant and unutilized government lands in a phased manner after it had to make a U-turn on the land pooling policy. However, the unions of state power sector employees are all set to launch a protest against the government's move to sell the departments assets. Sources said two meetings have already been held to identify the vacant government properties which could be auctioned and work out the modalities. The government is planning to auction its properties in Mohali, Ludhiana and Patiala after it reworked and re-evaluated the price at which they are to be auctioned off. Besides the Health Minister and Industry Minister, officials of the local government, power, water resources, sports and youth services, housing, health and public works departments and the Punjab Development Commission were present at both these meetings, where officials were told to conduct fresh surveys of these properties and prepare a list by mid-October. Sources said most of these properties had been lying unutilized for decades and those where construction was done by the departments concerned were now in a dilapidated state. Discussions were held regarding the use of the land of the Old Bus Stand in Patiala, properties of the PSPCL, spread over 55 acres near 23 Number Phatak, a sports stadium and flats constructed for the PSPCL employees, among others. In Ludhiana, the government is eyeing 40 properties of the PSPCL, located on GT road, and in Power Colony at Sarabha Nagar, besides the long-pending auction of Ludhiana City Centre and land parcels opposite the district administration complex. Various unions of PSPCL employees have opposed the move to auction the properties of the power utility. They demanded that the Punjab government should immediately stop the process of making the list of Powercom properties for possible sale. Instead, the properties should be used only for the expansion of its own future projects, they added. An emergency meeting of all unions and associations representing Punjabs power sector was held on Thursday to discuss plans to sell assets and properties of PSPCL and PSTCL. A unanimous decision was taken to oppose the move to sell or lease valuable lands and assets of the power sector. It was decided that all employees will oppose the move to sell properties in the name of monetisation including vacant lands that would otherwise be used for the departments future growth and providing electricity services to the public. These actions could endanger the very existence of PSPCL and PSTCL, they said. A protest demonstration was also held against the government's attempt to sell off valuable lands of the power sector under the name of monetisation on Thursday in front of the main gate of the PSEB head office. The leadership of all unions in the state issued a warning that if any attempt is made which may cause harm to the departments properties or assets, then they will launch immediate protests.

CHANDIGARH: Cracking down on unlawful and objectionable social media content targeting CJI BR Gavai, the Punjab Police registered several First Information Reports (FIRs) following receipt of numerous complaints from various districts of the State over a hundred social media handles. A police officer said that social media content relating to attacks on high constitutional authority, caste-based vilification and incitement, public mischief with a direct attempt to disturb peace and public order by unjustly exploiting caste and communal sentiments has been flagged and FIRs have been registered in accordance with the law. The posts and videos in question contain casteist and hate-filled expressions intended to promote communal disharmony, disturb public order and erode respect for judicial institutions. He further stated that the social media content included unlawful and objectionable content targeting the Chief Justice of India. The contents of the social media posts included content that were intended to provoke violence and erode respect for constitutional position, intentional intimidation, insult to a member of a scheduled caste, attempts to promote enmity, hatred and ill-will, promote enmity between groups on grounds of caste, and, intentional insult with intent to provoke breach of peace and statements conducting to public mischief. The First Information Reports (FIR) u/s 3(1)(r), 3(1)(s) and 3(1)(u) of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989 and Sections 196, 352, 353(1), 353(2) and 61 of the Bhartiya Nyaya Sanhita have been registered in various police stations on receipt of information disclosing the commission of cognisable offences. Further investigations into the FIRs are being conducted. Two days back in a shocking and reprehensible incident, a 71-year-old advocate hurled a shoe at the Chief Justice of India, B R Gavai, during the proceedings in Court Number 1 in Supreme Court. A seven-member Special Investigation Team (SIT) from Madhya Pradesh, led by an Assistant Commissioner of Police, conducted a probe at the factory of a drug manufacturer near Chennai on Wednesday to investigate the deaths of 20 children in Madhya Pradesh allegedly caused by contaminated cough syrup. The SIT later visited the companys registered office in Chennai to gather documents and CCTV footage. Officials said the factory owner had left the premises three days earlier. The Tamil Nadu police assisted the SIT during the inspections. The pharmaceutical company, based in Chennai, had supplied the cough syrup Coldrif to markets in Puducherry, Madhya Pradesh, Rajasthan and other states. Earlier, the Tamil Nadu government had sealed the pharmaceutical factory in Kancheepuram district on Tuesday evening. Madhya Pradesh Deputy Chief Minister Rajendra Shukla said on October 7 that 20 children had died from kidney failure after consuming the syrup. Tests conducted by the Tamil Nadu Food Safety and Drug Administration found the samples from the factory to be adulterated, following which production was ordered to stop immediately. Authorities urged the public to stop using these products and report them to local drug control offices. The incident came to light after six children, aged between one and seven, from different parts of the Parasia area (also known as Koylanchal for its coal mining activity), died from kidney-related complications after consuming adulterated cough syrup. The children initially suffered from cold and mild fever. Local doctors prescribed routine medications, including cough syrups. After taking the medicines, the children initially appeared to recover, but within days their symptoms returned, accompanied by a sharp decline in urine output. However, the Indian Medical Association (IMA) defended Soni , arguing that systemic lapses by the pharmaceutical company and regulatory authorities also contributed to the tragedy. The IMA has demanded strict action against those responsible for the deaths linked to contaminated cough syrup, compensation for affected families, and support for the doctor. It criticised the poor drug regulations and mishandling of the case. Tests suggest the syrup contained toxic chemicals and was wrongly sold for children under four. The Madhya Pradesh government has suspended two drug inspectors and a deputy director, and transferred the state drug controller. The Union Health Ministry found one of ten syrup samples failed quality tests and has launched inspections in six states. Several states, including Madhya Pradesh, Rajasthan, Tamil Nadu, Maharashtra and Uttar Pradesh, have banned Coldrif syrup and seized contaminated batches. The Punjab and Himachal Pradesh governments have also banned the sale, distribution and use of Coldrif cough syrup. ITANAGAR: The Arunachal Pradesh government has banned the sale and use of Coldrif cough syrup in the wake of the death of 14 children in Madhya Pradesh, linked to consumption of the medicine, an official said on Wednesday. The Arunachal Pradesh Drugs Control has issued an advisory prohibiting the sale, distribution, and stock of Coldrif cough syrup, manufactured by Sresan Pharmaceutical, the official said. The advisory has been issued following reports linking the cough syrup to child deaths in other states, including Madhya Pradesh and Rajasthan, and a general advisory for rational use of the cough syrup in the paediatric population by the Director General of Health Services, Government of India, Arunachal Pradesh Drugs Controller Dr Komling Perme said. Cough syrup deaths: Punjab and HP governments ban Coldrif The Health Department has directed stockists/retailers that the product should not be purchased, sold, or stocked for public consumption. If the stockists/retailers are in possession of the product, they must report it to the local drugs control authority immediately, the official said. The advisory also directed physicians in both government and private hospitals to be on vigil while prescribing cough syrup to children. Meanwhile, the department has advised the general public to avoid consumption of the cough syrup.

Maharashtra govt announces Rs 31,628 crore relief package for rain-hit farmers
MUMBAI: Maharashtra Chief Minister Devendra Fadnavis on Tuesday announced a Rs 31,628 crore relief package for farmers affected by heavy rains and floods across the state. Following a cabinet meeting, CM Fadnavis said that in the recent kharif season, continuous rainfall and flooding not only destroyed crops but also washed away fertile topsoil. He added that after visiting the affected areas, the government decided to extend all possible assistance to farmers. This year, a total of 1,43,53,281 hectares of land came under cultivation. Of this, 68,69,756 hectares were damaged due to floods. Some crops suffered 100% damage, while others were partially affected. The major damage occurred in 29 districts. We have decided to provide relief in 253 talukas without any conditions. Financial assistance will cover damaged crops, destroyed houses, construction of new homes, livestock deaths, purchase of new cattle, soil erosion, and more, Fadnavis said. He further announced that farmers who lost the top layer of fertile soil would be compensated with Rs 3.47 lakh per hectare comprising Rs 47,000 in cash and Rs 3 lakh under the MGNREGA scheme to help restore soil fertility. Additionally, Rs 30,000 will be given for each well filled due to flooding. Acknowledging the damage to rural infrastructure, Fadnavis said Rs 10,000 crore has been allocated for its restoration. Another Rs 1,500 crore will be given to the District Planning and Development Council (DPDC). He also mentioned that crop and farm loans would be restructured, and student fees and farm taxes would be waived. The state government has also announced a Rs 6,000 crore package specifically for crop loss. To aid in the upcoming rabi season, Rs 10,000 per hectare will be provided for seeds and fertilizers. Compensation rates are as follows: Rs 18,000 per hectare for non-irrigated land, Rs 27,000 per hectare for irrigated land, and Rs 32,500 per hectare for orchard farmers Additionally, around 45 lakh farmers who have crop insurance will receive compensation of Rs 35,000 per hectare for non-irrigated land and Rs 50,000 per hectare for irrigated land. In total, the Maharashtra government will provide Rs 31,628 crore in relief to rain-affected farmers. This assistance will be distributed before Diwali, said Fadnavis. We know we cannot offer 100% compensation, but we are committed to helping farmers stand on their feet again. This is the largest relief package in the states history, introduced in response to an unprecedented crisis. Even those left out of earlier schemes will be covered. Deputy Chief Minister Eknath Shinde added that this package is more substantial than what has been announced by the governments of Punjab, Karnataka, and Tamil Nadu. This will bring major relief to farmers and ensure that their Diwali is not as bleak as the Opposition claims, he said. Shinde also mentioned that the state has sought support from the central government. Prime Minister Narendra Modi and Union Minister Amit Shah have assured assistance to Maharashtra. The university has calculated that removing one foot of sand from one acre of land will require at least 350 trolleys for loading. The university advised farmers to follow recommended fertiliser doses and apply a 2 per cent urea spray (4 kg urea in 200 litres of water) 4050 days after sowing. While mineral-rich silt from the Himalayan foothills has added nutrients, it has also disturbed native soil profiles. Since sand is devoid of nutrients, it is going to affect fertility and may impact yield. Now, restoring balance is critical, he said. Gosal said that as of now, sowing of wheat has to be done in another three weeks, but in the areas where the soil has been affected, the process will get delayed and may impact productivity. Meanwhile, Dr Rajeev Sikka, head of the soil science department, said that around 5,000 acres of farmland in Punjab has been impacted. Dr Ajmer Singh Dhatt, Director of Research at the university, warned of hardpan formation due to sediment compaction, which he said could hinder water infiltration and root growth. He recommended deep tillage using chisel ploughs in heavy soils and thorough mixing of silt and clay in lighter soils to prevent layering. CHANDIGARH: Punjab and Himachal Pradesh governments have banned the sale, distribution and use of Coldrif cough syrup, following the deaths of 14 children due to suspected renal failure in Madhya Pradesh after its consumption. The syrup, Batch No. SR-13, manufactured in May 2025 by Sresan Pharma, Sunguvarchathiram, Kancheepuram District, Tamil Nadu, isallegedly adulterated with Diethylene Glycol (DEG), a highly poisonous substance. An order issued by the Punjab Food and Drugs Administration (FDA), read, it has come to the notice of this office that Coldrif syrup has been declared as not of standard quality by the government analyst, drugs testing laboratory, and FDA, Madhya Pradesh. The drug formulation is reported to be adulterated, as it contains Diethylene Glycol (46.28 per cent w/v), which makes it injurious to health, considering the seriousness of the matter. The said product has been observed to be linked to the recent deaths of children in the Chhindwara district, Madhya Pradesh. The above-mentioned product is hereby completely prohibited for sale, distribution and utilisation in the state of Punjab with immediate effect in public interest. Following the request from Madhya Pradesh government for an investigation into Nastro-DS, a team from the state drug controller recently inspected the premises of five drug companies, including Aqunova Pharma, which supplied cough syrups to Madhya Pradesh. The Madhya Pradesh FDA collected samples of Nastro-DS last week. It was manufactured by Aqunova Pharma, a pharmaceutical unit based in Baddi in the Solan district of Himachal Pradesh. Himachal Pradesh Drug Controller Dr Manish Kapoor, said that Coldrif cough syrup has been completely banned in the State. The laboratory tests have revealed a high concentration of DEG in the Coldrif cough syrup samples. The state drug controller administration has issued a prohibitory order on the sale and purchase of Coldrif. If anyone finds out about the availability of this syrup, they should immediately inform the office of the drug controller, he said. Aqunova Pharma voluntarily decided to put on hold the production of Nastro-DS cough syrup after the Madhya Pradesh FDA took the samples. The company might resume production only after the FDA officially communicates the test results to them. As of now, the production is suspended, he said. The Himachal Pradesh government also directed the drug inspectors to draw samples of all cough syrups using propylene glycol manufactured in the State from the manufacturing premises as well as retail sellers and wholesalers on a monthly basis for laboratory analysis.
