Opposition accuses CPM of butchering democracy in Kannur, slams CM
THIRUVANANTHAPURAM: Leader of Opposition V D Satheesan on Sunday accused the CPM of using intimidation and goondaism to prevent rival candidates from contesting the local body polls. The CPM is butchering democracy by celebrating victories in Kannur even before the elections, he said in Thiruvananthapuram. Satheesan said CPM workers had threatened people who agreed to contest on UDF tickets, including in the state secretarys own ward. He criticised Chief Minister Pinarayi Vijayan and CPM state secretary M V Govindan for lecturing others on anti-fascism while denying democracy and freedom in their own strongholds. He alleged that the CPMs activities in Kerala resembled a mafia-like pattern, worse than the party-dominated villages once seen in Bengal and Tripura. According to him, a section of election officials functioned like a CPM faction during the scrutiny of UDF nominations in several parts of Kannur district. In Malappattam, Kannapuram and Anthoor, CPM-linked groups threatened UDF candidates, he alleged. He also referred to cases in Ernakulam and Palakkad, including police allegedly delaying a UDF candidate from reaching the returning officer, and a CPM local leader in Attappadi allegedly threatening to abduct a rival candidate. Satheesan further accused the Election Commission of bias for accepting the nomination papers of four CPM candidates employed temporarily with the Khadi Board in Kannur and Kasaragod while rejecting a UDF candidate in Alangad on the same grounds. Satheesan said the UDF would challenge these decisions legally.

Northeasts tribal councils step up demand for reforms of Constitution's Sixth Schedule
GUWAHATI: Ahead of the winter session of Parliament, the tribal autonomous councils of the Northeast on Thursday stepped up the demand for reforms of the Constitutions Sixth Schedule. Additionally, Assams Bodo leaders raised the pitch for complete implementation of the historic Bodo Peace Accord of 2020 signed with the Centre. The Northeast has ten tribal autonomous councils three each in Assam, Meghalaya, Mizoram, and one in Tripura under the Sixth Schedule of the Constitution. A national seminar, organised by All Bodo Students Union (ABSU) at the Constitution Club of India in New Delhi, brought together the councils, constitutional experts, parliamentarians and organisations from across the Northeast to place a united appeal before the Centre for the Sixth Schedule reforms. Speaking at the seminar, ABSU president Dipen Boro said the amendments linked to Article 280 and the Sixth Schedule decide how the councils receive funds, exercise powers and plan development. They influence village councils, municipal structures and the responsibilities given to institutions in Bodoland and other Sixth Schedule areas. The Bodo Accord of 2020 promised a stronger council with wider subjects, improved financial autonomy and clear mechanisms for rehabilitation and development. Some clauses have progressed, while others remain incomplete, including full council restructuring, village bodies, land rights and the use of the Special Development Package, he said. Stating that review meetings have been held several times with senior officials, he said the next step must now come through Parliament. Through this seminar, we place a clear appeal to pass the amendment to Article 280 and the Sixth Schedule in the forthcoming winter session and complete the Accord within the timeline already committed, he categorically stated. Bodoland Territorial Councils former Chief Executive Member and Bodo Accord signatory Pramod Boro gave an overview of the Bodo movement during which nearly 5,000 innocent lives were lost. The Bodo Accord is linked to that history; it holds the aspirations of families who accepted peace in the hope of a stable future. An accord cannot be treated like a campaign promise that fades after an election. It should be honoured as a commitment made to citizens, he said. A Siva temple on the banks of the Thiruvallur temple-tank
Thiruvallur is well known as being home to the famous Veeraraghava Perumal temple, which his one of the 108 Divya Desams (places sacred to God Vishnu, praised by the Azhvars or important Vaishnava devotees). This deity is also known as Vaidya Veeraraghava Perumal, the word vaidya indicating that this God cures devotees of various diseases. A few Tamil inscriptions have been discovered in various parts of this Vishnu temple, which testify to the antiquity of Thiruvallur. The earliest of these was found etched on a step leading to the pushkarini (temple tank) known as Hriththapanashini, and belongs to the Pallava times of the 9th century CE. Not many know that there is a Siva shrine near the Veeraraghava Perumal temple, located on the banks of this pushkarini . The Siva Lingam in this temple is worshipped as Teerthishwarar. The Teerthishwarar temple faces east with a modern gopuram at the entrance, leading to a large open prakaram (enclosure). On the left is the main sanctum for Teerthishwarar, the presiding deity, which is a small Siva Lingam, facing east with the bali-pitham , dvaja-stambham , and Nandi mandapam facing it. Around this shrine is a small outer prakaram with devakoshtas (niches) for Ganesha, Dakshinamurthi, Maha Vishnu, Brahma, and Durga. The mandapam in front of the main shrine has a few sculptures of Ganesha seated on the mushika (mouse) vahana , Subramanya with consorts on the mayura (peacock) vahana , Siva and Parvati seated on the rishabha (bull) vahana ; and Dakshinamurthi, on the pillars. The ceiling of this mandapa, too, has many well-carved sculptures. Near the dvajastambham are images of Bhairava and Nalvar (the important Siva devotees: Appar, Thirugnanasambandar, Sundaramurthi Nayanar, and Manikkavachakar). Many Nagakal are seen behind the central sanctum in the prakaram . Interestingly, there is another small shrine near the Nagakal which has an image of Vishnu (Perumal) with consorts Sridevi and Bhudevi; a Siva Lingam, known as Mal Vinay Teerthishwarar, with Parvathi to the side; Veerabhadra and Naga Devata, and Nandi in front. It is said that God Vaidya Veeraraghava in the huge temple in Thiruvallur takes away the ailments of devotees, and Siva, here, takes away the ailments from Vishnu ( Mal ). Hence the name Mal Vinay Teerthishwarar, which, it is said, is also the full name of the presiding deity. The outer prakaram has sanctums for Ayyappa, Subramanya, and Tripurasundari Ambal, Pazhani Andavar, Navagrahas, Nataraja, and the Vahana mandapa . Close to the Tirthishwara temple, also on the banks of the Hriththapanashini tank, is a small temple for Varaha (the third incarnation of God Vishnu). The sanctum of this temple, which faces east, has the grand image of Lakshmi Varaha. The utsava murtis (processional images) of Lakshmi-Hayagriva, Lakshmi-Varaha, and Lakshmi-Narayana are in front of the principal deity. Several beautiful sculptures are seen on the vimanam of the main sanctum. This temple also has an image of Bala Anjaneya. Bodo groups demand peace accord clauses implementation, protest in Delhi on Nov 20-21
GUWAHATI: The Centres continued delay in implementing the Constitution (125th Amendment) Bill, 2019 has caused resentment among Bodo stakeholders, including All Bodo Students Union (ABSU), a signatory of the historic Bodo Territorial Region (BTR) Accord of 2020 that ensured the return of peace in insurgency-ravaged Bodoland. The ABSU and other signatories of the peace accord will stage a protest in New Delhi on November 20 and 21 to press the Centre to implement the pacts clauses and fast-track the Amendment Bill. Tribal representatives, political leaders, legal experts, former negotiators and community groups from Assam and across the Northeast will take part in the protest. The BTR accord marked a watershed moment in the political and socio-cultural landscape of Assam and the broader Northeast region. Central to its envisioned implementation was the proposed Constitution (125th Amendment) Bill, which sought to enhance the financial and administrative autonomy of the Sixth Schedule Councils of India. Five years have elapsed since the accords signing but the Bill remains pending in Parliament, raising critical questions about the pace and sincerity of constitutional reform. The Northeast has ten autonomous councils three each in Assam, Meghalaya, Mizoram, and one in Tripura under the Sixth Schedule of the Constitution. The Bodoland Territorial Council (BTC) is one of them. Speaking at a seminar organised by Bodoland Foundation for Sustainable Futures in Guwahati on Monday, Pramod Boro, former president of ABSU and former BTC Chief Executive Member, alleged that neither the Centre nor the Assam government was taking the Constitution (125th Amendment) Bill seriously. Regional aspirations for autonomy and separate states are still there with some communities of the Northeast. New demands are also coming up. Ladakh is demanding protection under the Sixth Schedule of the Constitution. The Centre lost enough opportunities to strengthen the councils under the Sixth Schedule, Boro, a key architect of the 2020 peace accord, said. Pointing out that more than 3,000 Bodo youths lost their lives in waging an armed struggle to secure a separate state, he said the Bodos had firmly believed that the signing of the peace accord would lead to the strengthening of the BTC. The demands of the Bodos include more autonomy, more financial powers for the BTC and raising the number of its seats from existing 40 to 60. The council is required to take care of the aspirations of 26 tribal and non-tribal communities. At the seminar, the participants resolved to form a committee to pursue the matter in consultation with all stakeholders.
Ladakh leaders seek 6th Schedule, Assembly under Article 371 ;amnesty for September 14 detainees
SRINAGAR: In a 29-page draft submitted to the Ministry of Home Affairs (MHA), the Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA) have demanded 6th Schedule status for Ladakh, the creation of a 30-member Legislative Assembly under a proposed Article 371-K, and a general amnesty for those arrested in connection with the September 14 violence in Leh. The document, titled Sixth Schedule Provisions and a case for Statehood: Draft Framework for Ladakh, was submitted to the MHA on November 14. It proposes integrating the proposed State of Ladakh under Article 371 as Article 371-K. Highlighting the regions demographic composition, the draft notes that Ladakh is predominantly tribal, with over 90% of the population belonging to tribes such as Changpa, Balti, Beda, Bot, Brokpa, Dard, Gara, Mon, and Purigpa. It argues that this tribal majority warrants inclusion under the 6th Schedule, citing Articles 244 and 275 of the Constitution, and points to the successful models of autonomous councils in Assam, Meghalaya, Tripura, and Mizoram. The draft recalled that the National Commission for Scheduled Tribes (NCST) formally recommended in 2019 that Ladakh be included in the 6th Schedule owing to its tribal population. It further stated that the creation of the Ladakh Union Territory without a legislative assembly has led to a sense of disenfranchisement among locals, depriving them of a voice in governance. The document stressed that over the past 20 years, since the formation of autonomous councils, Ladakh has demonstrated that elected bodies can function effectively in the best interest of the people. It argued that granting statehood and establishing a legislative assembly would strengthen democratic governance, foster inclusive participation, and better address local needs. The draft also noted that the creation of new districts underscores the need for a dedicated legislative body to represent all regions of Ladakh. On strategic considerations, the draft highlighted Ladakhs importance for national security, noting that locals understanding of the regions harsh terrain and geography has historically aided military and logistical operations. Empowering them further, it said, could enhance internal security and regional peace. Under the proposal, the assembly would have 30 members, with 28 seats reserved for Scheduled Tribes to reflect the regions tribal composition. The LAB and KDA also called for the continuation of the existing J&K and Ladakh High Court to serve the UTs judicial needs. The draft requested a general amnesty for all those detained following the September 14 violence, including climate activist Sonam Wangchuk. The unrest resulted in four deaths and around 80 injuries in Leh. The submission follows the October 22 sub-committee meeting in New Delhi, after which the MHA had sought a detailed draft of demands from Ladakh leaders before the next round of talks.

pBHOPAL: A tropical Asian butterfly, famed for its extraordinary ability to camouflage itself as a dry or dead leaf, may soon be declared tiger-cheetah state Madhya Pradeshs state butterfly. The countrys tiger-cheetah-leopard-wolf and gharial state Madhya Pradesh may soon notify the Orange Oakleaf variety as its state butterfly. If the state forest departments proposal to declare Kallima inachus as the states butterfly materialises, the Orange Oakleaf will become the central Indian states official state butterfly. Confirming that a proposal has been sent recently to the state government, MPs Principal Chief Conservator of Forest (PCCF-Wildlife), Subhranjan Sen, said once the proposal is cleared, MP will join the select league of states which already have their state butterflies. The Orange Oakleaf butterfly is particularly found in the dense forests of the Satpura Mountain Range. Its declaration as the states butterfly will render momentum to focussed efforts on butterfly conservation, Sen told TNIE on Sunday. At least ten states and Union Territories in the country have granted state butterfly status to unique genres of butterflies. These states include Arunachal Pradesh, Goa, Jammu and Kashmir, Karnataka, Kerala, Maharashtra, Sikkim, Tamil Nadu, Tripura and Uttarakhand, which notified their state butterflies between 2016 and 2023. When the wings are closed, only the cryptic underside markings are visible. The resemblance to a dried leafa masqueradeis extremely realistic and gives the genus its common names, the oakleaf or dead leaf. Butterflies occupy a key position in ecosystem stability by acting as pollinators, helping plants reproduce and being a critical part of the food web or chain also, rendering a food source for predators like birds and bats. They are also vital environmental indicators, as their sensitivity to changes in their habitat signals the overall health of an ecosystem, the PCCF-Wildlife said. Notification of a state butterfly by the forest- and wildlife-rich state will also promote focussed research on various butterflies in MP, which is already considered home to 150 to 175 butterfly varieties.

NEW DELHI: Three individuals accused in the Tripura chit-fund scam have approached the Supreme Court through a Special Leave Petition (SLP), challenging a recent Tripura High Court order that denied their plea to reactivate their passports, Aadhaar, PAN and other financial instruments. The Tripura High Court had earlier dismissed their application seeking clarification of a 2014 order by a division bench, which directed the blocking of government-issued IDs of all directors and partners of companies implicated in chit-fund scams. The investigation into the case has been entrusted to the CBI. According to prosecution sources, the scam initially involved Rs 1520 crore, though the amount may rise as the probe expands. In the SLP, filed by Advocates Tarini K. Nayak and Biraja Mahapatra, the accused contended that they were never made parties to the 2014 writ petition proceedings in which the orders were passed. They argued that the HC directions violated the principles of natural justice and caused them severe prejudice, as the deactivation of personal identification documents was undertaken without following due process under the Passports Act, Aadhaar Act and Income Tax Act. The Tripura High Court has been monitoring multiple cases related to chit-fund and Ponzi schemes in the state. Its January 19, 2023 order in the 2014 writ petition included sweeping directions such as attachment and auction of properties, deactivation of passports, PAN and Aadhaar cards, and banking instruments of directors and partners of defaulting companies, along with arrest and production of such individuals before competent courts. The petitioners maintain that, as they were neither directors nor partners of the implicated companies, the orders should not apply to them and have sought reactivation of their identity documents and financial instruments.

KOLKATA: West Bengal Chief Minister Mamata Banerjee on Tuesday asserted that the fall of the BJP-led government at the Centre would be inevitable if even a single eligible voter was omitted from the electoral rolls. She accused the saffron party and the Election Commission (EC) of allegedly using the Summary Revision of Electoral Rolls (SIR) as a political tool to intimidate voters ahead of the 2026 Assembly polls. Leading a massive anti-SIR rally in Kolkata, CM Mamata charged that the Election Commission was selectively conducting the revision drive in opposition-ruled states while sparing BJP-ruled ones. The EC is conducting SIR in states like Kerala, Tamil Nadu and West Bengal, but not in BJP-ruled Assam, the Trinamool Congress (TMC) chief alleged. Assembly elections are due next year in these four states. The Election Commission must also reply why there is no SIR in BJP-ruled Assam, Tripura and other northeastern states, she demanded, calling it clear discrimination aimed at helping the ruling party at the Centre. The last SIR in West Bengal in 2002 had taken at least two years to be completed, she said, wondering why the EC was in a hurry to finish it this time in just a month. CM Mamata branded the current exercise as hurried and politically motivated. NEW DELHI: Exposing increasingly sophisticated smuggling operations that span continents, the Directorate of Revenue Intelligence (DRI) has intercepted and seized around 321 kilograms of smuggled gold worth Rs 406.35 crore between January and October this year. The seizures and interception data -- 65 cases -- show a disturbing picture of an organised syndicate gang that operates with military precision. The wellfunded internationally coordinated syndicates have adapted rapidly to the countrys enforcement agencies' measures. In fact, the Director General of DRI, Abhai Kumar Srivastav, has written to the Director of the Central Bureau of Investigation, Praveen Sood in April this year to unravel the entire gold smuggling nexus as it involves a coordinated international crime syndicate and a few government officials. Intelligence agencies have stated that for every kilogramme intercepted, three to five kilogrammes successfully enter India. On analysis of seizure and interception data of DRI done by TNIE, there were distinct patterns in both air and land-based smuggling operations this year. It has been found that there are four major air routes and three major land routes. The air smuggling network operates primarily through four major routes: the Dubai-Mumbai corridor; the Bangkok-Ahmedabad route; the Bangkok-Kolkata channel; and the broader Middle East triangle that encompasses Abu Dhabi, Sharjah, and Riyadh, with gold entering through multiple airports, including Ahmedabad, Calicut, and Jaipur. There are three major land-based smuggling routes: the Myanmar-northeast corridor, the Nepal-Bihar corridor, and the Bangladesh and the five bordering Indian states corridor. The highest volume of seizures, with over 18 incidents, makes the Dubai-Mumbai corridor the single largest channel used by the organised crime syndicate. This route has seen 40 percent of seizures. The second critical route for smuggling is from Bangkok. The two major feeding corridors are the Bangkok-Kolkata and Bangkok-Ahmedabad routes. The crime syndicate using the Middle East triangle uses a diversified entry point into Indian, and it is designed to avoid scrutiny at any single point and to get away from law enforcement agencies. The land route represents a complex web spread by crime syndicate. Once the gold enters from Myanmar through the porous borders of Manipur, Mizoram, and Tripura, it is smuggled through railway stations. Sealdah and Dum Dum in Kolkata serve as primary hubs. In addition to West Bengal, the smuggled gold is distributed through trains to Chhapra, Patna, Banaras and Delhi. The Nepal border corridor shows a similar pattern. Once the gold enters India, smugglers use express trains to reach Delhi, and in this case, the New Delhi Railway Station becomes the primary hub. From there, it is distributed to northern India. Through the Bangladesh border corridor, gold reached West Bengal through road transport and was then distributed through train. The crime syndicate exploits both aviation networks and ground transportation infrastructure with military precision to avoid law enforcement agencies in India. The data also reveals two disturbing trends: one, smuggling through rectal and internal body concealment, and second, people in financial distress from across the globe are used as couriers. The data reveals that 25 percent of passenger-based smuggling attempts were made through rectal and internal body concealment. In these cases, capsules containing gold paste or dust or even small bars are being ingested or inserted. Further, arrest data shows that people financially distressed from Thailand, Iran, Turkey, Brazil, Chad, and even US nationals were used. Language becomes a major crisis for them, and they get caught. These trends reveal that the smuggling of gold is rampant in India, and there is a need for enhancing law enforcement agencies with the latest technologies and international cooperation to deal with this organized crime syndicate.

DEHRADUN: Uttarakhand has secured second place in its category in the latest State Mining Readiness Index (SMRI), making the Himalayan state eligible for a Rs 100 crore central government incentive. Launched by the Union Ministry of Mines, the SMRI aims to promote reforms in the mining sector at the state level. This central recognition has quickly become a political tool for the ruling Bharatiya Janata Party (BJP) in Uttarakhand, where mining is a contentious issue often sparking sharp political debates. The incentive is part of the Special Assistance Scheme for Capital Investment (SASCI) 2025-26 by the Finance Ministrys Department of Expenditure. The scheme has a total allocation of Rs 5,000 crore, with Rs 900 crore reserved for the top three performers across Categories A, B, and C of the SMRI rankings, ensuring each qualifying state receives Rs 100 crore. States were classified into three categories based on their mineral wealth: Category A for mineral-rich states, Category B for those with moderate resources, and Category C for states with limited mineral resources. Dhami highlighted an unprecedented increase of Rs 800 crore in mining revenue, stating it demonstrates the efficacy, transparency, and strength of the states new mining policy. DEHRADUN: The serene image of Uttarakhand is sharply contrasted by alarming crime statistics, with the state leading Himalayan regions in cases related to illegal arms possession. A recent report from the National Crime Records Bureau (NCRB) for the year 2023 has brought this unsettling reality to the forefront. According to the NCRB data, a staggering 1,767 cases were registered against individuals in Uttarakhand for possessing arms in 2023. Of these seizures, 1,184 weapons were found to be illegal, while only four legal firearms were recovered in these specific registered instances. This places Uttarakhand seventh nationally in the overall count of arms possession cases. It seems that possessing firearms, both legal and illegal, is increasingly being treated as a hobby by some residents of this Himalayan state, noted a senior police official familiar with the report's findings. The trend is further complicated by the open display of weaponry. In districts like Udham Singh Nagar and Haridwar, instances of firing weapons over trivial disputes are surfacing, sometimes even being circulated on social media. Police efforts, however, are noted; in 2023 alone, authorities filed charges against 1,767 individuals under the Arms Act. Crucially, the report indicates that illegal firearms are heavily implicated in serious crimes. The majority of recovered illegal weapons were linked to violent offenses, including murders and attempts to cause grievous hurt, the report states. Beyond arms possession, the state has also seen a rise in violent crimes. Registered incidents of homicide, robbery, and kidnapping rose from 3,162 in 2021 to 3,923 in 2022, settling slightly lower at 3,570 in 2023. A significant concern remains the judicial backlog, with police filing chargesheets in only 58 percent of the 2023 cases, leaving many pending investigation closure. Udham Singh Nagar, particularly sensitive regarding crime, is reportedly a hub for this illicit trade, with police and STF units frequently busting illegal arms manufacturing units in nearby Terai forests, often sourcing supplies from neighbouring Uttar Pradesh areas. Responding to the findings, Uttarakhand Police Spokesperson Dr. Nilesh Anand Bharane affirmed a strict stance. Police action against illegal arms holders is ongoing. GUWAHATI: The All India Trinamool Congress (AITC) on Wednesday slammed the BJP for its alleged involvement in the vandalism of its Tripura head office in the state capital Agartala on Tuesday evening. The AITC said under the BJPs rule, Tripura had been transformed into a theatre of terror, a place where jungle raj is the new normal and gratuitous political violence has become a tool of governance rather than an aberration. The AITC rushed a six-member delegation to BJP-ruled Tripura to take stock of the situation. The delegation met Director General of Police (DGP) Anurag to condemn the ongoing political violence and targeted intimidation in the state. The AITC alleged that Tripura Police remained silent spectators, both during the attack on the party office and when its delegation was restricted from visiting the same office on Wednesday. Our delegation condemned this misuse of state machinery to suppress democratic voices and urged the DGP to take immediate action, the AITC said. It further stated that when those in power themselves lead mobs and orchestrate violence, it is not just an attack on a political opponent, it is a direct assault on democracy. The mastermind of the Agartala vandalism is none other than Big-Flop Deb. After being unceremoniously removed from the Chief Ministers chair in 2022 and dismissed within his own party as incompetent, he has now been parachuted into Bengal as BJPs election in-charge for 2026, the AITC said, referring to Biplab Kumar Deb. Desperate to prove his worth, the AITC alleged, Deb is engineering provocation and orchestrating violence to pad up his scorecard. NEW DELHI: Indias High Courts are facing a serious manpower crisis, with 330 judges posts lying vacant across 25 states. The Allahabad High Court is the worst affected, with 76 vacancies out of its sanctioned strength of 160the highest among all High Courts. Only two high courts, Sikkim and Meghalaya, are currently functioning with a full bench, according to data accessed by this newspaper from the National Judicial Data Grid (NJDG) and the Department of Justice. The data is as of September 1 this year. Despite the Supreme Court operating at full strength with 34 judges, the same cannot be said of the high courts, where the shortfall is slowing down the delivery of justice and adding to already massive case backlogs. The sanctioned strength of judges across all high courts is 1,122. But only 792 judges are currently serving. The 330 vacant posts include 161 permanent and 169 additional judges, who are usually appointed for a term not exceeding two years. Legal experts and former judges warn that unless these vacancies are filled promptly, the justice delivery system will continue to suffer badly resulting case pendency going up. The pendency of appointments directly affects case disposal. Litigants suffer the most, said Justice Anjana Prakash, former judge of the Patna High Court. Unless the judiciary and the Central government at address this as a very urgent issue, delays will persist. That is not something very desirable. Justice S R Singh, a former judge of the Allahabad High Court, expressed similar concern. Existing judges are overburdened, which affects both quality and efficiency. Appointments should be made strategically, based on pending caseloads in each high court, he told this newspaper. According to the NJDG, over 67 lakh cases are pending in high courts across the country. The Supreme Court itself has more than 60,000 pending cases despite having no vacancies to fill. Several major high courts continue to grapple with significant judicial vacancies, impacting the pace of justice delivery. The Bombay High Court leads with 26 vacancies out of 94 sanctioned judges. The Punjab and Haryana High Court follows closely with 25 out of 85 positions vacant. Calcutta has 24 out of 72, while Madras faces 19 vacancies out of 75. Patna has 18 out of 53, Delhi 16 out of 60, and Rajasthan 7 out of 50. The persistent shortage of judges is raising concerns over mounting case backlogs and delays in adjudication across these key judicial institutions. Judicial appointments remain a pressing issue for Indias legal system. Smaller high courts also reflect the strain: Uttarakhand has two vacancies out of 11 judges, and Tripura has one vacancy out of five. The appointment process, governed by the Collegium system and requiring government nod, has long been pointed out as reasons for delays. Recommendations are often returned, kept pending, or ignored causing bottlenecks that stretch for months before appointments are made. As the backlog continues to mount, the judiciary is under growing pressure to act swiftly. Experts say that urgent reforms and smoother coordination between the judiciary and the executive are essential to restore the efficiency of the justice system and public faith in it.
Three children go missing every day in Uttarakhand, raising concerns over child safety
DEHRADUN: A deeply alarming trend of missing children continues to plague the Himalayan state of Uttarakhand, casting a dark shadow over its image as a peaceful haven. Despite intensified police vigilance, awareness campaigns, and frequent checkpoints, official data reveals a staggering and deeply concerning rate of disappearances. According to the latest report from the National Crime Records Bureau (NCRB) for the fiscal year 2023-24, an average of three children went missing in Uttarakhand every single day. The report highlights that a total of 1,209 children under the age of 18 were reported missing during this period. The most heartbreaking statistic, however, is the low recovery rate, only 276 of these children have been reunited with their families, leaving a staggering 933 children still unaccounted for. The report further breaks down the missing minors, 408 boys and 802 girls were reported missing, of whom 128 boys and 148 girls were subsequently found. Kala added, There is much fanfare and photo opportunities when claims are made about finding missing children and reuniting them with their families, but the NCRB report released just two days ago has laid bare the reality of police performance. The NCRB report, which compiles annual crime statistics across the country, also tracks general missing persons cases. In Uttarakhand, a total of 6,532 individuals were reported missing in 2023-24, comprising 3,277 men and 3,255 women. Out of these, the police managed to trace 2,701 missing persons, including 1,688 men and 1,013 women.

Uttarakhand has two vacancies, Tripura has one. Out of 25 states, only the High Courts of Sikkim and Meghalaya are functioning at their full sanctioned strength. Data from the National Judicial Data Grid (NJDG) shows over 67 lakh pending cases across High Courts and more than 60,000 in the Supreme Court. While the Supreme Court operates at full strength of 34 judges, including the Chief Justice of India, High Courts struggle with excessive workloads. Experts attribute the shortage to delays in the appointment process at both the Collegium and government levels, with repeated recommendations sometimes facing executive resistance or remaining unaddressed for months. Former High Court judges and legal experts say that the high vacancy rates in High Courts are a major obstacle to the justice system, causing delays and contributing to growing case backlogs. Retired Patna High Court Judge and legal expert, Justice Anajana Prakash, talking to the TNIE , said that the pendency of filling up judges' posts in HCs added to the woes of the disposal of cases, and as a result, ultimately, litigants suffer for this. The filling up of judges' posts in HCs should be addressed expeditiously. Until and unless the judiciary and the centre decide and deliberate upon this issue, the case disposal rate won't increase, which will ultimately affect the litigants at the state level, she said. Former Allahabad High Court Judge Justice S.R. Singh told the TNIE that judge vacancies in High Courts are a major concern, causing hardship for litigants. Vacancies of judges lead to an unnecessary workload for existing judges, which can compromise the quality of judgments and cause burnout. So a judicious choice must be there to appoint judges keeping in view the pendency across HCs, he said. The vacancies include 161 permanent posts and 169 additional (temporary) posts, the latter appointed by the President for a maximum of two years to address temporary workload spikes.
One farmer commits suicide every hour in India: Report
NEW DELHI: A latest report from the National Crime Records Bureau (NCRB) reveals that in 2023, at least one person working in the farm sector committed suicide every hour , highlighting the economic stress faced by those in agriculture. Most of the suicide victims are from Maharashtra (38.5%), followed by Karnataka (22.5%), Andhra Pradesh (8.6%), Madhya Pradesh (7.2%), and Tamil Nadu (5.9%) regions that once thrived on rich agricultural heritage, but are now overshadowed by despair and hardship. However, the number of suicides has relatively come down compared to the previous year, 2022. But the intensity and geography remained the same. In 2023, a total of 10,786 persons involved in the farming sector committed suicide 2023, accounting for 6.3% of the total suicide victims (171,418) in the country. Data shows that out of total suicides, 43% are farmers, while the rest are farm labourers. There were a total of 4,690 farmers and 6,096 agricultural labourers who committed suicide. Out of the total farmers who committed suicide, 4,553 were male and 137 were female. However, some prominent States and Union Territories reported zero suicides among farmers, cultivators, and agricultural labourers. They are West Bengal, Bihar, Odisha, Jharkhand, Himachal Pradesh, Arunachal Pradesh, Goa, Manipur, Mizoram, Nagaland, Tripura, Chandigarh (UT), Delhi (UT), and Lakshadweep.
