SC grants bail to former Ranchi DC Chhavi Ranjan in money laundering case

RANCHI: The Supreme Court on Friday granted conditional bail to former Ranchi Deputy Commissioner (DC) Chhavi Ranjan in a money laundering case linked to a land scam. He was arrested by the Enforcement Directorate (ED) on May 4, 2023, and has been in judicial custody since then. Chhavi Ranjan, a 2011 batch IAS officer, has served as the Deputy Commissioner of Ranchi and was posted at the Department of Social Welfare when he was arrested by the ED. The bail plea was heard in the Supreme Court by the Bench of Justice Surya Kant and Justice Joymalya Bagchi. Accused of fraudulent sale-purchase of land in Ranchi, Ranjan had approached the Supreme Court after the Jharkhand High Court rejected his bail plea on August 6 this year. Earlier, the Ranchi PMLA (Prevention of Money Laundering Act) court had also refused to grant bail to Chhavi Ranjan, prompting him to move the High Court seeking relief. The case involves the fraudulent purchase and sale of land located in Bariatu under the Bargai circle in Ranchi, which was under the possession of the Army. Ranjan was Deputy Commissioner of Ranchi from July 15, 2020, to July 11, 2022. Notably, the Enforcement Directorate had conducted raids on April 13 on 21 locations linked to Chhavi Ranjan spread across Jharkhand, Bihar and West Bengal and had unearthed a huge land scam by a gang of scamsters having expertise in preparing fake documents, falsifying and forging original documents in Ranchi. Ranjan was the Deputy Commissioner of Ranchi when a stone mining lease was granted to Chief Minister Hemant Soren for stone mining at Angara in the outskirts of Ranchi. Apart from former Deputy Commissioner and IAS officer Chhavi Ranjan, the ED has also named prominent businessman Vishnu Agrawal, revenue sub-inspector of Bargai circle Bhanu Pratap Prasad, Pradeep Bagchi, land dealers Afsar Ali, Imtiaz Khan, Talha Khan, Faiyaz Khan, Mohammad Saddam, Amit Agrawal, and Dilip Ghosh as accused in the case.

JMM eyes 12 seats in Bihar polls, final decision after talks with INDIA bloc partners

RANCHI: The Jharkhand Mukti Morcha (JMM) is willing to contest at least 12 assembly seats in the upcoming Bihar polls as an ally of the INDIA bloc, a party leader said on Friday. The final decision on the number of seats where the party will field candidates will be made only after a meeting with the INDIA bloc partners, he said. The seat-sharing deal among the INDIA bloc constituents will be finalised in a day or two, JMM general secretary Vinod Kumar Pandey said. We have conveyed our intention to the leaders of the INDIA bloc constituents in Bihar during a recent meeting in Patna. We have also informed our party leader and Jharkhand Chief Minister Hemant Soren about the outcome of the meeting. Now, the CM will take the final call on seats that the JMM will contest in Bihar after a discussion with the INDIA bloc partners, Pandey told PTI . During the meeting, held on Tuesday, the JMM claimed around 12 seats in the tribal-dominated border areas, adjacent to Jharkhand, he said. Tarapur, Katoria, Manihari, Jhajha, Pirpainti, Thakurganj, Banka, Rupauli, Chakai, Jamalpur, Banmankhi, and Ramnagar are the seats that the JMM is willing to contest, Pandey said. The elections to 243 seats of the Bihar assembly will be held on November 6 and 11, and votes will be counted on November 14. The Rashtriya Janata Dal is, however, contemplating offering up to five seats to the JMM, a RJD leader in Jharkhand said. In the 2024 Jharkhand assembly polls, the JMM-led alliance had offered six of the 81 seats to the RJD. The RJD had won four seats in Jharkhand.

Jharkhand HC quashes court order on 2018 defamation case over Rahul Gandhi's remarks against Amit Shah

RANCHI: The Jharkhand High Court on Thursday, quashed a local court order linked to alleged derogatory remarks made by Leader of Opposition Rahul Gandhi against the then BJP President Amit Shah. A single-judge bench of Justice Anil Kumar Choudhary also sent the matter back to the lower court for fresh consideration. While passing the order, the court observed that the Chief Judicial Magistrate appeared to have been influenced by the directions of the Sessions Court while taking cognizance in the case. The High Court stated that the order was passed by the Chief Judicial Magistrate, influenced by the order passed by the Sessions Court. Notably, the case stemmed from a criminal complaint filed against Gandhi, which was initially dismissed by the Chief Judicial Magistrate in Chaibasa. The complainant then moved the Sessions Court by filing a criminal revision petition challenging that dismissal. The Sessions Court subsequently allowed the revision petition, directing the lower court to hear the petitioner and pass afresh order in accordance with the law. Then, the Chief Judicial Magistrate again took cognisance of the case and even issued a summons to Gandhi. The High Court, however, found this entire process legally flawed, observing that the Chief Judicial Magistrates decision of taking cognizance into the matter was influenced by the Sessions Court. It, therefore, quashed the cognizance order and directed the lower court to reconsider the matter afresh in accordance with the law. Advocate Dipankar Rai, appearing on behalf of Rahul Gandhi, argued that the cognisance proceedings were illegal and procedurally defective. The High Court agreed with his submissions, providing much-needed relief to the Congress leader amid a series of legal battles across the country. Earlier on March 18, 2018 in the AICC Plenary Sessions in New Delhi, Rahul Gandhi reportedly had said that that, The people of this country will never accept a lying Bhartiya Janata Party leadership drunk with power because they know that, what the Bhartiya Janata Party is designed for. Further, he went on saying, They will accept a man accused of murder as the President of the Bhartiya Janata Party, but the people will never accept the same in the Congress Party. Candidates left in lurch as JSSC postpones examination last minute

RANCHI: The Jharkhand Staff Selection Commission (JSSC) cancelled the Jharkhand Technical/Special Qualification Graduate Level Combined Competitive Examination (JT/SQGLCCE), at the last moment without any prior notice to the students. According to the notice issued by JSSC, the examination was postponed due to some unavoidable circumstances. The examination was scheduled to be conducted on October 9 and the candidates reached their respective examination centers from different states. They only got to know about the postponement of the examination through the notice posted on the wall of the examination center. One of the candidates, who had come from Patna, said that if JSSC had informed them a day before, they could have cancelled their tickets and saved their money. This is an unprofessional attitude by JSSC. They should compensate for the time, energy, and money wasted in the entire exercise. They should have informed us at least 24 hours ahead of the examination date, said a candidate. Meanwhile, making a scathing attack on the state government, former Chief Minister Babulal Marandi posted on X, Hemant Soren has once again done to the youth what he has always been doing -- betrayal! HC seeks report from Jharkhand govt after tribal man who didn't get ambulance carried wife on shoulders

RANCHI: The Jharkhand High Court on Wednesday took suo-moto cognizance of the incident in the state last week when a tribal man set off for home carrying his ailing wife after not getting an ambulance. This comes after the incident was reported in newspapers including The New Indian Express , with the court asking the state government to file an affidavit in this regard. Advocate Piyush Chitresh, appearing on behalf of the state government, said that the matter will be heard next on October 13. The incident took place at the Dhalbhumgarh Community Health Center (CHC). Shukulmani Sabar had gone for treatment to CHC Dhalbhumgarh on Friday, but was referred to MGM Hospital in Jamshedpur for better treatment by doctors on Saturday. However, neither a 108 ambulance was available on time, nor any alternative arrangements were made. Consequently, the man left for home carrying his wife on his shoulders. After the incident was brought to the notice of health officials, an ambulance was dispatched from CHC Dhalbhumgarh, and the couple was brought back to the hospital from Dhalbhugarh Chowk. But, according to officials, they refused to go to MGM, Jamshedpur and were sent to home by an ambulance. According to eyewitnesses, when Shukulmani could not walk to a distance from the hospital, her husband, Gura Sabar, carried her on his shoulders. Holding her with one hand and her bag with the other, he kept on walking on the road heading towards their village Mudathakura in Gudabandha. On the way, a mobile shop owner who saw their plight arranged an auto to take the couple to Dhalbhumgarh Chowk. When Shukulmani was admitted to the Community Health Center on Friday, her hemoglobin was reportedly 7.5 g/dL and she complained of blood in her sputum. Gura Sabar said that his wife had been suffering from fever and diarrhea for two to three weeks. Unable to find a vehicle and unable to find a place at the hospital, they left on foot without informing anyone. Medical officials, however, said that after being referred to MGM Hospital in Jamshedpur, the couple did not wait for the ambulance to come or even an auto and left for home on foot as they did not want to go to any other place.

Bihar political feud intensifies: Paras to take on nephew Chirag Paswan in all LJP-RV seats

PATNA: Union Minister Chirag Paswans estranged uncle and Rashtriya Lok Janshakti Party (RLJP) chief Pashupati Kumar Paras on Wednesday said his party will field candidates in all constituencies being contested by his nephew's party, Lok Janshakti Party (Ram Vilas). The RLJP chief made the announcement at the party's parliamentary board meeting here. Paras had quit the Union Cabinet last year in protest against the BJPs decision to accommodate Chirag in the 2024 Lok Sabha polls. Speaking to reporters after the meeting, RLJP chief spokesperson Shrawan Aggarwal said, An announcement was made by parliamentary board president and former MP Suraj Bhan Singh that we will ensure the crushing defeat of all candidates fielded by Chirag. To achieve this objective, the RLJP will field its candidates in all seats that the LJP-RV will be contesting, added Aggarwal. Jharkhand on alert as Maoists call for resistance week; security tightened across the State

RANCHI: The Jharkhand Police have heightened security measures across the state, deploying armed forces at sensitive locations and along key transport corridors, following the proscribed CPI (Maoist)s announcement of a Resistance Week from Wednesday and a bandh on 15 October, a senior officer said. Inspector General (Operations) Michael Raj told PTI that 12 battalions of the Central Reserve Police Force (CRPF) and 20 units of the Jharkhand Armed Police (JAP) and India Reserve Battalion (IRB) have been deployed to ensure safety and law and order during the Maoist protest and bandh. Maintaining peace and security across the state is the polices top priority. We have deployed additional forces at sensitive locations, government establishments, and major transport routes, including roads and railway networks, to ensure there is no disruption to normal life, Raj said. The police are also prepared for any fallout in districts bordering Bihar, Chhattisgarh, and West Bengal, the senior officer added. In a statement issued on Tuesday, the Jharkhand Police urged the public to ignore rumours and continue with their daily activities without fear. Citizens facing any issues are advised to immediately inform the nearest authorities. The Jharkhand Police remain vigilant and committed to ensuring the safety and security of all residents, Raj assured. Police sources said that continuous combing operations and recent successes, including the neutralisation and surrender of wanted Maoists, have pushed the Left-Wing Extremist (LWE) movement to the brink in the state. NDA, Oppn bloc intensify talks for seats deals amid push from allies

PATNA/NEW DELHI: The Bihar Assembly elections are heating up, with both the NDA and the Mahagathbandhan holding separate talks to finalise seat-sharing arrangements. While the BJP is busy negotiating with its smaller allies, the opposition is optimistic about announcing its deal in a day or two. The Congress partys Central Election Committee (CEC) will meet on Wednesday to clear the first list of candidates without delay. Rahul Gandhi, who is currently touring South America, will join the meeting virtually. Sources indicate that Congress plans to contest around 6063 seats in the 243-member assembly under the India blocs seat-sharing formula. The focus is on winnable seats. The meeting will also review the campaign strategy, readiness in key regions, and coordination with alliance partners, including the RJD and the Left parties. Although there are some challenges over seats in north Bihar and the Seemanchal region, the parties aim to reach a consensus soon. The NDA is also close to finalising its arrangement. BJP and JD(U) are likely to contest from the biggest chunk of seats, sharing 205 seats between them. The remaining seats may be allocated to smaller allies: 25 to Chirag Paswans LJP (RV), seven to HAM, and six to RLM. Talks with LJP(RV) are ongoing, and if its share increases, it may reduce the number of seats for RLM. Smaller allies may also be compensated with seats in the Rajya Sabha or Legislative Council. All top NDA leaders from Bihar are in New Delhi to finalise the seat allocation. In Patna, VIP chief Mukesh Sahani said that the Mahagathbandhan, part of the INDIA bloc, has finalised its seat-sharing formula. Along with the number of seats, the bloc will also announce its chief ministerial and deputy chief ministerial faces. The RJD is expected to play the role of the senior partner, while Congress will contest 5557 seats and relinquish all seats in the Patna district. The formula was finalised after RJD chief Lalu Prasad intervened when VIP demanded the deputy CM post. D. Raja, the general secretary of the CPI, who has arrived in Patna, was confident that the process would be smooth. The JMM is also expected to enter political fray in Bihar. It is eyeing seats along Bihars border with Jharkhand. Sources said that the party may be given two seats in the seat-sharing deal, although its demand is reportedly higher. The proposed seat-sharing for the INDIA bloc is as follows: 125 seats to RJD, 5557 to Congress, 35 to three Left parties, 20 to VIP, three to Pashupati Kumar Paras RLJP, and two to JMM. Some Left parties, such as the CPI-ML, are not fully satisfied with their allocation. Congress has agreed to relinquish some traditional seats, including those in Patna district, and others, such as Sursand, Jale, and Raja Pakar, may be allocated to the RJD. Honour killing: Jharkhand man held for strangling minor daughter, her newborn

RANCHI: A man was arrested in Jharkhand's Garhwa district for allegedly killing his minor daughter and her one-day-old infant to 'protect the family's honour'. The incident occurred at Oraiya village, under Meral police station area. The incident came into light after the girls partner lodged a missing persons complaint on October 5, stating that his wife and their newborn had gone missing. On the basis of suspicion, the womans father Anil Choudhary was interrogated. He confessed that he killed his daughter and grandchild, and hid their bodies. During the interrogation, the victims father stated that his daughter Radhika, was in a love affair with a man in Palamu. Later, she ran away with the man against her father's wishes, said Officer in-charge of Meral Police Station, Vishnukant. The police later recovered the bodies based on his statement and sent them to Rajendra Institute of Medical Sciences (RIMS), Ranchi, for postmortem. It was revealed during investigation that Radhika had reportedly eloped with a youth from Palamu district against her fathers wishes. The couple had a child on October 2 at Garhwa district hospital, following which both the mother and the child went missing. The deceased's boyfriend was sent to jail under the POCSO Act a few months back, but he was later released, he added. Police officials informed that an FIR has been registered under relevant sections of the Indian Penal Code, and the accused has been sent to judicial custody. Meral station in-charge confirmed that the case appears to be an honour killing and described it as deeply disturbing. Meanwhile, investigations are on to determine whether anyone else was involved in the act or helped the accused to conceal the crime.

Bihar polls: Political parties inch closer to sealing seat-sharing deal

PATNA: With the announcement of poll schedule for the upcoming assembly elections in Bihar, hectic parleys among the ruling National Democratic Alliance (NDA) and the Opposition bloc are underway. The Opposition bloc comprising RJD, Congress, VIP, and Left parties, however, claimed on Tuesday that a seat-sharing deal has been finalised and the same would be announced in a day or two. Former minister and Vikassheel Insaan Party (VIP) chief Mukesh Sahani claimed that the seat-sharing formula among the allies of Mahagathbandhan, a part of the INDIA bloc, has been finalised. The number of seats to be allotted to each partner and names of blocs chief ministerial face as well as deputy chief minister would also be announced, he told this reporter. According to insiders, Rashtriya Janata Dal (RJD) is expected to play the role of senior partner in the alliance while Congress is appearing to compromise with just 55-57 seats and giving up all the seats in Patna district. The seat-sharing formula was finalised after the intervention of RJD chief Lalu Prasad, as VIP was adamant on its demand for the deputy chief ministers post. The proposed seat-sharing arrangement allocates 125 seats to RJD, 55 to 57 seats to Congress, 35 seats to three Left parties, 20 seats to VIP, three seats to Pashupati Kumar Paras Rashtriya Lok Janshakti Party (RLJP) and two seats to Jharkhand Mukti Morcha (JMM). Sources, however, claimed that CPI-ML was not satisfied with number of seats allotted to it. D. Raja, general secretary of CPI, who reached here to attend a meeting of Opposition bloc on seat-sharing, told the media that everything within the Opposition bloc would be finalised smoothly. Congress has agreed to forgo some of its traditional seats in this election. For instance, the party has agreed to give up all the seats in Patna district. In the 2020 assembly election, Congress contested four seats in Patna district. These seats may go into RJDs kitty. High-stakes battle in Bihar: Two-phase polls to test opposition unity and NDAs hold on power In addition, several seats which were earlier held by Congress, including Sursand (Sitamarhi), Jale (Darbhanga), and Raja Pakar (Vaishali) may go to RJD. The sitting MLA from Raja Pakar is Pratima Singh. But RJD wants to field Shivchandra Ram from this seat. JMM is also expected to enter the political fray in Bihar. It is eyeing seats along with the Jharkhand border. Sources said that the party may be given two seats in the seat-sharing deal, although its demand is reportedly higher. Similarly, RLJP is to get three seats, the list of which has already been submitted to Tejashwi Yadav, who is the chairman of the coordination committee of the INDIA bloc. In NDA, BJP and JD(U) are likely to contest almost equal number of seats, with a total of 205 seats being divided between the two major allies. The remaining seats are to be distributed among smaller NDA alliesLok Janshakti Party (Ram Vilas), Hindustani Awam Morcha (HAM) and Rashtriya Lok Morcha (RLM). Sources said that the BJP has offered 25 seats to Chirag Paswans LJP(RV), seven seats to HAM led by Jitan Ram Manjhi and six seats to Upendra Kushwahas RLM. However, negotiations with Chirag Paswan are going on and may reach a consensus by Tuesday evening. A source said that if Paswans share of seats increases, it may result in a reduction of seats to Kushwahas RLM. In the case that the smaller allies' seat share is reduced, the BJP may compensate them with offers of Rajya Sabha or Legislative Council seats. All top leaders of NDA from Bihar are camping in New Delhi to give final touch to seat allocation. Bihar assembly elections are to be held in two phasesfirst on November 6 and second on November 11. The counting of votes will take place on November 14. The election process will be concluded by November 16. The term of the present state assembly expires on November 22.

Elephant injured in IED blast in Jharkhand's Saranda forests

RANCHI: A wild elephant was injured in an IED blast allegedly planted by Maoists in Saranda jungles of Chaibasa. According to forest officials, the explosion was so powerful that the elephant's right front toes were blown off, leaving pieces of flesh hanging from the wound. Following the incident, both the forest department and police have been alerted in the area. The wound on its front right limb appears to be fresh as it was found in the other three elephants which earlier succumbed to their injuries following IED blasts. We received information at the midnight about it, which is currently under treatment, said Saranda Divisional Forest Officer Aviroop Sinha. The elephant was first spotted in the Ankua jungles in Saranda forests, he added. The DFO informed that it is yet to be confirmed whether the elephant got injured by an IED blast or not, but prima facie it appears that the injured has been caused by the IED blast looking at the pattern of the wounds. The blood loss, however, is less that the other three elephants which got injured in the IED blasts earlier, he said. Meanwhile, mobile veterinary unit has been roped in for the treatment and support from trained veterinary officers. Three additional teams of veterinary officers from the adjoining blocks have also been called in, said the DFO. A team from Vantara is also coming to treat the elephant, he said. According to the DFO, since there is no movement of Maoists in Ankua jungles of Saranda, it is a matter of concern that how did this elephant was hit by an IED. There is also a possibility that it was hit by an IED somewhere else and reached in these jungles wandering in pain, he said. The veterinarian attending to the elephant, Dr Sanjay Kumar, stated that the elephant has been given antibiotics, painkillers and anti-inflammatory medication. The injury is deep and appears to be the result of a massive explosion, he said. Dr Kumar informed that the team is attempting to move the elephant to a safe location where it can receive better and continuous treatment. The injured elephant is a female approximately 10 to 12 years old. Due to the severe injury, she is unable to walk. Forest department personnel are constantly monitoring her and making every effort to ensure her speedy recovery, said Dr Kumar. This incident has raised deep concern among forest officials, as the area is already dangerous for elephants due to Maoist activities and IED explosions. This is fourth such elephant which has been hit by an IED blast in Saranda, as the three others which got injured succumbed to their injuries. Two of them died during treatment while another one found died in the jungles.

Ghatshila Assembly bypoll to be held on November 11

RANCHI: Ghatshila Assembly by-poll will be held on November 11 along with the Bihar Assembly elections. Chief Election Commissioner Gyanesh Kumar on Tuesday announced the date for the Ghatshila Assembly by-election during a press conference at Vigyan Bhawan in New Delhi. The counting of votes will take place on November 14. The by-election notification will be issued on October 13. The deadline for candidate nominations is October 21. Nominations can be withdrawn until October 24. With the announcement, the Model Code of Conduct has come into immediate effect in the Ghatshila Assembly constituency. Initially, there was some confusion whether the code would apply to the entire district or just the constituency, but the Election Commission has clarified that it will be enforced only within the concerned Assembly segment. The Election Commission has assured that all necessary steps are being taken to ensure that the polling process is conducted in a fair and transparent manner. Notably, the Ghatshila constituency had fallen vacant this year after the death of State Education Minister Ramdas Soren in Delhi following a prolonged illness. The constituency, which has remained a traditional fortress of Jharkhand Mukti Morcha, was won only once by the BJP in 2014. No party has yet announced their candidates. However, Somesh Soren, son of the former Education Minister Ramdas Soren, is likely to be fielded by JMM. Unable to find an ambulance, tribal man in Jharkhand sets off for home carrying his ailing wife

JHARKHAND: A tribal man at the Dhalbhumgarh Community Health Centre (CHC) in Jamshedpur, set off for home carrying his wife on his shoulders after he was not provided an ambulance or any other alternate arrangements. The incident highlights the struggles faced by people in rural areas, particularly in tribal communities, in accessing medical care and emergency services. Notably, Shukulmani Sabar had gone for treatment to CHC Dhalbhumgarh on Friday, but was referred to MGM Hospital in Jamshedpur for better treatment by doctors on Saturday. Neither an 108 ambulance was available on time, nor provided with any alternative arrangements. Consequently, the man left for home carrying his wife on his shoulder. However, after the incident was brought to the notice of health officials, an ambulance was dispatched from CHC Dhalbhumgarh, and the couple was brought back to the hospital. According to eyewitnesses, when Shukulmani could not walk a distance from the hospital, her husband, Gura Sabar, carried her on his shoulders. Holding her with one hand and her bag with the other, he kept on walking on the road heading towards their village, Mudathakura in Gudabandha. On the way, Pavitra Manna, a mobile shop owner, took a sensitive initiative and arranged an auto through his friend Gulshan to take the couple to Dhalbhumgarh Chowk. Reportedly, Shukulmani Sabar was admitted to the Community Health Centre on Friday. Her haemoglobin was 7.5 g/dL, and she complained of blood in her sputum. Her husband, Gura Sabar, said that his wife had been suffering from fever and diarrhoea for two to three weeks. Unable to find a vehicle and a place at the hospital, they left on foot without informing anyone. Medical officer, Dr Gopinath Mahali, said that after being referred to MGM Hospital in Jamshedpur, the couple did not wait for the ambulance to come or even an auto and left for home on foot. When it was put in our notice, we sent an ambulance for them, but they refused to go to MGM Hospital for unknown reasons and were taken to CHC Gudabandha once again. But they insisted on going back to their village and were dropped off at their home by an ambulance, said the Medical Officer. They said that they had some work at home and hence would go to MGM Hospital on Sunday, he added. According to the Medical Officer, when the ambulance was sent to his home on Sunday, the couple refused to go to Jamshedpur for treatment. We are trying our best so that we can provide the woman, who is a Tuberculosis patient, the best possible treatment, but we are not getting proper cooperation from the other side, said the Medical Officer. Meanwhile, an explanation has been sought from the on-duty CHC staff who were present at the time of the incident, he added. The Civil Surgeon has also sought an explanation from the Medical Officer on the entire incident.

According to officials, though the marathon is meant to create awareness for the protection and conservation of wild animals, the focus will be on the elephants. Both male and female elephants will participate in the event with separate prize money for each group, ranging from Rs 5,000 to Rs 31,000 across five categories. According to Jamshedpur Divisional Forest Officer (DFO), Saba Alam, An elephant marathon is being conducted as part of the Wildlife Week 2025 in Dalma Wildlife Sanctuary. This event is aimed at promoting eco-tourism, local tourism, and encouraging fitness and healthy living among citizens. Probably, this is the first time such an event, focused especially at the wild elephants, is being organised in Jharkhand. Earlier, a walkathon, Walk for Gajraj was also organised at Van Bhawan in Jamshedpur on Friday, he added. The DFO informed that more than 2500 participants have already registered to take part in the event, while the figure is likely to cross 3000 by the time it closes on Saturday. The marathon will be for 16 km and will be flagged off at Saharbeda Football Ground in the foothills of Dalma at 7.00 am on Sunday. It will pass through four villages to end at Saharbeda itself. Alam said that after a long gap, five elephants returned to Dalma a few days ago, a region that had otherwise been devoid of wild elephants. Forest department sources, however, noted that while only a few elephants remain at Dalma, a sizeable number are currently stationed at Chakulia in Ghatsila subdivision and at Chandil in the adjoining Seraikela-Kharsawan district. They attributed the exodus of elephants from Dalma to a 16-km-long trench dug by the West Bengal Forest Department five years ago, which disrupted the tuskers movement along the elephant corridor connecting the two states.

RANCHI: Ex- Jharkhand CM Babulal Marandis wife and daughter-in-law were allegedly assaulted by members of the Amrit Nagar Durga Puja Committee on Thursday evening in Hazaribagh. According to eyewitnesses, a group of people stopped the car and brutally assaulted him, leaving him seriously injured. According to reports, the assault took place when their vehicle got stuck in a procession near the Amrit Nagar Puja Pandal. The driver allegedly asked the crowd to clear the way, triggering a heated exchange of words with Puja Committee members. The situation escalated, leading to a physical assault on the driver. One farmer commits suicide every hour in India: Report

NEW DELHI: A latest report from the National Crime Records Bureau (NCRB) reveals that in 2023, at least one person working in the farm sector committed suicide every hour , highlighting the economic stress faced by those in agriculture. Most of the suicide victims are from Maharashtra (38.5%), followed by Karnataka (22.5%), Andhra Pradesh (8.6%), Madhya Pradesh (7.2%), and Tamil Nadu (5.9%) regions that once thrived on rich agricultural heritage, but are now overshadowed by despair and hardship. However, the number of suicides has relatively come down compared to the previous year, 2022. But the intensity and geography remained the same. In 2023, a total of 10,786 persons involved in the farming sector committed suicide 2023, accounting for 6.3% of the total suicide victims (171,418) in the country. Data shows that out of total suicides, 43% are farmers, while the rest are farm labourers. There were a total of 4,690 farmers and 6,096 agricultural labourers who committed suicide. Out of the total farmers who committed suicide, 4,553 were male and 137 were female. However, some prominent States and Union Territories reported zero suicides among farmers, cultivators, and agricultural labourers. They are West Bengal, Bihar, Odisha, Jharkhand, Himachal Pradesh, Arunachal Pradesh, Goa, Manipur, Mizoram, Nagaland, Tripura, Chandigarh (UT), Delhi (UT), and Lakshadweep. RANCHI: A 50-year-old woman was swept away in an overflowing drain in Jharkhand's Dumka district as heavy rain lashed parts of the state, officials said on Thursday. The India Meteorological Department(IMD) has issued an orange alert for the districts of Garhwa, Palamu and Chatra, as several parts of the state are pounded by rain, officials said on Thursday. A yellow alert has also been issued for Latehar, Hazaribag, Bokaro, Koderma, Giridih, and Dhanbad till October 4, an official said on Thursday. The Dumka incident happened when the victim, identified as Savitri Devi, stepped out of her home at Gilanpada locality in Dumka town Wednesday night. While wading in knee-deep water, she slipped into a drain, about 50 meters away from her home, and swept away, said Officer-in-Charge of Town Police Station Jagarnath Dhan. She probably could not judge the distance between the drain and her home due to waterlogging, he said. Her body was recovered and sent for post-mortem examination. On Wednesday, heavy rain lashed several districts such as Koderma, Chatra, Hazaribag and Ranchi. The state capital and various other areas of the state continued to witness showers on Thursday, when the Dusshera festival will be celebrated. Light to moderate rainfall at many places with heavy rainfall at isolated places is likely on October 2. The state may witness light to moderate rainfall at most places and heavy to very heavy showers at isolated places tomorrow. Heavy rainfall is likely to occur at isolated places on October 4, said Abhishek Anand, the in-charge of the Ranchi Meteorological Centre. Jharkhand women use state grant to build road, solve longstanding village crisis

RANCHI: In a first-of-its-kind initiative in Jharkhand, a group of women from Pichulia Tola in Langritanr, under Kanchanpur Block in Palamu district, used part of the financial support provided by the state government under the Maiyan Samman Yojana to construct a 1.5 km approach road to their village. The women explained they had long struggled due to the lack of proper road access. Vehicles refused to enter the village, forcing residents to walk the entire 1.5 km stretch from the main road. Even bikes found it difficult to traverse the path, and in emergencies, patients, including women in labour, had to be carried on cots suspended from bamboo poles to reach the main road, as ambulances could not access the village. Using Rs 2,000 each from the Rs 5,000 monthly financial assistance provided under the Maiyan Samman Yojana , the 25 women of the tola (hamlet) pooled together Rs 50,000 to fund the construction. Basanti Kumari, 50, who played a pivotal role in the effort, recalled, While discussing the ongoing difficulties due to the lack of a road, one of the women mentioned she had received Rs 5,000 in her bank account under the Maiyan Samman Yojana . Jokingly, someone said we should just build the road ourselves. To our surprise, everyone agreed. A meeting was called, and we decided to contribute Rs 2,000 each. This spontaneous decision came after an earlier attempt by villagers to raise funds on Friday, which had only brought in Rs 12,000, enough to begin work, but insufficient to make significant progress. When the initial funds were exhausted, the women's contribution proved vital. They also volunteered their labour, and the road was completed by Monday evening. Geeta Devi, another resident, shared that even guests refused to marry into the village due to its inaccessibility. No wedding processions for our daughters or sisters could reach here because there was no road, she said. Premshila Devi added that children faced daily challenges attending school, having to walk over 1.5 km to reach transport. Villagers claimed they had repeatedly approached their local Mukhiya (village head), MLA, and MP, but their pleas were ignored, prompting them to take matters into their own hands. Thanks to the women, we were able to complete the road. Without their support, it wouldnt have been possible, said local resident Deepak Kumar. Mukhiya Saraswati Devi responded by stating that government funds for road construction had already been allocated, but the work was delayed. Construction was scheduled to begin after the monsoon, she said, while also praising the women's initiative and determination.

Maoists call October 15 bandh in five states over police suppression

RANCHI: The CPI (Maoist) has announced a bandh on 15 October against alleged suppression by security forces in five states, Jharkhand, Bihar, West Bengal, Assam and Chhattisgarh. In a press release issued by the Eastern Regional Bureau of CPI (Maoist), signed by Sanket, the group also declared the observance of a Resistance Week from 8 to 14 October to mobilise support and register opposition to the ongoing campaign by security forces in these states. According to the statement, the bandh was necessitated by the Union governments refusal to engage in dialogue with them. The release specifically accused Union Home Minister Amit Shah of turning down talks, while security agencies intensified combing operations under Operation Kagar in Maoist-affected states. Notably, Union Home Minister Amit Shah on Sunday rejected the ceasefire offer made by the Maoists, reiterating the governments commitment to eliminate violent Naxalites by the end of March next year. He said extremists were welcome to surrender and assured that security forces would not fire a single bullet at those who lay down arms. The Maoist statement further that on 15 September 2025, three senior leaders of the party were killed in what it described as a staged encounter. Those named include Central Committee member Sahdev Soren, Bihar-Jharkhand Special Area Committee member Raghunath Hembram, and Zonal Committee member Ram Khelawan Ganjhu. Several other cadres have also been targeted in similar incidents, accusing security forces of adopting unlawful methods to weaken the movement, it said. Five-year-old dies after consuming cough syrup supplied under free medicine scheme in Rajasthan

JAIPUR: A five-year-old child died after consuming a cough syrup supplied under the Rajasthan governments free medicine scheme. The child, Nitish of Khori Brahmanan village in Sikar district, was unwell and down with cold and cough for a few days. Later, his mother brought him medicine available free of cost at Chirana CHC. But after drinking the cough medicine, Nitishs condition worsened and he was declared dead at the local hospital. The family refused to conduct a post-mortem and took the body after informing the police in writing. However, locals say this is not the first case where drinking this cough syrup has created complications. A few days ago, two children in Ajitgarh area reportedly fell ill after consuming the same medicine. ASI Rohitas Kumar Jangid said that Mukesh Sharma's son, Nitish, was given cough medicine from Chirana CHC on Sunday evening. His condition worsened at night, and he was given water. He died on Monday morning while being taken to the hospital. Medical Jurist Dr Ranjit Benda said that the family brought the child to the hospital in an unconscious state, where he was declared dead after examination. According to reports, the child's father runs a hotel in Jharkhand. On receiving information about the incident, he returned to his village. The child's family is currently grieving the death. It is worth noting that recently, the condition of a three-year-old child, the CHC in charge, and two ambulance drivers in Bayana in Bharatpur district had also deteriorated due to the same syrup. When the child was given medicine for cough treatment, his heartbeat increased, and he became unconscious. Following a complaint, the CHC in charge and two drivers consumed the medicine to test its reaction. Subsequently, the condition of these three people worsened, and they had to be admitted to the hospital. Following the incident, a ban was imposed on the distribution of the same batch of the medicine throughout Bharatpur district. Complaints such as vomiting, drowsiness, nervousness, dizziness, restlessness, and unconsciousness have been reported after consuming cough syrup in Bharatpur and Sikar districts. In response, the Rajasthan Medical Services Corporation (RMSCL) has banned the sale and use of all 19 batches of the syrup supplied by the manufacturer and sent samples for testing. These alarming incidents in Sikar and Bharatpur have raised a serious question mark over the cough syrup being supplied under the free medicine scheme in Rajasthan.

NEW DELHI: In a significant decision, the Appellate Tribunal constituted under the Prevention of Money Laundering Act (PMLA) has issued a directive to the Enforcement Directorate (ED) to release a BMW X7 luxury vehicle seized from the Delhi residence of Jharkhand Chief Minister Hemant Soren. The seizure by the ED, executed on January 29, 2024, was part of an ongoing investigation into an alleged land scam linked to money laundering involving Soren, as he maintained that the said high-end luxury car neither belonged to him nor his family members. THRISSUR: At the age of 25, when most youngsters think about careers and their future, Pavana V S took the decision to make her dream come true. On July 31, the Thrissur native set out on an unplanned journey that, on September 21, ended up crossing 20 states covering more than 8,500km. A karate coach, Pavana had dreamt of an all-India trip since the age of 15. But, education and other responsibilities kept her busy. Finally, while preparing for imminent wedlock, she decided to do something out the ordinary. On her Himalayan 411, she witnessed the unique life and culture of different states. It took me 50 days to cover 20 states. I started without any planning and without following a particular route map. However, I ate the authentic, seasonal local dishes. I stayed with local families whenever possible. During the trip, many cautioned about safety risks. But the welcoming attitude and support of residents in each location kept me safe, shared Pavana, who runs Evoke Academy, which offers training in martial arts. Though Pavana wanted to spend more time in places such as Kashmir, Leh-Ladakh, and Uttarakhand, inclement weather played spoilsport. Jharkhand considers armed guards for Palamu Tiger Reserve on lines of Kaziranga amid rising threats

RANCHI: Forest officials in Jharkhand are planning to deploy armed guards by providing weapons to the forest personnel in Palamu Tiger Reserve (PTR) on the lines of Kaziranga Tiger Reserve and other national parks located in different states. According to Principal Chief Conservator of Forests (PCCF), Wildlife, Paritosh Upadhyaya, as of now, tigers and other wild animals in PTR are being protected by a joint team of forest guards and unarmed home guards as and when required, but efforts are allegedly being made to equip them with arms. As of now, we are protecting the tigers from poaching with the help of home guards borrowed from the local administration, but in future a proposal may be sent to the Centre for armed guards on the lines of other states like Kaziranga and other national parks or sanctuaries, said the PCCF (Wildlife). It is a long process as procurement of arms has to be done, but it is in the plan and a proposal may be sent to the Centre in this regard, he added. According to PCCF (Wildlife) Paritosh Upadhyaya, sometimes armed guards become essential for the protection of wildlife animals from poaching in PTR. Meanwhile, a temporary arrangement is allegedly being made by demanding armed home guards from the local administration. For this, the two Deputy Directors and three Forest Range Officers have been given the powers of Special Executive Magistrate. Those who have been given magisterial powers are Deputy Director, North Division, Prajesh Kant Jena, Deputy Director (South Division) Kumar Ashish, along with the Forest Range Officers, Umesh Kumar Dubey, Ajay Toppo and Nand Kumar Mahto. According to Kumar Ashish, since the poachers who enter PTR are fully armed, the forest personnel who come across them feel helpless as they are unarmed. Therefore, it has become necessary to provide armed guards also. For the time being, we have written to the local administration to provide two units each for the North and South Division of PTR, said Deputy Director (South Division) Kumar Ashish. It will create a sense of deterrence among the poachers, reducing 90 per cent of the poaching incidents, he added. According to Ashish, the increasing number of tigers in PTR also calls for the necessity of armed guards. Kaziranga and other tiger reserves located in several other states have armed guards with sophisticated weapons and patrolling is done by them only, therefore, PTR also requires the same arrangements, he said. Notably, Palamu Tiger Reserve falls in a Maoist-affected area. Budha Pahar, a former Maoist training centre, is also within the Palamu Tiger Reserve, due to which several major Maoist attacks have allegedly taken place within PTR. Reportedly, about 13 forest personnel have been martyred in the Palamu Tiger Reserve area since the 1990s and many others were also allegedly punished by the Maoists for taking action against smuggling on several occasions. Spread over 1,149 square kilometres, the Palamu Tiger Reserve is home to numerous wildlife animals, including tigers, elephants, bison, spotted deer and bears. Currently, the Palamu Tiger Reserve area is home to six tigers, around 180 elephants, over 10,000 spotted deer, over 50 bison and around 200 wolves. They are being protected by 110 forest guards and 300 trackers with the help of sticks and sickles. The patrolling team also has sticks and sickles only.

Suspended IAS officer Vinay Choubey moves Jharkhand HC for bail in land scam case

RANCHI: Suspended IAS officer Vinay Choubey on Thursday approached the Jharkhand High Court seeking bail in connection with a land scam case in Hazaribagh. He is accused in a corruption case linked to the alleged illegal conversion of government land during his tenure as Deputy Commissioner of Hazaribagh. Choubey moved the High Court after a Hazaribagh court rejected his bail application in the case on 16 September. He has challenged the lower courts order before the High Court. According to the prosecution, Choubey is accused of illegally converting 2.75 acres of Khasmahal land, designated to remain under government control, and reallocating it to private individuals. The case is being investigated by the states Anti-Corruption Bureau (ACB). Earlier, on 19 August, Choubey, who has been in judicial custody since 20 May this year in connection with a separate Rs 38-crore liquor scam, was granted default bail by the ACB court in Ranchi under Section 187(2) of the Bharatiya Nagarik Suraksha Sanhita (BNSS). The court granted him bail on the condition that he must inform the court before leaving the state. Notably, Choubey was granted bail after the ACB failed to file a chargesheet within the stipulated time limit of 90 days. The investigating agency informed the court that the delay was due to the non-receipt of prosecution sanction against the accused. Additionally, he has been directed not to change his mobile number during the trial. The ACB court also instructed Choubey to furnish two personal bonds of Rs 25,000 each. Choubey, who remains in custody, is currently undergoing treatment at Rajendra Institute of Medical Sciences (RIMS), Ranchi. The suspended IAS officer faces multiple charges linked to both the land conversion and liquor scam cases. His latest bail plea in the land scam matter is now pending before the Jharkhand High Court.

Interstate online fraud busted in Jharkhand; one arrested

RANCHI: The cyber crime police under the CID in Jharkhand have busted a major online trading fraud racket and arrested a 19-year-old youth in connection with the case. The arrested youth has been identified as Yashvardhan Kumar from Deoghar. Originally from Gaya in Bihar, he had been living in Deoghar at the time of the arrest. According to CID officials, the racket was run through a fake trading application called CANTILLON . Using WhatsApp as the main platform, fraudsters lured people to invest in the app by promising high returns. Fake profits were displayed on the app to convince investors that they were earning real money. Once the victims invested, they were persuaded to deposit more funds. However, when they tried to withdraw their money, the app was shut down, leaving them with heavy losses. Police said the racket defrauded people of nearly Rs 44 lakh, which was siphoned into multiple bank accounts opened under different names. The CANTILLON app showed dummy profits to mislead investors, but no withdrawals were possible. In this way, Rs 44 lakh was diverted into several accounts, an official statement said. During the raid, police seized a mobile phone, two SIM cards, a bank account, and WhatsApp chats linked to the fraud. Further investigation is underway to trace other accounts, handlers, and digital assets connected to this interstate cyber fraud network, the CID added. As per details from the Ministry of Home Affairs, 46 complaints were filed against the accuseds Bank of Baroda account (No. 26450200001669) from victims across several states, including Telangana (4), Tamil Nadu (4), Karnataka (8), Gujarat (6), Maharashtra (4), Uttar Pradesh (5), and others. The CID is continuing efforts to track the wider network behind the scam.

D Raja re-elected CPI General Secretary amid age limit exemption row

NEW DELHI: Veteran Left leader D Raja has been re-elected as General Secretary of the Communist Party of India (CPI) for a consecutive term, following an exemption from the partys age limit rule for members of the national secretariat. However, the Kerala unit of the party registered its opposition to this relaxation. Raja, who became the first Dalit leader to head a communist party in India, was initially appointed in 2019 following the retirement of Sudhakar Reddy. He was re-elected at the Party Congress held in Vijayawada, Andhra Pradesh, in 2022. Sources revealed that although there were heated exchanges regarding the age cap, consensus was eventually reached to relax the 75-year age limit in Rajas case. The party constitution allows for a 75-year age limit. NEW DELHI: In light of recent successes by security forces against Left-Wing Extremists in Chhattisgarh, Jharkhand, and Maharashtra, the Union Ministry of Home Affairs (MHA) has decided to redeploy over 75 percent of the 425 additional Central Armed Police Force (CAPF) companies, initially deployed for the Amarnath Yatra and later retained in Jammu & Kashmir, to Naxal-affected regions for a final offensive against the extremists driven by Leftist ideology, officials said on Thursday. According to officials, this redeployment is part of the governments broader strategy to inject renewed vigour into operations targeting Naxal operatives and their leadership. The troops withdrawn from J&K are expected to be deployed in the Red Zone in the coming weeks, a senior security official said. The movement of forces from J&K to the Naxal-dominated regions of Chhattisgarh, Jharkhand, Odisha, and Maharashtra is in line with Union Home Minister Amit Shahs target of eliminating Naxalism from the country by 31 March 2026, a deadline he has reiterated on multiple occasions. A senior security official stated, We have planned large-scale, decisive operations in Chhattisgarh, Jharkhand, Odisha, and Maharashtra aimed at neutralising top Maoist leaders. RANCHI: An elephant and its calf, which had fallen into a 25-foot deep well while crossing farmland in Ramgarh on Thursday morning, were safely rescued by forest officials. After over two hours of effort, the pair were freed with the help of a JCB machine, allowing them to walk back into the jungle. It took us around two hours to rescue the elephant and its calf by creating a slope down to the bottom of the well with the help of a JCB machine. Finally, the elephant and its calf were rescued and led back into the jungle, said Ramgarh Divisional Forest Officer (DFO) Nitish Kumar. The DFO added that the elephant and calf might have separated from a herd of 42 wild elephants roaming the region for the past few weeks. The herd has since moved to Bokaro after crossing Ramgarhs borders, he said. Now, efforts will be made to reunite this elephant and its calf with the herd, the DFO stated. RANCHI: Ten members of the CPI (Maoist), including four women, surrendered before Jharkhand DGP Anurag Gupta in Chaibasa on Thursday during a mass surrender programme organised by the state police and the CRPF under the Jharkhand governments Maoist surrender and rehabilitation policy. The surrender came a day after Gupta, speaking in Gumla, said Maoists would not be able to see the dawn of 2026 and appealed to them to lay down arms. Officials said the cadres were reportedly influenced by the governments rehabilitation policy in their decision to surrender. The surrendered members include CPI (Maoist) area committee member Rando Boipai alias Kranti Boipai, Gardi Koda, John alias Johan Purti, Nirso Sidu alias Asha, Ghonor Devgam, Gomeya Koda alias Tarzan, Kaira Koda, Kairi Kayam alias Gulanchi, Savitri Gope alias Muturi alias Football, and Pradeep Singh Munda. Security forces face challenges in the area due to these explosives. Since November 2022, Jharkhand Police and the CRPF have launched joint operations in Kolhan and Saranda forests based on intelligence about the presence of senior Maoist leaders, including Misir Besra, a CPI (Maoist) commander with a Rs 1 crore bounty on his head. A herd of 42 wild elephants has been roaming the area for the past week. The herd has now moved towards the Bokaro forest range. We suspect the elephant and its calf were part of the herd and fell into the well while moving to Bokaro, said Ramgarh DFO. The well is in an open area without any protective barrier. Since the well is covered with bushes, it was not visible to the elephants. Villagers reported that the well, dug under the MNREGA scheme on the land of Dinaram Manjhi, is approximately 25 feet deep. RANCHI: Jharkhand DGP Anurag Gupta said that the Maoists in Jharkhand will not be able to see the dawn of 2026; either they will be gunned down by the security forces or they will be put behind bars. While talking to the media persons in Gumla on Wednesday, the DGP informed that as many as 32 Maoists of different organisations have been killed in Jharkhand in 2025. As of now, a total of 32 rebels belonging to different Maoist outfit have been killed in 2025. Now, all I can say is, any of the Maoists in Jharkhand would not be able to see the dawn of 2026; they will either by gunned down by security forces or put behind bars, said the DGP. Those who dare to open fire on our police personnel or officers, will be given a reply in that language only, he added. DGP said that the remaining Maoists, rebels, gangsters, organised criminals, extortionists or whatever name you want to call them, will be finished from Jharkhand. The DGP also warned the Maoists that if they want to save their lives, they should put their guns down before the police as they cannot run away from them any more. He said the police have accurate intelligence inputs about their whereabouts, the weapons they have, who they meet, where they stay, from where they are getting money, and who is funding them. Police are capable of reaching out to them and neutralising them; therefore, I suggest to them that they should surrender before the police as soon as possible or their end is not very far, said the DGP. Notably, the DGP was on a visit to Gumla on Wednesday to boost the morale of the security forces, who had gunned down three members of the banned Maoist outfit, Jharkhand Jan Mukti Parishad (JJMP), including two Sub-zonal Commanders. The security forces also recovered a cache of sophisticated weapons, including a 5.56 Rifle, a Self-Loading Rifle (SLR) and an INSAS rifle, from the spot. The deceased were identified as Lalu Lohara, Chhotu Oraon, and Sujit Oraon. Lalu Lohara and Chhotu Oraon were both sub-zonal commanders. Chhotu Lohara carried a reward of Rs 5 lakh on his head and was wanted in several criminal cases. Sujit Oraon was working as a cadre in his team. Interestingly, the deadline given by Jharkhand DGP is three months ahead of the deadline given by Union Home Minister Amit Shah, who has appealed the Maoists to drop their guns as the Central government is determined to free the country of Maoism and Naxal ideology by March 31, 2026. Notably, Maoists are now restricted only to Saranda jungles in Jharkhand as they have been wiped out from other pockets of the state. According to an estimate, a handful of Maoists are supposed to be hiding in the Saranda jungles, where they have planted thousands of IEDs, which has become a challenge for the security forces. The state police have launched a joint operation in Kolhan and Saranda jungles of Chaibasa in November 2022 following intelligence inputs about the presence of top Maoist leaders in the region, including Misir Besra, a senior CPI(Maoist) commander with a bounty of Rs 1 crore on his head. Meanwhile, according to official data, a total of 18 Maoists were killed in the year 2020, eight in 2021. By the year 2022 this number increased to 12, after this it further rose to 14 in 2023, and 11 in 2024. However, 20 security personnel have also been martyred during these years.

Building on the success of the Mukhyamantri Maiya Samman Yojana, which provides financial assistance to women, the new scheme focuses on promoting entrepreneurship and economic self-reliance. Under the Maiyan Balwaan Yojana, women in the state will receive the necessary financial assistance and resources to start a business through the Jharkhand Opportunities for Harnessing Rural Growth (JOHAR) Scheme. According to government sources, the scheme is likely to be launched on the 25th anniversary of Jharkhand Foundation Day on November 15. The plan is being prepared and will soon be submitted to the Cabinet for approval. Officials said the primary objective of the scheme is to economically empower women beneficiaries of the Maiya Samman Yojana. Efforts will be made to support women entrepreneurs and engage them in self-employment. Under the scheme, women beneficiaries will be linked to self-help groups (SHGs) and provided with opportunities for self-employment. The government wants the monthly assistance of Rs 2,500 under the Maiya Samman Yojana not to remain stagnant in banks. Women should use it to establish their own businesses, for which the state government will provide funds under the JOHAR Yojana, said an official, requesting anonymity. The blueprint for the scheme is being prepared, following which a proposal will be sent to the cabinet for approval. The official also stated that the department is making all efforts to launch the scheme by November 15. The Chief Minister has repeatedly emphasised that women should use the funds under the Maiyan Samman Yojana for the overall development of themselves and their families. He also assured that if additional funds are required for self-employment, the government is ready to provide support. Notably, under the Maiyan Samman Yojana, the state government is distributing approximately Rs 1,250 crore per month to beneficiaries. The new scheme aims to ensure that this financial assistance becomes not just a relief but also a vehicle for change and self-reliance. The Maiyan Samman Yojana, Hemant Soren Governments flagship programme, provides women between the ages of 18-49 with Rs 2,500 every month. Finance Minister Radha Krishna Kishore tabled the annual budget of Rs 1,45,400 crore for FY 2025-26 in the Jharkhand Assembly on March 3, out of which Rs 13,363 crore has been allocated for the Maiyan Samman Yojana. Launched to provide direct financial assistance to economically vulnerable women, the Maiyan Samman Yojana has become a cornerstone of Jharkhands social welfare strategy. The scheme played a key role in the last assembly election, where it was seen as a game-changer. The World Bank has also praised the Mukhyamantri Maiyan Samman Yojana for its contribution to economic development and poverty alleviation in the state.

JAMSHEDPUR: The Jharkhand State Minority Commission (JSMC) on Tuesday took suo motu cognisance of the alleged questioning by a Hindu outfit of a nun and 19 tribal minors at a railway station for about five hours on suspicion of human trafficking and religious conversion, an official said. Members of Bajrang Dal and Vishwa Hindu Parishad had allegedly questioned the catholic nun and tribal children over religious conversion at Tatanagar railway station on Friday night after they deboarded the South Bihar Express. JSMC vice-chairman Pranesh Solomon told PTI that they have taken up the serious issue of harassment of minorities by alleged right-wing outfits at the Tatanagar Station. We came to know about the detention of the Catholic nun and the minor boys and girls by the Railway Police through the media. We will be writing to the district commissioner, senior superintendent of police (SSP) and the Railway Police to furnish the reasons for the detention of the nun and the minors even after not finding any valid reasons for the charges labelled against them by some right-wing outfits, the official said. Our team would be visiting Jamshedpur (Tatanagar is the railway station for Jamshedpur city in East Singhbhum) in the last week of September and meeting the officials concerned and the Catholic institution officials who had organised the skill development training session, Pranesh Solomon added. A minority outfit alleged that the Catholic nun and tribal minors were questioned for about five hours by members of Bajrang Dal and Vishwa Hindu Parishad leaders through the GRP soon after they got down from the South Bihar Express on Friday night. The leaders had lodged a written complaint with the GRP Tatanagar alleging human trafficking of minors and religious conversion, the outfit members claimed. Ratan Tirkey, a former Tribal Advisory Council member, alleged that members of the right-wing outfits had circulated photos and videos of the minor tribals without their consent on social media and other platforms. Father Birender Tete director of Samekit Jan Vikas Kendra in Sundernagar at Jamshedpur, who had been to the Tatanagar station and persuaded the railway police to release the minors and the nuns, told PTI that a total of 16 girls and three boys from different parts of Seraikela-Kharsawan district had come with consent of their parents to attend life skill development session at their centre on Saturday and Sunday. However, due to the ordeal faced by the minors at the Tatanagar Station we had to cancel the session as all the boys and girls were traumatised and returned home, Father Tete. Deputy Superintendent of Police, GRP, Jayshree Kujur, said that an investigation into the case is underway, but prima facie, there has been no conclusive evidence of any religious conversion and human trafficking.

The material will be incorporated in Years 2, 4, 6, 7, 8, 9, and 11. Following the demise of Shibu Soren, the School Education and Literacy Department in Jharkhand decided to include his life and contributions in the states school curriculum. According to officials, the course content will highlight his struggle, political journey, and dedication to social reform, especially for the tribal community. Senior officials in the department have confirmed that the syllabus has already been prepared and will be implemented from the upcoming academic session. Yes, the syllabus has already been prepared and it is to be implemented from the next session, said an official. According to departmental sources, Year 8 will receive the most extensive coverage, with three chapters dedicated to Shibu Soren. Year 6 will feature two chapters, while Years 2, 4, 7, 9, and 11 will each include one chapter. In addition to the biography, Shibu Soren's 19-point programme has also been incorporated into the Political Science textbook for Year 11. This chapter aims to provide students with insights into the social reform plans and initiatives he championed for the upliftment of tribal communities. The School Education and Literacy Department had earlier formed a seven-member committee to finalise the curriculum. Following government approval, the department has begun the process of integrating the content into the textbooks. The tender process for printing the revised books is expected to begin next month. Some examples of the curriculum include: Year 2 : Introduction to Soren through the Hindi story Bahadur Shivalal. Year 4 : Focus on environmental commitment in Shibu Soren: Environmental Conservation. Year 6 : Social Studies chapter on his anti-addiction and livelihood initiatives. Jharkhand tribal man killed by villagers for mocking death of ex-gram pradhan

RANCHI: A 60-year-old tribal man was beaten to death by the villagers for allegedly mocking the death of a former gram pradhan in Jharkhands Sahibganj area, police said on Sunday. The incident took place at Telotok village under Bada Durgapur Panchayat of Teenpahar police station area in Sahibganj. After a Panchayat meeting was held in the village following the death of the pradhan, the infuriated villagers tied Guhia Pahariya to a tree and thrashed him relentlessly with sticks, kicks and punches, leaving him dead on the spot on Saturday evening, the police said. According to Rajmahal Sub-divisional Police Officer (SDPO), Vilesh Kumar Tripathi, the investigation into the crime revealed that Pahariya was targeted for mocking the death of the former village Pradhan, who had passed away ten days ago. The infuriated family members, along with the villagers, thrashed him badly with bamboo sticks, punches and kicks killing him on the spot. However, the deceaseds wife, Chandi Paharin, and daughter, Sonali Paharin, alleged that the villagers charged Guhia Pahariya with practising witchcraft. They accused the former pradhans family of playing a key role in this cold-blooded murder. My husband was being held responsible for the death of the former gram pradhan. They alleged said he performed black magic to kill the former village head, and hence killed him, the woman said. Based on the deceaseds wife, an FIR has been registered at Pahar Police Station and two primary accusedPaul Malto and Sushil Maltoarrested. A search is on for the other accused.

Uttarakhand excels in reducing school dropouts at higher levels, but primary education shows alarming trend

DEHRADUN: Uttarakhand has achieved a notable milestone in reducing school dropout rates at the upper primary and secondary levels, emerging as the second-best performing state in secondary education nationally, trailing only behind Jharkhand. However, this achievement is offset by a concerning rise in dropout rates at the primary school level, where the state now lags behind several peers. According to the Unified District Information System for Education Plus (UDISE+) 202425 report, released by the Union Ministry of Education, Uttarakhands secondary dropout rate has declined from 5.6% to 4.6%, placing it ahead of traditionally high-performing states like Kerala. At the upper primary level, dropout rates fell from 2.3% last year to 1.4% this year. Though still trailing behind states such as Himachal Pradesh, Chandigarh, Haryana, Delhi, Telangana, and Maharashtra in this category, Uttarakhand has outperformed peer states like Jharkhand and Chhattisgarh. The UDISE+ report, which compiles real-time data from all recognised schools from pre-primary to Class 12, offers a comprehensive snapshot of the countrys educational landscape. However, this progress at the upper levels is contrasted by setbacks in primary education. Uttarakhand's primary school dropout rate has increased from 0.8% in 202324 to 0.9% this year. This is particularly troubling given that neighbouring states such as Chhattisgarh and Jharkhand, both formed alongside Uttarakhand in 2000, have achieved zero primary school dropouts. Compounding this concern is the disproportionate ratio of teachers and schools to students in Uttarakhands basic education system. Despite having one teacher for every 18 students at the primary level, overall enrolment continues to fall, and dropout rates are inching upwards. Uttarakhands Education Minister, Dr Dhan Singh Rawat, attributed the state's success at higher levels to proactive policymaking. We were among the first states to implement the National Education Policy. We've introduced several innovative measures, high-tech and hybrid classrooms, and integration of school education with skill development, Dr Rawat told this newspaper. This focus on employment-oriented education has helped reduce dropout rates at upper levels, he said, expressing confidence in the state's long-term educational outlook. With the rapid strides being made to raise education standards, Uttarakhand will soon set a benchmark for the entire nation. The report ultimately reveals a dual reality: a state making commendable progress in retaining students in upper grades while grappling with foundational challenges in early education, challenges that will require urgent, targeted interventions to resolve.
