Month after marriage, wife laces chicken with pesticide, kills man
In Jharkhand's Garhwa district, a 19-year-old woman, Sunita Singh, has been arrested for allegedly poisoning her husband, Budhnath Singh, with pesticide-laced chicken. The incident occurred in Bahokudar village after the couple's recent marriage on May 11.
RANCHI: Days after the sensational Sonam Raghuvanshi case where a woman allegedly murdered her husband during their honeymoon, a similar incident has surfaced in Jharkhands Garhwa district. A 22-year-old woman, Sunita Devi, has been arrested for allegedly poisoning her husband, Budhnath Singh, merely 36 days after their marriage. According to police and family members, Sunita Devi mixed pesticide into a chicken dish she prepared for her husband on June 15. Budhnath began feeling uneasy after the meal and was rushed to the hospital, but died en route. Sunita, who hails from Vishunpur village under Ramchandrapur police station in Chhattisgarh, had married Budhnath, a resident of Bahokundar village under Ranka police station in Garhwa, on May 11. However, tensions were apparent from day one. Budhnaths mother, Rajmati Devi, told police that Sunita returned to her parental home just a day after the wedding, expressing that she disliked her husband and was unwilling to live with him. Families from both sides tried to resolve the matter, and a panchayat was held on June 5 in Vishunpur, following which Sunita returned to her marital home. On June 14, Sunita allegedly convinced Budhnath to buy pesticide from the Ramanujganj market, claiming she needed it for the kitchen garden. A day later, she reportedly laced his chicken meal with the toxic substance. After eating the food, Budhnath complained of severe unease. We tried to take him to the hospital, but he died on the way, said Rajmati Devi. Though the incident occurred on June 15, it came to light on Monday when Rajmati Devi filed a formal complaint, accusing her daughter-in-law of murder. Based on her statement, an FIR was lodged at Ranka police station. Ranka Sub-Divisional Police Officer (SDPO) Rohit Ranjan Singh confirmed the arrest and stated that Sunita initially attempted to mislead the investigation by accusing her mother-in-law. However, during interrogation, she confessed to the crime. She admitted to mixing pesticide into the chicken prepared for her husband, said the SDPO. Police said they are looking into all angles of the case, including possible involvement of others. The body has been sent for post-mortem, and the exact cause of death will be confirmed after the forensic report is received. Investigators also revealed that Sunita had preserved two additional packets of pesticide in her blouse as a backup plan, in case her first attempt failed. After Budhnath was declared dead, she allegedly discarded the remaining packets in nearby bushes. Local residents have added another layer to the investigation, claiming that Sunita had an ongoing affair with a youth from her village. They allege she killed Budhnath to eliminate obstacles and reunite with her boyfriend. The case is under active investigation. If the involvement of others is found, we will take strict action, said SDPO Singh.

Jharkhand HC seeks Centre, state response on DGP Anurag Guptas appointment amid legal challenge
RANCHI: The Jharkhand High Court on Monday granted another opportunity to the state government, central government, and the Union Public Service Commission (UPSC) to submit their responses regarding the appointment of Director General of Police (DGP) Anurag Gupta. The court was hearing a Public Interest Litigation (PIL) filed by Leader of Opposition in the Assembly, Babulal Marandi, who has challenged Guptas appointment as unconstitutional and in violation of a Supreme Court directive. The next hearing has been scheduled for July 15 after the respondents failed to submit their replies. Advocate Sumit Garodia appeared on behalf of the petitioner. The Advocate General informed the division bench comprising Chief Justice S. Ramchandra Rao and Justice Deepak Roshan that a related case is also pending before the Supreme Court. In his PIL, Marandi alleged that the state government bypassed constitutional norms and misused the police administration for political gain. He pointed out that the Supreme Court had mandated that appointments of DGPs must follow a UPSC-led selection process unless the state enacts a formal law. Instead of legislating, the Jharkhand government framed a rule in 2025 and sought to implement it retrospectively, which Marandi criticised as a deliberate attempt to subvert legal procedures. He further accused the government of rushing Guptas appointment despite his controversial past, including being an accused in an electoral fraud case, facing suspension, and being kept away from election duties by the Election Commission. Marandi claimed the appointment was aimed at extending Guptas tenure, as he was due to retire in April 2025. The opposition leader has also requested that the High Court take suo motu cognisance of the matter and order a CBI investigation. Additionally, he has filed a contempt petition in the Supreme Court, challenging the constitutional validity of the newly framed appointment rules in light of previous apex court judgments. In a related development, sources in the office of the Principal Accountant General (PAG) in Jharkhand revealed that Anurag Guptas salary has been stopped as of April 30, 2025. The PAG office issued a zero-salary slip, stating that no official communication regarding an extension of his service has been received from the state government. The information has been shared with both DGP Gupta and the Project Building Treasury, effectively preventing him from drawing a regular salary beyond April.

Conspirator in loot of explosives by Maoists held in Odisha
ROURKELA: The Special Investigation Team (SIT) of Rourkela police on Sunday claimed to have made a significant breakthrough in the loot of explosives by Maoists by arresting the main conspirator identified as George Munda alias Kullu (43). Police said Munda of Banko village in K Balang area had set up links with the Maoists for his own personal interest and facilitated the loot of the explosives-laden truck by providing detailed information about the stone quarry near which the crime took place. DIG (Western Range) Brijesh Kumar Rai said during investigation, the SIT questioned several villagers and the name of Munda emerged as the leading conspirator. Munda was grilled and he confessed to the crime. For his own selfish interest, the accused collaborated with the Maoists and assisted in the crime by providing minute details of the status and operational procedures of the Banko stone quarry. Police sources said Munda was staying opposite to the stone quarry at Banko village. He was reportedly extracting stones illegally from the quarry prior to its legal allotment to a leaseholder. Later, he started objecting to the operation of the quarry and through some of his acquaintances in Jharkhand, contacted Maoist leader Anmol Hembram alias Samarjee. In the morning on May 27, the truck carrying around five tonne of blasting explosives was hijacked by 10-15 armed Maoists from near the stone quarry and taken inside Banko forest, just a couple of km from the Saranda forest in adjacent Jharkhand. The Maoists reportedly brought about 30-40 villagers from Jharkhand to carry the explosive packets. The DIG said after the loot of the explosives, police along with the security forces of West Singhbhum district in Jharkhand launched a joint search operation in the dense Saranda forest. Subsequently, 3,811.30 kg of the looted explosives dumped in the vicinity of the Odisha-Jharkhand border were recovered. Rourkela SP Nitesh Wadhwani said the SIT launched a multi-faceted investigation comprising forensic analysis, telecom data scrutiny and interrogation of multiple stakeholders. The probe established that Munda met with Maoists multiple times and provided vital intelligence to help in the loot of explosives with clinical precision. He said the accused was produced in court under sections 191 (2), 191 (3), 140 (3), 310 (2), 61 (2) and 190 of BNS, sections 10, 13, 16 (B), 18 and 20 of UAP and section 25 of the Arms Act. Incidentally, Jharkhand-based assistant sub-inspector of 134 CRPF Battalion Satyavan Kumar Singh (34) was martyred in an IED explosion during a joint anti-Naxal operation in Silkuta forest near Banko on Saturday morning.
IMD sounds flash flood alert for northeast & south India
NEW DELHI: As the monsoon gained momentum after a two-week lull, the India Meteorological Department (IMD) on Sunday issued a flash flood alert for northeast and south India. The reactivation of the second phase of the southwest monsoon may bring heavy rainfall to coastal Karnataka, Kerala, and Mahe. Additionally, the northeastern states face an increased risk of moderate to severe flash floods. The region is expected to experience heavy rainfall, potentially exceeding 200 mm, the IMD said. Experts warn that the exceptional rainfall may lead to increased surface runoff, soil saturation, and flooding in low-lying areas, which could create conditions conducive to landslides. IMD issued a red alert for Konkan, Goa, Coastal Karnataka, and Kerala, and an orange alert for the northeast. There is a moderate to high risk of flash floods in Nagaland, Meghalaya, Mizoram, and parts of Assam over the next two days. Orange alert signify the need to be prepared for any eventuality, while Red alert is for the initiation of action taken. This year, the Southwest monsoon reached the Kerala coast eight days before its scheduled date, June 1. It quickly spread over the southern peninsula, a part of central India, and northeast before its time until June 2. Later, the intrusion of warm air from the western side stopped the moisture-laden eastern wind from moving further. This caused a dry spell and heatwave in north India. Multiple systems have formed across the country. An upper air cyclonic circulation lies over the northwest Bay of Bengal, south Madhya Maharashtra and its neighbourhood, north Rajasthan, south Himachal Pradesh, and north Uttarakhand. Further, a trough runs from east MP to Bangladesh, and another trough runs from north Rajasthan to west MP. Under the influence of these systems, south, west, central, and northeast India will receive heavy rainfall. In the next few days, northwest India will receive scattered rainfall, thunderstorms and lightning, and hailstorms in Haryana. The rainfall will bring down temperatures and humidity in north India. IMD also predicted a dust storm over west Rajasthan, with wind speeds reaching 50-60 kmph and gusting to 70 kmph. In its bulletin, IMD said conditions are favourable for the further advancement of the southwest monsoon over some parts of Gujarat, some more parts of Vidarbha, Chhattisgarh, and Odisha during the next 24 hours, and over some parts of West Bengal, Jharkhand, Bihar, and east UP during the subsequent three days. Northwest India to get scattered rainfall A trough runs from east MP to Bangladesh, and another runs from north Rajasthan to west MP. Under the influence of these systems, south, west, central, and northeast India will receive heavy rainfall. Northwest India will receive scattered rainfall, thunderstorms and lightning.
In a 1st, Japan technique to help boost forest cover outside Palamu reserve
RANCHI: The forest officials will adopt the Miyawaki Technique developed in Japan to increase forest cover over the barren land on the outskirts of the Palamu Tiger Reserve (PTR) in Jharkhand. Miyawaki is a technique developed by scientist Akira Miyawaki, under which local plants are developed into a forest in three to four years. According to PTR Deputy Director Prajsesh Kant Jena, The soil is more enriched in the forest areas, and there are some open patches near Betla Forest, which could be easily converted into forest area. Initially, the plan was to plant multiple species, as done under the Miyawaki technique, and land was identified for it. But, instead of adopting the exact model, we started an experimental pre-step of the Miyawaki technique, naming it Bamboo Forest Creation, which will be a mono-species forest spread over 10 hectares of land with a water body. They have also found a social angle, under which they are asking every girl studying at the adjoining Kasturba Balika Vidyalaya to plant at least one plant, he added. According to Jena, nearly 10,000 bamboo saplings will be planted with the help of local villagers. Since bamboo grows very fast, it will be converted into a forest in the years to come, with a water body at the centre and a walkway, he said. With this, a Bamboo Retreat, on the lines of those found in Japan, will be created, which could be used for open schooling at the Kasturba Vidyalaya and an attraction for the local villagers and tourists visiting the Betla Forests as well. Jena said that with the onset of monsoon, nearly 10,000 bamboo saplings will be planted here on 10 hectares of land. As soon as it gets completed, we will go for complete Miyawaki technique on the barren patches near Betla Forests next year, with multi-species looking at the utilities of the local villagers, said Jena.

CRPF ASIs death revives memories of Maoist days
ROURKELA: Death of a CRPF personnel during an anti-Naxal operation on Saturday morning has brought back memories of the troubled phase of Sundargarhs tryst with Maoist violence Renewed Maoist activities have come back to haunt Rourkela police with the loot of the explosive-laden truck on May 27. Before the incident, Sundargarh side of the border was relatively quiet with no significant Maoist movement. Now, it appears that taking advantage of the security gaps following withdrawal of CRPF from Sundargarh, Maoist have reactivated their old bases. Reliable sources said the Sanbalijodi, Mahupada, B Jharbera, Langalkata, Silkuta, Banko, Ralhatu, K Balang and Topadihi under K Balang police once served as stronghold for the Jharkhand regional committee of the outlawed CPI (Maoist). An encounter with police in 2005 near Renjda had left the then Bonai circle inspector MP Karua shot in his leg and the Maoists had firmly made their foothold in the forested regions of K Balang and adjoining Koida police limits. With no challenge offered, the Maoists had spread their influence in the entire Bonai sub-division using the forest covers of K Balang, Koida, parts of Lahunipada and Bonai, Chandiposh, Tikayatpali and Gurundia police stations as safe corridors. In 2009, the Maoist ultras had unleashed a reign of terror with brutal killings of poor and innocent villagers to reaffirm their influence. In March the same year, CITU leader Rabi Oram was killed and the next month, the headman of Langalkata village Deonath Singh was beheaded. What followed was a spate of bloody violence in the region. The Maoists had blown up four school buildings and one health centre under K Balang police in serial blasts in December 2009 and killed five villagers in 72 hours at Topadihi and Langalkata villages. About 3,000 villagers of affected pockets seeking police protection had twice moved to shelter camps during late 2009 and early 2010. However, death of two top-most local area commanders Sameer Xalxo and Md Muslim in February 2011 instilled fear among the Naxals. This was followed by a rush for surrenders and a gradual drop in Maoists activities in Sundargarh side of the border. Police sources said the situation has changed with the Maoists no more enjoying the confidence of villagers and affected pockets too have seen visible development. DIG (Western Range) Brijesh Kumar Rai said the Rourkela police are allowing no room to Maoists to regroup and carrying out joint operation with Jharkhand police.

IED blast kills CRPF ASI in Odisha forest weeks after Maoists looted explosives
ROURKELA: An Assistant Sub-Inspector (ASI) of the Jharkhand-based 134 CRPF battalion was martyred in an IED blast on Saturday early morning along the Odisha-Jharkhand border during a joint combing operation against Maoist operatives. The explosion occurred in the Banko forest under K Balang police station limits of Rourkela Police District (RPD), about 95 km from Rourkela, in Sundargarh district of Odisha. The martyred ASI, Satwan Singh (34), belonged to the 134 CRPF battalion stationed in West Singhbhum district of neighbouring Jharkhand. The blast site has remained tense, especially as it comes in the wake of the banned CPI (Maoist) operatives hijacking a truck and looting industrial explosives from the same Banko forest on May 27. After several years of relative calm, Naxal-related violence has resurfaced on the Odisha side of the border. Sources said that following the blast, the critically injured CRPF personnel was rushed to Apollo Hospital in Rourkela around 9:30 am, where he succumbed to his injuries around 11 am. DIG of Police (Western Range), Brijesh Kumar Rai, said, During the joint combing operation, an IED blast occurred around 5:45 am in the connecting Banko forest with the Saranda forest along the Odisha-Jharkhand border, in which a CRPF jawan was injured and later succumbed. He added that the Odisha-Jharkhand border has been put on high alert and security has been further beefed up. Both DIG Rai and Rourkela SP Nitesh Wadhwani visited the hospital. SP Wadhwani said the anti-Maoist operation would continue with necessary safeguards. Following the explosive truck loot on the morning of May 27, security forces from Odisha, including SOG and DVF personnel, along with their counterparts from JharkhandCRPF, CoBRA and Jharkhand Jaguarhave been conducting intensified search and anti-Naxal operations in the Maoist stronghold of the dense Saranda forest in West Singhbhum district of Jharkhand. The hijacked truck was believed to be carrying nearly five tonnes of industrial explosives. During the ongoing operations, around 3.8 tonnes of the explosives have been recovered from different parts of the Saranda forest.

Jharkhand HC imposes Rs one lakh fine on JPSC for denying job to competent ST candidate
RANCHI: Upholding the order of single bench, the double bench of Jharkhand High Court headed by Chief Justice MS Ramachandra Rao, imposed a fine of Rs one lakh on Jharkhand Public Service Commission (JPSC) for wrongfully rejecting a qualified Scheduled Tribe (ST) candidate Manoj Kumar Kachhaps application for the post of Assistant Professor. The court had earlier reserved its judgment after hearing arguments from both the parties. Kachhap had scored 72.10 out of a possible 85 marks in the academic evaluation. However, his name did not appear in the list of candidates shortlisted for interviews. Disappointed Kachhap made an enquiry and discovered that his application had been invalidated because the online examination fee, he had paid, did not reach the JPSC account due to some technical error. Owing to non-payment of the examination fees his application was considered invalid. Significantly, his name was not mentioned in the official rejection list, leaving him unaware of the issue. Kachhap then approached Jharkhand High Court and filed a writ petition. After a thorough hearing, a single bench of the High Court had given the verdict in his favour. The single bench ordered that he be included in the interview process, noting that the final decision would hinge on the court's verdict. JPSC complied, and Kachhap appeared for the interview. Although the final results were declared on December 23, 2021, one post remained unfilled in compliance with the court's interim directive. The court then asked JPSC to submit Kachhap's interview marks in a sealed envelope, which revealed that he had topped the entire selection process. The High Court observed, Since the candidate has appeared in the interview in the light of the court's order and has secured the highest marks in the examination, he cannot be excluded from the appointment process. In some examinations, the Scheduled Tribe (ST) category is not charged examination fee, so technical error cannot take away their right. The court also directed JPSC to appoint him to the vacant post within four weeks, saying that a technical glitch could not be grounds to deny appointment to the most meritorious applicant. JPSC, in its appeal argued that fee payment was mandatory and non-receipt disqualified a candidate automatically. Appearing on behalf of Kachhap, Advocate Savyasachi argued that his client had no way of knowing the transaction failure since he was not listed among the rejected candidates. The single bench judgement was then challenged by JPSC by filing an appeal in the division bench of the High Court. After considering submissions from both sides, the division bench upheld the single bench's order and imposed a fine of Rs 1 lakh on JPSC on Friday.

Campaigns launched in Nov 22 inflict heavy damage on Maoists in Jharkhand
RANCHI: In a breakthrough for anti-Maoist operations in Jharkhand, a total of 19 Naxal operatives were gunned down in 2025 till June 10, compared to the 18 and 14 insurgents killed in 2024 and 2023, respectively. The year 2019 remains the most successful year against the red rebels in Jharkhand forests, with 31 Maoists gunned down by the police force. According to police data, 155 police encounters took place in the past five years, during which as many as 114 Maoists were neutralised. According to officials, aggressive crackdown by state police, especially the elimination of most-wanted Maoist leaders in encounters, has led to an internal rift and sparked fear in the Maoist organisations. The latest crackdown in April this year, killing eight Naxal operatives, including Vivek, a Central Committee member of CPI (Maoist) carrying a bounty of Rs 1 crore, in Lugu Pahar area of Bokaro, created panic among the Maoist cadre, officials asserted. This was the first instance that a Maoist with a reward of such magnitude was killed in an exchange of fire. Sources said the continuous police crackdown has spread panic among Naxalites, especially after recent encounters in areas like Bokaro, Latehar and Palamu. There are also reports that many among the Maoist folds are considering to surrender before cops and return to the mainstream. Notably, Maoists are now restricted only to Saranda jungles in Jharkhand. According to an estimate, around 90 Maoists are said to be hiding in Saranda jungles, where they have planted thousands of IEDs, making it nearly inaccessible.

NEW DELHI: The government on Wednesday approved two key railway projects worth Rs 6,405 crore for the doubling of tracks in Andhra Pradesh, Karnataka and Jharkhand, Minister for Information & Broadcasting Ashwini Vaishnaw said. The decisions were taken at the meeting of the Cabinet Committee on Economic Affairs (CCEA), chaired by Prime Minister Narendra Modi. According to Vaishnaw, who also holds the Railway portfolio, the project involves the doubling of KodermaBarkakana (133 km), passing through a major coal-producing area of Jharkhand. It will serve as the shortest and most efficient rail link between Patna, the capital of Bihar and Ranchi, the capital of Jharkhand, he added. Another proposal of doubling the track, which was approved, included BallariChikjajur (185 km), traversing through the Ballari and Chitradurga districts of Karnataka and the Anantapur district of Andhra Pradesh, the Minister said. The approved projects will enhance connectivity to approximately 1,408 villages, which consist of a population of about 28.19 lakh. They will increase the existing network of the Indian Railways by about 318 km, Vaishnaw said. The enhanced line capacity will improve mobility, providing enhanced efficiency and service reliability for Indian Railways, he said, adding that the multi-tracking proposal would also ease operations and reduce congestion. The Minister informed that the projects are a result of the Prime Ministers Gati Shakti National Master Plan for multi-modal connectivity, which has been made possible through integrated planning. These are essential routes for the transportation of commodities, such as coal, iron ore, finished steel, cement, fertilisers, agricultural commodities and petroleum products. The capacity-augmentation works will result in additional freight traffic of 49 million tonnes per annum, according to a government release. Both of these projects will cover seven districts across Jharkhand, Karnataka and Andhra Pradesh, and are expected to be completed within three years, Vaishnaw said, adding that they are also environment-friendly and hold importance in terms of economic activity. The projects will reduce oil imports by 52 crore litres and lower the carbon dioxide (CO2) emissions by over 264 crore kg, which is equivalent to the plantation of 11 crore trees, the government said in the release.

BJP gains ground in Assembly polls after Lok Sabha elections
NEW DELHI: In a display of electoral resilience, the Bharatiya Janata Party (BJP) has managed to regain significant ground in almost all the states that had Assembly elections after the general election 2024, in which BJP, for the first time since 2014, failed to match the single party majority notch. In Haryana, BJP had won only 5 of the states 10 Lok Sabha seats (50%) in 2024 with 46.11% of the popular vote share. Bouncing back impressively in the Assembly polls held in October last year, it secured 48 out of 90 seatsover 53% of the assemblywith a lower vote share of 39.94%. The BJPs ability to convert votes efficiently into seats enabled this turnaround despite the drop in popular support. A similar pattern unfolded in Maharashtra, where the BJP-NDA alliance suffered considerable setbacks during the Lok Sabha polls, managing to win only 17 of 48 seats (35.42%), with BJP alone bagging just 9 seats and polling 26.18% of the vote. Yet in the state assembly elections held later, the BJP-led NDA not only expanded its seat share to 132 of 288 (45.83%) but also saw a marginal increase in vote share to 26.77%. In Delhi, BJP defeated AAP once considered invincible by many. AAP, which bagged 62 out of 70 seats during the 2020 Assembly Elections, was reduced to one third of its previous performance. Odisha and J&K were no different. In Odisha, the BJP formed the government for the first time, after winning 78 of 147 assembly seats (53.06%). It also bagged 20 of 21 seats in Lok Sabha, whose election took place simultaneously with the Assembly. In J&K, where BJP faced a relatively weaker Lok Sabha showing (2 of 5 seats, 24.36% votes), it improved its vote share to 25.64% and won 29 assembly seats. The lone outlier was Jharkhand, where the BJPs vote share dropped from 47.17% in the Lok Sabha polls to 33.18% in the assembly elections, leading to a modest performance of just 24 seats out of 81 (29.63%). Overall pattern suggests that barring Jharkhand, the BJP has possibly reversed its Lok Sabha losses in state polls. More crucially, the partys long-standing strength in maximising seat conversion with relatively lower vote shares continues to give it an edge under the First Past the Post modelensuring it stays electorally competitive even in adverse conditions.

Full of action against terrorism, Naxalism, but challenges remain as Modi 3.0 completes first year
NEW DELHI: Even as Prime Minister Narendra Modi-led government in its third term largely succeeded in dealing and taming elements posing threats to Indias internal security situation in past one year, two deadly terror incidents in Jammu & Kashmir - Reasi pilgrim attack and the devastating Pahalgam massacre and the continuing ethnic unrest in Manipur still pose serious challenges to deal with. In case of Left-Wing-Extremism (LWE), the security and intelligence agencies succeeded in keeping the areas affected by the menace under control to make India free of them by March next year, as in the recent past several of the top Naxal leaders were either neutralised in operations or surrendered. The Modi government completed one year in office yesterday in its unprecedented third term. But this was marked by terror attacks leading to more civilian casualties in comparison to the first years of his two previous terms. It is a fact that the governments new doctrinal response, including Operation Sindoor, reflected a determined effort to counter terrorism, but the evolving tactics of highly trained terrorists have raised serious concerns about the nations security apparatus. On June 9, 2024, in Reasi, terrorists attacked a bus carrying pilgrims just minutes before Prime Minister Modi took the oath of office in which nine lives were lost and over 40 injured. The cycle of violence persisted, with security forces facing a series of ambushes by small, highly trained groups of terrorists wielding armour-piercing bullets. The most significant provocation came on April 22, 2025, with the Pahalgam massacre in the Baisaran Valley near Pahalgam, Anantnag district, in which 26 civilians, including two foreign nationals, were killed. The massacre prompted the launch of Operation Sindoor, a large-scale counterterrorism operation aimed at neutralising terrorist networks. South Asia Terrorism Portal, in one of its reports, claimed that 51 civilians lost their lives in terror-related incidents during the first year of Modis third term, a significant rise compared to 24 civilian deaths in the first year of his first term (2014-2015) and 33 in the first year of his second term (2019-2020). This marked the highest civilian toll in the initial year of any of Modis terms, raising concerns about the effectiveness of current counterterrorism strategies. Security forces also faced significant losses, with 35 personnel killed in operations during the first year of the third term, down from 51 in the first term and 46 in the second. Meanwhile, in counter offensives by the security forces 84 terrorists were eliminated, which is a decline from 109 in the first year of the first term and 155 in the second. Another major internal security concern is LWE-induced violence, but it is on the wane, as this year the number of Naxal-affected districts has reduced from 90 in April 2018 to 38 in April 2025, and the number of most affected districts has also come down from 12 to 6, which include four districts from Chhattisgarh (Bijapur, Kanker, Narayanpur, and Sukma), one from Jharkhand (West Singhbhum) and one from Maharashtra (Gadchiroli). In recent times, the Naxal movement took a severe blow as its number one leader Nambala Keshav Rao alias Basavaraju, was eliminated along with his entire protection team in one of the longest encounters in Chhattisgarh. According to officials, the CPI (Maoist) now has only 14 active members, including 4 Polit Bureau leaders. Around a dozen Central Committee members are presently languishing in jail, and three died due to ailments, they added. The North-East, another internal security theatre, mostly remained violence-free, except for Manipur, where intermittent ethnic clashes continued for almost two years since May 3, 2023, when the first violent incident was reported. So far, 250 people have lost their lives and every effort of the government of India to defuse tension in the state failed to achieve its goal.

Derogatory remarks against Amit Shah: Jharkhand HC directs Rahul Gandhi to appear on August 6
RANCHI: The Jharkhand High Court on Tuesday directed Leader of Opposition in Lok Sabha, Rahul Gandhi, to appear before the Chaibasa MP-MLA Court on August 6, after questioning his reluctance to attend earlier hearings in a case related to alleged derogatory remarks against the then BJP President, Amit Shah. Rahul Gandhi had approached the Jharkhand High Court, challenging the non-bailable warrant issued by the Special MP-MLA Court in Chaibasa. In his petition, Gandhi requested the court to quash the warrant issued against him. According to respondents advocate, Vinod Sahu, the court asked Rahul Gandhis counsel whether his ego was preventing him from appearing before the court. The counsel replied that Gandhi was unable to find a suitable date due to prior engagements. The court then asked for a suitable date, and after consulting Rahul Gandhis office, the counsel proposed August 6, which was approved by the court. Therefore, the court has stayed the non-bailable warrant issued by the Chaibasa court till August 6 and has taken an undertaking, asking him to ensure that Rahul Gandhi will appear in person before the court on the said date, said Advocate Vinod Sahu. Meanwhile, no coercive action will be taken against Rahul Gandhi, he added. On May 22, 2025, the Chaibasa Court had issued a non-bailable warrant against Rahul Gandhi, directing him to appear in person on June 26. Earlier, his counsel had filed an application under Section 205 of the CrPC seeking exemption from personal appearance, but the court had rejected the plea and insisted on his presence. his petition was rejected, Gandhi moved the High Court against the lower courts order. Rahul Gandhi had reportedly made sharp remarks against the BJP, allegedly calling its leaders murderers and liars in his speech. On March 18, 2018, at the AICC Plenary Sessions in New Delhi, Rahul Gandhi reportedly said, The people of this country will never accept a lying Bhartiya Janata Party leadership drunk with power because they know what the Bhartiya Janata Party is designed for. He further stated, They will accept a man accused of murder as the President of Bhartiya Janata Party, but the people will never accept the same in the Congress Party. Hurt by the statement made by Rahul Gandhi, BJP worker Pratap Kumar filed a complaint at the court of Chief Judicial Magistrate in Chaibasa on July 9, 2018. The court took cognisance of the matter in February 2022 and then issued a summons against Rahul Gandhi, which was received by his office. Gandhi failed to appear, leading the court to issue a bailable warrant. After his continued absence, a non-bailable warrant was issued. Gandhi had earlier approached the High Court against the warrant, but on March 20, 2024, the petition was disposed of. Subsequently, he applied in the Chaibasa court under CrPC Section 205 for exemption from personal appearance, but this too was rejected. He then filed another petition in the High Court against this rejection, but later withdrew it on March 10, 2025, stating that he would file a criminal miscellaneous petition instead. As a result, the High Court lifted its interim stay order on April 25, 2024. On May 22, 2025, the Chaibasa court once again issued a non-bailable warrant against Rahul Gandhi. He has now challenged this fresh order by filing another petition in the Jharkhand High Court.

Three Bangladeshi nationals escape from Hazaribagh detention center
RANCHI: Three illegal Bangladeshi nationals, who entered India without passports, have fled the detention centre in Jharkhand's Hazaribag. The escape occurred late Friday night or in the early hours of Saturday morning. In response, security agencies have been placed on high alert. A special team has been formed, and raids are currently underway to apprehend the three. Hazaribagh Deputy Commissioner Shashi Prakash Singh said that the matter is under investigation and a warrant has been issued for their arrest. All three foreign nationals had been incarcerated for illegal residency in India. Although they had completed their sentences, the Bangladeshi government had not initiated repatriation efforts. The trio had been transferred to the open jail holding area, referred to as the Detention Centre at Hazaribagh Central Jail. Mohammad Nazmul Hang, from Bagerhat, shifted from Dumka Jail to Hazaribagh on 1 March 2025. It may be noted that over the past two months, two incidents of prisoner suicides have also been reported at JP Central Jail. The latest escape has raised serious concerns regarding the lapse in surveillance, particularly in the monitoring of foreign nationals.
Insider track | Special session pitch unites INDIA bloc
This week, the Modi government announced the monsoon session of Parliament, scheduled from July 21 to August 12, rejecting the demand by more than 17 Opposition parties for a special Parliament session to discuss the Pahalgam terror attack and Operation Sindoor. The INDIA bloc parties had written to the Prime Minister for the special session. Initially, the perception was only Congress MPs had sent the letter. However, the party decided to rope in INDIA bloc partners at the insistence of the Leader of Opposition in Lok Sabha, Rahul Gandhi. The TMC, which always toes a different line from that of its constituents in the INDIA bloc, came on board after Gandhi personally reached out to TMC MP Abhishek Banerjee. Gandhi also made an extra effort to reach out to SP chief Akhilesh Yadav, DMK's TR Balu, and Shiv Sena (UBT)'s Aditya Thackeray. Sources said the party went into overdrive, with general secretary KC Venugopal and deputy leader in the Lok Sabha Gaurav Gogoi following up with the main opposition parties. Tamil Nadu MP Manickam Tagore coordinated with the DMK and others in the state, Kerala MP Suresh Kodikunnil contacted the Left and other parties. Bihar MP Mohammad Jawed held talks with the AAP, but to no effect. NCP(SP) leader Supriya Sule maintains she could not sign the letter as she was on the multi-party delegation outreach; sources in the Congress debunk her claims. Sharad Pawar could have signed it, says a leader who was part of the talks. Congress gag order for outreach MPs The Congress MPs who were part of the multi-party delegations for diplomatic outreach on Operation Sindoor have stirred controversy back home with their statements, which are inconsistent with the partys view. As soon as the MPs touched down in the national capital, they received a phone call from the party headquarters warning them to refrain from making public statements breaching the Lakshman Rekha. No more face-palm moments, they were told. They included Punjab MP Amar Singh, former Union ministers Salman Khurshid, Anand Sharma, Shashi Tharoor and Manish Tewari. While Khurshids backing of Article 370 and his cryptic tweet on patriotism caused some heartburn in the party, he attempted to downplay the remarks upon his return and clarified that his comments were not directed at party members. One of the MPs also wrote a letter to party general secretary KC Venugopal requesting him to arrange a press conference for the Congress MPs, who were part of the delegations, to provide more clarity to the public and the media. Tharoor said he is not anticipating any issues with the party, if there are it will be resolved through internal discussions. MHA junks pleas to defer J&K posting Since Jammu & Kashmir came under the Arunachal Pradesh-Goa-Mizoram-Union Territory (AGMUT) cadre, IAS officers from the pool get regular postings there. However, not everyone is eager to pack their bags. Recently, two 2021-batch officers Ananth Dwivedi and Mahima Madan transferred from the Delhi segment to J&K, sought to defer their postings due to personal hardships. Dwivedi cited his spouses medical condition, while Madan requested a years delay. The Ministry of Home Affairs (MHA), however, wasnt moved. It rejected their pleas and instructed both to report for duty in J&K without delay. If personal issues persist, they could apply for leave through proper channels but only after joining the officers were told. Top cop caught in Centre-state tiff Jharkhand DGP Anurag Gupta finds himself in a bureaucratic limbo retired according to the Centre, but still serving in the eyes of the state. In a peculiar tug-of-war between the Union Ministry of Home Affairs (MHA) and the Hemant Soren-led state government, Guptas career has been thrown into confusion at its very end. The MHA, which controls IPS cadre postings, had firmly rejected the states proposal to extend Guptas tenure beyond his superannuation date of April 30, 2025, sending three reminders to that effect. Ignoring this, the state continued with him in office. Now, the fallout has begun. Gupta was issued a zero-salary slip for May by the Principal Accountant Generals office, which considers him officially retired. His salary hasnt been released, and the state government appears cornered, struggling to justify its move. Sources in the MHA say the bigger challenge now is ensuring the legal tenability of all decisions Gupta may have taken post-retirement. With the Centre playing checkmate, all eyes are on the Soren government to see how it navigates this administrative bind and whether Gupta, officially retired but still functionally active, retains any lawful authority.

The Ministry of Education (MoE) flagged the issue during a recent meeting of the Project Approval Board. The MoE noted that such unrecognised schools are operating in violation of Section 19 of the Right to Education Act, 2009, which stipulates that the schools established before the law came into effect had to meet the prescribed norms within three years. Jharkhand plans staff reshuffle to balance student-teacher ratio in high schools
RANCHI: The Jharkhand government will rationalise posting of teachers in high schools considering discrepancies in teaching staff in urban and rural areas, officials said. Schools with a higher teacher-student ratio will lose some teachers, who will be shifted to schools in rural areas having less ratio. School education and literacy department secretary Umashankar Singh has already given instructions to the deputy commissioners of all districts in this regard. The decision was taken in the light of the fact that in many districts there were more teachers than the required, an official said. According to the sources in the education department, during the review meeting of the results of Jharkhand Autonomous Council (JAC) Class 10 Board exams, huge disparity was found in the ratio of teachers and students in rural and urban areas. There are many schools where twice or thrice number of teachers are posted for one child. To remove this irregularity, rationalisation of teachers is required, the official said. In addition to that, enrolment in some schools having negligible number of students appearing for board exams will be improved so that the number of students is increased there, he said. This year 777 schools have given 100 per cent result. Out of these 777 schools, 261 had given 100 per cent result in 2024. This year all the students in 51 schools have passed with first division. Out of 51 schools, there are 21 where 100 per cent of the candidates studying in the year 2024 also passed with first division. In 2024, 100 per cent children studying in 47 schools passed with first division, out of which 21 schools repeated their performance in the current year, while the remaining 26 schools could not maintain their performance. Twenty-three schools each in Hazaribagh and East Singhbhum are at the top, which produced 100 per cent results.
Union Minister Shivraj Singh Chouhan bats for One Nation, One Election
BENGALURU: Holding multiple elections around the year is one of the biggest hurdles preventing India from transforming into Viksit Bharat (a developed nation), the Union Agriculture and Farmers Welfare Minister Shivraj Singh Chouhan said on Sunday. Advocating strongly for the One Nation, One Election proposal, the senior BJP leader said that constant election cycles drain the countrys time, energy, and resources. He was speaking at an interaction programme on One Nation, One Election organised by the BJP. Indias path to becoming a Viksit Bharat is being delayed because leaders, officials, and political workers are in campaign mode all year long, pushing the governance to the background, Chouhan said. He mentioned that leaders from all political parties are forced to prepare for elections every month. Citing his experience, he said, I was made Agriculture Minister, and just four days into the role, the party asked me to go to Jharkhand for campaigning. How can anyone focus on ministerial duties in such a situation? he asked. He argued that if all elections from Lok Sabha to Vidhan Sabha were held together, ministers and party workers would be able to dedicate the remaining four to five years fully to public service. Why should our country keep wasting crores of rupees, government machinery, and party funds every few months? Even updating the voters list is a huge task. And then comes the publicity, campaigning, and mobilisation, the minister said. The union minister urged social media influencers also to join a movement.

ROURKELA: Two days after seizing a couple of mini-trucks laden with blasting explosives, RN Pali police arrested the explosives warehouse owner and his driver and produced them in court on Tuesday. The arrest of Shraban Agarwal (41) and his driver Birsa Samad (30) comes after the two explosives-laden trucks were found parked outside a fuel station at Deogaon near Balughat on June 1. Police said Agarwal has two explosive licences including one in the name of his wife and owns a warehouse at the remote Itma in Bargaon block of Sundargarh district. On May 27, three trucks carrying explosives had come out of the warehouse. One of the trucks was looted by Maoists from K Balang area. Agarwal kept the other two trucks hidden and lied to police that the explosives were delivered to clients. Police said around 23,000 pieces of gelatin sticks, 400 detonators and 22,500 metre of detonating fuse wires were seized from one vehicle. Seizure from the other truck included 3,750 metre wires, 2,718 gelatin sticks and 30 packets of detonators. One of the trucks was driven by Agarwal himself. He along with his driver parked the two trucks outside Rourkela Fuel Filling Station at Deogaon on May 30. Two days later, locals informed the police about the parked vehicles. Rourkela SP Nitesh Wadhwani said the accused failed to produce any valid document for the explosives. Agarwal kept the trucks hidden with the intention to sell the explosives later at a higher cost. So far, Agarwals link with Maoists has not come to notice. On May 27 morning, Maoists had hijacked an explosives-laden truck from near a stone quarry at Banko within K Balang police limits. They took the vehicle to the nearby forest and unloaded the explosives. Later, the ultras carried the explosives to Saranda forest in West Singhbhum district of Jharkhand. On May 30, the security forces of Odisha and Jharkhand recovered a portion of the looted explosives after an exchange of fire with the Maoists at Tirilposh inside Saranda forest. Subsequently on Monday, the forces recovered about 2.5 tonne of looted explosives from Saranda.

Ex-secy HC Gupta acquitted in coal block allocation case
NEW DELHI: A Delhi court on Friday acquitted former coal secretary H C Gupta, ex-joint secretary K S Kropha, and former director K C Samaria in a case linked to alleged irregularities in the allocation of the Mahugarhi coal block in Jharkhand. The case dates back to the coal allocation scam that shook the country a decade ago. For Gupta, this marks a second acquittal in coal block-related cases, though he has been convicted in five others. His appeals in those matters are pending before the Delhi High Court. The CBI, which has filed 19 cases against him, is also contesting his first acquittal. Twelve of those cases remain pending before trial courts. While the three former officials were cleared on Friday, Special Judge Sanjay Bansal convicted JAS Infrastructure Capital Ltd and its then director, Manoj Kumar Jayaswal, on charges of cheating and criminal conspiracy in relation to the same coal block. At present, 29 coal scam-related cases filed by the CBI remain pending before two special courts, while 27 have already been disposed of. Parallelly, the ED earlier this year had informed the Supreme Court that 45 complaints, equivalent to chargesheets under the PMLA, remain pending in connected proceedings.

We will not hold dialogues with people who are pointing gun at our heads: ShashiTharoor
WASHINGTON: Congress MP Shashi Tharoor, who is leading an all-party delegation to the US, stressed that there can be no dialogue with Pakistan with a gun pointed at our head. He warned that the action taken by India now can be taken again if Pakistan does not control terror elements on its soil. During an interaction session at the National Press Club in the US on Wednesday (local time), Tharoor said he thinks the US has understood that India has a clear position that there will be o talks with a gun pointed at our head. When asked about the role played by the US in encouraging talks between India and Pakistan, he responded, I think the US has understood for some time now that India has a very clear position that there will be no talks with a gun pointed at our head. It's not that we can't talk to Pakistan. I was joking the other day, we can speak all the languages they can speak and we're very happy to dialogue with them in any of those languages. The problem is we will not dialogue with people who are pointing a gun at our heads. I mean, frankly, if your neighbour unleashes his Rottweilers to bite your children and in fact to do worse to your children and then says let's talk. You think he's going to talk to them until he either unleashes those Rottweilers or locks them up in a kennel or puts them to sleep? It's as simple as that. You're not going to talk to people who are pointing guns at your temples. It's not going to happen, he added. Tharoor emphasised that the all-party parliamentary delegation is in the US to enhance understanding and clarify India's stance and explain if there are any misapprehensions on the part of interlocutors. He said that all the arty delegation just wants to explain India's stance, and they do not want nations to do anything other than to understand India's point of view. When asked about the outcomes agreed upon or India expects from this visit in terms of US action with regards to Pakistan, he responded, We aren't really here to negotiate outcomes. That's the job of the government. Our job is to enhance understanding, to clarify our position and to explain if there are any questions or misapprehensions on the part of our interlocutors, we'd be very happy to address them. There wasn't a specific seek on our part beyond that. It's not that we've come here saying, would you do this for us? That's not what this is all about and that's true by the way every country we've been to. We're just saying, this is our position, we want you to understand, and if you have any questions, we'll answer them, but that's it. We're not asking them to do anything other than to understand our point of view, to express their solidarity and to stand with us if it happens again. I mean, we have no illusions. These buildings we've destroyed and the terror camps can be built again in six months, nine months, who knows? The problem is, if they think they can keep doing this to us, they've got another thing coming because we are not going to take it. If they hit us, we will hit them back. And we want the world to understand not only what just happened, but what could happen again if Pakistan does not control these elements on its soil, he added. The delegation led by Tharoor arrived in the US on Wednesday. The delegation includes Shambhavi Chaudhary (Lok Janshakti Party), Sarfaraz Ahmed (Jharkhand Mukti Morcha), G M Harish Balayogi (Telugu Desam Party), Shashank Mani Tripathi, Tejaswi Surya, Bhubaneswar Kalita (all from BJP), Mallikarjun Devda (Shiv Sena), former Indian Ambassador to the US Taranjit Singh Sandhu, and Shiv Sena MP Milind Deora. Tharoor refuted US President Donald Trump's claims of stopping the war between Pakistan and India using trade. He noted that a lot of calls were made to External Affairs Minister S Jaishankar and Prime Minister Narendra Modi. However, he stated that none of the calls mentioned trade. He stated that India did not need persuasion to stop and was willing to call off at any time when the other party did. On US President Donald Trump claiming credit for the cessation of hostilities between India and Pakistan using trade, he responded, That's not the impression I have. It is a public record that there were calls coming from various foreign ministers to our Foreign Minister, to our national security advisor, and the US was amongst the most active in this regard and that Secretary Rubio spoke to his Indian counterpart, Jaishankar....At one point, Mr Vance, the Vice President called our Prime Minister. So, there were a lot of calls being made and that's true also the foreign ministers of the UAE, of Saudi Arabia, France and so on. Many countries were concerned. My understanding is that none of these calls was trade ever mentioned, not one. And certainly our information is that from our side, we gave a consistent response throughout which corresponds to what I've just said to all of you, that we are only taking retribution for a terrorist attack, we are not interested in prolonging this conflict. If Pakistan hits us, we will head back because we have a right of self-defence. If Pakistan stops, we will stop. So we didn't need persuading to stop. And that message was given regularly to everybody else who called. I knew that some of this was actually out on the Twitter timeline of our foreign minister. So, it was an open thing that we're talking to people and letting them know we're ready to call this off any time the others do. And the others were the ones who were prolonging it. Only Pakistan had one foot on the escalatory ladder, not India. In every case they initiated, we retaliated, he added. The all-party delegation arrived in the US after concluding their visit to Brazil. The delegation aims to brief key stakeholders in the US on Operation Sindoor, India's diplomatic initiative launched to counter terrorism and disinformation following the recent terror attack in Jammu and Kashmir's Pahalgam. India launched Operation Sindoor on May 7 as a decisive military response to the April 22 Pahalgam terror attack by Pakistan-sponsored terrorists, which claimed 26 lives and injured several others. The Indian Armed Forces targeted terror infrastructure in Pakistan and Pakistan-occupied Jammu and Kashmir, resulting in the deaths of over 100 terrorists affiliated with groups such as Jaish-e-Mohammed, Lashkar-e-Taiba, and Hizbul Mujahideen. The Indian Armed Forces responded effectively to subsequent Pakistani aggression and pounded its airbases. India and Pakistan agreed for a cessation of hostilities on May 10.
