BHOPAL:After being on the run for more than three weeks, the suspended government doctor, the alleged mastermind of the recently busted inter-state fake Indian currency notes (FICN) racket, has been arrested in Madhya Pradesh's capital, Bhopal. Acting on specific inputs, cops from the special investigation team (SIT) of Khandwa district police, raided a house in Bhopals Bagmugaliya area and arrested Dr Prateek Navlakhe along with his two aides. While the suspended government doctor, 43-year-old Prateek Navlakhe, hails from southwestern MPs Burhanpur district, the two other men arrested from the rented house on Sunday evening have been identified as 35-year-old Gopal alias Rahul (resident of MPs Harda district) and 43-year-old Dinesh Gore (who hails from Amravati-Maharashtra). Suspended MP doctor emerges as mastermind in inter-state fake currency racket busted in Maharashtra Dinesh Gore is the acting principal of a government school in Maharashtra, while Rahul is a property broker. FICN totalling Rs 25,000, nine cell-phones, a laptop, 32 ATM cards, 15 bank cheque books, a dryer machine and other incriminating material have been seized from the arrested trio, Khandwa district police superintendent Manoj Rai said on Monday. With this recent action, FICNs totalling over Rs 30 lakh have so far been seized by the Maharashtra and Madhya Pradesh police teams from the possession of the seven arrested members of the inter-state racket and their whereabouts since October 30. Importantly, the alleged inter-state FICN racket was busted in Malegaon town of Maharashtras Nashik district on October 30 following the arrest of a Muslim cleric, Maulana Zuber and his key aide, Nazir. The Malegaon cops had seized from the duo, Rs 10 lakhs FICN, which they were to route to various parts of the western state. With Zubair being the Imam of a mosque located in Pethia village of southwestern MPs Khandwa district, the Khandwa district police raided the room where he stayed in the Imambara in Pethia village and recovered Rs 19.78 lakh FICN on November 2. An SIT was subsequently formed by the Khandwa district police superintendent into the entire case, and the two men, including Maulana Zubair, arrested in Malegaon town on October 30, were later brought to Khandwa (MP) for questioning. It was their questioning that confirmed the direction of the police investigation, about the suspended government doctor Pradeep Navlakhe being the mastermind of the inter-state racket. Navlakhes arrest from Bhopal is a breakthrough for us in the case, as he has emerged as the real mastermind of the racket. The laptop seized from the rented house in Bhopal contains details and designs of the FICNs, SP-Khandwa district Manoj Rai said. As per sources associated with the ongoing police probe, investigations strongly suggest many more Maharashtra links in the racket, including some major links in the Vidarbha region. Probe till now suggests that Dr Navlakhe was into FICNs for 4-5 months. Before that, he had also tried his hand at FICN, but failed to succeed completely. Importantly, back in 2022, Navlakhe (who was posted at the Burhanpur district hospital) was accused of opening an account in a private bank in the name of the hospital's peon and then parked around Rs 24 lakh. The account was closed after withdrawing the money. In 2022, Dr Navlakhe was suspended after he sold the hospitals equipment worth Rs 25 lakh as scrap. He was also suspected to be involved in hawala business, cricket betting and human trafficking. The suspended doctor met Mohd Zubair while being lodged in Khandwa jail. Zubair was lodged there in multiple cases of robbery and investment fraud. The Khandwa polices SIT suspect that it was at the Khandwa jail that Navlakhe convinced Zubair to become part of his network of FICN supply racket. Dr Navlakhe had tried his luck with FICN printing in the past and is accused of two to three cases of counterfeit Indian currency notes in Jalgaon and Bhusawal in Maharashtra. Barring Dr Navlakhe, the six others arrested in the case so far were possibly working as agents who searched prospective buyers of the fake currency notes and then supplied them to the customers. For every Rs one lakh, the racket got Rs 30,000 in authentic currency notes from the customers, then distributed to operatives. Ongoing investigations suggest that the finest quality wire used in the FICNs was sourced from China, while the paper was sourced from Maharashtras Vidarbha region. On October 30, when Maulana Zubair, along with an aide, was arrested with Rs 10 FICN in Malegaon (Maharashtra), Dr Navlakhe was present in Pune. With the help of his girlfriend, Dr Navlakhe first came to Bhopal via Burhanpur and later went into hiding in Haridwar (Uttarakhand), before returning and hiding in the rented flat with Dinesh Gores help. While investigations till now have revealed that the income generated from the FICN business was parked by Dr Navlakhe in his girlfriends bank account, the seizure of 32 ATM cards and 15 bank cheque books strongly suggests that the rackets mastermind was also parking alleged crime money in mule accounts.

Mind your language, affluent teens, says CBSE
DEHRADUN: Officials affiliated with the Central Board of Secondary Education (CBSE) have issued a stern warning regarding a noticeable decline in conversational etiquette and conduct among teenagers from affluent backgrounds attending affiliated schools, particularly in regions like Uttarakhand. The board is actively reaching out to parents, pressing them to closely monitor their childrens language use and the content they consume online. Dr Anupam Jagga, principal of a prominent institution in Haridwar and a CBSE Regional Coordinator, formally documented the concern in a letter. The advisory explicitly points to a troubling rise in the use of profanity and inappropriate material shared among students. The most worrying aspect is the sharp drop in the standard of language used, stated Jagga, referencing observations made during recent counselling sessions. He highlighted a candid admission from students preparing for the IIT entrance exams. These high-achievers acknowledged that their success was rooted in discipline and dedicating six to eight hours daily to self-study. However, he noted that this crucial time is increasingly being diverted towards online media consumption instead of books and newspapers. In the last decade, there has been a significant increase in students using abusive language in their casual conversations, Jagga observed. He identified web series streamed on Over-The-Top (OTT) platforms as a primary catalyst for this shift. Short-term observational checks conducted by the school reportedly confirmed serious issues, including habitual use of abusive language, harassment of peers, and the sharing of explicit or inappropriate content. Chetna Thapliyal, a law student, expressed dismay over the content creators priorities. OTT filmmakers need to realise that dialogue can be powerful even without relying on profanity if the story demands it, Thapliyal told this paper. It is unfortunate that their vocabulary seems limited only to curses. In this rush for monetisation, the content being served is eroding the speaking style and basic courtesy of the younger generation. Currently, I see no easy solution, lamented Chetna. Echoing the need for direct intervention, Arnav Gandhi, who recently qualified for NEET, emphasised the role of educational institutions.

Guidelines for Parents: Dr Jagga outlined key recommendations for parents to help re-establish behavioural norms: Digital Dialogue: Engage in regular discussions about what children watch, share, or write online. Language Policing: Encourage polite and respectful language, including on digital platforms. Digital Footprint: Explain that every post or comment leaves a permanent digital record. Device-Free Zones: Set aside times and areas, especially during meals and before bedtime, where devices are prohibited. Balance Trust: Monitor social media usage while maintaining a healthy balance between supervision and trust. Promote Real Interaction: Encourage reading, sports, and real-world social engagement over excessive screen time.

From vacations to solo trips, the senior citizens of Chennai are redefining travel
Somewhere between the years when they planned every detail of their childrens summer vacations and now when their children plan their own a new pastime has found its way into many parents calendars. The parents most of whom are now retirees, with a phone full of group chats buzzing with good morning wishes, motivational messages, and travel plans are the OGs of turning WhatsApp conversations into travel itineraries, adding stamps and pages to their passports. Between our childs education, loans, and other expenses, there was no question of taking leave and travelling, says a former teacher, Remadevi V. Apart from working for a few years, all her life, she indulged in hobbies such as gardening and cooking I usually keep myself busy with that, she admits. Remadevi is no different from most women in our households not voicing, not wanting, and not expressing. Her familys well-being was her priority, and supporting them in their success was her desire. But on one random day, everything changed just like in the movies, wherein in a song sequence, the storys lead travels around the world. Routed to their roots Like the gentle opening notes of a song slow, rhythmic, setting the mood Remadevis travelling days began with a trip with her husband to her homeland, Goa. She says, We first travelled without the kids because we had to. It was a sort of compulsion. Before my husbands retirement, there was this office rule where he had to take one trip before the last working day. So, we went to Goa. For her, that trip carried a quiet sentiment. Were Konkanis, our roots are from Goa. During the Portuguese era, my ancestors moved from Goa to Kerala. I married and eventually settled in Tamil Nadu. Since then, none of us had been there to know our history or meet people who speak our language, she explains. Remadevi connecting to her roots is akin to rediscovering old favourite songs evoking emotions, memories and comfort. Now shes exploring the world at her own pace. When you travel, theres a different kind of peace, right? she says, smiling. After Goa, the couple has been to different parts of the continent, including Singapore and Malaysia this May and Nepal last month. She wishes to go to Japan someday. Remadevi and her husband at Universal Studios, Singapore, this summer Taking these international trips in groups is less satisfying to Remadevi. She explains, My focus is usually on the greenery around and scenic spots, which I wish to see at my own pace. But in group travels, theres always a schedule get up at six, return by seven, etc. Sometimes I like to roam around till 10 at night you cant do that in a group. Though her group trip to Singapore and Malaysia was 10 days long, she wants to visit the countries with her husband again. When we go in a group, the ladies come together and sit on one side, and the men on another. My husbands not beside me. There are some spots where I wish he was next to me, she confides. Remadevi is living her life like a music album, where each journey becomes a track some upbeat, some mellow but all holding memories of companionship and discovery; very similar to Vedavalli H. Each trip she takes is knowledge for her. She says, We learn a lot of things when we travel. We know the history of how places have come about, the thought process of say an architect, and the significance of the symbols carved or engraved. Wherever we go, we buy a lot of books to read, understand, and get connected to the place better. She notes that she takes out her diary whenever her friends visit any place shes already been to. I guide them where to go, stay, and what to do. I also tell them the importance of that place. Joining the conversation, her husband Ramaswamy Hariharan, retired as a senior executive, Sundaram Fasteners, comments with pride, My wife keeps all the records. She is a very talented girl. The duo has been going on group trips with their family-turned-friends. We have many friends among our relations, and the trips we take with them are very important. Everybody has to explore our country, because in India there are so many historic temples. When asked about their first trip together as a couple, he goes back to his early days of marriage and reminisces, Our first trip was immediately after our marriage. We went to Tirupathi. While returning, we went to my brothers house in Thiruvallur and then returned to Chennai. Since 1977, we have been travelling. Post retirement, they have been to Nepal, Kashmir, Ahmedabad, Delhi, Haridwar, Wagah Border, Golden Temple, and Vaishno Devi Temple. They have also travelled overseas, to the US five times, because my daughter lives in California. We went to Washington, New York, and Mexico. Nowadays, after Trump, its very disappointing for Indian parents. We dont want to go. Thats why I asked my daughter to come over here, Ramaswamy laughs. Ramaswamy Hariharan and Vedavalli H at Dal lake New day, new destination The new visa restrictions and regulations have meanwhile, piqued Kalpana Rs interest in visiting the US. She admits, I didnt want to go to the US before, but now Im really interested; visa issues make it more intriguing. Her first solo trip was to Australia in October last year. Though she stayed with her relatives there and attended a family function, she travelled alone to see Sydney. After that trip, I decided I should plan one solo trip every year. Because it was on this trip, she went whale watching in Gold Coast, waterfalls in Brisbane, and explored the lanes of Canberra. I saw everything, stretching from one coast to another. It was all well-connected by train, very comfortable. In Sydney, I felt like I was in a mini Tamil Nadu; everything was familiar. There are even Nalli and Kumaran stores there. It feels like T Nagar. Even in airports youll find Tamil people, she says, recalling how familiarity made a foreign land feel like home. For Kalpana, the place itself is more important than comfort and company. From childhood, Ive liked geography. Others would study the theory, but I focused on maps and geography. People usually ignore those, but I specialised in them like climate and landscapes. And thats what interests her to see what she has read all those years ago, living in the same space as she once saw in her books. Before her retirement, she went on two trips with her uncle, who usually plans her itinerary. One, a divine trip to Mukthinath, Nepal, and Bhutan for taking in the oxygen, to cleanse my lungs. Bhutan is full of nature. But I couldnt do everything, like climbing the Tigers Nest. I regret that a bit; I wish I had started such trips earlier. If I find a good companion, Ill go back for that one, she says, noting it down in her places to visit folder in her mind. Kalpana from her Mauritius trip this year After retirement, she went to Vietnam and Cambodia mainly to see Angkor Wat. And now her dream destinations include New Zealand, Northern Lights, and Canada. Theres a transcontinental train journey that I wish to take during the autumn season. With these travel stories, it is known that age has little to do with curiosity. If anything, it only deepens it. They travel for meaning, memory, and to experience the thrill of rediscovery of places, people, and often, of themselves. And perhaps, the idea that adventure belongs only to the young is no longer the norm. Kalpana enjoying the flora of Japan in 2024
'Gotta Drop Ego': American Tourist Shaves Head On Banks Of Ganga After Making Promise, Video Viral
A US tourist fulfilled a promise by shaving his head in Haridwar after livestreaming daily across India for 60 days, honouring local spiritual traditions.
Prime Minister Narendra Modi on Saturday said India is moving fast on the path of development, as he flagged off four new Vande Bharat Express trains from the Banaras railway station in Varanasi, his Lok Sabha constituency. Emphasising that infrastructure is a major factor in the economic growth of developed countries around the world, the prime minister said, In every nation that has achieved major progress, the driving force behind it has been infrastructure development. Infrastructure is not just about big bridges and highways. Whenever such systems are developed anywhere, it sparks the overall development of that region. With so many Vande Bharat trains running and flights arriving from countries across the world, all these developments are now linked to growth. Today, India is also moving rapidly on this path, he said. PM Modi said high-speed trains like Vande Bharat are laying the foundation for a ew generation of Indian Railways. Trains like Vande Bharat, Namo Bharat and Amrit Bharat are laying the foundation of a new generation of Indian Railways. Vande Bharat is a train of Indians, built by Indians for Indians, of which every Indian is proud, he said. He claimed that foreign travellers are amazed by these trains adding that more than 160 Vande Bharat Express trains are now operational in the country. Modi further said that spiritual tourism has become a major source of income and has ushered in development in Uttar Pradesh. In our country, pilgrimage has for centuries been considered a medium of national consciousness. These journeys are not merely routes for darshan of deities, but a sacred tradition that connects the soul of India, Modi said. Places like Prayagraj, Ayodhya, Haridwar, Chitrakoot and Kurukshetra are the centres of our spiritual beliefs, he said. Today, as these sacred destinations are being connected through the Vande Bharat network, it is also linking India's culture, faith and development. This is an important step towards making symbols of India's heritage a representation of national growth, he said. These journeys also have an economic aspect, which is often not discussed. Over the past 11 years, the development work done in Uttar Pradesh has elevated pilgrimage tourism to a new level, the PM said. Last year, more than 11 crore devotees came to Kashi for Baba Vishwanath's darshan, and since the construction of the Ram Temple, over 6 crore people have visited Ayodhya to seek the blessings of Ram Lalla. These devotees have contributed thousands of crores of rupees to Uttar Pradesh's economy and provided steady income to hotel owners, transport operators, local artists and boatmen, he said. This has created new opportunities for the youth, Modi said. Hundreds of young people in Varanasi are now starting new ventures, from transport to local businesses. Because of all this, the doors of prosperity are opening in Kashi and across Uttar Pradesh, he said. To realise the dream of a 'Viksit Bharat' (Developed India) from a 'Viksit Kashi', numerous infrastructure projects are being undertaken here, Modi said. Today, Kashi is experiencing continuous expansion, development and qualitative improvement, with facilities ranging from good hospitals, good roads, gas pipelines, and internet connectivity, he said. Work on the ropeway is progressing rapidly, he said. Our effort is to make visiting Varanasi, staying in Varanasi and enjoying the amenities of Varanasi a special experience for everyone, he added. Modi said the government is also striving to improve health services in Varanasi. He said 10-11 years ago, BHU hospital was the only option for people seeking treatment for serious illnesses. Due to the large number of patients, one could not get treatment even after waiting overnight. For serious illnesses like cancer, people would sell their land and farms, and travel to Mumbai for treatment. Today, our government has worked to alleviate all these concerns of the people of Kashi. Mahamana cancer hospital for cancer, Sankara Netralaya for eye treatment, the state-of-the-art trauma centre at BHU, and the divisional hospital at Shatabdi Chikitsalaya, Pandeypur, have all become a boon for Kashi, Purvanchal, and the surrounding states, he said. Due to Ayushman Bharat and Janaushadhi Kendras in these hospitals, millions of poor people are saving crores of rupees. Kashi has become known as the health capital of this entire region, the prime minister said. Railway Minister Ashwini Vaishnaw and Uttar Pradesh Chief Minister Yogi Adityanath also attended the event. The new Vande Bharat Express trains will operate on Banaras-Khajuraho, Lucknow-Saharanpur, Firozpur-Delhi and Ernakulam-Bengaluru routes. The semi-high-speed trains will significantly reduce travel time between major stations, enhance regional mobility, promote tourism and support economic activity across the country, according to an official statement. The Banaras-Khajuraho Vande Bharat Express will connect prominent cultural and religious destinations, including Varanasi, Prayagraj and Chitrakoot, officials said. (With inputs from PTI)

40-year-old Haridwar man uses 'Angithi' charcoal smoke to kill self after looming debt crisis
DEHRADUN: A quality control head from a Haridwar pharmaceutical company died of carbon monoxide poisoning after he decided to end his life by igniting a charcoal brazier (Angithi) inside the bathroom. Police sources revealed that the deceased, identified as 40-year-old Luv Kumar, a QC controller at an industrial area firm, was found dead in the bathroom of his New Vishnu Garden home in the Kankhal area of Haridwar on Wednesday. The method of suicide was reportedly premeditated and conveyed via social media just before the act. He ignited a charcoal brazier inside the bathroom, filled the space with smoke, and lay down, stated a police official familiar with the initial findings. Crucially, before taking this step, he sent a WhatsApp message to his wife informing her of his intention to die by carbon monoxide gas. Upon receiving the message, the victim's family alerted the authorities. Station House Officer (SHO) Manohar Singh Rawat and his team rushed to the residence but arrived too late to save Kumar. It was found that Kumar's wife had been staying at her parental home with their children for some time. When police arrived, the bathroom was filled with smoke, and a burnt brazier was present, SHO Rawat confirmed. The preliminary suspicion is that death occurred due to asphyxiation from the gas emitted by the burning charcoal. The investigation uncovered severe financial distress as the motive. A suicide note recovered from the scene explicitly pointed to overwhelming debt stemming from massive losses in the stock market. Initial inquiries suggest that deceased Kumar had heavily invested in the share market, resulting in losses amounting to several lakhs of rupees, a senior police officer disclosed. The pressure of this debt became so severe that he was even forced to sell his house. Police are now investigating the extent of his financial dealings and any potential connections that may have exacerbated his debt crisis. President Murmu lauds 64% female graduates at Patanjali University
DEHRADUN/HARIDWAR: President Droupadi Murmu addressed the convocation ceremony at Patanjali University, emphasising the pivotal role of women in shaping a developed India and urging graduates to embody the spirit of ancient Indian wisdom. I am delighted to note that 64 percent of today's graduates are our daughters, the President stated. The number of medals won by our girls is four times that of the boys. This is not just a statistic; it is the vanguard of a developed India led by women. She drew a connection between this achievement and India's rich intellectual heritage, citing figures like Gargi, Maitreyi, Apala, and Lopamudra, who historically provided intellectual and spiritual leadership to society. I am confident that our educated daughters will enhance the glory of Bharat Mata with their inner strength and talent, she remarked. The President extended her heartfelt congratulations to all graduating students and praised those receiving medals. She specifically lauded the teachers and guardians, reserving special appreciation for the parents of the female students. Speaking from the sacred land of Haridwar, known traditionally as the gateway to both Lord Vishnu ('Hari') and Lord Shiva ('Har'), the President noted the immense fortune of the scholars and teachers studying under the worship of Goddess Saraswati in such a spiritually charged environment. She highlighted the university's decision to integrate modern education with Indian culture, making the graduates carriers of a great cultural tradition. The President paid homage to Maharishi Patanjali, the founder of Yoga, who, through Yoga, purified the mind; through Grammar, purified speech; and through Ayurveda, purified the body. This university, established in his sacred name, is making the profound tradition of Maharishi Patanjali accessible to contemporary society, she observed, appreciating its efforts in promoting Yoga, Ayurveda, and natural medicine for a healthier India. The President was particularly impressed by the university's focus on three key dimensions of its India-centric vision: the spirit of 'Vasudhaiva Kutumbakam' (the world is one family), the synergy between ancient Vedic knowledge and modern scientific research, and finding solutions to global challenges. You have all received education in harmony with the ideals of this university in this beautiful location, she told the students. You must have experienced that protecting the environment and aligning lifestyles with nature is essential for the future of humankind. Concluding her address, President Murmu expressed her firm belief that the graduates would always be ready to face global challenges, including climate change, thereby contributing significantly to a virtuous society and a developed nation. Speaking on the occassion Chief Minister Pushkar Singh Dhami said, The honourable President's life of struggle and simple demeanor is a source of inspiration for all of us. Nearly half of live-in registration requests denied in Uttarakhand's Haridwar under UCC
DEHRADUN: Just nine months after the implementation of the Uniform Civil Code (UCC) on January 27 this year, Haridwar district has emerged as a leader in marriage registrations. However, couples hoping the new law would ease their path to cohabitation have received a significant jolt, as nearly half of the applications for live-in relationship registrations have been denied. Out of 40 applications submitted for live-in partnerships, 22 have been rejected, meaning these couples were denied official sanction to live together without formal marriage rites. Out of 40 couples who applied online for live-in registration on the UCC portal, only 12 were permitted to register and allowed to cohabit, confirmed Atul Pratap Singh, District Panchayat Raj Officer and Nodal Officer for UCC marriage registration. However, 22 applications were cancelled due to a lack of required documentation or outright ineligibility. The process for the remaining applications is ongoing. District Magistrate Mayur Dixit and DPRO Atul Pratap Singh personally congratulated the Sarpanch Devendra Singh Negi, Gram Panchayat Development Officer Anuj Kumar, Anganwadi workers, and social workers for their cooperation in this effort. The District Administration is now intensifying efforts to ensure comprehensive registration across the region. We have instructed officials to expedite the process, the District Magistrate stated. By 9 November, at least five Gram Panchayats from every development block must ensure 100 percent registration. The goal is to complete registration for all eligible individuals across the entire district before 31 December. To meet this deadline, instructions have been issued to set up dedicated registration camps in wards of all municipal bodies and Gram Panchayats using a roster system. The overall registration figures under the UCC portal remain high in Haridwar. As of Friday, 27,633 marriages were registered by sub-registrars in municipal bodies, while 62,416 registrations were completed by sub-registrars in rural areas and Gram Panchayat Development Officers. In total, over 90,000 marriages have been registered in the district since the law came into effect.

LUCKNOW: Issuing directives to the authorities of the Uttar Pradesh Industrial Expressway Development Authority (UPEIDA) to expedite work on the Ganga Expressway and complete the project by December this year, Chief Minister Yogi Adityanath asked officials to cancel land allotments in the UP Defence Industrial Corridor if investors fail to begin work within three years. He also ordered a transparent monitoring system to track land use and investor progress. Chairing a high-level review meeting of UPEIDA late Wednesday evening, CM Yogi said land allocations should not remain idle and that new facilities should be provided only where there is genuine development. If an investor fails to utilise the allotted land within three years, the allocation should automatically be cancelled, he said, cautioning officials against land hoarding and instructing them to ensure timely execution of projects. Officials were asked to set up a clear, accountable system to monitor progress and to grant further concessions only on demonstrable milestones. As per UPEIDA authorities, investment proposals worth about Rs 30,819 crore have been received for the defence corridor, and 5,039 acres of land have already been acquired. Several companies have begun operations at corridor sites, officials said. The CM also emphasised the establishment of skill development centres at every node Lucknow, Kanpur, Jhansi, Agra, Aligarh and Chitrakoot to train local youth for technical roles in defence production. Turning to road infrastructure, Yogi described expressways as the backbone of Uttar Pradeshs economy and urged officials to expedite work on the Ganga Expressway, directing that construction be completed by December. The review also covered proposed extensions, including the MeerutHaridwar, NoidaJewar and ChitrakootRewa link expressways, as well as new projects such as the Vindhya Expressway and the VindhyaPurvanchal link to improve connectivity between Prayagraj, Mirzapur, Varanasi, Chandauli and Sonbhadra. The meeting reviewed UPEIDAs time-bound plan to attract investment into industrial clusters and logistics parks along the expressways, including provision for reliable power and water, truck terminals, waystations, and health and emergency facilities. Officials said implementation would be closely monitored and linked to land-use milestones so that infrastructure and investment translate into jobs and regional development.

CBI takes over Uttarakhand exam scandal probe
NEW DELHI: The Central Bureau of Investigation (CBI) has registered a case in the alleged paper leak scandal during the Uttarakhand Competitive Examination after the state government referred the matter to the federal agency to probe the larger crime nexus. The case was initially registered at Raipur Police Station, Dehradun, on September 22, 2025, under the Uttarakhand Competitive Examination (Measures for Control and Prevention of Unfair Means in Recruitment) Act, 2023. It was alleged that large-scale corruption, collusion and organised cheating in a recruitment examination were carried out across various districts simultaneously. It is alleged that the question papers for an exam held on September 2122, 2025, were stolen in advance, copied and circulated among select candidates in lieu of hefty money. The accused were identified as Suman, wife of Naresh Chauhan, Assistant Professor, Amroda Degree College, Pratapnagar (Tehri Garhwal) a public servant, Khalid, son of Mohd. Shahzad, resident of Sultanpur Adampur in Haridwar, Sabia, daughter of Mohd. Shahzad and Hina, daughter of Mohd. Shahzad. The FIR also refers to other unknown public servants and private persons. The preliminary investigation found that insiders in the recruitment system colluded with private people to leak the question papers, which were allegedly sold to aspirants for Rs 5 Rs 10 lakh each. The Department of Personnel and Training (DoPT), Government of India, on October 24, 2025, directed the CBI to probe the case throughout Uttarakhand. Based on the order, CBI registered a case in the matter. It was also stated that between 2022 and 2023, several exams conducted by the Uttarakhand Subordinate Services Selection Commission (UKSSSC) and Uttarakhand Public Service Commission (UKPSC) were marred by leaks and bribery, prompting massive protests. It was when aspirants started protesting across the state, the government took cognisance and brought the Uttarakhand Competitive Examination (Control and Prevention of Unfair Means in Recruitment) Act, 2023, prescribing stringent jail terms and penalties for offenders. Lakhs of aspirants demanded transparency and re-examinations. Despite that, in 2025, the cheating network remains active, and to unearth the entire nexus, the state government has referred the matter to CBI.

DEHRADUN: The lingering haze from Diwali fireworks has plunged Uttarakhand's air quality into a dangerous zone, with the state capital, Dehradun, recording 'severe' pollution levels on Tuesday morning. According to data from the Central Pollution Control Board (CPCB) and AQI India, Dehradun registered an Air Quality Index (AQI) of 261. This severe reading was mirrored across the state, with Haridwar and Kashipur also reporting significantly poor air conditions. Monitoring stations in Dehradun revealed shocking figures. PM2.5 concentrations peaked at 184 micrograms per cubic meter, while PM10 levels surged to 230 micrograms per cubic meter - exceeding far beyond the safe limits. Despite clear daytime skies, cold air and low wind speeds are trapping pollutants near the surface, explained an environmental analyst. This is creating a health hazard, especially for those with respiratory issues. The pollution crisis extended beyond Dehradun. Haridwar recorded an average AQI of 182, and Roorkee hit 176, both falling into the 'unhealthy' category. Rudrapur and Kashipur remained in the 'poor' range with AQIs above 150. Rishikesh, the spiritual town, saw its AQI hover around 179 on Monday evening, marking a volatile trend after fluctuating between 153 and a low of 63 earlier this month. While acknowledging the poor readings, state officials highlighted Uttarakhands performance relative to other major north Indian cities. A government spokesperson noted that Delhi recorded an AQI of 351 ('very poor'), Lucknow 250, Patna 226, and Bhopal 235 on the same Diwali day. Uttarakhand's cities have performed better overall, demonstrating our commitment to cleaner air, the spokesperson stated. Chief Minister Pushkar Singh Dhami emphasised a long-term vision. Our goal is to ensure clean air not just during festivals, but year-round. This years results prove that real change is possible through innovation, awareness, and collective participation. Uttarakhand Pollution Control Board (UKPCB) Chairman, RK Sudhanshu, credited recent interventions for mitigating the worst effects. This year's cleaner Diwali is a result of collective effort, Sudhanshu stated. Drone-based water sprinkling, new mechanical sweeping machines, and intensive awareness campaigns in schools have shown a concrete impact. Specifically, drone-based water sprinkling helped control PM10 levels in Dehradun. Furthermore, the deployment of mechanical sweeping machines - procured under the National Clean Air Programme (NCAP) in collaboration with the CPCB - significantly reduced road dust in Dehradun and Rishikesh.

Uttarakhand graduate-level exam cancelled amid paper leak scandal; re-test within three months
DEHRADUN: The Uttarakhand Subordinate Services Selection Commission (UKSSSC) has officially cancelled the controversial graduate-level examination held in September. The government announced the cancellation following the submission of a crucial report by the one-member inquiry commission, promising that a re-examination will be conducted within the next three months. The decision brings a temporary close to weeks of intense agitation by unemployed youth across the state. The cancelled exam, conducted on September 21, saw the participation of approximately 105,000 candidates. The UKSSSC issued orders formally nullifying the recruitment process, though it clarified that this cancellation would not affect other ongoing examinations. The cancellation was formalised on Saturday after the inquiry commission, headed by a single member, presented its findings to Chief Minister Pushkar Singh Dhami. This decisive action follows widespread protests under the banner of the Uttarakhand Unemployed Union, sparked by allegations of a significant paper leak. The unrest intensified until Chief Minister Dhami personally visited the protest site and assured the youth that their demands would be addressed. The youth had given the government a ten-day deadline to act on the matter, and that deadline concludes today, a source close to the administration noted. The investigation committee submitted its report, and the government took the necessary decision to scrap the exam. The scandal erupted when three pages of the question paper were reportedly leaked via mobile phone from a centre in Haridwar during the examination itself and subsequently went viral on social media. Students immediately demanded the cancellation of the test and a probe by the Central Bureau of Investigation (CBI). Chief Minister Dhami had previously announced a CBI inquiry and established a separate single-member commission headed by retired Uttarakhand High Court Justice U.C. Dhyani to investigate the matter internally, alongside forming a Special Investigation Team (SIT). The inquiry commission finalized its report based on widespread public dialogue and feedback collected across various locations before handing it over to the state government. Earlier on Friday, a delegation of BJP MLAs met with CM Dhami, urging him to cancel the examination in the interest of the students and ensure a fair re-test. The State Media in charge of the BJP, Manveer Singh Chauhan, stated that the Congress party did not want the demands of the youth regarding the copying scandal to be prioritized. In contrast, he asserted that Chief Minister Pushkar Singh Dhami followed high political standards by visiting the protesting students, humbly listening to their demands, and agreeing to a CBI inquiry. Uttarakhand tops Himalayan states in illegal arms cases: NCRB report
DEHRADUN: The serene image of Uttarakhand is sharply contrasted by alarming crime statistics, with the state leading Himalayan regions in cases related to illegal arms possession. A recent report from the National Crime Records Bureau (NCRB) for the year 2023 has brought this unsettling reality to the forefront. According to the NCRB data, a staggering 1,767 cases were registered against individuals in Uttarakhand for possessing arms in 2023. Of these seizures, 1,184 weapons were found to be illegal, while only four legal firearms were recovered in these specific registered instances. This places Uttarakhand seventh nationally in the overall count of arms possession cases. It seems that possessing firearms, both legal and illegal, is increasingly being treated as a hobby by some residents of this Himalayan state, noted a senior police official familiar with the report's findings. The trend is further complicated by the open display of weaponry. In districts like Udham Singh Nagar and Haridwar, instances of firing weapons over trivial disputes are surfacing, sometimes even being circulated on social media. Police efforts, however, are noted; in 2023 alone, authorities filed charges against 1,767 individuals under the Arms Act. Crucially, the report indicates that illegal firearms are heavily implicated in serious crimes. The majority of recovered illegal weapons were linked to violent offenses, including murders and attempts to cause grievous hurt, the report states. Beyond arms possession, the state has also seen a rise in violent crimes. Registered incidents of homicide, robbery, and kidnapping rose from 3,162 in 2021 to 3,923 in 2022, settling slightly lower at 3,570 in 2023. A significant concern remains the judicial backlog, with police filing chargesheets in only 58 percent of the 2023 cases, leaving many pending investigation closure. Udham Singh Nagar, particularly sensitive regarding crime, is reportedly a hub for this illicit trade, with police and STF units frequently busting illegal arms manufacturing units in nearby Terai forests, often sourcing supplies from neighbouring Uttar Pradesh areas. Responding to the findings, Uttarakhand Police Spokesperson Dr. Nilesh Anand Bharane affirmed a strict stance. Police action against illegal arms holders is ongoing. Miscreancy will not be tolerated in the state. Whoever the criminal, their rightful place will always be behind bars. DEHRADUN: Following widespread concerns and deaths linked to contaminated cough syrups in several states, the Uttarakhand Health Department has launched an intensive crackdown, leading to the immediate suspension of licenses for seven medical stores in Dehradun. The aggressive action underscores the state government's commitment to child safety. A spokesperson for the Health Department confirmed the drive, stating, Under the leadership of Chief Minister Pushkar Singh Dhami, the Uttarakhand government has made the safety of our children the absolute highest priority. A massive, state-wide operation against illegal and unsafe cough syrups is now underway. Teams from the Food Safety and Drug Administration (FDA) have been mobilised across all districts. In Dehradun, surprise inspections targeted pharmacies along key areas including Chakrata Road, Kishan Nagar Chowk, Ballupur Chowk, Kanwali Road, Balliwala Chowk, and Prem Nagar. During these checks, the sale of all cough and cold medications intended for children was instantly halted. Seven medical store licenses have been cancelled, and suspicious syrups have been seized and sent for urgent laboratory testing, an official source indicated. The vigilance extends beyond the capital. Department sources revealed that over 170 samples have been collected statewide for quality verification. Significant collections include 40 samples from Udham Singh Nagar, 39 from Haridwar, and smaller batches from Haldwani, Kotdwar, Almora, Rudraprayag, and Uttarkashi. The seized samples contained active ingredients such as Dextromethorphan Hydrobromide, Chlorpheniramine Maleate, and Phenylepherine Hydrochloride, prompting rigorous scrutiny. In related enforcement actions, stock of the syrup named 'Respifresh TR' was seized in Kotdwar (Pauri district) and Chaukhutia (Almora). This particular syrup had previously been declared of Non-Suitable Quality (NSQ). Chief Minister Pushkar Singh Dhami issued a stern warning: There will be absolutely no compromise when it comes to the health of our children. Meanwhile, Health Minister Dr. Dhan Singh Rawat appealed directly to the public: We urge every citizen not to purchase any medication, especially syrups, from any medical store without a valid doctor's prescription. Uttarakhand SEC vows stronger defence as SC battle looms
DEHRADUN: The Uttarakhand State Election Commission (SEC) has broken its silence following a stinging rebuke from the Supreme Court, which not only dismissed its plea but also slapped a fine of Rs two lakh over the poll body's handling of recent Panchayat election controversies. The fine is directly linked to the SEC's unsuccessful attempt to challenge a High Court order concerning candidates possessing dual voter identification cards. State Election Commissioner Sushil Kumar confirmed the penalty, attributing the Supreme Court's displeasure to the quality of legal arguments presented on the commission's behalf. The Supreme Court refused to intervene in the High Court's order. As far as the fine is concerned, this penalty was imposed by the Supreme Court because it was dissatisfied with the arguments put forth by the commission's advocate, Commissioner Kumar stated. Uttarakhand HC grills election commission over Nainital panchayat poll chaos, 'kidnapping' claims This year's three-tier Panchayat polls were fraught with disputes, ranging from reservation issues to the contentious matter of dual voter IDs. The SEC found itself in a legal bind when it appealed against an interim High Court stay that blocked an SEC circular. This circular had controversially allowed candidates whose names appeared on multiple electoral rolls to contest the elections held in July. The Supreme Court's decision to reject the SECs petition and impose the fine signals a significant judicial warning regarding procedural integrity. Commissioner Kumar assured the public that the commission is taking the judicial censure seriously. We will ensure stronger and more concrete legal representation in the future, he added, acknowledging the need for improved legal strategy following this costly setback. According to the SEC sources, BJP won 122 seats in the Panchayat elections in Uttarakhand, while Congress secured 80 seats. Notably, independent candidates made a strong showing, winning 152 seats. The elections were held for 10,831 seats across 12 districts, excluding Haridwar, for District Panchayat members, Block Panchayat members, and Gram Pradhans.

Uttarakhand CM Dhami defuses protest storm over paper leak with bold CBI move
DEHRADUN: Uttarakhand Chief Minister Pushkar Singh Dhami appears to have successfully defused the escalating student protests over the UKSSSC examination malpractice allegations by recommending a Central Bureau of Investigation (CBI) probe. The decision has left the opposition Congress unsettled while also neutralising potential dissent within the ruling BJP. Even critics within the BJP, including former Chief Minister Trivendra Singh Rawat, who has often made veiled remarks against Dhamis decisions, were left with little option but to praise his handling of the crisis. At Rawats Haridwar residence, supporters reportedly celebrated with firecrackers. BJP state spokesperson Honey Pathak said Dhamis move reflected rare foresight. Comparing him with all Chief Ministers since the formation of Uttarakhand, Pushkar Singh Dhami has shown a level of foresight that makes it clear he has emerged as an extremely sensitive and student-welfare-oriented Chief Minister compared to his predecessors over the last 25 years, she said. For several days, Dhami had hinted at a deeper investigation. On Monday, he made an unannounced visit to the protest site at Parade Ground, where he directly engaged with students demanding a CBI inquiry into the exam irregularities. I see you protesting in this heat during the festive season. It does not feel good for me either, he told them, assuring that the government was committed to full transparency in examinations. He announced that the government would recommend a CBI investigation and also promised to withdraw cases registered against protesting students. The controversy began after three pages of the September 21 graduate-level exam paper leaked at a Haridwar centre. The government initially formed a Special Investigation Team (SIT), but students continued to press for a central agency probe. Acknowledging the stakes, Dhami said he understood the dreams of Uttarakhands youth. I know the students here have beautiful dreams based on securing a government job after studying, he said, recalling his own struggles. The Chief Minister confirmed that while the SIT probe, supervised by a retired High Court judge, was already underway, the government would move forward with the CBI recommendation. He also noted that the SIT report would be submitted soon, which could even result in the exam being cancelled. The exam saw 1,05,803 candidates competing for 416 posts. Explaining his decision to meet students at the protest site rather than call them to his office, Dhami said, I could have called you to my office, but I felt the pain of you demonstrating here in this intense heat. He added that youth would play a key role in making Uttarakhand the best state in India during the Amrit Kaal of developed India.
Uttarakhand exam row: CM Dhami denies paper leak, labels incident as cheating amid arrests
DEHRADUN: A major controversy has erupted over the Uttarakhand Subordinate Services Selection Commission (UKSSSC) examination held on 21 September, following allegations that three pages of the question paper were illicitly removed from an exam centre. Despite public outrage, the state government has firmly denied that the incident constitutes a paper leak. Chief Minister Pushkar Singh Dhami clarified the government's stance, stating that a true paper leak would have occurred only if the question paper, which was officially distributed at 11:00 AM, had surfaced beforehand, such as at 9:00 AM, 10:00 AM, 10:30 AM, or even 10:45 AM. But nothing of that sort happened, he told reporters, insisting the incident should be categorised as an act of cheating rather than a systemic breach. Dhami also raised concerns about the timing of the report. If someone had received some questions, it was their responsibility to inform the police and administration at the appropriate time. Instead, the matter was concealed for several hours, he said, suggesting there may be a deliberate attempt to defame the entire system through social media. I will not call it a paper leak. You can call it a cheating incident. We have made a law for such incidents. Its not that there will be no criminals after the law is made, but they will be punished under it. Strict action will be taken in this matter too, the Chief Minister asserted. The alleged breach occurred at Adarsh Bal Sadan Inter College, Bahadurpur Jatt, Haridwar, one of the examination centres. Investigations revealed that three out of the 18 examination rooms (specifically Rooms 9, 17, and 18) lacked signal jammers, raising concerns over security protocols. According to police, Khalid, an examinee and the prime accused, allegedly left the exam room for the washroom 30 minutes into the test, took the question paper with him, photographed three pages, and sent the images to his sister, Sabia. She, in turn, forwarded them to Assistant Professor Suman, who provided the answers. Instead of alerting authorities, Professor Suman allegedly informed Bobby Panwar, president of the Uttarakhand Swabhiman Morcha, who then circulated the content on social media, fuelling widespread public anger across the state. The police investigation intensified soon after. Professor Suman was interrogated, leading to Sabias arrest. Sabia's confession implicated her brother Khalid, who initially absconded but was later arrested. However, Khalid's mobile phone, believed to hold crucial evidence, remains missing. Both Khalid and Sabia are now in custody. The Higher Education Department has suspended Assistant Professor Suman pending further investigation. In addition, K.N. Tiwari, Project Director of the District Rural Development Agency, has also been suspended. In Haridwar, SSP Pramendra Dobal suspended two police personnel, Sub-Inspector Rohit Kumar and Constable Brahmadutt Joshi, for negligence during their duty at the examination centre.
NDMA kicks off post-disaster assessment in Uttarakhand
DEHRADUN: In a critical step towards recovery, the National Disaster Management Authority (NDMA) has launched its Post-Disaster Needs Assessment (PDNA) in Uttarakhand, following a devastating monsoon season that has left a trail of destruction across the state. Expert teams have been deployed to gauge the true extent of the damage and formulate a comprehensive strategy for rehabilitation and reconstruction. The PDNA process, which commenced on Wednesday, saw the first teams arrive in the severely affected districts of Uttarkashi and Chamoli. These specialists held initial meetings with District Magistrates to discuss the assessment framework before embarking on detailed ground surveys of the damaged areas starting Thursday. Uttarakhand has borne the brunt of relentless heavy rainfall, landslides, and flash floods this monsoon, resulting in widespread devastation. Official figures confirm a grim toll: 135 lives lost, 148 people injured, and 90 still reported missing. Infrastructure has also suffered immensely, with significant damage to livestock, residential properties, roads, electricity and water supply networks, and agricultural land. This year's monsoon has inflicted immense damage on the state due to excessive rainfall, landslides, and sudden floods, Vinod Kumar Suman, Secretary Disaster Management and Rehabilitation told TNIE adding, The PDNA will provide a real picture of the losses, guiding our efforts for comprehensive recovery. Monsoon havoc in Uttarakhand as cracked houses, sinking land displace families in Chamoli He added that all departmental officials have been briefed through workshops under NDMA's guidance. Four specialised teams have been constituted for the PDNA. According to a spokesperson from the State Disaster Management Office, these teams will conduct surveys across various regions: one covering Dehradun, Haridwar, Uttarkashi, and Tehri; another focusing on Pauri, Champawat, and Rudraprayag; a third in Pithoragarh, Almora, and Bageshwar; and the fourth in Udham Singh Nagar, Nainital, and Champawat. The teams comprise a diverse group of experts from the NDMA, the Central Building Research Institute (CBRI), IIT Roorkee, the National Institute of Disaster Management (NIDM), alongside state government officials. An official spokesperson told, the primary objective of the PDNA is to assess the full extent of the damage and formulate a holistic rehabilitation and reconstruction strategy. This includes a detailed study of the socio economic impact, prioritizing both short-term relief and long-term reconstruction plans. The assessment will cover crucial social sectors like housing, education, health, and public buildings, alongside vital infrastructure such as drinking water systems, roads, electricity grids, and bridges. Productive sectors, including agriculture, animal husbandry, forestry, tourism, and cultural heritage, are also on the evaluation agenda, aiming to ensure a resilient and sustainable future for the Himalayan state. Amrit Bharat trains transform mobility, opportunities for Bihar residents
NEW DELHI: With the introduction of pairs of Amrit Bharat trains in Bihar, well ahead of the upcoming assembly elections this year, the NDA government, with the BJP as a key partner in the state and leading the national alliance at the Centre, appears to be achieving its intended electoral goals. Let whatever others issues aside, the introduction of Amrit Bharat trains in Bihar has made us think only of the BJP-led NDAbe it in the state or for the Centre. We now have trains to move and trains to go for earning livelihood. What have they (the Opposition) done for us so far? Nothing, angrily remarked Sohan Yadav, a resident of Chapra, supported by Runa Paswan, a daily wage labourer, and Niraj Singh, an upper caste person working as a shopkeeper, standing behind him in Saran. Sujjwal Tiwari, boarding an Amrit Bharat Express train in Bihar, hailed the introduction of the Amrit Bharat Express as a good, people-friendly move because of its facilities and comfort level. As Bihar has never been a stationary state, Indian Railways has added momentum to its transformation from a state of backwardness to one that is increasingly mobile, particularly in terms of transportation infrastructure and train services. Now, gone are the days when Bihars residents had to use overcrowded trains, stand in long queues, and endure slow connections. That picture is now changing. With the introduction of the Amrit Bharat Express, it has changed the book and now Bihar has a new face in the rail revolution of the country, a senior railway official told this newspaper. He added, The Amrit Bharat Express is indeed a people train, unlike premium trains which are beyond the reach of many families. Its sleeper prices are only slightly higher than older mail coaches, but the comfort is a million times better: no jerky ride, better seats, bio-vacuum toilets, charging plugs, updated safety systems, and a pantry car, too. To average Biharis, this gives a sense of pride. It is more pocket friendly and adds a modern touch to travel to Delhi or Mumbai. Fourteen Amrit Bharat services have been launched, and Bihar is the first state in the country connected with eleven Amrit Bharat Express trainsa testimony to the states centrality in Indias mobility narrative. Cities such as Patna, Darbhanga, Saharsa, Sitamarhi, Gaya, and Motihari now enjoy direct connectivity to Delhi, Mumbai, Lucknow, Amritsar, and Bengaluru. The newly launched JogbaniErode Express spans an incredible 3,129 km, connecting the northeast corner of Bihar to the industrial belt of Tamil Nadubinding the nation together from top to bottom. It is not just a train for people; it is a bridge to opportunities and ambitions for migrant workers, students, and families, remarked a railway official. According to the Railways, farmers and small traders in Bihar can now deliver produce, textiles, and handicrafts to larger markets via built-in parcel vans, while the Amrit Bharat Station Scheme is providing local artisans with new platforms to showcase their productssuch as Madhubani paintings, Bhagalpuri silk, and regional sweets. Already, rickshaw pullers, tea sellers, and hotels around these stations are finding more business as the footfall of passengers increases. Every train that stops is not only a source of travellers, but also an economic lifeblood to communities, remarked a railway official, citing the economic benefits of enhanced train services in a state like Bihar. He added that tourist destinations such as Bodh Gaya, Nalanda, and Patna Sahib will also become more accessible, drawing both domestic and international tourists. The new GayaDelhi service, as an example, puts the most holy place of Buddhism in the world within the reach of the capital in one night. Likewise, the Ramayana Circuit is reinforced by the Delhi train, which serves Sitamarhi, the birthplace of Sita. And now that Biharis can more readily visit the Golden Temple of Amritsar or the ghats of Haridwar, those in those areas can explore the cultural treasure of Bihar, he said. Most importantly, the Amrit Bharat has sparked a wave of optimism. Bihar, long seen as an outlier in terms of infrastructure, is now becoming a hub for modernisation in the rail sector. This is because it is making youths pursue opportunities, families reunite, and villages join the national markets, as they become more connected, remarked a railway official.
Uttarakhand records unprecedented rainfall in September; Dehradun sees 1136% spike in 24 hours
DEHRADUN: Uttarakhand is experiencing an unprecedented deluge, with heavy rainfall persisting well into September, following an exceptionally wet August. The state has recorded a staggering 468 per cent more rain than normal in the 24 hours leading up to 8:30 am on September 16, according to the India Meteorological Department (IMD). Dehradun district has borne the brunt of this relentless downpour, emerging as the wettest region across the state both in the recent 24-hour period and for September so far. This extended period of high precipitation marks a significant deviation from typical monsoon patterns. August saw the heavens open up with 574.4 mm of rain, a whopping 188.7 per cent above the monthly average. September, usually a transition month, has continued this trend, registering 211 mm of rainfall until September 16, which is 64 per cent higher than its normal 128.5 mm for this period. Data from the State Meteorological Centre highlights Dehradun's exceptional situation. From September 1 to 16, the district received 384.2 mm of rain, an astounding 151 per cent above its usual 153 mm for the period. The situation was particularly acute in the 24 hours ending September 16 morning, when Dehradun alone recorded 66.7 mm of rainfall against a normal of just 5.4 mm an astonishing 1136 per cent increase. The sheer volume of rainfall, especially in districts like Dehradun, is highly unusual for this time of year, an IMD official stated, noting the extended impact of monsoon-like conditions. While August was exceptionally wet, the continued intensity well into September poses challenges for infrastructure and daily life. Several other districts also witnessed significant downpours in the same 24-hour window. Bageshwar received 51.4 mm, Nainital 53.7 mm, and Tehri Garhwal 50.1 mm, all exceeding 50 mm. Other areas like Pithoragarh (41.7 mm), Almora (21.9 mm), Chamoli (27.8 mm), Pauri Garhwal (23.5 mm), Haridwar (11.5 mm), Rudraprayag (25.5 mm), Udham Singh Nagar (6.8 mm), Uttarkashi (19.7 mm), and Champawat (4.2 mm) also experienced varying degrees of rainfall. Interestingly, the state had experienced a drier July, with 350.2 mm of rain falling short of the normal 417.8 mm. This contrasts sharply with the previous year's July, which saw 481.9 mm, exceeding the average. However, the deficit was more than compensated for in the subsequent months, leading to the current waterlogged conditions across the Himalayan state.

Haridwar court convicts two in Jwalapur double murder case, awards life imprisonment
DEHRADUN: A district court in Haridwar has delivered a decisive verdict in the high-profile double murder case from Jwalapur Kotwali, sentencing two accused to life imprisonment nearly eight years after the gruesome incident. District and Sessions Judge Narendra Dutt's court found Ashish Mehta and Arun guilty of the heinous crime. In addition to the life sentence, each convict was fined Rs 5.5 lakh. District Government Advocate Indrapal Bedi and Special Public Prosecutor (SC/ST Act) Dharmesh Kumar detailed the case. The incident occurred on the night of October 3, 2015, around 9:30 PM, Bedi stated. This verdict brings a significant measure of justice to the victims and their families. The tragedy unfolded when Pankaj, a resident of Kadach in Jwalapur, was walking towards Shastri Nagar Market with his friends Kartik and Rohit, also known as Bunty. In Shastri Nagar, they encountered Ashish Mehta, his brother Chinnu Mehta, father Mahesh Mehta, Sachin, Arun, and other associates standing outside a shop. Reportedly stemming from an old rivalry, the accused began verbally abusing Pankaj and his friends. When confronted, the group, acting on a pre-planned scheme, unleashed a brutal attack using knives, khukris, and other sharp-edged weapons. The assault proved fatal for Pankaj and Kartik, who died on the spot. Rohit, alias Bunty, sustained severe injuries in the attack. Pankaj's father, Nauratu, a Jwalapur resident, filed an FIR at Jwalapur Kotwali the same night. Following the investigation, police filed a chargesheet against Ashish Mehta, Mahesh Mehta, and Arun. During the protracted trial, accused Mahesh Mehta passed away, leading to the termination of proceedings against him. The case of another accused, who was a minor at the time, was referred to the Juvenile Justice Board. The prosecution presented 30 witnesses to strengthen its case. After hearing extensive arguments from both sides, the court found Ashish Mehta, a resident of Shastri Nagar, and Arun, from Ambedkar Nagar Jwalapur, guilty of murder, grievous assault, and abusive language. The court meticulously detailed the sentences: life imprisonment and a Rs 5.5 lakh fine for murder; ten years in prison and a Rs 5,000 fine for grievous assault; and one month imprisonment with a Rs 500 fine for abusive language.

Uttarakhand gears up for landslide early warning systems as monsoon risks escalate
DEHRADUN : Faced with a rising trend of devastating monsoon rains and landslides in recent years, geologists in Uttarakhand have launched an intensive effort to better understand the damage and improve forecasting. The Geological Survey of India (GSI) is preparing to install crucial Early Warning Systems (EWS) for landslides in four of the state's most vulnerable districts. These advanced systems are undergoing rigorous testing, and once successfully validated, they will be deployed to enable early forecasting of landslides, significantly reducing potential losses in the region. Uttarkashi, Chamoli, Rudraprayag, and Tehri districts are particularly prone to landslides, said Ravi Negi, Director of GSI Dehradun. The goal is to install Early Warning Systems in these high-risk areas to provide timely alerts. Vinod Kumar Suman, Secretary of Disaster Management and Rehabilitation, emphasised the importance of the GSI's efforts. The GSI is actively developing these Early Warning Systems, which will enable more effective and swift rescue and protective operations, he said. At a recent workshop in Haridwar on 'Landslide Disaster Risk Reduction, Strengthening Awareness and Response through Science-Good Governance,' Secretary Suman also urged research institutions to simplify their findings for easier use by the department. The department will use this information to raise public awareness, he added. Any forecast issued must provide enough lead time for protective measures to be implemented, thereby minimising damage to life and property. Dr Shovan Lal Chattoraj, a scientist from the Indian Institute of Remote Sensing (IIRS), stressed the importance of proactive landslide prevention. In addition to satellites, tools like drones can be used for comprehensive data collection, Dr Chattoraj noted. Even areas that are currently calm should not be neglected; continuous monitoring and study are crucial. GSI Deputy Director Sanjeev Kumar and Dr Harish Bahuguna also shared insights, with Dr Bahuguna noting that most landslides are directly triggered by rainfall. He specifically mentioned that Chamoli sees the highest number of landslides, followed by Bageshwar. Dr Bahuguna also outlined the existing all-weather station network and highlighted the need for additional infrastructure. The workshop saw participation from experts from 28 institutions, including the Wadia Institute of Himalayan Geology and CBRI, marking a concerted, scientific effort to tackle the growing challenge of monsoon-induced disasters in the fragile Himalayan region.

Monsoon fury brings havoc: Dehradun records heaviest rainfall in 74 years; Pilgrimage halted
DEHRADUN: Uttarakhand is reeling from an unprecedented monsoon onslaught, with the state capital Dehradun recording its highest single-day rainfall in 74 years in August, shattering a post-independence record. The relentless deluge, which saw a staggering 200mm of rain in Dehradun in the past 24 hours, has brought normal life to a standstill across the state, prompting authorities to suspend the Kedarnath Yatra and issue severe weather warnings. The Meteorological Department has warned that the torrential downpour is set to continue for the next three days, exacerbating an already grim situation. Heavy rainfall has been lashing both the hilly and plain regions, severely impacting daily life. Mountainous areas are witnessing a surge in landslides, while rivers in the plains are swelling dangerously. Dehradun, Pauri, Tehri, Bageshwar, and Champawat are also under an Orange Alert for heavy rain. The intensity of rainfall could further increase on Wednesday and Thursday, he said. The continuous rain has already caused maximum temperatures across most parts of the state to plummet by five to six degrees Celsius below normal. The suspension of the Kedarnath Yatra applies from Tuesday till Thursday. On Monday, pilgrims were barred from proceeding to Kedarnath from Sonprayag due to the heavy rainfall. Travel routes have been severely impacted, with the Gaurikund highway beyond Rudraprayag remaining blocked for five hours, while the Kedarnath Jawadi bypass was also obstructed for the second consecutive day. Meanwhile, Chief Minister Pushkar Singh Dhami convened a high-level meeting on Monday to review disaster management and safety measures across the state. It is crucial to take precautions before potential dangers arise, Dhami emphasised. He issued clear instructions that no new settlements or construction activities would be permitted in these identified risk-prone areas.
