NPP opposes Manipurs bifurcation and granting of separate administration to Kuki-Zo community
GUWAHATI: CM Sangma's National Peoples Party has opposed the bifurcation of ethnic violence-hit Manipur or the granting of separate administration to the Kuki-Zo community. In the wake of the bloody ethnic violence that erupted on May 3, 2023, the Kuki-Zo tribals in Manipur had pitched for separate administration and have been continuously fighting for it. Insisting on discussions, Sangma said there is always a meeting point, but it depends on the will and overall commitment of the stakeholders. He said people had suffered for too long in the ethnic violence. He also called for finding a solution to the conflict. For many years now, innocent people have been suffering. Therefore, it is the responsibility of all communities and all leaders to find a way forward, Sangma said. We urge different communities to come together and discuss the issues to take things forward. If we keep sticking to positions and do not focus on the issues, we will not be able to get anywhere, the NPP national president said. He said that during his interactions with a few internally displaced persons from Churachandpur and Moreh, he sensed that there was a desire and feeling for the restoration of normalcy. He said the government could make an effort to bring back normalcy, at least in a few areas. The Nagas, one of the three major communities of Manipur, want the central government to stop the India-Myanmar border fencing work, but also to reinstate the free movement regime. While the Government of India intends to ensure proper identification of citizens and non-citizens, there are cultural and historical factors that are equally important. One killed in violent land dispute on Assam-Meghalaya border
GUWAHATI: Clashes broke out between villagers from Assam and Meghalaya at a place on the interstate border on Thursday, which left one person dead and another injured. The violence occurred when villagers from Meghalaya went to harvest paddy. When a group of villagers from Lapangap village in Meghalayas West Jaintia Hills district reached the site at around 9:30 am, the residents of Tahpat village in Assams West Karbi Anglong district objected to it over disputes surrounding land ownership. Soon, an argument followed and it led to violent clashes. In a social media video, police personnel can be seen firing tear gas shells to control the situation. The deceased was identified as Orivel Timung and the injured as Stenwel Timung, both from West Karbi Anglong. The situation remained tense after the incident. The place witnessed violence also in the past. Karbi villagers said during a border peace committee meeting held on October 6, both states had decided to suspend agricultural and development activities until peace was restored. They resented that despite that decision, villagers from Meghalaya arbitrarily went to harvest paddy. After the incident, authorities in Meghalaya completely stopped the harvesting of agricultural produce until further orders, while Meghalaya Police registered an FIR under various sections of the Bharatiya Nyaya Sanhita. Assam and Meghalaya have been locked in a bitter border dispute for decades. There were 12 areas of differences but the problem in six less sensitive areas has already been resolved following dialogues and joint inspections of the sites and interactions with the border residents. Solving the dispute in the remaining highly sensitive six areas will be a challenge for both governments. The process to start the border dialogues in the second phase is yet to begin.

GUWAHATI: The All India Trinamool Congress (AITC) on Wednesday slammed the BJP for its alleged involvement in the vandalism of its Tripura head office in the state capital Agartala on Tuesday evening. Assam police DSP arrested in connection with Zubeen Garg's death case
GUWAHATI: Sandipan Garg, an Assam Police Service officer and cousin of the late singer Zubeen Garg , was arrested by the Special Investigation Team (SIT) of the Assam Police in connection with the music icons death. Sandipan had been appearing before investigators at the office of the Crime Investigation Department (CID), Assam, every day for the last five days. He was arrested shortly after he arrived at the CID office on Wednesday at around 10:30 a.m. CID sources said the agency would produce him before a court and seek 14 days custody. Late legendary singer Zubeen Garg's wife, sister seek details over circumstances leading to his death Sandipan, who serves as a Deputy Superintendent of Police (DSP), was allegedly on the yacht when Zubeen died under mysterious circumstances while swimming in the sea in Singapore on 19 September. This was reportedly Sandipans first trip abroad. So far, five persons have been arrested in connection with the case. The four others taken into custody are the organiser of the 4th North East India Festival in Singapore, Shyamkanu Mahanta ; Zubeens manager, Siddharth Sharma; his bandmate, Shekhar Jyoti Goswami; and singer Amrit Prabha Mahanta. Zubeen had travelled to Singapore to attend the festival. Meanwhile, Rupkamal Kalita, an NRI and member of the Assam Association Singapore, deposed before the CID for the second consecutive day on Wednesday. He was grilled for six hours on Tuesday. Kalita was allegedly on the yacht in Singapore on that fateful day when Zubeen died. Seven other Singapore-based Assamese witnesses have not yet responded to the CIDs summons.

A pair of Painted Storks was sighted at the Kaziranga National Park on October 3, marking a significant ornithological record for the World Heritage Site. However, no subsequent observations were documented. The timing of the latest sighting is significant, as it coincides with the arrival of winter migratory birds in Kaziranga. BPF willing to rejoin NDA only if UPPL is ousted The Bodoland Peoples Front (BPF) is open to rejoining the NDA but wants the BJP to first drop the United Peoples Party Liberal (UPPL) from the coalition. He said Union Home Minister Amit Shahs assurance had been fulfilled, with the Centre sanctioning funds for the same. Today, the central government has taken decisive steps to scientifically revive these reservoirs. We are confident this will significantly ease Assams flood challenges, he added. Zubeen Gargs death: Assam CM says seven Singapore-based witnesses yet to respond to CID summons
GUWAHATI: Assam Chief Minister Himanta Biswa Sarma on Monday said that one among the eight Singapore-based Assamese who were on the yatch when singer Zubeen Garg died will depose before the CID on Tuesday. Addressing a press conference, Sarma said Rupkamal Kalita contacted the CID on Monday, but seven others were yet to respond to the summons. They are not willing to come. Somebody said the Singapore Police asked them not to come. Another said he would lose his job if he came to India, Sarma said. We will keep putting pressure on them. I feel they will have to come, today or tomorrow. The sooner they come, we will be able to finish the investigation. I believe when one comes, the others will follow suit, the chief minister added. To a query, he said the Assam investigation team would not be required to go to Singapore because under MLAT (Mutual Legal Assistance Treaty), the Singapore Police would share their findings and evidence with the Assam Police. Our request for legal assistance is already pending with Singapore. The police of one country cannot conduct a probe on the soil of another country as that amounts to infringement upon its sovereignty. The police of one country can aid the police of another country. Thats why, there is the concept of Interpol, Sarma explained. Zubeen Garg was poisoned by manager, festival organiser in Singapore, alleges arrested bandmate Sarma also slammed Sivasagar MLA and Raijor Dal chief Akhil Gogoi for allegedly doing politics over the singers death. We never saw Akhil Gogoi as a fan of Zubeen Garg during his lifetime. GUWAHATI: The Assam government on Monday launched the Shraddhanjali Scheme to provide complete assistance for dignified transportation of the mortal remains of people from Assam who lose their lives, anywhere outside the State. The scheme, approved by the state cabinet on June 22, will be implemented by the Special Branch of the Assam Police. Families or individuals seeking assistance can report such death cases through designated helpline numbers. Government of Assam, upon receiving a report of death and on verification, will ensure all logistical and other formalities to bring back the deceased to Assam for the final rites, Chief Minister Himanta Biswa Sarma told the media. He said it was a humanitarian initiative to cover the full cost of repatriating the mortal remains of Assamese youth who die while working or studying in other Indian states. It aims to ease the financial and logistical burden on bereaved families. Sarma said even before the schemes formal launch, the state government was extending this service informally, and the mortal remains of 24 individuals had been brought back to the state with full honour this year. However, with its launch on Monday, the service becomes fully institutionalised, he said, adding that the scheme will cover students pursuing education in colleges and universities or other institutions outside Assam, as well as the youth engaged in low-income jobs outside the State. In the event of the death of such individuals, their families or acquaintances may contact the Assam government through the designated helpline numbers. Sarma said information could also be conveyed to the Chief Secretary or the Chief Ministers Office (CMO) directly. The scheme is also designed to ensure that in cases of unnatural deaths of persons outside Assam, the Special Branch of the Assam Police will provide necessary legal and procedural assistance to the affected families. When required, designated police officers from Assam will travel to the state concerned to ensure the dignified repatriation of the mortal remains. The policy will not apply to affluent sections of society. The scheme will be applicable primarily for youth engaged in low-paying jobs along with those who have died in special circumstances, such as murder and accidents. The scheme will not include cases of death during medical treatments outside the state, the CMO said in a statement.

GUWAHATI: Assam Chief Minister Himanta Biswa Sarma has said that the police will not be able to join the dots if the Assamese people, who were present on the yacht at the time of singer Zubeen Garg's death in Singapore, join the probe. People of Assam should put pressure on the Assamese community of Singapore so that those concerned are sent here, Sarma said. Garg died under mysterious circumstances in Singapore on September 19 while swimming in the sea. A number of Assamese community people living there and the singer had been on a yacht trip. He had gone to the Southeast Asian nation to attend the 4th edition of the North East India Festival, organised by Shyamkanu Mahanta and his company. Our entire concern now is whether the people living in Singapore will come or not. If they do not come, we will not be able to complete the inquiry. They were the main people behind the yacht trip, Sarma told reporters after meeting Garg's family here on Saturday. Assam Police cannot go to Singapore, so it cannot take up the investigation there. They (Assamese community people) are in Singapore, and it is not under my jurisdiction. Unless they come there, nobody will be able to join the dots, he said. The state CID, which is probing the death of the singer, had issued notices to some members of the Assam Association, Singapore, to present themselves before it by October 6. Their parents stay in Assam. So, we, the people of Assam, must put pressure on the parents to ask their wards to come here for the probe, the CM added. Zubeen's wife returns postmortem report, says police should decide on making it public
GUWAHATI: Singer Zubeen Garg's wife Garima on Saturday returned the postmortem report of her husband to the police, saying that it is not her personal document and the investigators will be the best judge to decide whether it should be made public or not. Speaking to reporters after CID Additional SP Moramee Das, who had come to hand her over the report left her residence, Garima also said she had full confidence in the ongoing investigation to unearth the exact circumstances leading to the singer's death in Singapore last month. I personally thought and took suggestions also. As the investigation is going on, I did not consider the report as my personal document. So, I have returned the same with the investigating officer, she added. Garima said that she only wants the investigation to take place properly and desires to know the facts as soon as possible. I don't know anything about law. Whether making it public will hamper the ongoing probe, I don't know. That is why I have returned the report. If it can be made public, then you will get it from them, she added. Goswami alleged that Garg was poisoned by his manager Siddharth Sharma and festival organiser Shyamkanu Mahanta in Singapore, according to the 'Detailed Grounds of Arrest' or remand note accessed by PTI. The festival organiser, Garg's manager and two band members --Goswami and Amritprabha Mahanta-- have been arrested in the case and sent to 14 days of police remand. The commission, headed by Justice Soumitra Saikia of the Gauhati High Court, will submit its report within six months, the order issued by the Political Department stated. Sharma and Mahanta had been booked for culpable homicide not amounting to murder, criminal conspiracy and causing death by negligence. Special Director General of Police (CID) Munna Prasad Gupta, who heads the nine-member Special Investigation Team (SIT), told the media that a lookout notice through the Interpol was issued earlier against the two persons. He said based on the notice, immigration authorities at the Delhi international airport detained Mahanta soon after his arrival from Singapore. Subsequently, he was handed over to a team of the Assam Police that was camping in the national capital. Gupta said Sharma was arrested near the Delhi-Haryana border. GUWAHATI: Assam Chief Minister Himanta Biswa Sarma said on Tuesday that the Centre has formally invoked the Mutual Legal Assistance Treaty (MLAT) with Singapore, seeking cooperation in the investigation into the death of singer Zubeen Garg in the southeast Asian country. The Assam government had submitted a request on Monday to the Ministry of Home Affairs, seeking the invocation of the treaty with Singapore in connection with the singer's death in the island country. 'The Ministry of Home Affairs (MHA) has now formally invoked the Mutual Legal Assistance Treaty (MLAT) in connection with the FIR lodged by Assam Police regarding the unfortunate demise of our beloved Zubeen,' the chief minister posted on 'X'. The MHA's Under Secretary (Legal) Parveen Singh, in a communication to the First Secretary (Commerce) in the High Commision of India in Singapore T Prabhakar, stated that the 'original Mutual Legal Assistance request may be forwarded to the Attorney General of Singapore (the central authority of that country) suitably indicating the requirements for legal assistance in investigating the case registered with Assam police, India, the chief minister said. 'It is further requested that on receipt of response/execution report, the same may please be forwarded to this ministry (MHA) for onward transmission to the investigating agency', the letter stated. Sarma had said on Monday that once the MLAT was invoked, it would ensure full cooperation from Singaporean authorities, give access to case details and assistance to bring back the accused and secure justice. The Assam government has constituted a 10-member SIT, led by Special DGP M P Gupta, to investigate the singer's death in Singapore due to drowning in the sea on September 19. Two Assam Police officers are already in Singapore to seek assistance from the authorities concerned in Singapore, Sarma said. The SIT has already issued notices to several people who had gone to attend the North East India Festival in Singapore, before it and record their statements. BPF stages dramatic comeback, ousts BJP, UPPL from Bodoland Territorial Council
GUWAHATI: The Bodoland Peoples Front (BPF) has swept the elections to Assams Bodoland Territorial Council (BTC), ousting the Bharatiya Janata Party (BJP) and the United Peoples Party Liberal (UPPL) from power. The BPF bagged 28 of the autonomous councils 40 seats, while the BJP and the UPPL secured five and seven seats respectively. BPF chief Hagrama Mohilary and UPPL president and BTC Chief Executive Member Pramod Boro were among the winning candidates. Both contested from two constituencies but won from one each. The BTC administers the five districts of Kokrajhar, Chirang, Baksa, Tamulpur and Udalguri, which fall under the Bodoland Territorial Region (BTR). The BPF allegedly performed well across the region. The BPF was in power in the BTC for 15 years until being ousted in 2020. It had emerged as the single largest party even in the last election, winning 17 seats but failing to cobble together the numbers to stay in power. The BJP and the UPPL, which had bagged nine and 12 seats respectively, formed the government along with the regional Gana Suraksha Party that won one seat. This years result allegedly came as a surprise to both the BJP and the UPPL. Insiders in both parties admitted they had failed to read the strong undercurrent against them. Few had counted on the BPF, even as the BJP and the UPPL were focused on outperforming each other. Despite being in power with the UPPL in the BTC, the BJP had not forged a pre-poll alliance with the Pramod Boro-led party, a move that was seen as one of political convenience. The BJP had anticipated the polls would throw up a hung House. Had that been the case, it would have aligned either with the UPPL or the BPF to form the government. However, the BPF put to rest this probability by securing a majority on its own. With Assembly elections in the state due early next year, the BJP may extend outside support to the BPF to keep it in good humour. The BPF may not mind as the BJP is in power in the state as well as at the Centre, and development funds matter. The BTC gets 800 crore annually from the Centre via the state government. This is meagre considering that the BTR has a population of more than 31 lakh. The BJP had gone to the polls all guns blazing, hoping to emerge as the single largest party. Chief Minister Himanta Biswa Sarma had led an aggressive campaign across the BTR. The UPPL allegedly considered the BJP its biggest challenge. The UPPLs fear was that if the BJP won a good number of seats, it would call the shots during the formation of the government or even might align with the BPF. All this while, the BPF went ahead with its public outreach in a region where the non-Bodos account for around 65 per cent of the total voters. The Muslims, who hold sway in eight to ten constituencies, allegedly feel more comfortable working with the BPF than the UPPL. According to observers, the BJP-UPPL governments various projects failed to touch the ordinary people although these promised long-term benefits in the future. With Assembly elections drawing near, the BJP has every reason to be worried. CM Sarma has not said anything on the results so far. Talking to the media two days ago, he had mentioned that the BJPs poll campaign was affected during the crucial last 72 hours when he and Assam BJP president Dilip Saikia had to cancel their election rallies in view of music legend Zubeen Gargs untimely demise in Singapore. However, he had confidently stated that the BJP would get more than its 2020 tally of nine seats this election.

NDA constituent Bodoland People's Front sweeps BTC polls in Assam
GUWAHATI: The BPF, a constituent of the NDA, swept the Bodoland Territorial Council polls in Assam by winning 28 of the 40 seats, officials said. The Bodoland People's Front (BPF), led by Hagrama Mohilary, improved its tally from the 17 seats it had won last time and secured an absolute majority, they said. The United Peoples Party Liberal (UPPL) and the BJP, both alliance partners in the outgoing council, finished far behind with seven and five seats, respectively. Mohilary won the Debargaon constituency but lost the Chirangduar seat, and outgoing BTC chief and UPPL nominee Pramod Boro emerged victorious in Goimari. Boro lost the Dotma seat. The BPF had emerged as the single largest party in the 2020 polls with 17 seats, but the UPPL formed the council with the support of the BJP and the Gana Suraksha Party (GSP). GUWAHATI: The Bodoland Peoples Front (BPF) is set to emerge as the single largest party in Assams Bodoland Territorial Council (BTC) elections, the counting of votes of which was under way at the time of going to press. According to latest reports, the BPF was leading in 21 of the autonomous councils 40 seats, United Peoples Party Liberal (UPPL) in 11 and BJP in eight. The results are expected later tonight or Saturday. The BTC, currently ruled by the BJP-UPPL combine, went to polls on September 22. The council administers the five districts of Kokrajhar, Chirang, Baksa, Tamulpur and Udalguri. Led by former rebel leader-turned-politician Hagrama Mohilary, the BPF was in power for 15 years until being ousted in the 2020 elections. Now, the BPF will look to secure a simple majority with at least 21 seats and thereby, avoid reliance on another party for the formation of the next government. In the event of a hung House, the BJP might forge an alliance either with the BPF or with the UPPL. GUWAHATI: The All Assam Lawyers Association on Friday appealed to members of the legal fraternity not to represent individuals accused in the mysterious death of music legend Zubeen Garg . In a statement, the association said Gargs untimely demise while swimming in Singapore on September 19 had created an unbearable and unacceptable atmosphere in society. The death under mysterious circumstances has given rise to suspicion, mystery and a sense of conspiracy. FIRs have been lodged with the police across various parts of the state. It would be a historic mistake for the legal fraternity to allow their conscience to defend the accused, the statement said. A total of 55 FIRs have been registered against the 4th Northeast India Festival organiser, Shyamkanu Mahanta, Gargs manager Siddharth Sarma, and others. Garg had travelled to Singapore to attend the festival. On Friday, the Assam Police CID issued notices to individuals who were present or aware of the events leading to Gargs death, asking them to appear within 10 days.
