Adjournment motion allowed in Assam assembly to discuss singer Zubeen's death

GUWAHATI: An adjournment motion moved in the Assam Assembly by the opposition to discuss the death of singer Zubeen Garg was allowed by the Speaker at the request of Chief Minister Himanta Biswa Sarma, on Tuesday, the first day of the winter session. As the House met for the day's business after obituary references, Leader of the Opposition Debabrata Saikia and Independent MLA Akhil Gogoi stood up with a request to allow their adjournment motions on the same issue. As Speaker Biswajit Daimary was about to allow them to speak on the admissibility of the motion, the CM intervened. Sarma said the government is also equally seized of the matter and requested the Speaker to allow the adjournment motion. He also requested that some important bills and supplementary grants, which were on the original agenda for the day, be allowed to be placed due to the urgency of those matters. Sarma also said that no member from the Treasury benches will speak and the government side will only place its reply. The Speaker, allowing the adjournment motion, said the bills and supplementary grants will be placed in the House at the end of the discussion. He requested the members to refrain from making any comments which may hamper the investigation into Garg's death. Garg had died while swimming in the sea in Singapore on September 19. A Special Investigation Team of the state police is probing into the circumstances of his death.

Washington Sundar: As India fell into serious trouble in the second Test match against South Africa in Guwahati on Monday, Washington Sundar expressed cautious optimism, stating that the team must stay positive despite giving up a huge first-innings deficit. On Monday, South Africa took a commanding 314-run lead after India was bowled out for just 201, giving up control of the game. Assam government to table unofficial Mehta Commission report in Assembly

GUWAHATI: The report of a non-government commission, which probed the incidents related to the 1983 Assam election violence, will be tabled in the State Assembly during its winter session beginning on Tuesday. The three-member unofficial judicial commission, headed by Justice (Retd) T U Mehta, was formed by Mukti Jujaru Sanmilan and those involved in the six-year-long Assam agitation or anti-foreigners agitation. Chief Minister Himanta Biswa Sarma said it would be the first time that a report of a commission, formed by non-government agencies, would be tabled in the State Assembly. He said All Assam Students Union (AASU) wanted the report to be made public in the interest of the people.We have also decided to place copies of the Tewary Commission report, Sarma said. The Tribhubhan Prasad Tewari Commission had probed the Nellie Massacre of 1983 during the Assam Agitation. An estimated 2,000 to 3,000 Muslims, mostly women and children, had lost their lives in the massacre one of the darkest chapters of Assams history. The Assam Agitation, spearheaded by the AASU, culminated with the signing of the Assam Accord in 1985. A major demand of the agitators was that the illegal immigrants should be detected and deported. However, despite the signing of the accord, the problem remains unresolved. According to Sarma, although the Tewary Commission report was tabled in the House in 1987 when the Asom Gana Parishad was in power, only one copy was sent to the Speaker. We will provide copies to all MLAs on Tuesday, he said. With barely a few months left for Assam to go to elections, some Opposition parties view the governments move as politically motivated. However, Sarma termed it as an academic exercise. The copies will be made public to prevent this historic document from being lost to time, he said. Meanwhile, the Cabinet approved placing the Prevention of Cruelty to Animals (Assam Amendment) Bill, 2025, before the Assembly, thus paving the way for permitting the traditional buffalo fight during Magh Bihu celebrations, similar to Jallikattu in Tamil Nadu. Twenty-seven Bills, approved by the State Cabinet, will be tabled during the five-day session, the chief minister said.

GUWAHATI: An Assam resident has petitioned the United Nations Educational, Scientific and Cultural Organisation (UNESCO), requesting it to send a fact-finding team to the state to assess the ecological implications of a proposed 34.45 km-long elevated corridor along a national highway on the southern fringes of the Kaziranga National Park and Tiger Reserve. Prasanta Kumar Saikia, a native of Gomothagaon village in central Assams Nagaon district, has requested that the Government of India and the state government not proceed with the project until a thorough evaluation is completed. In a November 19 letter, Saikia urged UNESCO Director-General Khaled El-Enany to ensure strict compliance with World Heritage Site conservation guidelines, particularly those related to safeguarding wildlife corridors and preventing habitat fragmentation. In October, Chief Minister Himanta Biswa Sarma had told the media that the foundation stone for the elevated corridor would be laid by the year-end. Saikia said while the project is being aimed to reduce traffic congestion and prevent road kill incidents, especially during the monsoon floods, the long-drawn-out construction process itself is expected to cause significant disturbances to the parks endangered wildlife population. Kaziranga is one of the finest and the most picturesque wildlife refuges in South Asia, with a wide diversity of species and the largest undisturbed floodplain on the Brahmaputra. The site lies within a Conservation International-designated Conservation Hotspot, a WWF Global 200 Eco-region, and is one of the worlds Endemic Bird Areas, Saikia wrote in his letter. He further highlighted that the park is home to about 35 major mammal species, including 15 of Indias threatened Schedule I species; harbours the worlds largest population of Indian rhinoceros, lies within one of the worlds endemic bird areas and is home to over 300 bird species. As a nature-loving resident of India, I strongly oppose the proposed project, especially because the constructionalong the southern periphery of the Kaziranga National Park is in total violations of the World Heritage Convention, Saikia wrote. It is foreseeable that the prolonged earsplitting noise, vibrations, heavy machinery movement, and human activity involved in the elevated corridor construction are likely to immeasurably disrupt the free mobility along the animal corridors and ruthlessly disturb the breeding patterns of several endangered species in the wild habitat, he argued. Moreover, he said, the construction of such a huge physical infrastructure may adversely disturb the ecological balance of the fragile wild habitat, defeating the very purpose of conservation efforts undertaken over the years. He noted that the construction would irreversibly damage the integrity and outstanding universal value of Kaziranga. In view of Kazirangas global ecological importance and its recognition as a World Heritage Site, I earnestly request the UNESCO to kindly look into this matter, engage with the authorities, all the stakeholders, and try to find out immediate ways to avoid disturbing the endangered wildlife species, he urged.

GUWAHATI: The Paresh Baruah faction of the banned insurgent group United Liberation Front of Assam (ULFA) suffered a setback on Sunday when one of its top leaders, Arunodoi Dohutia, also known as Arunodoi Asom, surrendered before security forces. Dohutia gave up arms along with his personal security officer, Francis Asom, near Pangsau Pass on the IndiaMyanmar border in Arunachal Pradesh. The two are likely to be brought to Guwahati. Chief Minister Himanta Biswa Sarma confirmed the surrender of the ULFA leader but dismissed the speculation that he (Dohutia) would be taken to New Delhi in connection with peace talks. What I know is that they are not going to Delhi. They will stay in Tinsukia and may come to Guwahati to meet the DGP. The Assam government has no plans to take them to Delhi, Sarma told the media. He categorically said that any discussion with the ULFA would be held with Baruah, stating that there is no point in talking to others. He further said that Baruah was unwilling to engage in talks in the manner the government wanted. Dohutia, a self-styled major general who earlier served as the spokesperson of the ULFA, has been a trusted lieutenant of Baruah. His surrender is being seen as a major blow to the insurgent group. It has not yet reacted to the desertion. The development came amid stepped-up operations by the security forces against militants in eastern Arunachal and Tinsukia district. The ULFA had attacked an Army camp in Tinsukia last month, injuring three personnel. For the past two to three years, the Assam government has been actively working to bring the ULFA to the negotiating table. Barsapara Stadium (also known as the Assam Cricket Association Stadium) in Guwahati is staging a Test match for the first time ever. After what happened at Eden Gardens, the pitch and the new venue both are in focus now. The BCCI head curator Ashish Bhowmick is looking after the pitch and since this is home turf, his responsibility is much more. The India -South Africa Test at Barsapara Stadium, situated on the outskirts of Guwahati and inaugurated in 2012, is a historic occasion for Assam as this the first venue in the North-East where a Test is played. The local people after watching IPL games and the ICC Womens World Cup matches, will now watch the real stuff. Few years back, who would have thought that Guwahati shall give BCCI its Secretary Devojit Saikia and now the city is 30th venue in India to stage a Test. Earlier the centrally located Nehru Stadium was the centre of states most of the sporting activity including cricket and now cricket has its own home. The Assam government has plans to make Nehru stadium a FIFA Olympic-standard football stadium. Some facts about the Barsapara Stadium: *The wicket is made of red earth and expected to remain firm longer. * Capacity: 37,000 * Due to the geographical location of the state and India following a single time zone, players will experience something new. Instead of a usual Test match start of 9.30 AM, the Guwahati Test will witness a 9.00 AM start with toss at 8.30 AM. Lunch and Tea reversed. The first break from 11.00 AM to 11.20 AM. Lunch will be taken at 1.20 PM, and the final session will run from 2.00 PM. Tea before Lunch has was seen in the initial day-night Tests in Australia, but probably for a day Test, its a new start. * This year, the ICC Womens Cricket World Cup 2025 got off to a historic start here and the opener between India and Sri Lanka was watched by 22,843 fans, a record for the most attended group stage fixture at any Womens World Cup (Previous record: 15,935 set during the India-Pakistan ICC Womens T20 World Cup in 2024). * The construction of the stadium started in 2006 (in 2004 the foundation stone was laid by the then Chief Minister Tarun Gogoi). In 2012, the stadium was inaugurated by State PHE Minister Gautom Roy, who was also the president of ACA, and thereafter hosted its first professional game an East Zone Senior Women's Inter-State One-Day Championship match between Assam and Odisha. *The first international match here took place in 2017, a mens T20I between India and Australia and this marked the return of international cricket to Guwahati after seven years. *Womens T20Is were held here in 2019, and England were the visitors. * The rise of Assam in cricket circles coincide with the emergence of a new talent from east, named Riyan Parag, the first male cricketer from the state to go on to play for India and his IPL side Rajasthan Royals made Guwahati their second home. *The Stadium also hosts the Assam Cricket Association Academy. *In 2010, the stadium was officially renamed Dr. Bhupen Hazarika Cricket Stadium by the ACA to honour the renowned lyricist, musician, and filmmaker. *An area of 59 bighas of land was allotted to ACA by the State Government and after clearing a portion from encroachers, the construction started. So, this is a story of a dumping ground, converted into a Test venue. * Klorophyll (India) Sports Turf Technology & Construction Private Limited has constructed the main field covering approximately 16800 sq. m., which is first of its kind in the entire country, as it is 100% sand based USGA perched water table profile installed with a detailed subsoil drainage network on grid pattern. The region is subject to very heavy precipitation, so the subsoil drainage system is designed to withstand cloudburst, such that play can start within minutes of a rain stoppage. * The main field has eight pitches on the wicket square, and there are ten pitches on a separate practice wicket area covering more than 2000 sq. m. * In 2020 the IPL had a new venue in Guwahat and was scheduled to host two of Rajasthan Royals' home matches (against Delhi Capitals and Kolkata Knight Riders), making it the first city in the north-east of India to host an IPL match. Manipur Sangai Festival begins amid protest as MP Leishemba Sanajaoba, police trade charges

GUWAHATI: The Sangai Festival in Manipur began on Friday amid a protest even as the states Rajya Sabha member and titular king Leishemba Sanajaoba accused an IPS officer of barging into his residential compound, a charge dismissed by the police. A section of people is opposing the festival , stating that authorities should have prioritised resolving the ethnic conflict and resettling the internally displaced persons (IDPs) over the tourism festival. When the protestors, including IDPs, was heading towards the venue of the festival on Friday, they were intercepted by the security forces on the way. In the resultant pitched battle, the protestors rained stones and the personnel fired tear gas shells to restore order. The clashes occurred amid a cease work announced by the Meitei group Coordinating Committee on Manipur Integrity (COCOMI) which is leading the protest. COCOMI criticised the state administration operating under Presidents Rule for pushing forward an anti-people festival. On Thursday, the MP lodged a written complaint with the Governor, alleging that IGP (Zone-I) Themthing Ngashangva had barged into his residential compound at around 1:30 pm and threatened security personnel after claiming that he (MP) was sheltering IDPs. Manipur Police said a mob of about 50-60 individuals, identified as volunteers of COCOMI, took out a march carrying placards and shouting slogans opposing the festival, defying prohibitory orders issued by the Imphal East district authorities. Security personnel made repeated attempts to stop and peacefully disperse the protestors. IGP (ZoneI) Themthing Ngashangva was on the scene supervising the situation. Police teams, including women personnel, repeatedly tried to stop and disperse the group, the police said in a statement. However, the statement added, the mob turned violent, throwing water bottles and placards at the police while a woman protestor assaulted the IGP and used derogatory racial slurs while he was performing his duty. The mob later moved toward the palace premises, where house guards of the Honble MP allowed them inside, hindering police efforts. The IGP approached the gate to question the action of the house guards. He did not enter the premises of the palace, the police said. Stating that a criminal case has been registered, the police further stated that efforts were underway to identify the woman protestor who assaulted the IGP. Meanwhile, attendance was thin on the opening day of the festival which was inaugurated by Governor Ajay Kumar Bhalla. The festival could not be held in the previous two years due to the ethnic conflict. Manipur was placed under Presidents rule on February 13 this year after the BJP failed to reach a consensus on a successor to N Biren Singh, who had resigned as Chief Minister on February 9. He stepped down just a day before his government was due to face a no-confidence motion and a floor test.

Lokpriya Gopinath Bordoloi International Airport: After being ruled out of the second Test against South Africa in Guwahati, Shubman Gill will now head to Mumbai for further assessment of his neck injury, said the Board of Control for Cricket in India (BCCI) on Friday. In Gills absence, wicketkeeperbatter Rishabh Pant has been named as Indias captain for the second Test, which is a must-win for the hosts after losing the first Test in Kolkata by 30 runs. Gill had flown with the Indian team to Guwahati on November 19, but didnt take part in the practice sessions due to a neck injury, which also needed hospitalisation in Kolkata. Team India captain Shubman Gill, who suffered a neck injury during the first Test against South Africa, has been ruled out of the second Test in Guwahati. Gill suffered a neck injury on Day 2 of the Kolkata Test and was taken to the hospital for examination after the end of day's play. He was kept under observation and discharged the next day. He travelled to Guwahati on 19th November, 2025. Unfortunately, he was not fully fit to feature in the 2nd Test and will head to Mumbai for further assessment of his injury. Rishabh Pant will lead the team in the 2nd Test in Gill's absence, said BCCI Secretary Devajit Saikia in a statement. It is understood that Gill boarded a flight to Mumbai from Lokpriya Gopinath Bordoloi International Airport in the early hours of Friday morning. He is likely to consult Dr Dinshaw Pardiwala, Head Centre for Sports Medicine, and Director - Arthroscopy & Shoulder Service at the Kokilaben Dhirubhai Ambani Hospital, Mumbai, for chalking out the further course of recovery from the neck injury. Pardiwala is also overseeing the recovery of Shreyas Iyer, who was admitted to a hospital in Sydney for a spleen laceration, with internal bleeding, after clutching his ribcage post taking the catch of Alex Carey during India's third ODI against Australia on October 25. After being discharged from the hospital and continued recovery in Sydney, Iyer is back home in Mumbai, but will need a few more months to be fully match fit. For now, Gill is also in serious doubt to lead India in the subsequent ODI series against the Proteas, starting on November 30.
