Indranil Banerjie | The Revanna scandal isnt about sex, but criminality

There is nothing new about politicians and sexual misconduct. The list is long and the accompanying outrage well documented. Recall how the world had gasped at the discovery of an episode involving a young intern in Americas White House and the then President of the United States. Mercifully, most such cases are quickly forgotten. How many would remember the case of actor and former California governor Arnold Schwarzenegger fathering a child with his housekeeper? The legendary Franklin D. Roosevelt is said to have had a mistress while John F. Kennedy was known to have had extra-marital affairs. Sexual shenanigans in the United States started with its founding fathers and continues with the shameful lawsuits involving the previous US President. India too has not been without its share of sex scandals involving politicians. Indias first Prime Minister Jawaharlal Nehru is said to have had a relationship with Edwina Mountbatten, the wife of the last British Viceroy, although some historians have declared that it was entirely platonic. Many politicians, including at least one Prime Minister, have had questionable sexual relationships, but the Indian media has tended to be remarkably restrained on such issues. Only when the evidence has been thrust into public view has the media reacted, as was with the sensational case of Congress stalwart Narain Dutt Tewari, a not particularly attractive individual, who was seen in bed with three women at one time. He was subsequently found to be the genetic parent on a young man, whom he refused to legitimise despite the evidence. Several Indian politicians have literally been caught with their pants down. The list includes personages like Suresh Ram (son of Babu Jagjivan Ram), BJP leader Raghavji, the brilliant Congress leader Abhishek Manu Singhvi, one-time Rajasthan minister Mahipal Maderna, Dhruv Narayan Singh, the BSPs Purushottam Naresh Dwivedi, Samajwadi minister Gayatri Prasad Prajapati, former BJP MLA from Unnao Kuldeep Singh Sengar, and many more. The Association for Democratic Reforms (ADR) counted 134 sitting Members of Parliament (21 MPs) and Legislative Assemblies (113 MLAs) who have cases related to crimes against women. The charges include gangrape, rape and murder, sexual harassment and so on. The latest to join this dubious league is Karnatakas 33-year-old Member of Parliament Prajwal Revanna, who belongs to the Janata Dal (Secular) and happens to be the grandson of former Prime Minister H.D. Deve Gowda. Mr Revanna has emerged as a satyr fond of ravaging women without their consent and would have got away with it had it not been for the leak of a pen drive containing an astonishing 3,000 or so explicit videos apparently shot by the member himself. The MP and his father have also been accused of sexual harassment by a woman who worked as their cook. A police case has been registered against both father and son but the latter is said to have fled the country, and is believed to be in Germany. The Prajwal Revanna case has acquired political overtones, coming as it does in the midst of the ongoing Lok Sabha elections. The Opposition has been circulating photographs showing the absconding offender with Prime Minister Narendra Modi, and suggesting that this is typical of the kind of people the BJP supports. The Janata Dal (S) happens to be an electoral ally of the BJP in the state. The public focus of the Revanna case is on its sexual aspect, the MPs enormous appetite for coitus and unrestrained exploitation of vulnerable women. He is projected as a sex fiend with support from the countrys most powerful personage. The focus on sex, unfortunately, detracts from the true and more serious aspect of the episode: its obvious criminality. Ironically, in India today, criminality is no longer considered as sensational as sexual misconduct. The Revanna episode therefore is egregious not so much because of its sexual nature but because it suggests unrestrained and habitual delinquency that has continued with impunity over time. The core issue is that of a politician having forcible sex with women who are powerless to resist or speak up. Sexual profligacy might be distasteful, but it is not abhorrent in itself as long as there is no element of force, brutality, harassment, blackmail or compulsion involved. Thus, for instance, the Nehru-Edwina relationship evokes no outrage since it was between two consenting adults and not something involving coercion or force. The Revanna case is reflective of a much larger problem that is not debated as much as it ought to be, and that is the increasingly unrestrained power of the Indian political class. It is not a matter of one political party or another; it is a generic problem spread across the political spectrum. The average politician today considers himself to be a super citizen with super privileges, who can get away with virtually anything. That constitutes a huge and present danger. It is unfortunate that criminality and the related problem of corruption of the political class per se does not cause any outrage in this country. Neither is it an election issue. Not surprisingly, both criminality and the power of the political class in India is growing. The Association for Democratic Reforms (ADR) estimates that criminality in politics is rising. In the 2009 Lok Sabha elections, 15 per cent candidates across political parties had declared criminal cases against them; this figure rose to 17 per cent in the 2014 Lok Sabha polls and to 19 per cent in the 2019 elections. In the ongoing elections, in the third phase alone, 18 per cent out of 1,352 candidates have declared criminal cases against them; in the second and first phases, this figure was 21 and 16 per cent respectively. The ADR observed: This data clearly shows that political parties have no interest in reforming the electoral system and our democracy will continue to suffer at the hands of lawbreakers who become lawmakers. The Indian politician today is designated as a dignitary who goes around with armed guards, cars flashing red lights, pays no toll, gets free medical and other facilities and in some cases free club membership as well. Some clearly feel they are even entitled to free sex. Welcome to the criminal republic.

She claimed the Congress poll document is ''more akin to a Muslim League document'' and the BJP is duty-bound to question its import. Sitharaman's attack comes against the backdrop of the 'conducting an economic survey and x-ray of society' remarks made by Rahul Gandhi and the BJP's allegation that Congress is planning redistribution of wealth if voted to power. ''It is the worst manifesto which is not in the interest of the nation,'' Sitharaman said. Speaking at a meeting with select journalists in Pune, the finance minister wondered whether the Congress has conducted the necessary financial planning to fulfil the assurances listed in its manifesto. ''I know they are not coming to power, but I would still like to ask, even if the subject of the Congress manifesto were to be implemented, has the Congress done the homework on the expenditure required to fulfil the promises listed in the manifesto?'' she asked. Citing the case of Congress-ruled Karnataka, Sitharaman said they (Congress) attempted to implement the promises made during the state polls despite knowing that they had no funds. ''The deputy chief minister (of Karnataka) publicly acknowledged that they were left with no funds for development as the money was spent on fulfilling five promises made during elections,'' she said. ''This is just about one state. If similar measures (in Congress' poll manifesto) were to be implemented across the country, the economy, currently ranked among the top five globally and projected to rise to the third position in the next couple of years, would regress into the 'fragile five','' the finance minister said. It is the BJP's duty towards the nation to question the poll document of the Congress. Notably, Prime Minister Narendra Modi has accused the Congress of planning to redistribute peoples property if it is voted to power. On its part, the Congress has accused the PM of resorting to ''lies'' and diverting people's attention from the real issues. Responding to a query, Sitharaman said it is the BJP which has set the agenda for the elections. ''Our response to the Congress' manifesto is neither defensive nor negative, rather it is more offensive and substantive,'' she said. The manifesto is more akin to a Muslim League document, and if not, the Congress should stand up and counter this observation (of BJP), Sitharaman said. Referring to the criticism that BJP is spreading misinformation about Congress's manifesto, Sitharaman said, ''What is wrong? We are asking questions. (The manifesto) is the fundamental point of departure from the Congress's ideology, if there was one''. According to Sitharaman, there is a consistency in the way the opposition is prioritising wealth and its rights on the wealth. ''The Congress is saying something in the manifesto. It is saying something more to supplement it during public rallies,'' Sitharaman said when asked why PM Modi is raising the issue of the redistribution of wealth on religious lines. She said Congress leader Rahul Gandhi has repeated this point (conducting caste census) when he spoke about doing the 'x-ray' of the society. ''One can say that Congress did not mean it (redistribution of wealth) but they say they mean it. When PM Modi asked about it...he asked because he saw the trend....he saw the written word and also the spoken word. So he is saying that this is what they are going to do,'' Sitharaman added.

(Representational Image) Hyderabad: The swell surge that began in the Atlantic Ocean has begun interacting with the Indian coast and the swell is expected to move northward for another 24 hours or so, the Indian National Centre for Ocean Information Services (Incois) said on Saturday. Tamil Nadu, Andhra Pradesh, Odisha, West Bengal on the eastern coast, and Kerala, Karnataka, Goa, Maharashtra and Gujarat on the west coast - were placed on an orange alert till the end of May 5 in view of the swell surge. Fishermen and coastal population were asked to be on the alert from Saturday evening to around Sunday midnight and be watchful for possible intermittent surging of waves in the nearshore/beach region, particularly in the low-lying areas and during high tide and spring tide phases. Incois said small boats and vessels may ply nearshore but with due caution. The Andaman and Nicobar Islands, as well as the Lakshadweep archipelago in southern Bay of Bengal and Arabian Sea, have already experienced the surge swell.

BELAGAVI: The third phase of polls on May 7 is poised for a closely contested battle between the BJP and Congress in the majority of the 14 of the 28 remaining seats in the state. However, all eyes are on the three top guns of the BJP, former Chief Ministers Jagadish Shettar, Basavaraj Bommai and Union Parliamentary Affairs Minister Pralhad Joshi, who have locked horns against three young Congress rivals in North Karnataka, a Lingayat heartland. The election for Belagavi, Haveri and Hubballi seats, where Shettar, Bommai and Joshi are in the fray, respectively, largely depends on which way the votes of the dominant Lingayat community swing . Given the popularity of the three leaders in North Karnataka, a Lingayat heartland, it looks as though the trio will emerge triumphant, but the contest in all three constituencies will go down to the wire if the changing political scenario on the ground is anything to go by. The trio does not have much to boast about development and heavily depend on the same 'Modi factor.' With an eye on the Lingayat votes , the BJP and Congress fielded Lingayat candidates in the Belagavi and Gadag-Haveri constituencies. When asked whether the attempts by the two parties to grab a major chunk of Lingayat votes will work, Siddarama Swamy of Gadag Tontadarya Math, who is one of the noted Lingayat seers in North Karnataka, said, The BJP is largely dependent on the 'Modi factor' in this election more than any other issue. Although efforts are being made to woo Lingayats, I don't think the Lingayat factor will help the candidates in this election. The caste factor will not play a major role even as the large number of voters in all three constituencies are Lingayats, he said. Unfortunately, efforts are being made to polarise society by the political parties for their political gains, he said, adding that the voters should not get carried away by all that and should support all the able candidates in the fray, irrespective of their party affiliations. Congress plans to corner BJP in North Karnataka with AHINDA-Lingayat combo The contest between Joshi and youth Congress leader Vinod Asuti is expected to be an interesting one after Dingaleshwar Swamy of Shirahatti Bhavaikya Peetha opted out of the contest in the Hubballi constituency. With the BJP and Congress fielding non-LingayatsJoshi is a Brahmin while Asuti is a Kurubait is interesting to see which way the votes of the Lingayat community swing in Hubballi. After quitting the contest, Dingaleshwar Swamy is still opposing the BJP's decision to field Joshi and trying to halt Lingayat votes going in his kitty. However, Joshi is confident of registering his fifth victory as MP this time. While sharing his views on how the Lingayat factor will play a role, senior Supreme Court advocate and political commentator Mohan Katarki said the Lingayat factor will play a major role in most of the 14 constituencies that go to poll on May 7. He believes a major chunk of Lingayats may vote for the BJP in the Hubballi constituency, where both parties have fielded non-Lingayats. The Congress should have fielded an OBC candidate from Haveri instead of Hubballi and given a ticket to a Lingayat from Hubballi to benefit from the Lingayat factor. The votes of the community will split between the two parties in Haveri and Belagavi but Joshi will benefit from them in Hubballi, Katarki added. Anandayya Gaddadevarmath, a not-so-popular Lingayat and Congress candidate from Gadag-Haveri, is also expected to put up a stiff fight against Bommai , with the possibility of a massive split of Lingayat votes. The BJP leaders feel Bommai will win by a big margin but several leaders of the Lingayat community expect a close clash here. According to official records, the sitting Haveri MP, Shivakumar Udasi of the BJP, polled a vote share of 53.97 percent against DR Patil of the Congress in the 2019 parliamentary election. Both candidates hail from the Lingayat community. On the caste factor, Jagadish Shettar , who faces youngster Mrinal Hebbalkar of the Congress, said the caste of Lingayat factor would not play any role in Lok Sabha elections. However, sources said the BJP and Congress have made all possible attempts to woo Lingayat voters in Belagavi constituency. The Karnataka government has constituted a Special Investigation Team (SIT) to probe the alleged obscene video case against Prajwal Revanna. Karnataka has 28 Lok Sabha seats and elections in the state are being held in two phases. Voting for 14 seats concluded on April 26 and the remaining 14 seats will undergo polling on May 7. The counting of votes is scheduled for June 4. In 2019, BJP almost swept the state by winning 25 out of 28 seats, while Congress and JD-S -- who were running a coalition government in the state -- could only win one seat each. This time BJP and JD-S are in coalition with the former fighting on 25 seats, while the latter is contesting three seats. (ANI)

JD(S) leader HD Revanna was detained by a Special Investigation Team (SIT) of Karnataka police in Bengaluru on Saturday. The arrest came subsequent to a court's refusal of his anticipatory bail request in connection with a kidnapping case registered at the KR Nagar police station in Mysuru. Revanna was apprehended by SIT officials at the Padmanabhanagar residence of his father and former Prime Minister HD Deve Gowda. His arrest comes after a Special Court for People's Representatives in Bengaluru rejected the JD(S) leader's anticipatory bail plea in the kidnapping case. The son of the 'abducted' woman has alleged that his mother was abducted and sexually abused. In his complaint filed at the KR Nagar police station in Mysuru district, the man said his mother worked as a housemaid at HD Revanna's home for six years before returning to her village, where she worked as a daily wage labourer. The complainant said that on April 23, his mother was taken away by a man named Sathish Babanna, who claimed to have been sent by HD Revanna's wife, Bhavani Revanna. She returned home on April 26. Then on April 29, Babanna took her away again, citing an old legal issue as justification. The man later discovered a video allegedly depicting sexual abuse of his mother by incumbent MP and Hassan Lok Sabha candidate Prajwal Revanna, prompting him to confront Babanna. My mother's picture is also in the obscene video controversy. She suddenly disappeared after the videos were revealed, the son added. He then filed a kidnapping complaint against HD Revanna and Babanna on Thursday night. The Holenarsipura MLA and his associate were booked under Sections 364A (kidnapping for ransom), 365 (kidnapping with intent to cause harm) and 34 (common intention) of the IPC. The FIR, registered by KR Nagar police, also lists HD Revanna as accused number one and Babanna as accused number two under relevant sections of the Indian Penal Code (IPC). Notably, the JD(S) MLA, along with his son and party MP Prajwal Revanna, are also facing allegations of sexual abuse in connection with the 'obscene videos' case. The duo are facing a probe by the SIT, constituted by the Karnataka government, over allegations of sexual harassment and criminal intimidation following a complaint by a woman who worked in their household. Revanna was booked in an alleged sexual harassment case on April 28 based on a complaint lodged with Holenarasipura Town police. The case was registered under sections 354A, 354D, 506, and 509 of the IPC on charges of sexual harassment, intimidation, and outraging the dignity of a woman. As per the complaint, the victim claimed that Prajwal Revanna and his father, HD Revanna, had sexually assaulted her. Explicit video clips allegedly involving Prajwal Revanna had started making the rounds in Hassan in recent days, following which the state government constituted the SIT to probe the alleged sex scandal involving the MP. Prajwal Revanna is said to have flown abroad on April 27, a day after the first phase of Lok Sabha polls in Karnataka held on April 26.
