Allahabad HC initiates criminal contempt proceedings against 10 attorneys for 'physical assault on litigants' Taking a serious note of assault of litigants at the district court here, the Allahabad High Court has issued criminal contempt notice to ten advocates and also restrained them from entering the district court premises. The high court's notice came after the district judge submitted the report in the case. On April 30, the high court had restrained two lawyers from entering the district court premises for their alleged involvement in the same incident. Some advocates on April 29 entered the senior division court located on the district court premises and allegedly beat up a litigant. Passing its order on Monday, a division bench comprising Justice Ashwani Kumar Mishra and Justice Mohd Azhar Husain Idrisi observed, ''The incident in this case has to be viewed with utmost seriousness. This court cannot allow the court proceedings to be obstructed in a manner that litigants are brutally thrashed in the court room and the presiding officer has to flee to her chamber for her safety.'' ''This type of aggressive and violent conduct in the court will cause a virtual collapse of the system. This court cannot be a silent spectator to events of this kind. A clear and unequivocal message must go to unscrupulous persons that incident of this kind would not be tolerated and shall be dealt with sternly,'' said the bench. It also called upon the commissioner of police, Prayagraj, to ensure that adequate police force is made available on the direction of district judge to allow smooth functioning of the court. The high court also directed the commissioner of police to authorize a responsible officer, not below the rank of assistant commissioner of Police, to specify the criminal history of all the persons against whom notices are issued in the present contempt matter. The status of the investigation or the action taken in this regard should also be specifically disclosed, the court said in its order.

87% students clear CBSE XII exam; Delhi government schools better national average

NEW DELHI: Over 87 percent of students passed the 2024 Central Board of Secondary Education (CBSE) Class 12 examinations, the result announced on Monday showed. The pass percentage, 87.98, increased slightly by 0.65 percent points compared to the 2023 results. However, for the third-gender candidates, it declined by 10 points as 50 percent of them managed to pass this year in comparison to 60 percent last year. Once again, girls led the winning streak with a pass percentage of 91.52 percent, 6.40 percentage points higher than boys pass percentage In 2023, 90.68 percent girls passed the board exam. Meanwhile, to avoid unhealthy competition, no merit list was declared. The CBSE issued the merit certificate to the top 0.1 percent of students who scored the highest marks in their respective subjects. Highest Pass percentage in Kerala According to the CBSE data, 24,068 students scored more than 95 percent. The pass percentage in Trivandrum was the highest with 99.91 percent, followed by Vijaywada and Chennai with 99.04 percent and 98.47 percent respectively. The lowest region-wise score was secured by Prayagraj with 78.25 percent, Noida (80.27 percent), Guwahati (82.05 percent), and Bhopal (82.46 percent). Institution-wise, the CTSA has topped with 99.23 percent of students passing from them, followed by 98.90 percent from JNVs and 98.81 percent from KVs. The pass percentage among the government-aided and government-run schools is 91.42 percent and 88.23 percent respectively. The pass percentage in the independent schools is 87.70 percent. As per the official schedule, the class 12 CBSE supplementary exam will be held from July 15. The application for the supplementary and re-evaluation will be online and the board will not accept any offline application. Last year, in the Class 12 result, the overall pass percentage was 87.33 percent, which was a dip from 2022. However, the performance had improved in comparison to the pre-pandemic years (83.40 percent in 2019). Delhi government schools set benchmark Delhi government schools yet again surpassed expectations in the CBSE Class XII board results, achieving a 96.99% pass rate compared to the national average of 87.98%. In Class X results, the pass percentage increased by 8.36% from last year. This year, 1,51,429 students belonging to Delhi government schools appeared in the Class XII board. The pass percentage in Class 10 stood at 93.60, a rise of 0.48 percentage points from last year. The pass percentage in the Class 12 exam saw a marginal increase of 0.65 percentage points from last year to 87.98. CBSE officials attributed the rise in pass percentage to an increase in the number of competency-based questions in the exams this year. A similar trend was witnessed in the number of students who scored above 90 per cent and 95 per cent marks. In Class 12, a total of 1.16 lakh students scored above 90 per cent and 24,068 above 95 per cent. Among the students who scored above 90 per cent, 262 are from the Children With Special Needs (CSWN) category. Forty-three students from the CSWN category have scored above 95 per cent. Last year, 1.12 lakh students scored above 90 per cent and 22,622 above 95 per cent. In Class 10, more than 47,000 students scored above 95 per cent and over 2.12 lakh above 90 per cent. Last year, 1.95 lakh students scored above 90 per cent and 44,297 above 95 per cent. The CBSE has announced that there will be no merit list to ''avoid unhealthy competition''. Officials said the board has also decided to scrap awarding first, second and third divisions based on students' scores. ''According to the earlier decision of the board to avoid unhealthy competition among students, the CBSE has not published the merit list. However, the board will issue merit certificates to 0.1 per cent of students who have scored the highest marks in the various subjects,'' said CBSE Examination Controller Sanyam Bhardwaj. The CBSE also announced that it will conduct board exams for classes 10 and 12 for the 2024-25 academic session from February 15. The 2024 board exams for classes 10 and 12 also began on February 15. More than 1.32 lakh candidates have been placed in the supplementary category or compartment in Class 10 while the figure for Class 12 is more than 1.22 lakh. The Prayagraj region reported the lowest pass percentage of 78.25 in Class 12 while Guwahati region recorded the lowest for Class 10 at 77.94. In Class 12, schools under the Central Tibetan Schools Administration achieved the highest pass percentage at 99.23 while Jawahar Navodaya Vidyalayas recorded the highest pass percentage for Class 10 at 99.09. Union Education Minister Dharmendra Pradhan congratulated the students on their results and advised them to make an effective plan for higher studies. ''Heartily congratulate my young friends who have successfully cleared the CBSE Class X and Class XII examinations. While you cherish the success and enjoy the fruits of your labour, do also utilise this time to make an effective plan for higher studies. Wishing all a happy, healthy and bright future,'' Pradhan said in a series of posts on X. ''To all my friends who have not met their expectations, don't lose heart. The supplementary exams for classes 10 and 12 will be conducted from July 15. Based on National Education Policy - 2020 recommendations, the CBSE last year changed the nomenclature of the compartment examination to supplementary examination. Bhardwaj said Class 12 students will be allowed to improve their performance in one subject in the supplementary examination. Class 10 students will be allowed to improve their performance in two subjects. The official said, ''Three categories of students will be eligible to appear in the supplementary examinations -- Class 10 students who were unable to pass two subjects and Class 12 students unable to pass one subject and were placed in compartment category.'' Results revealed that nearly 30% of eligible children received only one measles-containing vaccine (MCV1), while around 60% were fully immunized (MCV2). This concerning trend comes despite India's adoption of the National Strategic Plan for Measles and Rubella Elimination in 2017. Disruptions caused by the COVID-19 pandemic exacerbated the risk of measles outbreaks, particularly among vulnerable populations. The study highlighted regional disparities, with northeastern states like Nagaland reporting the highest percentage of zero-dose cases at 26%, while Tamil Nadu had the lowest at 4.6%. In Uttar Pradesh, districts like Prayagraj and Banda had significantly higher percentages of zero-dose cases compared to others. Socio-demographic factors, such as lower wealth levels and maternal education, were found to increase the likelihood of children not receiving vaccinations. Additionally, vaccine hesitancy fueled by cultural factors and misinformation contributed to lower inoculation rates. The researchers emphasized the need for tailored vaccination strategies, especially in districts with around 10% variability in zero-dose cases. They stressed the importance of last-mile efforts and more frequent vaccination campaigns to achieve the target of 95% vaccine coverage for population-level immunity. The researchers said the top 10 districts where flood severity is the highest are: Patna, Murshidabad, Thane, North 24 Parganas (West Bengal), Guntur (Andhra Pradesh), Nagpur (Maharashtra), Gorakhpur (Uttar Pradesh), Ballia (Uttar Pradesh), East Champaran (Bihar), and East Medinipur (West Bengal). These are followed by Muzaffarnagar (Bihar), Lakhimpur (Assam), Kota (Rajasthan), Aurangabad (Maharashtra), Malda (West Bengal), Rajkot (Gujarat), Prayagraj (Uttar Pradesh), Aurangabad (Bihar), Bahraich (Uttar Pradesh), Ahmedabad (Gujarat), Jalpaiguri (West Bengal), Darjeeling (West Bengal), Dibrugarh (Assam), Azamgarh (Uttar Pradesh), Chamoli (Uttarakhand), West Champaran (Bihar), Amravati (Maharashtra), Medinipur West (West Bengal), and Samastipur (Bihar). Though Chamoli in Uttarakhand does not face recurrent floods, it appears on this list because of a few isolated highly damaging flood events. Among the 30 districts facing the highest risk of floods, 17 are in the Ganga basin and three are in the Brahmaputra basin. Among all the Indian river basins, the Ganga basin has the highest population, and its high flood proneness is worrisome, said the researchers, including Manabendra Saharia, an assistant professor at IIT-Delhi. Assam experiences the highest number of floods in India, having faced more than 800 flood events over 56 years. The other flood-prone states, in descending order of flood events, include Kerala, Karnataka, Uttar Pradesh, and Maharashtra. Data from 1967 to 2023 shows that Thiruvananthapuram has experienced more than 231 floods or more than four events per year on average. Five districts -- Thiruvananthapuram, Lakhimpur, Dhemaji, Kamrup, and Nagaon -- have been categorised as ''severely flood-prone,'' having recorded more than 178 floods, or more than three events per year on average. The researchers said localised intense rainfall events are likely to rise in the future due to climate change, and therefore, more flash floods are expected. Under the warming climate, the frequency of cyclones will increase, and coastal and nearby inland areas will face more instances of intense rainfall and floods. It is also likely that areas that are not currently flood-prone may begin to see flooding. The researchers said human fatality due to floods is nearly stable or has come down in recent times due to better management despite an increase in the population in India. The number of deaths is around 1,000 per year since 2015, the data showed.

Station Master Falls Asleep on Duty; Patna-Kota Express Delayed

New Delhi: The, waited for a green signal for about half an hour at Udi Mor Road station near Etawah in Uttar Pradesh on May 3 as the station master fell asleep on duty.Taking serious note of the incident, the Agra Division, under which the station falls, has asked the station master to explain the reason for negligence which could have resulted in an untoward incident. We have issued a charge sheet to the station master and disciplinary action is being taken, Agra Railway Division PRO Prashasti Srivastava told PTI. Railway officials said the Udi Mor Road station is a small but important station before Etawah as trains going towards Prayagraj from Agra as well as Jhansi pass from this station. According to sources, the loco pilot of the train had to blow the horn multiple times to wake up the station master and make him turn on the green signal for the train to pass. The station master has admitted his mistake and apologised for the lapse. He said that he was alone at the station as the pointsman who was on duty with him had gone for track inspection, a source said. Divisional Railway Manager (DRM) Tej Prakash Agrawal has taken serious note of the incident as his focus is on improving punctuality. He has been insisting on and encouraging employees to improve punctuality which has resulted in achieving 90 per cent punctuality recently. However, dereliction of duty on the part of the station master has not only ruined others' hard work and dedication but also posed grave risk to train operations, the source said.
