Karnataka urges Maharashtra to give water from Koyna dam

BELAGAVI: To tide over the worsening drought in several parts of Karnataka, the State Government has appealed to the Maharashtra government for release of water from Koyna dam to the Krishna river, Karantaka PWD Minister Satish Jarkiholi has said. Speaking to the media in Belagavi on Friday, Satish said that the government is confident that Maharashtra would release water. The meagre amount of water available in the Krishna river currently would last only for the next 10 days, he said, adding that if the water was released from Maharashtras Koyna dam, it would help people of several drought-hit areas in North Karnataka. However, the government would utilise water from Hidkal dam to ensure a continued supply of water to all the affected areas if the situation demanded after 10 days, he said. Arrangements had been made to supply 1 tmcft of water from Hidkal dam to the Krishna river and another 1 tmcft would also be released soon, he said. Tahsildars have been asked to take immediate measures to ensure supply of drinking water in the affected areas, he added. Congress will win 14-17 seats in Karnataka Including the Belagavi and Chikkodi seats, the Congress would win 14 -17 seats in Karnataka in the Lok Sabha elections, Satish said. While stating that the Congress would win more number of seats in Mumbai and Hyderabad-Karnataka regions this time, he said, the decision of the party to field the children of Cabinet ministers would certainly help the party increase its seat tally. The decision to allot the party tickets to the children of ministers was taken by the Congress high command and the BJP had no moral right to criticise it, he said.

BENGALURU: BJP leader R Ashoka said the Karnataka gove-rnment is anti-farmer and compensation amount and money due to them for MGNREGA work is being adjusted towards repayment of loans taken by them. Even the mon-ey given by the Centre has not been properly delivered to the farmers, he said. The CM should call for a meeting of the bank officials and take appropriate measures, Ashoka said.

BENGALURU: After the Election Commission of India relaxed the model code of conduct in Karnataka to take up urgent works, Chief Minister Siddaramaiah on Friday convened a review meeting with his ministers and senior officials on drought, rain and pending projects. Chief Electoral Officer, Karnataka, Manojkumar Meena said the state government had sought certain permission like calling and finalising tenders and calling meetings by the CM and ministers, for which ECI gave permission. At the meeting, the CM was briefed on various issues by the chief secretary and other senior officials. Sources from the Chief Ministers Office said Siddaramaiaha got details on drought and action taken by officials. He was briefed on the loss caused by rain fury. He directed officials to write to the Central government to get pending grants. He told officials to take up tender works wherever they are required. HD Revannas bail plea order reserved till Monday

BENGALURU: The 42nd Additional Chief Metropolitan Magistrate (ACMM) court on Friday reserved the order on the bail petition filed by Holenarasipur MLA HD Revanna in a sexual harassment case till Monday. The court also extended his interim bail, which was granted earlier this week. Revanna came to the court barefoot for the hearing. Special Public Prosecutor (SPP) Jayna Kothari requested the court for an in-camera hearing. The SPP told the court that Section 376 has been added based on the statements of the victim, and the hearing should be conducted in a sessions court and not at the magistrate court. Once a rape charge is pressed, it does not come under the jurisdiction of the magistrate court as Section 376 carries life imprisonment, the SPP argued. Meanwhile, the court, on Monday, will also decide whether to continue the hearing in the same court or to refer the case to a sessions court. The Holenarasipur Town police stations sexual harassment case against Revanna and Hassan MP Prajwal Revanna should not be divided. It is not possible to say that Revanna is not accused of rape. Bail cannot be granted for the accused under CrPC Section 436, since IPC Section 376 is a non-bailable offence. Investigation against both the accused is still going on and the details will be known only after the chargesheet is filed. The victim, in her statements, has said that she could not bear the harassment from Revanna and Prajwal and left home. Ashraya Mane provided to the victim has been taken back and despite a complaint to the District Collector, no justice was delivered, Kothari argued. Ashok N Nayak, SPP, said that both Revanna and Prajwal have sexually assaulted the victim and she has been repeatedly raped and it is not possible to divide the accused and the case. Senior advocate CV Nagesh, who argued for Revanna, said the victims complaint has been typed and registered, while it should have been videotaped. The Act was amended in 2013 to protect the dignity of the victims. Rules are not followed. FIR had been registered illegally and it is a false case. Section 376 has not been mentioned in any of the notices given to Revanna so far and hence bail must be granted, Nagesh argued.

He was granted bail by a special court for elected representatives earlier this week. Revanna, who is the chairperson of the Committee on Papers laid on the Table, attended the meeting in Vidhana Soudha. He came barefoot and left after the meeting, along with the members of the committee. As many as 10 to 11 legislators of the 20 members in the committee had turned up for the meeting. They held a closed-door meeting briefly and decided to take up the matters thoroughly in the next meeting as many of the top bureaucrats have not returned from their election duties. Revanna was also in a hurry to attend a court hearing concerning his bail. Even as reporters surrounded him for his reaction to the alleged sex scandal, Revanna said he would not react as the matter was in the courts. He also sidestepped questions regarding murmurs in political corridors about him being replaced as the committee chairperson.

DKS offered me Rs 100 cr to name HDK as mastermind: Devaraje Gowda

HASSAN: Giving a new twist to the Hassan sex scandal case, BJP leader and advocate Devaraje Gowda on Friday alleged that DCM DK Shivakumar had offered him Rs 100 crore to accuse former CM and JDS leader HD Kumaraswamy of masterminding circulation of pen drives allegedly containing obscene videos of Hassan MP Prajwal Revanna. Disclosing this to reporters on the district court premises here before the local police handed him over to SIT sleuths, Gowda alleged that the plan was to defame Kumaraswamy and end his political career. Shivakumar forced me to target Kumaraswamy as the mastermind behind the distribution of pen drives. Shivakumar threatened me that you will be safe only if you target Kumaraswamy in the pen drive case, he alleged. Gowda said Shivakumar allegedly formed a ministers committee comprising Chaluvarayaswamy, Krishna Byre Gowda and Priyank Kharge to deal with the issue. Shivakumar also hatched a conspiracy to tarnish the image of Prime Minister Narendra Modi and the NDA government by linking Prajwal to the sex scandal. When I refused to obey his directions, the DCM sent former Congress MLC MA Gopalaswamy to a private club where I stayed to give me Rs 5 crore, Gowda alleged. Former MLA LR Shivarame Gowda also became a mediator between him and Shivakumar, he alleged and added that he has an audio conversation of Shivakumar targeting Kumaraswamy and Modi. I will release it at an appropriate time, he claimed. Predicting that the Congress government in the state will collapse immediately after he gets relief in this case, Devaraje Gowda said the police registered a rape case when he refused to act as per Deputy Chief Minister and KPCC president DK Shivakumars directives. Gowda further claimed that the evidence related to the pen drive case is safe with him and the Special Investigation Team (SIT) constituted to probe the alleged sex scandal didnt get anything when it raided his house. He also blamed the IG, Southern Range, and the Hassan SP for the rape case filed against him. The court has the pen drive containing the footage of Prajwals former car driver Kartiks wifes abduction and not the alleged obscene videos of Prajwal. Ive applied for bail and will continue the legal battle till I get justice. Nobody is above law. Everybody should abide by law and respect it. The truth will prevail, he said.

Its time to belong, not just fit in

It is not hard to notice that Karnataka is the microcosm of India. The diversity in terms of religions, castes (and sub-castes), languages and the racial mix gives the state a character which reflects that of the whole country. But such a diversity poses a challenge to make some segments belong to the whole rather than merely fit in to display that diversity. Throw in a hefty dose of political agenda-linked hollow narratives as we are witnessing with the ongoing electoral process and that very diversity threatens to be compromised. Deep fissures appear in society. Each segment in this diverse mix seems to be merely fitting in to make the whole rather than belong within the society. Terms like minority, majority, upper caste, lower caste and such which are potential vote banks for the politicos become words spelling division, bringing the proud unity in diversity tag line under a cloud. This goes against the human need to belong. The othering and the us-and-them narratives are seeded in these. Erich Fromm, the German-American social psychologist, psychoanalyst and sociologist, in his famous work Escape From Freedom , writes, Religion and nationalism, as well as any custom and any belief, however absurd and degrading, if it only connects the individual with others, are refuges from what man most dreads: isolation. The 19th century French novelist and playwright, Honore de Balzac, states in The Inventors Suffering : man has a horror for aloneness. And of all kinds of aloneness, moral aloneness is the most terrible. The first thought of man, be he a leper or a prisoner, a sinner or an invalid, is to have a companion (or companions) of his fate. In order to satisfy this drivehe applies all his strength, all his power, the energy of his whole life... One might instantly point out that whatsoever the divisions, we do belong to some segment or the other. But belonging has various levels, mainly categorised into intimate, personal, social and public. As no human is completely isolated by society, like a marooned creature, it is assumed that the intimate and the personal side of belonging is a given. It is the latter two (social and public belonging) that gain importance for groups and communities. They cant just exhibit a sense of belonging by only fitting in to display a whole, they actually must get that sense of belonging to the society, the state and the nation. Bren Brown, researcher and storyteller who studied courage, vulnerability, shame and empathy, accurately explains the difference between fitting in and belonging. In her book, Daring Greatly: How the Courage to Be Vulnerable Transforms the Way We Live, Love, Parent, and Lead , she explains, fitting in and belonging are not the same thing. In fact, fitting in is one of the greatest barriers to belonging. Fitting in is about assessing a situation and becoming who you need to be in order to be accepted. Belonging, on the other hand, doesnt require us to change who we are; it requires us to be who we are. Belonging, experts stress, is a human emotional need for being accepted, be it within a family, among friends and colleagues, within a religion, and most importantly, in the state and nation as a whole without the insecure feeling of being the other. The us and them narratives force a feeling of just fitting in, ejecting the sense of belonging. The more we fall to such narratives, the more alienated a victimised segment would feel, the more we get divided, while unity in diversity increasingly becomes a mirage. The urge to belong to the state or nation should be so strong that individuals, groups, and communities should get a feeling expressed by Jewel the unicorn in CS Lewis The Chronicles of Narnia: The Last Battle : I have come home at last! This is my real country! I belong here. This is the land I have been looking for all my life. Nirad Mudur Deputy Resident Editor, Karnataka niradgmudur@newindianexpress.com

Three-day synchronised elephant census in southern states from May 23

BENGALURU: An elephant census in the border areas of Karnataka, Tamil Nadu, Kerala, Telangana, and Andhra Pradesh will be held from May 23 to 25. While the elephant census is usually held for an entire forest patch once every five years, this time it will be held only in the border areas of the southern states. The exercise aims to understand the area, the conflict and chalk out better policies for better coordination and future planning. This is the first time such an exercise is being carried out. It is the outcome of the inter-state coordination committee meeting held in March 2024 in Bandipur Tiger Reserve, said a senior Karnataka Forest Department official. The inter-state meeting was held after a radio-collared tuskless male (makhana) killed a man in Wayanad, Kerala. The makhana was radio-collared by Karnataka forest officials after it was captured in Hassan. In the meeting, an Interstate Coordination Committee Charter 2024 was prepared to foster collaboration for human-animal conflict mitigation. The charter was signed by chief wildlife wardens and heads of forest departments of Karnataka, Kerala, and Tamil Nadu on March 10, 2024. The charter listed five sections for implementation, one of them included population estimation exercises. Earlier in 202223, Karnataka had taken the lead for southern states elephant estimation reports, which showed that Karnataka topped the charts, housing 6,395 elephants. The report, Asian Elephant (Elephas maximus) Population Size and Structure Estimates for Karnataka-Interim Report, August 2023, also quoted that there has been an increase in the population by 346 since 2017. This census exercise will be limited to only the bordering areas to identify conflict areas and chalk out better solutions. On the first day (May 23), the block count will be done, the transect method will be done on May 24, and the waterhole count will be done on May 25. Radio-collared elephants will also be tracked. Only the wild ones will be tracked and assessed, not those in captivity. The all-India elephant assessment will be done later on a large scale, the official added. In Karnataka, the exercise will be done in Kolar, Bannerghatta National Park, Cauvery Wildlife Sanctuary, MM Hills (all bordering Tamil Nadu), Bandipur Tiger Reserve (bordering Tamil Nadu and Kerala), Nagarahole Tiger Reserve (bordering Kerala), and all three divisions of Kodagu. The other forest divisions of the state are not included in this exercise.

Council polls: Four rebels could tilt the scales

BENGALURU: With biennial polls scheduled on June 3 for six council seats three Graduates and three Teachers it is becoming clear that rebellion could impact four seats. A number of leaders who have turned rebel and filed their nomination papers could turn the contest into a cliffhanger if they fail to concede to their party high commands diktat and remain in the fray. The last date for withdrawal of nominations is May 20. In North East Graduates seat (Ballari, Bidar, Kalaburagi, Koppal, Raichur, Vijayanagara and Yadgir), Kalaburagi-Yadgir DCC Bank vice-president Suresh R Sajjan is the rebel candidate against BJPs official candidate Amarnath Patil. Former MLC Chandrashekar B Patil of the Congress is likely to benefit from this rebellion. In South West Graduates seat (Chikkamagaluru, Dakshina Kannada, Davanagere, Kodagu, Shivamogga & Udupi), both Dr Dhananjaya Sarji of the BJP and Ayanur Manjunath of the Congress are facing hiccups. Former three-time Udupi MLA K Raghupathi Bhat has asserted that he will not withdraw his papers as there is a regional imbalance with the party not giving representation to Dakshina Kannada leaders in the Council polls. So, the going may be tough for Sarji, a newbie and a native of Shivamogga. For Ayanur, the situation would be no different as senior Congress leader SP Dinesh, who had contested twice consecutively and lost by a narrow margin, is reportedly firm on remaining in the fray. SL Boje Gowda of the JDS, who is the NDA candidate from South West Teachers seat (Chikkamagaluru, Dakshina Kannada, two taluks of Davanagere, Kodagu, Shivamogga & Udupi) has an uphill task, as a popular figure in the cooperative movement, Dr SR Harish Acharya of the BJP, has filed his papers. Congress candidate K K Manjunath Kumar may take advantage of the rift in the BJP-JDS alliance. In Bengaluru Graduates seat (BBMP Central, North, South, Bengaluru Rural, Bengaluru Urban & Ramanagara) where A Deve Gowda is the BJP nominee and Ramoji Gowda is contesting on a Congress ticket, there is no strong rebellion in either party. But KPCC social media general secretary Ferdinand Lawrence has also filed his papers, claiming to be the Congress rebel candidate. The South East Teachers seat is likely to witness a close contest between sitting MLC Y A Narayanaswamy of the BJP and DT Srinivas, husband of former Hiriyur MLA Poornima. The BJP-JDS leadership managed to quell the rebellion in South Teachers seat (Chamarajanagar, Hassan, Mandya & Mysuru) as BJPs EC Ningaraj Gowda was convinced to withdraw his papers in favour of JDS nominee K Vivekananda. Former MLC KT Srikante Gowda was keen to file his papers as a JDS rebel but could not do so as he was hospitalised on Thursday. Scrutiny of papers for SE Teachers seat adjourned The Election Commission of India (ECI) which scrutinised the nomination papers of the candidates in five Legislative Council seats on Friday, has deferred that of the South East Teachers seat to 3 pm on Saturday citing technical reasons. Fifteen people have filed 22 nomination papers for that seat. As many as 103 people have filed 156 nomination papers for the six seats that will go to the polls on June 3. The papers of 76 candidates were accepted to fight for the five seats on Friday. Nomination papers of candidates from all three major partiesJDS, BJP, and Congresswere accepted. There was also some issue with the Bengaluru Graduates seat, as the returning officer, Amlan Aditya Biswas, had rejected some papers of independents that were not in order. Scrutiny is quasi-judicial work done by the RO in front of candidates, clarified Karnataka Chief Electoral Officer Manoj Kumar Meena.

As on May 13, state-run thermal power stations had a stock of 8,51,275 tonnes of coal, and according to Karnataka Power Corporation Limited (KPCL) officials, this is sufficient for the next 15-18 days. Apart from this, 2,00,813 tonnes of coal is available at Udupi Power Corporation Limited (UPCL) which is managed by the Adani Group. We are in a comfortable situation. We are also getting imported coal which is blended with coal generated in other Indian coal mines. A total of 28 rakes are expected to arrive in the coming days. The government wants to ensure there are no power cuts, hence all thrust is on thermal at the moment. Besides, renewable energy is not a completely reliable energy source, said an official from the energy department, not wanting to be named. The official explained that at the moment, the state is generating 967MW of solar and 610MW of wind energy. The total power generated from non-conventional sources is 1,718MW, including mini-hydro and biomass. When there is cloud cover, like nowadays, there is zero solar generation in some places. Wind is also not constant. All organisations that run on solar energy during the day need equal or more thermal energy post sunset, like the airport. Also, hydro power generation is very limited at the moment because of the drought, the official said. According to KPCL, hydro generation is 790MW. The total thermal generation is 2,056MW from Raichur, Ballari and Yeramarus thermal power stations. There is an additional 888MW from IPP-thermal power plants. The power generation from state sources as on May 17, is 3,825MW. To meet net zero emission target and the Paris Agreement, there is a need to reduce coal-based power generation. But at moments like these, there is no option. It is the only reliable backup source of power. Thermal power also helps in keeping the grid support constant. So far, little progress has been made in energy storage. We are working on demand and supply model at the moment, the official added.

Air India Express passenger detained for false bomb threat at Bengaluru airport

BENGALURU: An Air India Express flyer from Bengaluru to Pune has been booked and detained for creating panic by providing a false threat about a bomb concealed in his check-in bag during security checks at the Kempegowda International Airport (KIA). A Non Cognisable Report (NCR) has been booked against Rajeshkumar Beniwal after the airline filed a complaint at the police station inside the airport premises. An NCR refers to a document in which the police cannot take any action without a warrant given by the court. According to airport sources, the incident occurred in front of counter no E9 in Terminal 2 around 9 pm on Thursday. Beniwal, a resident of Hisar district in Haryana, was scheduled to fly by flight no 15 821 which had a departure time of 11.05 pm. A source said, The bags were being handed over by passengers at the airlines check-in counter for screening when the flyer Beniwal blurted aloud that there was a bomb in his bag. The airline staff immediately alerted the security agencies at the airport, a source said. The flyer was isolated and his bags subjected to intense scrutiny and his statement was found to be a fake one. He was detained and not allowed to board the flight. Assistant Manager, Aviation Security of Air India Express, Ganesh Umapathy approached the police station and filed a complaint. A case has been booked against the flyer under IPC Section 505 (1) (B) which deals with intent to cause or likely to cause fear or alarm to the public or against the interest of public tranquility. Terminal 2 at Kempegowda International Airport An Air India Express statement said, A passenger scheduled to fly with us on 16th May claimed that there was an explosive device in his bag during check-in. In line with standard protocols, he was handed over to airport police in coordination with the Central Industrial Security Force. We maintain a zero-tolerance approach to threats to the safety and well being of our staff or guests. This is the second hoax bomb threat complaint filed at the police station within a fortnight with an FIR booked against an anonymous person who sent an e-mail about bombs to explode in Terminal 1 and many flights. The terminal manager of T1 had filed the complaint on May 2.
