Citing seven-day notice rule, Punjab boycotts BBMB meeting over water-sharing row with Haryana
CHANDIGARH: A day after the BJP-led Union Government advised the AAP-led Punjab Government to implement the Bhakra Beas Management Boards (BBMB) order to release an additional 4,500 cusecs of water from the Bhakra Dam to Haryana over the next eight days to meet the urgent water needs of the state, Punjab did not participate in the BBMB meeting held today. Instead, it sent a letter requesting that the meeting be postponed. Sources said that in the letter to the BBMB chairman, the state government stated that a special session of the Punjab Assembly has been convened on Monday (May 5), during which the BBMB's decision to allocate 4,500 cusecs of additional water to Haryana would be discussed. As such, it could not participate in the meeting. The officials of the state government are currently preoccupied with preparations for the assembly session. The Water Resources Department further stated that a seven-day notice is mandatory before convening a BBMB meeting, as per Section 7 of the 1976 Regulations, and demanded adherence to proper procedures. It is respectfully requested that the meeting may kindly be adjourned. The Punjab government has called a special session of the Punjab Vidhan Sabha on May 5 amid the water-sharing dispute with Haryana, the letter read. This came a day after an all-party meeting in Punjab backed the state government's refusal to release more water to BJP-ruled Haryana. Haryana Chief Minister Nayab Singh Saini, after chairing the all-party meeting on Saturday, hit out at the Punjab government, saying not following the Bhakra Beas Management Board's direction to release water was unconstitutional, inhuman and an attack on the federal structure of the Constitution. CHANDIGARH: Jathedar Giani Kuldeep Singh Gargaj, the 'High Priest' of Akal Takht (the highest temporal seat of the Sikhs), on Friday issued a directive prohibiting filmmakers and artists from making movies or any animated versions using artificial intelligence (AI) that depict historic Sikh figures, stating that such portrayals violate Sikh principles. The directive comes amid Bollywood actor Akshay Kumar announcing his plans to make a film on the life of Sikh martyr Hari Singh Nalwa. Jathedar Gargaj clarified that such a film would not be permitted until the Akal Takht announces a concrete policy outlining the dos and donts for such representations. The directions were issued during a special meeting held at Akal Takht Sahib, attended by Sikh intellectuals and representatives. Jathedar Gargaj stated that previous orders of the Shiromani Gurdwara Parbandhak Committee (SGPC) on the matter would remain in force. The SGPC has already issued directives imposing a blanket ban on the depiction of Sikh Gurus and their families in any film, documentary, or songwhether by actors or in animated form. Gargaj pointed out that the Religious Advisory Committee of the SGPC had passed a resolution in 1934 strictly prohibiting the portrayal of Sikh Gurus and their family members. Similar resolutions were adopted in 1940, 2003, 2015, and 2022. The meeting was convened following the release of the film Akaal by Punjabi singer Gippy Grewal, which drew objections from Sikh organisations. The gathering included Sikh intellectuals, scholars, Panthic personalities, and artists who discussed the implications of films, animated productions, and AI-generated content related to Sikh Gurus, historical Sikh warriors, and Sikh history more broadly. Jathedar Gargaj later stated that the suggestions received during the meeting would be carefully reviewed. A committee will soon be formed to evaluate these suggestions in line with Sikh principles. A draft policy will be prepared in collaboration with the SGPC. Referring to Akshay Kumars recent statement expressing his desire to make a film on Hari Singh Nalwa, Jathedar Gargaj reiterated that such a project would not be allowed. A statement issued by the Akal Takht Secretariat noted that scholars expressed concerns over how current technological trends pose significant challenges to Sikh identity, traditions, and philosophy. It stressed the importance of preserving and promoting traditional modes of religious engagement, such as oral traditions, Gurdwaras, and Sikh institutions. IMD forecasts thunderstorms, hailstorms over major parts of India this week
After stormy weather in the past 24-hours in North India, the Indian Meteorological Department (IMD) has issued an Orange alert for Northwest India, including the Delhi-NCR region, as well as East and Central India, for the next four days. The regions are expected to experience heavy rainfall, accompanied by lightning, hailstorms, and strong winds, occur throughout the week. Following it, the IMD has issued an agromet advisory to protect crops and orchards. They also urged residents of vulnerable regions, particularly in urban and hilly areas to take necessary precautions before the hazardous weather. In the past 24-hours, Delhi's Safdarjung station recorded 77 mm of rainfall, marking the second-highest amount of rainfall for May since 1901. The highest was 119.3 mm, recorded on May 20, 2021, at the Safdarjung Airport. This recent rainfall was associated with the remnants of the Tauktae cyclone that crossed the Gujarat coast. After significant downpours along with thunderstorms, minimum temperatures in Delhi-NCR dropped by as much as 8C, and it has been predicted that maximum temperatures in Delhi-NCR will be below normal by 1-3C in the coming days. The IMD reports that multiple weather systems are currently in place, leading to continued rainfall, thunderstorms, and lightning in the region. A combination of a western disturbance and a series of cyclonic circulations over Rajasthan, Punjab, and Haryana has created hazardous weather conditions across large areas of North India. These weather systems are expected to remain active throughout the week. In some areas, there may be dust storms and isolated hailstorms, particularly in parts of Rajasthan. In addition to Northwest India, multiple weather systems are present over Central and Eastern India, resulting in widespread rainfall, thunderstorms, and lightning. The IMD's advisory notes the existence of a cyclonic system over Madhya Pradesh and Rajasthan, as well as a trough running from Punjab to North Kerala. Furthermore, another cyclonic circulation is located over northern Bangladesh at lower and middle tropospheric levels. All these systems are anticipated to bring rain across the country in the coming days, indicating active pre-monsoon showers and causing unseasonal rainfall. This unseasonal rain is expected to be beneficial for upcoming crops, as it will help replenish soil moisture during a typically dry period, said Mahesh Palawat of Skymet Weather, a private weather agency. In its agromet advisory, IMD advised to drain out excess water from standing crops in Odisha, Kerala and Karnataka whereas it advised use of hail nets and caps to prevent damage in vegetables and orchards in Sikkim, Odisha, Himachal Pradesh, East Madhya Pradesh, Chhattisgarh and Vidarbha. For livestock, it advised to keep animals inside shed during rainfall and hailstorm and feed and fodders at safe place. India bans direct, indirect imports from Pakistan with immediate effect
NEW DELHI: India has banned direct or indirect import of all goods from Pakistan with immediate effect, according to a notification of the commerce ministry. A provision in this regard has been added in Foreign Trade Policy (FTP) 2023 o prohibit direct or indirect import or transit of all goods originating in or exported from Pakistan with immediate effect until further orders, it said in the notification dated May 2. The Directorate General of Foreign Trade (DGFT) in the notification said this restriction is imposed in the interest of national security and public policy. Any exception to this prohibition will require approval of Government of India. Inserting the provision with head prohibition on import from Pakistan in the FTP, it said: Direct or indirect import or transit of all goods originating in or exported from Pakistan, whether or not freely importable or otherwise permitted, shall be prohibited with immediate effect, until further orders. Pakistan military carrying out multiple exercises post Pahalgam terror attack
NEW DELHI: The Pakistan military has carried out a major mobilisation of troops and assets following the Pahalgam terror attack. Sources said the Pakistan Air Force is holding three exercises -- Fiza-e-Badra, Lalkar-e-Momin and Zarb-e-Haidari. Apart from the three PAF exercises, the Pakistan Army's Multan, Punjab based II-Corps has been carrying out war games for about a week, said a source, adding, They have been exercising with their frontline fighters including the F-16s, J-10 and JF-17 and have activated their air defence canopy. Pakistan's Information Minister Attaullah Tarar claimed early on Wednesday, quoting credible intelligence, that India may carry out a military strike within the next 24 to 36 hours. Tarar said this a day after PM Narendra Modi met Defence Minister Rajnath Singh, NSA Ajit Doval, Chief of Defence Staff General Anil Chauhan and the three services chiefs. The armed forces were given the operational freedom to decide the 'mode, targets and timing' of India's response to the Pahalgam attack, which killed 26 people on April 22. The Pakistan Army has a total of nine corps level formations, of which the 2 Corps (Army Reserve South) and the 1 Corps (Army Reserve North) are their strike corps. A corps is the largest army formation that wages war independently. As for the military comparison, of the total of 14 corps in the Indian Army, four are strike corps, mandated to penetrate the enemy's territory as the war begins. Sources said the exercises give a realistic environment to practice skill and tactics, assess the preparedness (equipment and systems) and strengthen the areas found weak to enhance the overall operational efficiency. These exercises by the Pakistan military have no meaning except for the messaging they are trying to do, says defence analyst Lieutenant General (retired) VK Chaturvedi. They are already spread out all across: Balochistan, Durand Line (Pakistan-Afghanistan border) and now the eastern flank. These exercises are to increase the motivation of their men which is down due to the prolonged exposure to the deployments to deal with attacks they are facing, Lt Gen Chaturvedi said. This was announced after a meeting held under the chairmanship of Union Home Secretary Govind Mohan in Delhi to discuss the implementation of the BBMB decision. CHANDIGARH: Amid an escalating row with Punjab over the sharing of water, the Haryana government on Friday announced its decision to approach the Supreme Court over the matter. Haryana Irrigation and Water Resources Minister Shruti Choudhry said that the process to move the Supreme Court has already been initiated. If this issue is not resolved, we will approach the Supreme Court. We have complete records and data on Haryanas water receipt, and all relevant facts will be presented before the court. It is unprecedented that Punjab is withholding the legitimate share of water of Haryana from the Bhakra Dam. This water belongs and is controlled by the Bhakra Beas Management Board (BBMB), not Punjab, which allocates water based on the needs of the concerned partner states. This process has been followed for years, she said. Choudhry asked why Punjab Chief Minister Bhagwant Mann had not raised this issue in previous years when drinking water was allocated to Haryana as per the allocations. The Punjab Chief Ministers claim that Haryana has utilized 103 percent of its allocated water is entirely false. Such misinformation appears to be politically driven, possibly due to their recent electoral defeat in Delhi, she said. She said that during the shutdown of the Bhakra canal system, Haryana had requested the release of 4000 cusecs of water to meet its drinking water needs and to ensure equitable distribution to partner states, including Delhi and Rajasthan, as no water was being received from the Yamuna through the Western Jamuna Canal (WJC). However, Punjab released only 3000 cusecs, which included Delhis share of 1049 cusecs. Given the critical drinking water situation, Haryana reiterated its demand for 4000 cusecs. Subsequently, in the Technical Committee Meeting (TCM) held on April 23, it was agreed that 8500 cusecs of water would be allocated to Haryana from April 24 to May 1 under the Haryana Contact Point for distribution to partner states. Despite the consensus, Punjab did not issue the necessary demand letter to the BBMB, resulting in water shortages in Haryana. Chaudhary further stated that Punjabs assertion that Haryana exhausted its water quota in March 2025 is factually incorrect. Punjab is selectively calculating figures based only on the deficit period. When the full water accounting for 2024 is considered, it clearly shows that Punjab received 9.30 per cent more than its allocated share, while Haryana received 0.198 per cent less. Over the last 20 years, Punjab has received 22.44 per cent more than its share, while Haryana received just 7.67 per cent more, she added. Meanwhile, strongly condemning Punjab leaders for politicizing the water issue, Haryana Chief Minister Nayab Singh Saini advised them not to indulge in petty politics. Punjab is the land of the Gurus, and we bow to them. Work for the welfare of Punjabs people. Haryana was once a part of Punjab and emerged from there. Such low-level politics is not good for anyone, said Saini. He said this while interacting with media persons in Panchkula. CHANDIGARH: The Union Government has postponed the scheduled May 4 meeting with Punjab-based farmer unions after the Kisan Mazdoor Morcha (KMM) and the Sanyukt Kisan Morcha (Non-Political) insisted on excluding representatives of the Punjab government from the discussions. The Centre, in response, urged the farmer leaders to reconsider their stance, emphasising the importance of state participation in a federal setup. A letter in this regard was sent by Joint Secretary in the Ministry of Agriculture, Puran Chandra Kishan, to both KMM and SKM (Non-Political). As you know, state governments have an important role in the federal structure. Therefore, it would be appropriate to include the state government in the meeting. You are requested to reconsider the above decision, so that we can move forward towards a solution through dialogue. He cited deep resentment among the farming community over the eviction of protesters from the Shambhu and Khanauri border points on March 19. On April 27, both unions had written to Union Agriculture Minister Shivraj Singh Chouhan, requesting that no state representatives be invited to the proposed meeting. Former India Cricketer Sreesanth Suspended By KCA For Three Years
Syed Mushtaq Ali Trophy: Controversial former India speedster S.Sreesanth has been suspended by the Kerala Cricket Association (KCA) for three years. The decision to ban him was taken at its most recent annual general body meeting and was shared by the KCA in a statement issued on Friday. The statement of Sreesanth attacking the KCA for Kerala cricketer Sanju Samson not being included in the national side for the Champions Trophy tournament was baseless and needless. Hence, we have decided to suspend him for three years from the KCA, said the statement. Sreesanth had alleged that Samson was sidelined by the KCA to play for the Kerala side last year and hence missed selection to the national team for the Champions Trophy. Meanwhile, Sreesanth is now waiting for the official communication from the KCA, and according to sources, he will be taking legal recourse against the three-year suspension. This is not the first time that Sreesanth has courted trouble, as the previous instance was in 2023 when the Legends League Cricket (LLC) Commissioner served him a legal notice following his rant over an on-field altercation with the present Indian men's team head coach and former national player Gautam Gambhir. His previous troubles came at his last IPL match for the Rajasthan Royals against Punjab on May 9, 2013, the season in which he was accused of being involved in spot-fixing, which led to his arrest. Though Sreesanth always maintained his innocence throughout the controversy, he was handed a life ban along with Ankeet Chavan and Ajit Chandila. The fast bowler then challenged the decision in the Supreme Court, which set aside the life ban and asked the BCCI to consider a fresh punishment. The sentence was reduced to a seven-year suspension, which ended in September 2020. Thereafter, Sreesanth played for Kerala in the Syed Mushtaq Ali Trophy and the Vijay Hazare Trophy in 2021. He also made his Ranji Trophy comeback and he played his last match for Kerala against Meghalaya in the 2021-22 edition, finishing with 2 for 40 and 0 for 57 in the two innings. Soon, he announced his retirement, finishing his career with 213 wickets in 74 first-class games while he picked up 124 wickets in 92 appearances in List-A cricket. Sreesanth also played 65 T20 matches in which he bagged 54 wickets. Centre increases wheat procurement, restricts sugar export up to 8 LMT
The governments wheat procurement has seen a notable increase this year, bringing some relief after three consecutive years of struggling to maintain adequate stock. As of now, procurement has reached 256.31 lakh metric tonnes (LMT), a significant rise from 205 LMT on the same date last year. However, this still falls short of the governments target of 312 LMT for the current Rabi marketing season. Higher procurement figures have been reported from all five major wheat-producing statesPunjab, Haryana, Madhya Pradesh, Rajasthan, and Uttar Pradesh, which together account for 65 per cent of the country's wheat production. So far, 21.03 lakh farmers have benefited from the procurement, receiving a total payout of Rs. 62,155.96 crore under the Minimum Support Price (MSP) scheme. Punjab has contributed 103.89 LMT, Haryana 65.67 LMT, Madhya Pradesh 67.57 LMT, Rajasthan 11.44 LMT, and Uttar Pradesh 7.55 LMT to the central pool so far. According to Sanjeev Chopra, Secretary of the Ministry of Food and Public Distribution, the government is on track to surpass last years total procurement as a considerable window still remains open in the current season. Chopra said, The increased procurement to awareness campaigns about MSP and ensured that farmers receive payments within two days. This year, the MSP for wheat has been set at Rs. 2,425 per quintal. Despite the current progress, concerns remain over the impact of adverse weather conditions on wheat procurement in recent years. In the 2022-23 season, the government procured only 187 LMT against a target of 444 LMT. In 2023-24, the procurement reached 262 LMT against a target of 341 LMT. For 2024-25, the figure stands at 267 LMT against the 320 LMT target. Meanwhile, the government has announced new regulations for the khandsari (crude sugar or jaggery) industry, aiming to ensure fair and timely payments to sugarcane farmers and improve monitoring of sugar production. The government has amended the 1966 Sugar Control Order to regulate khandsari units with a crushing capacity of 500 tonnes per day (TCD). A total of 66 such units have been identified, and the revised order is expected to be officially notified in the gazette either today or tomorrow. According to government estimates, around 30 percent of the country's sugarcane has been diverted to the khandsari industry. The new rules are intended to help track this diversion more accurately. Additionally, the government has stated that India will export up to 8 lakh metric tonnes of sugar in the 202425 season, ending in Septemberlower than the permitted quota of 10 lakh tonnes. So far, 3 lakh tonnes have been exported, and another 60,000 tonnes are currently at ports, ready for shipment.

CHANDIGARH: The Punjab Government has called an all-party meeting on Friday and convened a special assembly session on Monday to discuss the issue of Haryana being allocated additional water from the Bhakra Dam by the Bhakra Beas Management Board (BBMB). An emergency meeting of all ministers and MLAs was held this evening, headed by Chief Minister Bhagwant Mann and AAP convener Arvind Kejriwal, to discuss the emerging situation following the BBMBs order to release 8,500 cusecs of water to Haryana. Mann has convened an all-party meeting tomorrow at Punjab Bhawan, inviting all prominent political parties of the state. He unequivocally stated that Punjabis have the right over every drop of river water and no one can snatch it away. In this context, the Punjab Government has also decided to convene a special session of the state assembly on Monday (May 5). A special resolution on the water issue will be tabled during this session of the Vidhan Sabha. Meanwhile, CM Mann issued a clarion call for all parties to unite and fight to safeguard the interests of Punjab and its people. During the meeting, issues related to the alleged usurping of Punjabs rights by the Union Governmentthrough the unfair allocation of water to Haryana by the BBMBwill be deliberated upon. The meeting is intended to showcase the unity of all political parties in the state on this sensitive issue. Mann said it is high time all political parties rose above parochial considerations and fought this battle vehemently. BSF and Punjab police foil 'terror plot,' seize weapons; 5 kg heroin bust uncovers smuggling network
CHANDIGARH: The Border Security Force (BSF) and Punjab Police allegedly foiled a terror plot and recovered a cache of arms and ammunition from near Bharopal village in Amritsar district. Sources said that acting on tip off from the intelligence wing of BSF a joint search operation was conducted Wednesday evening leading to the recovery of two hand grenades, three pistols with six magazines and 50 live rounds which was later handed over to the state police for further investigation. Director General of Police, Punjab, Gaurav Yadav said here on Thursday that the development came four days after Counter Intelligence unit of Amritsar arrested Jodhbirs accomplice, identified as Abhishek Kumar, of village Meerankot Kalan in Amritsar. He was supplying weapons to anti-social elements on the instructions of his Australia-based handler identified as Jassa. Police teams had also recovered seven pistols and Rs 1.5 lakh cash from his possession, besides, impounding his Mahindra Thar vehicle which was used for weapon smuggling. Yadav said that preliminary investigation revealed that Australia-based handler Jassa and his associates with links to Pakistan-based smugglers were directing accused Jodhbir to retrieve heroin consignments for further distribution at different locations. Further intelligence also indicates that accused Jodhbir Singh also collects drug proceeds and remits them to Pakistan through hawala channels, he said, while adding that the accused, who remains at large, is now implicated in a dual nexus of narcotics and weapon smuggling. Sharing operation details, Yadav said that following the trail of accused Jodhbir, CI Amritsar police teams have found that the accused got an accommodation in the Varindavan Garden Colony at Fatehgarh Churian Road in Amritsar, where he has stored a huge quantity of heroin and was also using rented house as safe haven. Acting swiftly, Police teams raided the house and managed to recover 5kg heroin along with currency counting machine from the house, while, accused Jodhbir has been absconding. Police teams are on manhunt to apprehend accused Jodhbir, he said. A fresh case has been registered under sections 21, 25, 27-A and 29 of the NDPS Act at Police Station State Special Operation Cell, Amritsar.
